Władze samorządowe oraz organy ścigania powinny w tym celu dążyć do jak największego zminimalizowania występujących ryzyk i zagrożeń w środowiskach lokalnych. Przedstawione zostały główne działania praktyczne tych instytucji, służące zapewnieniu bezpieczeństwa obywateli oraz przeciwdziałaniu patologiom społecznym.Przeanalizowany został także aspekt koordynacji i współodpowiedzialności jednostek samorządu gminnego, powiatowego oraz Policji przy realizacji programów przeciwdziałających zagrożeniom życia i wolności członków wspólnot lokalnych.
The purpose of this work is to present the security theme of every person at local level and the role of local government in ensuring the protection of this constitutional protected value.The deliberations were subject to issues of competence, powers and legal capacity of the municipality, the county as well as the police for the above-mentioned value, which is one of the most important in human existence. Local authorities and law enforcement authorities should, for this purpose, strive to minimise the risks and risks that exist in the environment.The main practical activities of these institutions have been presented to ensure the security of citizens and to tackle social pathologies.The coordination and co-responsibility of municipal, district and police authorities in the implementation of programmes to counter the threats of life and freedom of members of local communities has also been analysed.

Opis:: The main aim of this article is an attempt to show preventive actions being undertaken between 1999-2013, due to program Bezpieczne Świętokrzyskie by administrative units of local governments, governments and social organizations to improve security of order and public security in Świętokrzyskie province. Aims of program, field of preventive actions, tasks were analyzed and also subjects that are taking part in implementation were indicated. To fully describe the context of cooperation of different subjects to improve local security first part of the article was aimed to be an attempt of defining place of local government in whole system of public administration and resulting of this tasks among public safety. An overview was made to organize basic conceptions connected with local safety.

Opis:: In many countries, the police, as a part of public administration, have witnessed many changes during the last few years. This article explores the process of the reform of the Polish police force, which took place between 2015 and 2017. Doing so examines in detail the process of implementing an IT tool – The National Security Threat Map – by paying particular attention to the mechanism of engaging external stakeholders. This study is conceptual but empirically focused. The paper posits that, despite the hierarchical nature of the police administration structure, it is possible to build an engagement of external stakeholders.

Opis:: Despite a uniform legal regulation, the functioning in practice of district safety and order committees and district crime prevention, public order and citizen safety programmes in Poland is very inconsistent and usually unsatisfactory. This is either due to general character of legal regulations or their deficiencies (implementation of the unification principle), different organisational models in different districts or due to lack of knowledge relating to the principles of organising and harmonising local safety. Therefore, a series of demands were made that relate to the politics of law and that aim at introducing changes that would improve the situation. These are the most important of them: – district safety and order committees shall not be appointed obligatorily; the district governors shall decide whether to appoint committees or choose any other form of coordinating actions – it is suggested that local safety managers shall be appointed, who shall combine the mission of integrating various entities around local safety issues (establishing partnerships between various entities and services) and the efficient management; – the districts shall be released from the obligation to adopt safety and order programmes, and the process of their preparation (including risk diagnosis) and implementation (including evaluation) shall be substantively supported by the state. This aim may be served by the following: certification of programmes and financial support for the best projects using the system of grants. Despite a critical opinion on the quality of the existing programmes, they shall nevertheless be adopted in the districts; – following the example of Sweden, a national prevention board at the minister for internal affairs shall be appointed, which shall: provide substantive support for local actions, undertake research in order to develop knowledge in the field of ensuring safety and award certificates for the district programmes. – organise a system of co-financing local projects using the system of grants offered by the national prevention board, as well as public-private partnership and public-public partnership; – adopt new, national crime prevention programme in place of the Governmental Programme for Limiting Crime and Anti-Social Behaviours (“Together we are safer”) that expires in 2015 and that is viewed critically. If the recommendations are accepted, the process of coordinating actions aiming at ensuring local safety in Poland will be evolving from spontaneous actions (1990s), through obligatory forms set out in the statutes (2001–2014), to the development of many forms that are optionally allowed by law, as well as substantially and financially supported by the state implementing the concept of a cooperating state.

Creating security policy at the local level and the authorities actions aimed at improving it - on the example of the city of Krakow

Opis:: The thesis addresses the issue of security at the local level in the implementation of the authorities' actions aimed at improving security on the example of the city of Krakow. Basic assumptions, role and significance related to creating local security as well as definitions relating to the most important security areas are presented. The thesis also describes individual activities of local authorities, whose task is to ensure and improve security among local communities. The key is to present local development strategies, which consist of many programs to solve the problems of the local community and its space, as well as to present the concept of "community policing". In addition, it was carried out an analysis of the status and sense of security in Krakow in previous years and the analysis of the safety improvement program for the city of Kraków "Safe Krakow" for 2018-2020, which the main task was to present the most important goals and objectives of the program.
Praca porusza problem bezpieczeństwa na poziomie lokalnym w zakresie realizowania działań władz, których celem jest poprawa bezpieczeństwa na przykładzie miasta Kraków. Przedstawione są w niej podstawowe założenia, rola i znaczenie związane z kreowaniem bezpieczeństwa lokalnego oraz definicje odnoszące się do najważniejszych dziedzin bezpieczeństwa. W pracy opisane są także poszczególne działania władz lokalnych, których zadaniem jest zapewnienie i poprawa bezpieczeństwa wśród społeczności lokalnych. Kluczowe jest zaprezentowanie strategii rozwoju lokalnego, na które składa się wiele programów w celu rozwiązywania problemów społeczności lokalnej i jej przestrzeni, a także przedstawienie koncepcji "community policing". Ponadto, przeprowadzona została analiza kształtowania się stanu i poczucia bezpieczeństwa na terenie Krakowa w ubiegłych latach oraz analiza programu poprawy bezpieczeństwa dla miasta Krakowa "Bezpieczny Kraków" na lata 2018-2020, której głównym zadaniem było przedstawienie najbardziej istotnych celów i założeń programu.

Opis:: Przedmiotem artykułu są wstępne wyniki badań empirycznych, prowadzonych w ramach projektu naukowego pn. Badanie poczucia bezpieczeństwa społeczności lokalnych w miastach w Polsce liczących od 250 tys. do 500 tys. mieszkańców. Badania empiryczne objęły 2450 ankietowanych z miast: Białystok, Bydgoszcz, Gdańsk, Katowice, Lublin i Szczecin. Ich celem było wskazanie miejsc występowania zagrożeń oraz określenie poziomu poczucia bezpieczeństwa respondentów tworzących społeczności lokalne w badanych miastach. Badani członkowie sześciu społeczności lokalnych czują się względnie bezpiecznie w swoich miastach. Niemniej jednak uciążliwe są dla nich w szczególności akty chuligaństwa i wykroczenia w ruchu drogowym. W zależności od specyfiki miasta, mogą to być także inne zagrożenia lokalne. Respondenci z badanych miast nie czują się bezpiecznie najczęściej na dworcach i przystankach, a także przy sklepach monopolowych i w ich okolicach. Najbardziej bezpiecznymi miejscami według ankietowanych były uczelnie i szkoły oraz galerie handlowe. Według autorów polityka kształtowania poczucia bezpieczeństwa w miastach powinna uwzględniać liczne determinanty zagrożeń oraz bezpieczeństwo obiektywne. Istotna jest także polityka informacyjna, która wpływa na opinie społeczności lokalnych o zagrożeniach.
The subject of this article is the preliminary results of the empirical research conducted as part of the scientific project entitled Research on the sense of security of local communities in Polish cities of 250.000 to 500.000 inhabitants. The empirical research involved 2450 respondents from the cities of Białystok, Bydgoszcz, Gdańsk, Katowice, Lublin, and Szczecin. The aim of the research was to identify the locations of threats and to determine the level of the sense of safety among the respondents who make up the local communities in the cities surveyed. The respondents from the six local communities feel relatively safe in their cities. However, hooliganism and traffic violations in particular are a source of concern. Depending on the specifics of the city, there may be other local threats. The respondents from the surveyed cities most often do not feel safe at train stations and stops, as well as in and around liquor stores. The safest places, according to the respondents, were universities and schools, as well as shopping malls. According to the authors, the policy of creating a sense of safety in cities should take into account numerous determinants of threats and objective safety. The information policy, which influences the opinion of the local population about the threats, is also important.

Opis:: Bezpieczeństwo lokalne jest najbardziej odczuwalną kategorią bezpieczeństwa. Najczęściej jest ono utożsamiane z bezpośrednią przestrzenią życiową człowieka. Współczesne procesy cywilizacyjne oraz możliwości będące ich następstwem powodują, że człowiek przestaje zamykać się tylko do spraw bezpośredniego otoczenia. Zapoczątkowany w latach 90. XX w. rozwój samorządności i jego trzypoziomowa rozbudowa spowodowały, że obywatele stają się świadomymi uczestnikami życia społecznego na płaszczyźnie gminnej, powiatowej oraz wojewódzkiej. W artykule przedstawione zostały wybrane zagadnienia odnoszące się do współczesnego wymiaru bezpieczeństwa lokalnego. Zostały wskazane granice lokalności determinujące sprawy tego środowiska oraz przykłady zagrożeń, jakie mogą kształtować poczucie bezpieczeństwa jego mieszkańców. Przedstawiono również możliwości przeciwdziałania zagrożeniom środowiska lokalnego przez stanowienie norm obowiązującego porządku prawnego.
Local security is the most tangible security category. Most often it is identified with the immediate living space of a person. Contemporary civilization processes and opportunities resulting from them cause that man ceases to close himself only to the matters of his immediate environment. The development of self-governance, which started in the 1990s, and its three-level expansion, made citizens conscious participants of social life at the municipality, county and province level. The article presents selected issues related to the contemporary dimension of local security. Local boundaries determining the issues of this environment and examples of threats that may affect the sense of security of its inhabitants were indicated. The possibilities of counteracting threats to the local environment by setting the standards of the binding legal order were also presented.

Municipal guards : problems, challenges and reform proposals

Opis:: For several years, the number of municipal guards has been decreasing. Over onehundred units have been disbanded in the last five years, which is one-sixth of theirtotal number. On the one hand, there are many opinions that the existing formula has been exhausted, with some calling for the liquidation of the institution. On the other, it is argued that the guards should perform a broader range of tasks and that municipal polices should be created. Against the backdrop of these extreme positions, theguards' most important reform in years has been designed, aiming to prevent furtherreduction of their number. The article presents a multi-faceted issue of the functioningof the force, specifying the most important problems and challenges it is currentlyfacing. The analysis indicates that socio-cultural changes at the local level confirm the functionality of the guards.
Od kilku lat liczba straży gminnych zmniejsza się. W ostatnich pięciu latach rozwiązano ponad sto jednostek, czyli jedną szóstą ich ogólnej liczby. Z jednej strony, nie brakuje opinii, że dotychczasowa formuła straży się wyczerpała, a w przestrzeni publicznej ponownie zaistniały postulaty likwidacji instytucji. Z drugiej, podnoszony jest pomysł poszerzenia katalogu jej zadań i utworzenia policji municypalnych. W cieniu tych skrajnych stanowisk projektowana jest najważniejsza od lat reforma straży, która ma zapobiec dalszemu zmniejszaniu się ich liczby. W artykule przedstawiono wieloaspektową problematykę funkcjonowania straży, wskazując na najważniejsze stojące przed nią problemy i wyzwania. Przeprowadzona analiza wskazuje, że zachodzące na poziomie lokalnym zmiany społeczno-kulturowe potwierdzają funkcjonalność straży.

Opis:: The work addressed issues related to local security. The aim below the work was to study the process of providing local security. The work consists of three chapters. The first chapter presents the legal basis, the tasks of the municipality, as well as the threats occurring in the city and municipality of Ostrowiec Świętokrzyski. It also presents strategies for solving problems. The second chapter describes the cooperation of the municipal authorities with other institutions in the field of public safety. The information about the actions taken by the Police, the Municipal Police and the Fire Department were presented. The National Security Threat Map was presented, which is a tool created by the police. It serves as a communicator between officers and the public. Another important element to ensure security has become video surveillance. The third chapter describes the functioning of video surveillance system in Ostrowiec Świętokrzyski against a background of experiences in other Polish cities and other countries. The author of this work has interviewed manager of management and supervision of the municipal police in Ostrowiec Świętokrzyski. In the end of the work conclusions and recommendations were presented.
Praca poruszyła zagadnienia związane z bezpieczeństwem w miejscu zamieszkania. Celem poniżej pracy było badanie procesu zapewniania bezpieczeństwa lokalnego. Praca składa się z trzech rozdziałów. Rozdział pierwszy przedstawia podstawy prawne, zadania gminy, a także zagrożenia występujące w mieście i gminie Ostrowiec Świętokrzyskim. W tym miejscu ukazano także strategie rozwiązywania problemów. W rozdziale drugim opisano współdziałanie organów gminy z innymi instytucjami w zakresie bezpieczeństwa publicznego. Przybliżone zostały informacje na temat działań podejmowanych przez Policję, Straż Miejską oraz Straż Pożarną. Przedstawiono Krajową Mapę Zagrożeń Bezpieczeństwa, która jest narzędziem stworzonym przez Policję. Stanowi ona komunikator pomiędzy funkcjonariuszami, a społeczeństwem. Kolejnym ważnym elementem w celu zapewnienia bezpieczeństwa, stał się monitoring wizyjny. Rozdział trzeci opisuje funkcjonowanie systemu monitoringu wizyjnego w Ostrowcu Świętokrzyskim na tle doświadczeń w innych polskich miastach oraz w innych krajach. Autorka pracy przeprowadziła wywiad z Kierownikiem ds. kierowania oraz nadzoru Straży Miejskiej w Ostrowcu Świętokrzyskim. W zakończeniu pracy przedstawiono wnioski oraz rekomendacje.
