Opis:: The maritime transportation system is increasingly a target of cyber attacks. This paper describes a taxonomy that supports the creation of adversarial cyber models, risk mitigation, and resiliency plans as applied to the maritime industry, using the Automatic Identification System as a specific illustration of the approach. This method has already been applied to the aviation sector; retooling it for a maritime example demonstrates its broad applicability to the transportation sector, in general.

Opis:: Dynamiczny rozwój technologii informacyjno-komunikacyjnych oraz rosnący poziom funkcjonalności komputerów spowodował, że w XXI wieku dostęp do systemów teleinformatycznych w sieci stał się powszechny, a cyberbezpieczeństwo stało się ważnym elementem bezpieczeństwa rozpatrywanym zarówno w wymiarze międzynarodowym, jak i narodowym. Branża morska staje się coraz bardziej zależna od technologii cyfrowych i teleinformatycznych, ale zwiększa się tym samym ryzyko wystąpienia cyberzagrożeń podczas prowadzonej działalności w tym sektorze gospodarki. Słabe zabezpieczenia systemów, a nawet pojedynczych urządzeń mogą doprowadzić do wielu nieprawidłowości, w tym braku dostępu do informacji lub uniemożliwienia ich wymiany w relacji ląd–morze–ląd–morze (operator na lądzie/port–statek/armator) oraz morze–morze (statek–statek) lub przejęcia statkowych systemów nawigacyjnych, maszynowych, jak i ładunkowych. Głównym celem opracowania było przedstawienie aspektów zarządzania cyberbezpieczeństwem na obszarach morskich. Efektem końcowym opracowania było wskazanie elementów zarządzania morskim cyberbezpieczeństwem, a także wskazanie na co położyć największy nacisk, aby przygotować się na wystąpienie incydentu w cyberprzestrzeni oraz jakie są możliwości zarządzania cyberbezpieczeństwem, aby zapewnić akceptowalny poziom cyberbezpieczeństwa na morzu.
The dynamic development of information and communication technologies and the increasing level of computer functionality meant that in the 21st century access to ICT systems in the network became commonplace and cybersecurity became an important element of security considered both in the international and national dimension. The maritime industry is becoming more and more dependent on digital and ICT technologies, but the risk of cyber threats is also increasing. Weak security systems and even single devices can lead to many irregularities, including the lack of access to information or preventing the exchange of information in the land-sea-land-sea (land-operator-ship/ owner) and sea-sea (ship-ship) relationship. or taking over ship navigation, machinery and cargo systems. The main purpose of the study is to present aspects of cybersecurity management in maritime areas. The final effect of the paper will be to indicate elements of cybersrisk management i.e., what to put the most significant emphasis on to prepare for the occurrence of a given incident in cyberspace and what are the possibilities of cybersecurity management to ensure an acceptable level of increasing threats.

Opis:: Due to its strategic importance and vast impact on the world economy, maritime transport has become a cyber battlefield. Cybersecurity organizations across the world notice and analyze adversaries such as Bear from Russia, Panda from China, Buffalo from Vietnam, Chollima from North Korea (DPRK), and others from Columbia, India, Turkey, and Iran, as well as hacktivist and E-Crime. In 2014 - 2023, Ukraine became the object of massive cyberattacks aimed at its political, social, and economic destabilization. This situation changes the perception of cyberspace and its importance for ensuring the security of the global economy, in particular, the maritime economy. Reports published by the US Coast Guard show that. In this publication, the author reviews the cybersecurity threat landscape targeting the maritime industry and transportation systems and analyzes the technics, tactics, and procedures (TTPs) used by threat actors.
