Nearly everyday we can see spectacular socio-political, economic, cultural, science and technological transformation. Rules previously typical for an industrial society became obsolete. The third wave of civilization development and information society emerges. Increasingly more often production capacity enables manufacturing goods considerably saturated with modern knowledge to develop into highly advanced technologies. New forms of production developed, including soft ware, media, advertising, consulting, and public relations. Consequently, the stage of relative stabilization comes to its end and threats result from the lack of ability to follow continuous changes.

The reason is the fact that this concept must continuously adapt to the current state of warfare, which reflects the social conditions of the historical period. Opis:
In the years since Ukraine’s independence, attention has been paid to defense capability of the country, but reforming the national defense sector has been falling behind current needs. The Ukrainian course towards the European community and NATO membership predetermines the advancement of all spheres of public life, including training of officer personnel of the Armed Forces of Ukraine, its education and career progress. The reform of military education requires introducing new academic programs that permit training modern-type officers - military managers, who can constructively interpret theoretical materials, the experience of domestic and foreign scientists and implement them in their practical activities. Against the backdrop of the reform of military education, one of the most important tasks of higher military education involves not only training highly-qualified specialists but also the conformity of their knowledge with international standards that will allow them to be competitive both at the domestic and international labor markets and be compatible with NATO partners. The introduction of practical management experience as management methodology for the relevant system into military medicine will drive the formation of the requirements for organizing the training of specifically qualified personnel. The training of a manager and leader under the dictatorship (authoritarian) principle is passing into history; there is a need for a military manager as a prototype of an intelligent and wise leader. With the advent and expansion of such a control system as management, the following question has arisen sporadically: what is the difference between management and administration? The objective of management is to increase the profitability of business and production activities, i.e., gaining profit. The objective of administration, in particular, state or public, is to regulate social relations, which would be convenient and beneficial to the use of business and all citizens of the state in their day-to-day operations. Management objectives prescribe the features of management methodology which relies on the guiding principle: public administration adopts methodology and action procedure, which is defined by current legislation, and management adopts methodology and action procedure, which is not prohibited by law. Consequently, military administration is close to public administration in terms of the mentioned methodological principle since it is regulated by statutory acts and the system of orders allowed by the relevant laws in force. Thus, heightened attention to the enhancement of military administration is more important than using the terms “military management” and “military manager” within the system of military administration.

Civil-military cooperation : the role of education in civil-military (cultural) awareness

In the current international environment, the armed forces do not operate in a vacuum but are surrounded by and often closely connected to various civilian actors, including civilian authorities at different levels, interest groups, international and non-governmental organisations, private sector, and even citizens. This is the case not only in the context of peacekeeping missions and stabilisation and reconstruction operations, but also disaster response, international exercises, and everyday functioning. A special case in many states are the territorial defence forces which rely on volunteer soldiers who simultaneously hold civilian jobs. In this regard, the ability to smoothly cooperate with civilian partners constitutes a necessary part of the military function but also presents challenges which often stem from different organisational cultures, communication patterns, and expectations of both civilian and military counterparts. Indeed, for the most part, military training and education has already incorporated the aspect of cultural awareness into the curricula, however often the focus lies on different national cultures and less so on the cultural differences between civilian and military organisations. Military education and training, which fosters the understanding of the role expectations held by the civilian environment towards the military, could increase the synergy of actions and translate into fewer obstacles in reaching military objectives. The findings presented in this paper are informed by research on the role of soldiers engaged in civil-military cooperation (CIMIC), primarily in NATO context.

It draws the conclusions on conducting authorial military terminology syllabus in one of the schools carrying out the pedagogical innovation, which has assumed patronage of Polish Air Force Academy (PAFA). Military classes gained a huge popularity, having met the youth’s interest in armed forces they became a key element in national defense education.

Opis:
The armed forces of NATO, the foundation of military security in the collective and individual sense, have been, for years, constituting the determinants shaping their interoperability and effectiveness. Such actions are taken with varying intensity by all members also in terms of military leadership. The scope and comprehensiveness of these actions mainly oscillate around the perception of leadership in the context of the tool for shaping interpersonal relationships. The goal of the organizational context, which less attention is put to, is the proper section and training of the leaders, who are not accidentally appointed, but were chosen on the basis of a thoughtful process. Therefore, in the area of leadership considered an important organizational phenomenon, a variety of transformations are carried out, which are intended to improve leadership and the units implementing them, so it is used for the benefit of the armed forces. The Polish armed forces have also undertaken such actions. Their scope is to be based on a broad analysis of leadership in conducted in 2018. However, ensuring the optimization of further action requires the recognition of the most significant leadership transformations that have been implemented by the Alliance’sleading armed forces and are a guarantor of substantially higher quality of military leadership. These transformations are described and discussed in this paper.

Вивчення роботи військових професіоналів, надісланих у складі місій з передових європейських держав і США до армій країн Європи, Азії, Африки і Латинської Америки, що реформувалися, в останній третині ХIХ – першій третині ХХ ст., неодноразово було об’єктом уваги досліджень професійних істориків. Дослідження інструкторської діяльності воєнних місій у вище зазначений період дозволяє побачити загальні та окремі проблеми історії військової модернізації. Завдяки значному проміжку часу і різним регіонам світу, в яких виконували обов’язки офіцери місій, можна побачити наукові перспективи та проблеми вивчення воєнно-інструкторської діяльності, використовуючи компаративний метод. Порівняння інструкторської діяльності місій із різних країн сприяє аналізу національних військових шкіл. Цей факт, надає вирішального значення роботі воєнних інструкторів. При порівнянні більш чітко простежується регіональна специфіка професійної роботи членів воєнних місій. Порівняльна методика дозволяє завдяки безлічі історичних прикладів простежити еволюцію інструкторської діяльності офіційних воєнних місій в історичній ретроспективі. Чималий проміжок часу дозволяє побачити, що саме і чому залишилося поза межами аналізу в дослідженнях багатьох істориків, і які напрями розглядалися авторами як обов’язкові для вивчення. Дослідження виявляє найбільш вдалі роботи науковців з проблематики, що вивчається. Однією із цілей статті є визначення найважчих напрямів вивчення роботи військових професіоналів зі складу місій у чужих арміях та шляхи їх розкриття. Наукове дослідження є актуальним у зв’язку з постійним інтересом професійних істориків до теми військової модернізації та використання воєнних місій для більш швидких реформ збройних сил у складні періоди розвитку деяких країн.
The study of the work of military professionals sent as part of missions from the advanced European states and the United States to the reformed armies of the countries of Europe, Asia, Africa and Latin America in the last third of the 19th – the first third of the 20th centuries has repeatedly been the focus of research by professional historians. The study of the training activities of military missions at the time under study allows us to see general and particular problems of the history of military modernization. A significant time span and various regions of the world in which mission officers served, allow for the scientific prospects and problems of studying military training activities using a comparative method. Comparison of training activities of missions from different countries contributes to the analysis of national military schools. This factor, along with other causes, has a decisive importance for the work of military instructors. By comparison, the regional specifics of the professional work of members of military missions are more clearly visible. The comparative methodology allows us to trace specifically the evolution of training activities of official military missions in historical retrospect through a set off historical examples. The extensive time span enables us to see what and why in the studies of a number of historians remained outside the scope of analysis, and which are as a reconsidered by the authors as mandatory for study. The study reveals the most successful works of researchers on the issues understudy. One of the aims of the article is to determine the most difficult areas for study the work of military professionals from missions in foreign armies and the ways of their disclosure. The study is relevant due to the constant interest of professional historians in the topic of military modernization and the use of military missions for faster reforms of the armed forces during difficult periods of development in some countries.

This article attempts to analyze the problems arising at the junction of two social institutions: the army and military families. It shows, in the face of the transformations taking place in the area of family life and in the face of professionalization of the Polish Armed Forces, how complex relationships between these two worlds are created. The article raises the issue of dual loyalty and „greed” of these institutions. A feature that modern family and the army share is the fact that each of these institutions would like to focus the attention and energy of its members and involve them in their actions as much as possible, which would secure their operations. Such a demanding attitude, however, has a negative impact on the performance of social roles outside the institution. The empirical analyses on the topic conclude with the condition and problems of modern military family. They also show how the duties and requirements for the profession of a soldier affect the organization, structure and functions of the family, the course and the rhythm of their life, homely atmosphere, the content and scope of the role played, the manner of satisfying their needs and the lever of the satisfaction. This text is a contribution to further research of the presented issue.
