Opis:: The Roma people make one of the ethnic minorities recognized in Poland. In comparison in education which is based on continuation of their tradition, the Roma education aims at making the transmission of Polish culture more easy. In Poland in the years 2004-2013 the "Programme for the Roma communities". Its most important element was education which makes a sort of challenge. The teacher has to organize the learning process in order to overcome many obstacles. It is necessary to motivate the pupils to work, to integrate the class despite the existing cultural differences, including the initiating cooperation with parents. Gaining trust of the Roma milieu is one of the most important elements having influence on the success of the enterprise of education of children coming from those minorities. It is also important to diminish the social distance of Poles towards them and to getting rid of prejudice and fighting existing stereotypes.

Opis:: in Serbia and represent three national minorities: Hungarian, Bosnian, and Albanian. The timeframe of the research covers the period between the first free parliamentary elections that took place in 1990 and the elections in 2008. The aim of the article is to show some common features characteristic for the functioning of national minority parties in Serbia. The analysis focuses on the influence of the activities and strategies undertaken by this type of parties on the electoral system (and its reforms), the engagement of the Serbian authorities in conflicts on the area of the post-Yugoslavian republics in the 1990s and the principles of registering political parties. The article also presents changes in the regulations introduced in this respect based on the novelization of the act of political parties legislated on 12th of May 2009. The changes facilitate creating parties that represent national minorities which in fact favours further fragmentation.

Opis:: In Switzerland national minorities might be divided essentially into traditional and socalled „new” minorities. New minorities were formed as a result of immigration in the last half-century. The role of the Swiss national minorities in the political system of this country is connected to the special conditions of Swiss direct democracy, which directly determines the status of minorities in the country. The impact of Swiss policy, especially the popular initiative and referendum on the regulations relating to minorities, has not been fully researched in the literature. The purpose of this article is to analyse the status of minorities, primarily non-Christians, in Switzerland, and to show how these minorities relate to elements of Swiss direct democracy.

Opis:: In accordance with the Act of 6 January 2005 on national and ethnic minorities and regional languages, the so-called auxiliary language was introduced into the Polish legal order. It involves a situation when it is used by a national or ethnic minority in a municipality where they constitute a minimum of 20% of the total population. Then there is the legal possibility of using the minority language on equal terms with the official language, that is the Polish language, before the municipal authorities. This paper presents and describes issues related to the rules of introducing an auxiliary language and situations when it can be used. The existing legislative shortcomings in the form of using phrases that are ill-defined or cause problems of interpretation are pointed out. The auxiliary language, although it can currently be used only in 33 municipalities, is an important element in the functioning of national and ethnic minorities in Poland, as well as is very useful in the relations between the municipality and the residents (belonging to the minority).

Opis:: Te problem of minorities in the social sciences and humanities appears relatively late, only afer the Second World War. In common literature I do not fnd to this day historical or monographic work devoted to minorities, although there are many fragmentary works treating this problem selectively. Ten suddenly, when it became clear that the declarations of human rights and civil rights (“French” of 1789) and the common of 1948 failed to notice the diversity of multi-faith society, including multicultural, and society itself as a conglomerate of diferent styles of life, at the end of various sexual orientations … the minority issue appeared with an unexpected power as a signum temporis of the postmodern era. It appeared, but it still fails to explain how to separate minoriies, which are separated in every society diferently. Te purpose of this article is the initial attempt to answer this question in the historical and contemporary context.

Opis:: Switzerland consists of different regions, cultures and languages. The minorities in Switzerland are in the first place ethno-linguistic minorities, whose are unified by a common language. Therefore, since the foundation of the Confederation in 1848 the Helvetic state has been considered a multilingual country. The confederation and cantons are obliged to protect linguistic minorities. The grounds of the Swiss social structure, with traditional multiculturalism and four national languages are two principles: language freedom (Sprachenfreiheit) and territoriality (Territorialitätsprinzip). Switzerland has no official state religion. Predominant religion is Christianity, the largest religious minorities is established by Islam. The largest Christian denominations are Catholic Church (37.7%) and Swiss Reformed Church (25.5%). The influx of new cultural minorities to Switzerland began aXer the Second World War and was directly connected with economic migration, with the large influx of gastarbeiters from southern European countries and refugees from the Third World and from the former Yugoslavia. International law includes the protection of national, yet not cultural minorities. In Switzerland the protection of national minorities is also based on international standards. The necessity for systematic integration policy in Switzerland appeared in the nineties of the twentieth century, after removing the anti-immigration tendencies and hostile attitude towards foreigners. There is a conflict of interest between democracy and state under the rule of law, and between majoritarian democratic politics and liberal principles. The conflict can be controlled; however it can not be resolved. The principle of the Swiss “unity in multiplicity” is best reflected in the multiculturalism and multilingualism of Switzerland, but also a relatively high percentage of the foreigners.

Opis:: W niniejszej publikacji dokonano analizy sytuacji prawnej i faktycznej mniejszości polskiej w Republice Łotewskiej. Została ona przeprowadzona w oparciu o metody dogmatyczną i prawnohistoryczną. W jej toku ustalono, iż jej status prawny opiera się na nielicznych przepisach konstytucyjnych, w znacznej mierze bowiem wypływa z ustawodawstwa zwykłego i bilateralnych umów. Regulacje te wpisują się w pełni w zasadę demokratycznego państwa prawa. Mniejszość polska spotyka się przychylnym społecznym nastawieniem wobec swojej identyfikacji narodowej. Proces integracji jest oceniany jako wzorcowy i stanowi przeciwwagę dla wpływów rosyjskich. W publikacji zwrócono uwagę na kwestie związane z językiem, szkolnictwem i mediami – jako nośnikami kultury i wiedzy o państwie ojczystym. Zidentyfikowano następujące problemy z jakimi zmaga się mniejszość polska: trudna sytuacja ekonomiczna, zanik posługiwania się językiem polskim w przestrzeni prywatnej oraz brak wystarczającego wsparcia i zainteresowania losem Polaków na Łotwie ze strony polskich decydentów.
This publication analyses the legal and actual position of the Polish minority in the Republic of Latvia. It was conducted on the basis of dogmatic and legal-historical methods. In the course of the analysis it was established that the legal status of the Polish minority is based on few constitutional regulations and to a large extent it is derived from ordinary legislation and bilateral agreements. These regulations fully comply with the principle of a democratic state of law. The Polish minority receives a favourable social attitude towards its national identity. The integration process is assessed as exemplary and constitutes a counterbalance to Russian influence. The publication focuses on issues related to language, education and media - the carriers of culture and knowledge about the motherland. The following problems of the Polish minority have been identified: a difficult economic background, a decrease in the use of Polish in the private sphere and the lack of sufficient support and interest in the fate of Poles in Latvia on the part of Polish decision-makers.

Opis:: The article focuses on linguistic and cultural complexity in India and presents the link between a chosen language and currently promoted Hindu Fundamentalism. The theory that any attempt to implement one ideology in India would be disastrous can be supported by the description of language polyphony and religious diversity in this country. However, the political and social costs of such an operation would have a great impact on social cohesion of the heterogeneous country. The article discusses only selected aspects of the identity issues of India and does not elaborate on the historical context.

Tytuł:: Modern Iranian Zoroastrian identity in transition : identity strategies and directions of change

Opis:: The article discusses the transformation of modern Zoroastrian collective identity in the diaspora in comparison with Iran. It has been inspired by Eisenstadt’s reflection on modern collective identities and is based on qualitative research in California, compared with the findings from Tehran. In contrast with shrinking traditional Zoroastrian communities, demographic growth has been observed in North America, primarily in the United States. The American environment, which is very different from the legal marginalization of minorities in Iran, contributes to greater openness, blurs ethnic boundaries, and accepts conversion. However, this poses new challenges, including the fear of US-born Zoroastrians losing links to their heritage and their lack of recognition in the surrounding society.
