Opis:
The growth in worldwide data traffic and user subscriptions in mobile telecommunication networks makes it increasingly difficult to manage network performance in an environment already containing multiple radio access technologies. Despite the rise of 5G, LTE remains the dominant technology, and new cells are installed daily to support traffic growth and new services such as voice over LTE. Detecting faulty cells in the network is one of the main concerns of operators. Self organizing networks have been introduced to deal with this problem, and their self healing functionality has improved cell fault management. Nonetheless, faulty cell detection remains challenging, and most of the tasks involved are still done manually. This paper introduces a new method of faulty cell detection in an LTE radio access network, applying multiple criteria methods to this problem. The cells are ranked based on selected key performance indicators, using the multi attribute utility theory to construct a utility function. The analytic hierarchy process is used to define weights for the criteria.

Opis:
The aim of the paper was to present the problem of risk assessment of financing start-ups of individual economic activities as the problem of multi-criteria decision making. The detailed goal of the study was to build a decision model and its empirical verification. Research methodology – The SAW method - was used to build the model based on the concept of the aggregation of the decision-maker's preferences. In the process of building the model, the correspondence analysis was also used. Result – The result of the research is the decision model, the usability of which has been subjected to empirical verification. Originality/value – The model approach proposed in the paper is an original approach for two reasons: Firstly, the correspondence analysis was used in the stage of assigning ranks to verbal or interval variables; Secondly, the use of Cramer's V coefficient to calculate the weightings of criteria and decision sub-criteria was proposed, hence the resulting algorithm of the model should be recognized as the added value of the conducted research.

"Nowadays, the increase in need for building lands and the decrease in available places with proper foundation soil characteristics made it necessary to construct engineering buildings on soils, which need improvement. Consequently, though not desired, the areas that have poor foundation soil characteristics are put into service. Many criteria are considered during selection of reinforcement method of the land, which is decided to have soil reinforcement. While the selection criteria are determined, both qualitative and quantitative criteria should be assessed together. In this study, the selection of soil reinforcement method that will be used for the soil that needs to be reinforced was performed by MOORA approach, which is a multiple criteria decision method. Within the scope of this approach, ranking orders obtained by making calculations based on both Ratio Analysis and Reference Point Theory were compared. By using this approach, a numerical solution is utilised in selection of soil improvement method and a significant easiness was provided to make a decision."

Opis:
In this work we shall be concerned with interactive multiple criteria decision making methods. We show how on the technical level the class of reference point methods can be reduced to the class of weight methods. Though methods from these two classes represent two different interactive decision making paradigms, the equivalence observed opens a way for a joint implementation of a pair of methods each representing a different class. This would establish a firm ground for systematic comparison of both classes of methods as well as for hybrid schemes mixing decisional tools specific for each class.

The paper considers major principles of methods based on quantitative measurements. The problem of construction investments is of paramount importance because they determine the potential of construction and the structure of expenses. The calculation of investments is an expensive tool of enterprise management used in planning the investments. It can be perceived as the harmonization and evaluation of the models for investment decision-making. Methods based on a single criterion can hardly be used in solving the problems associated with sophisticated technological or marketing systems. It is a multiple attribute decision method, taking into consideration major efficiency criteria, that enables the effective methods of solving complicated problems. When the quantitative criteria are precisely defined, the developed quantitative multiple criteria decision making (MCDM-1) method can be successfully applied. The present paper is devoted to the analysis of the algorithm and methods of application of the suggested technique.

Decisions regarding agricultural production involve multiple goals. A multicriteria approach allows decision makers to consider more aspects of the decision scenario, although it also leads to other problems, such as difficulties with the selection of goals or criteria, as well as assigning them appropriate weights. It is argued that not only do goals vary depending on the decision-makers’ socioeconomic features, but their relative importance changes as well. A simulation study has been conducted based on the Farm Accountancy Data Network (FADN) database. We use the distance-to-the-negative-solution maximization model. Seven sets of criteria and different sets of weights are considered. The main purpose of the study is to determine the impact of weights on the quality of the model. Quality is assessed by comparing the optimal and observed values of the decision variables. The results lead to the conclusion that the differences between the quality of various models are small.

Opis:
We present a new interactive procedure for multiobjective optimization problems (MOO), which involves robust ordinal regression in contraction of the preference cone in the objective space. The most preferred solution is achieved by means of a systematic dialogue with the decision maker (DM) during which (s)he species pairwise comparisons of some non-dominated solutions from a current sample. The origin of the cone is located at a reference point chosen by the DM. It is formed by all directions of isoquants of the achievement scalarizing functions compatible with the pairwise comparisons of non-dominated solutions provided by the DM. The compatibility is assured by robust ordinal regression, i.e. the DM's statements concerning strict or weak preference relations for pairs of compared solutions are represented by all compatible sets of weights of the achievement scalarizing function. In successive iterations, when new pairwise comparisons of solutions are provided, the cone is contracted and gradually focused on a subregion of the Pareto optimal set of greatest interest. The DM is allowed to change the reference point and the set of pairwise comparisons at any stage of the method. Such preference information does not need much cognitive e ort on the part of the DM. The phases of preference elicitation and cone contraction alternate until the DM nds at least one satisfactory solution, or there is no such solution for the current problem setting.

Technology-intensive firms need to organize their R&D on a global scale. This is an important and complicated task that requires an explicit model and a thorough evaluation. Due to the complexity of the decisions about the global R&D organization and interrelations among the underlying issues, a structural approach is recommended. A detailed study of global R&D projects presented in the literature is used for structuring the problem with the aid of cognitive mapping. Based on this, two qualitative approaches: the Roberts model and the WINGS method are applied to and the most suitable solution.

Opis:
This paper presents the most important aspects of multiple criteria evaluation of the distribution system of goods (DSG). The methodology of multiple criteria decision making/aiding is utilized and its 4 phases are described. The first one is based on the recognition of the decision situation. In the second phase the decision problem is formulated. Different scenarios of the system’s reorganization are constructed. Then the family of criteria is described and the model of decision maker’s preferences is presented. Third phase is based on the selection of the computer-based methods capable of solving the decision problem. In the last phase the computational experiments are carried out. Based on their results, as well as on the sensitivity analysis carried out, the compromise solution is selected. The above presented methodology is verified on the real Polish distribution system of goods.
W niniejszym artykule przedstawiono istotę wielokryterialnej oceny funkcjonowania systemu dystrybucji towarów (SDT). Analizie poddano metodykę wielokryterialnego wspomagania decyzji, w ramach której wyróżniono cztery zasadnicze fazy. W pierwszej z nich następuje rozpoznanie sytuacji decyzyjnej. W drugiej fazie jest formułowany problem decyzyjny. Generowane są warianty reorganizacji systemu. Następnie zostaje opisana rodzina kryteriów oraz jest zaprezentowany model preferencji decydenta. W trzeciej fazie wybiera się metodę oraz narzędzie umożliwiające rozwiązanie problemu decyzyjnego. W ostatniej fazie przeprowadzone są eksperymenty obliczeniowe. Na podstawie otrzymanych rezultatów, jak również przeprowadzonej analizy wrażliwości wybiera się rozwiązanie kompromisowe. Zaproponowana metodyka została zweryfikowana praktycznie na przykładzie funkcjonowania rzeczywistego SDT.
