The development of modern cities takes place not only in terms of spatial (territorial) enlargement but also in terms of time stretch. More and more economic activities in the city are open until late in the evening and at night. Today's cities have a rhythm similar to the daytime at night. This applies to services included in the economy of free time. The night-time economy is treated in the development plans of cities, especially large cities, as an innovative development direction. Many cities have adopted the support of night-time tourist attractions as their direction of development. The night-time economy, unfortunately, does not always bring only positive benefits. The question of sustainable city night and city night policy as a tool for its implementation seems to be very current. This article aims to present the problem of managing the night-time economy in a historic city on the example of Krakow in Poland. The author will indicate the main factors that determine the development of night tourism and urban recreation at night in this city, identify the main groups of recipients and the problems related to them, and discuss the assumptions of urban policy in relation to sustainable tourism, where night management has also become an issue. This article is a case study based on various sources of information. Planning materials, reports and other studies devoted to this phenomenon were used, and interviews were conducted with representatives of city authorities and entrepreneurs.

Ever since we began illuminating the exterior of the slender skyscrapers built during the of 20s and 30s in XX century, urban lighting has been considered a way to beautify cities, and make them more visually prominent and safe. At that time, we knew so little about the impact of lighting on humans, flora and fauna, so it never occurred to lighting designers then, that their actions would have harmful consequences. In those days, it was all about demonstrating the power of light and technology at night. Thankfully, in the last two decades in particular, professional lighting designers have recognised they have a responsibility and moral obligation to use lighting with far more care, caution and restraint. This has been largely driven by the vast research that’s accumulated in different fields involving astronomy, biology, medicine, ecology etc. – all of which confirms that artificial light at night has far-reaching negative impacts that go far beyond what we could have first anticipated. Today, we are not only accountable for designing illuminating urban elements such as buildings, squares, landmarks, and parks etc. so they look visually pleasing and are energy efficient. Most importantly, our designs must be as safe, sustainable, and as responsible as possible. It’s imperative we acknowledge what’s at stake because the general public is watching us, demanding improved, healthier lighting.

New, rapidly growing phenomenon called night time economy can be observed in historical cities lately. The purpose of the study is the insight into functioning of such phenomenon in the area of historical part of Cracow - Kazimierz. The first chapter discusses the genesis, history and the most significant aspects of night time economy. The short characterization of Kazimierz and the analysis of spatial and functional accessibility of the objects in the evening and at night on Kazimierz are explained in following sections. Based on the analysis, it can be concluded that Kazimierz shows high level of development of night time economy.
W ostatnim czasie, w miastach historycznych można zaobserwować nowe, dynamicznie rozwijające się zjawisko nazywane gospodarką nocną. Celem pracy jest omówienie jej funkcjonowania na terenie krakowskiego Kazimierza, który w poniższej pracy posłużył za przykład miasta historycznego. Aby przybliżyć istotę gospodarki nocnej, w pierwszym rozdziale opracowania omówiono jej genezę i historię, a także przedstawiono najważniejsze aspekty tego zjawiska. W dalszej części pracy krótko scharakteryzowano dzielnicę Kazimierz, a także przeprowadzono analizy dotyczące m.in. dostępności przestrzennej i funkcjonalnej obiektów w godzinach wieczornych i nocnych na terenie omawianej dzielnicy. Na ich podstawie można wnioskować, iż obszar ten cechuje się wysokim stopniem rozwoju gospodarki nocnej.

Historic cities constitute a special category of urban area in Poland. Due to their cultural potential, tourism and related sectors are currently becoming an important development direction. One such sector is their night-time economy, identified on the basis of a time criterion (21:00-5:00), and a functional criterion (understood as all activities that meet people’s broad leisure needs outside their home during the night). The aim of the article is to describe the night-time economy in one historical central district of Kraków - Kazimierz. The authors, based on a field inventory conducted in 2019, and interviews with representatives of the local community, have illustrated the spatial and functional aspects of this phenomenon.
Miasta historyczne stanowią szczególną kategorię ośrodków miejskich w Polsce, a z uwagi na potencjał kulturowy ważnym kierunkiem ich rozwoju staje się współcześnie turystyka i sektory z nią powiązane. Jednym z takich sektorów jest tzw. gospodarka nocna (ang. night-time economy, w skrócie NTE) identyfikowana na podstawie kryterium dostępności czasowej (21:00-5:00) i kryterium funkcjonalnego (jako ogół działalności zaspokajających szeroko rozumiane potrzeby wolnoczasowe ludzi poza ich domem w porze nocnej). Celem artykułu jest charakterystyka gospodarki nocnej w historycznej dzielnicy śródmiejskiej Krakowa - Kazimierzu. Autorzy, opierając się na przeprowadzonej w 2019 r. inwentaryzacji terenowej oraz wywiadach z przedstawicielami lokalnej społeczności, zobrazowali przestrzenne i funkcjonalne aspekty tego zjawiska.

Tourism and the night-time economy : the perspective article

Purpose This paper aims to depict the evolution of the relationship between tourism and the night-time economy (NTE) from 1946 to 2095. Design/methodology/approach This paper enables the feedback loop concept rooted in general system theory to identify positive and negative feedback loops between tourism and the NTE. The study is based on selective literature on the topic. Findings The paper recognises the volatility of positive and negative loops in the past and the dominance of positive feedback loops in the future. This paper also identifies the primary triggers of the feedback loops as technological, economic, environmental, political, social and market. Research limitations/implications Selective literature review and abstracting from the impact of other industries on the recognised feedback loops are the main limitations of the study. Practical implications The development of both tourism and the NTE should be considered and planned just through the prism of their feedback loops. Originality/value The feedback loop concept is proposed to explain the general logic of dynamics of the relationship between tourism and the NTE.

The validity of acts of service in Polish civil procedure law depends on the moment at which it is carried out. Unfortunately, the current statutory regulation does not seem to be a holistic regulation. The structure of acts of service adopted in the aforementioned regulation refers only to the character of daily rhythm of life of a natural person who is an addressee or recipient of a document. It certainly does not take into account the specificity of functioning of some groups of legal entities with a more complicated organizational and functional structure, in particular those having the status of an entrepreneur (including natural persons) and conducting their activity in other time of day than those specified by law or within the framework of continuous movement. Moreover, aforementioned legal solution referring only to the conventional procedure of service of documents has not been adopted at all for the purposes of electronic delivery trading. The current code regulation pertaining to the appropriate moment of service seems, by virtue of its function, to be in all measure necessary, protecting the important sphere of privacy of entities engaged in the field of service as addressees of documents. However, it should be comprehensive in nature. In the context of the procedural law, with a few exceptions, delivery cannot be successfully made on public holidays and at night. Due to the flexibility of creating a work schedule at individual employers, the current solution does not seem to be optimal. The addressee’s consent to service on a public holiday or during night time – in the absence of a prior order of the president of the court – it does not invalidate such action, it remains ineffective. The effectiveness of service, preceded by a relevant order of the president of the court, is independent of the addressee’s consent to receive the letter in the indicated time frames. De lege ferenda, one should consider either separating the structure of the determination of the appropriate moment of service of documents from the existing system of working time distribution adopted on the basis of substantive labor law regulation (which selectively and unjustifiably predestines only one group of addressees of letters – natural persons being employees), or adapting it in a systemic way to the existing solutions in the field of labor law.
