Opis:
In a year and a half after the events of March 2011, Japan excluded all their nuclear reactors, returning to fossil fuels as a basis in the energy field. The shock associated with nuclear disaster seemed to indicate an ultimate end of Japanese adventure with the atom. The situation has, however, significantly changed during the last several months, and the first nuclear reactor connected again to the electric network, is a proof of the change of the energy policy. The article aims to identify the current state of knowledge on the future of nuclear energy in the Japanese energy sector and adjustments proposed in the future energy mix. At the same time, it is an attempt to analyze the reasons that led the current Government of Prime Minister Abe to take very unpopular decisions to return to nuclear energy.

Opis:
The article is an attempt to analyze the current situation and plans for the development of the nuclear industry in the Middle East after the failure in Fukushima. Next to the southern and eastern Asian countries nuclear power becomes a choice of countries of the Middle East region. Taking into account the significant gaps in economic and scientific potential, and the unstable political situation in the countries of the region – projects to build nuclear power stations seem to be a particularly complex challenge. The article analyzes the entered and planned investments and risks, which may arise in connection with the implementation of adopted plans.

Opis:
The paper discusses the events of 2005–2015, when the international community decided that Iran’s nuclear programme can also serve military purposes, and endeavoured to impose a strict control over this programme. The diplomacy of the European Union was exceptionally active in this area, in particular its three strongest members: France, Germany and the United Kingdom. Given the protests of Iran and its accelerated work within the programme, there emerged the option of confrontation (including military conflict) or compensation offered to Iran in return for its abandoning nuclear ambitions. Over several years of negotiations, concluded by an agreement in July 2015, the EU was able to exert a strong politico-economic pressure on Iran on the one hand, and offer it advantageous terms of cooperation in the field of nuclear research on the other.

Is energy policy a public issue? : nuclear power in Poland and implications for energy transitions in Central and East Europe

Abstract In this article we assess public communication on nuclear energy in Poland against four theoretical ideal types of the public sphere in modern democracies. We investigate law, media discourse, and civil society as dimensions of the public sphere, and use the analysis to draw out broader implications for energy transitions. We conclude that although in the legal and civil society realms there are some elements of the participatory liberal type, the current functioning of the public sphere is rather aligned with the representative liberal democracy type and does not further energy transition. The representative liberal type is supported by mainstream media, focused mainly on economic and political elites. This is why initiatives of grassroots movements are not reflected in public discourse, neither in traditional media nor on the Internet. Even if they appear, their impact is limited because of weak exposition. Our research offers reflections on how energy transition may be furthered via the public sphere. The article brings a sociological and socio-legal analysis of the public sphere to energy policy research. By presenting the unique case of potential new nuclear power plant build in Poland, we contribute an integrative view of energy policy as a public governance issue in contemporary Central and East European democracies.

Construction of a nuclear power station is a huge challenge – due to the scale, volume of the capital involved, method of financing, length of the investment process, the level of technical complexity and comprehensiveness of the investment, as well as its political uncertainty. The long process of preparing for this construction was started in Poland already in 2009. Therefore it seems that a revision of the approach to the building schedule of Poland’s first nuclear power plant is necessary, as well as the realistic evaluation, revision and update of the assumptions made. The article, based on historical data related to development plans for nuclear energetics in Poland, and referring to environmental research and location studies of key importance to the current stage of the construction, is aimed at indicating that the investment in nuclear energy in the country with no nuclear tradition whatever, is a long process, almost as long as the very operation of such an investment.

W artykule przedstawiono stan energetyki jądrowej oraz perspektywy jej rozwoju w krajach członkowskich UE. Za podstawowe kryterium prezentacji przyjęto nastawienie tych krajów do rozwoju energetyki jądrowej, jest ono bowiem bardzo zróżnicowane, co jest efektem oddziaływania czynników ekonomicznych, środowiskowych, społecznych i politycznych. W szczególności bardzo ważną rolę w kształtowaniu tego nastawienia odgrywają kwestie bezpieczeństwa jądrowego i bezpieczeństwa dostaw energii elektrycznej. Wśród krajów europejskich posiadających elektrownie jądrowe do największych zwolenników rozwoju energetyki jądrowej autor zaliczył Francję, Finlandię, Czechy, Słowację, Litwę, Rumunię, Węgry i Bułgarię, a także Rosję i Ukrainę. Dla części krajów europejskich energetyka jądrowa ma duże znaczenie, aczkolwiek budowa nowych elektrowni jądrowych nie jest planowana lub przesądzona. Do grupy tej należą: Holandia, Słowenia, Szwecja, Wielka Brytania oraz Szwajcaria. Z kolei sceptyczne podejście do rozwoju energetyki ją- drowej cechuje Niemcy, Belgię i Hiszpanię. Wartykule wyszczególniono także grupę krajów, które nie posiadają na swoim terytorium elektrowni jądrowych, jednak dążą do ich wybudowania. Za najbardziej aktywne w realizacji tych dążeń uznano Białoruś, Polskę, Włochy i Turcję.
In the article the state and the prospects of development of nuclear energy sector in EU member countries have been presented. The main criterion of presentation is the approach of those countries to the development of nuclear energy sector. This approach is very different, what is caused by influence of economical, environmental, social and political factors. Especially the problems of nuclear safety and of security of electricity supply play the very important part in forming this approach. Among European countries which have nuclear energy the group of greatest followers of nuclear energy includes France, Finland, Czech, Slovak, Lithuania, Romania, Hungary, Bulgaria and Russia and Ukraine. For a part of European countries nuclear energy has a great importance, although they didn’t plant the building of new nuclear plants. To this group of countries belong: Holland, Slovenia, Sweden, Great Britain and Swiss. Then Germany, Belgian and Spain have amost sceptical approach to the nuclear energy. In the article the European countries have been also detailed which haven’t on their territories any nuclear plants, however they plant to build them. The most active in this area are Belorussia, Poland, Italy and Turkey.

More than market laws, the Belarusian energy sector is influenced by political considerations. Good relations with the Russian Federation, access to cheap raw materials in the form of gas and oil, preferential prices, concessions or loans are the driving force behind the Belarusian economy. Therefore, events related to growing sentiments of social dissatisfaction with the current government are becoming very important in view of the future appearance and structure of energy in Belarus. The development and construction of the first nuclear power plants became the basis for the emergence of a new branch of the economy, an economy based on the use of radioactive means. Threats of a radiological nature generated by this new qualitative branch of the economy are not related solely to the operation of the nuclear power plant. Transport, decontamination or the process of recovering spent nuclear fuel for reuse in special reactors are also a source of potential threats. And these hazards do not only apply to persons working in nuclear power plants or having contact with nuclear fuel. They also affect the security of the population in a wider scope, becoming the subject of interest for specialists dealing with common security. The aim of the article is an attempt to systematize and approximate the issue of radiation hazards related to the construction and operation of nuclear power plants. The tragedies of 1986 in the USSR and 2011 in Japan show the magnitude of losses and human suffering in the event of a radiation event with signs of a catastrophe. In article, author explained the concept and the essence of radiation hazards, including the risk assessment of this type of threats in Poland, presented the general principles of employee protection and defense against failures used in nuclear power plants, as well as the concept of the so-called defense in depth.

Th is article analyzes political narratives of the discourse on the future use of nuclear energy in Hungary. In light of the January 2014 parliamentary decision to expand Hungarian nuclear energy production capacity with Russian technology and fi nancing, the article examines parliamentary addresses of the period 2010–2013 to identify and interpret characteristics and changes in nuclear narratives of parliamentary parties and the government. Th e content analysis includes identifi cation of framing, characteristics of choice of language, realization of risk and of benefi t oriented speaking patterns, and the assessment of power relations between the political actors. Th e article argues that the nuclear communication strategies of political parties show distinct approaches: full f ront approach to include nuclear aspects of all possible issues, avoidance that attempts not taking sides in this issue, and re-direction that, within the nuclear framing, places a focus on other aspects with the purpose to re-defi ne the dominant framing and to rule the discourse. Risk awareness patterns range from comprehensive to occasional, selective and latent risk perception structures. Th e Risk Perception Index, comprehending levels of risk and benefi t perception, can serve as a model to measure, in numeric terms, the support or critique of the nuclear agenda.
