Opis:: Accidents, breakdowns or incidents threatening both human life and the environment are inherent parts in operating in the offshore sector. Regular monitoring and analysis of all kinds of events are important to isolate the most common and dangerous ones, to be able to prevent them in the future. The article summarizes the sources containing information regarding accidents occurred in the maritime offshore sector. Due to their widespread and easy access, the article is focused on electronically published databases and safety reports concerning the risk and dangers related to the implementation of marine exploration – mining projects. Based on these data, the authors made analyses, presented statistics and proposed ways to minimize threats in the offshore sector of the marine industry.

Opis:: Conclusions from past armed conflicts indicate that in basic military operations, especially when the military objective is to capture or maintain a specific area, terrestrial troops will play a decisive role, although their success will largely depend on the tasks carried out by other types of armed forces. Individual types of armed forces operate in a different environment and have different characteristics, but each of them performs a unique function, which it implements to achieve a common goal. It is basically a means to achieve the expected final state by achieving the synergy effect of all types of armed forces. The evolutionary nature of the security environment puts significant demands on land forces in terms of their ability to conduct operations in complex technical, meteorological and combat conditions. In view of the above, modern terrestrial forces are distinguished by their full motorisation, their ability to function in a network-centric environment and multi- faceted cooperation with other types of armed forces. The article attempts to locate the above attributes of land forces in the hypothetical operating environment of the future.

Opis:: Efficient shaping of international security depends on the activity of numerous entities, particularly on the functioning of organizations such as NATO and the European Union. The article presents the contribution of these unions of democratic states to global peace-building and indicates the desired directions of transformation aimed at developing their power, solidarity and credibility. These are the factors that condition the organizations’ central role in shaping Euro-Atlantic and global security. Attention has been also paid to the need for strengthening cooperation between these organizations, which results from new, complex challenges and threats emerging in the currently very unstable security environment, which could not be dealt with by NATO and even less by the EU on their own. Thanks to close cooperation, the organizations have more possibilities and resources to react to various crisis situations as well as they can achieve the desired effect of synergy. Thus power and effectiveness of the EU and NATO is conditioned by their common and consistent security policy.

Opis:: In the maritime transport, the Electronic Chart Display and Information System (ECDIS) has been developed into a complex computer-based ship critical operational technology system, playing central roles in the safe ship navigation and transport. While ECDIS software maintenance is regulated by the International Maritime Organization (IMO) ECDIS performance standards and related circulars, underlying software and hardware arrangements are implemented by ship-owners and supported by ECDIS equipment manufacturers. In this paper, we estimate ECDIS cyber security in order to study the origin of ECDIS cyber security risks. A set of ECDIS systems is examined using an industry-leading vulnerability scanning software tool, and cyber threats regarding the ECDIS backup arrangement, underlying operating system and third party applications are studied.

Opis:: The article presents selected problems of the activities of the Polish political police in 1919-1939. The author disscused organizational changes and the operational work model of this formation and presented methods of activity, especially confidential intelligence, surveillance and observation. Much attention was devoted to issues of cooperation with informants and informers. Applicable principles in this respect were discussed. Attention was paid to the selection of secret colleagues. The problem of assessing the credibility of the materials they provide was highlighted. The basic tasks of the political police were discussed, taking into account existing security threats. It was noted that their the scope of tasks changed depending on the guidelines of state authorities.
