Opis:: A conceptual model is proposed to monitor marine traffic through precautionary areas, which can provide us with a systematic control of passage planning in ports. On one hand, vessel traffic control has its special features and is fundamentally different from highway, air and pedestrian traffic control. The existing traffic control systems cannot be simply extended to vessel traffic control without addressing marine traffic features. On the other hand, existing vessel traffic control focuses on one ship or two ships but does not address the flows of marine traffic.

Opis:: This article defines the types of incidents suffered by ships which need to transit to an appropriate place of safety in order to improve their technical condition. It presents some information concerning the passage planning of ships involved in an incident and data used to assess the risk of such transit. Annex 2 presents a set of conventions concerning passage to a place of refuge.
W artykule zdefiniowano rodzaje awarii statków potrzebujących przejścia do odpowiedniego miejsca schronienia celem polepszenia stanu technicznego. Przedstawiono informacje do planowania podróży uszkodzonych statków oraz podstawy do oceny ryzyka takiego przemieszczenia. W załączniku 2. przedstawiono zakres konwencji związanych z operacją przejścia do miejsca schronienia.

Opis:: Navigational safety necessitates careful route monitoring, which includes staying on the planned course. For a ship to achieve effective route monitoring while changing course, a wheel over point (WOP) must be precisely calculated and marked on a charted course. The reason is to warn the watchkeeping officer that the ship must make a course alteration to prevent overshooting the intended route. One of the techniques for appraising the WOP is the advance transfer technique (ATT). During a practical review by means of an electronic and paper chart work exercise of the ATT, this study discovered two research gaps related to the technique. Following that, this study created an improved advance transfer mathematical model (ATMM) by restructuring the use of the ship’s turning circle to overcome the limitations discovered. To validate the improvement of the ATMM over the ATT, data were collected by evaluating both methods using a ship simulator and performing a manoeuvring analysis. The data, specifically the reduction in the cross-track distance (XTD), was validated in three verification stages: compliance with XTL, percentage change, and Mann‒Whitney U test using IBM SPSS. In comparison to the ATT, the ATMM produces better results in terms of the course-keeping capability and it can be implemented as an algorithm in an integrated bridge navigation system for autonomous ship navigation safety.

Opis:: The purpose and scope of this paper is to describe the factors to consider when determining Electronic Chart Display and Information System (ECDIS) limitation, data reliability, alarm management and ship’s safety parameter settings. For the optimum situational awareness, navigators must always recognize the level of display for objects presented when using ECDIS. The values for the safety depth and safety contour must be understood and entered to achieve a sensible and considered meaning and alarm settings. The navigators must remember that the display of underwater obstructions or isolated danger symbols can change according to the settings of this safety contour which also marks the division between navigable (safe) and non-navigable (unsafe) water. Improper management of the system may result in the anti-grounding alarms and other indications failing to activate as required for the safe conduct of the navigation. Consequently, it could give a false impression of safe waters around the vessel where some dangers may not be shown due to the limitations imposed by original chart scale. This paper recognizes the limitations of ECDIS display, the significance of appropriate safety settings as well as the alarm management recommended for passage planning & route monitoring on VLCC tankers.

Opis:: Statistics, based on grounding incident investigations, is not always sufficient for retrieving objective information and designing comprehensive solutions for improving the ECDIS training process for deck officers and development of methods aimed at reducing the grounding incident rate and improving the effectiveness of navigation. The research studies statistics on deck officers` errors made during training on bridge simulators equipped with ECDIS and provides an analysis of errors distribution among navigators of different ranks. The study shows that in event of the EPFS (Electronic Position Fixing System) failure the likelihood of grounding increases dramatically for all deck officers, irrespective of rank and experience, despite having fully functional radar and ECDIS in dead reckoning mode.

Opis:: Over the years, many publications have been published on planning ship’s passage through the NSR and input and output data modeling. Results were not considered in terms of errors of modeled output data. Basic research for the years 2008 - 2020 was carried out in the study on opening and closing dates of ice-free transit corridor on the NSR and probable number of tariff zones where paid assistance of icebreakers would be required. Mathematical relationships of average values and probable errors of navigational, ecological and economic ship voyage performance were developed. For this purpose, partial derivatives of functions were used. The outcomes of the study have shown that changes of total average cost of vessel’s transit voyage depends mostly on number of tariff zones where assistance of icebreakers is required. But navigation with icebreakers assistance ensures smaller standard deviation of total voyage time and thus more precise scheduling of ship's voyage timetable through the NSR. The higher probability of meeting requirements set by decision-maker when planning a long-term voyage of ship, the shorter time window for meeting these requirements. Outside the favorable time window, the navigational, ecological and economic results of voyage deteriorate very quickly.
