Opis:: As security is one of the basic human needs, we need security systems that can prevent crimes from happen‐ ing. In general, surveillance videos are used to observe the environment and human behavior in a given location. However, surveillance videos can only be used to record images or videos, without additional information. There‐ fore, more advanced cameras are needed to obtain other additional information such as the position and move‐ ment of people. This research extracted this information from surveillance video footage using a person tracking, detection, and identification algorithm. The framework for these is based on deep learning algorithms, a popu‐ lar branch of artificial intelligence. In the field of video surveillance, person tracking is considered a challenging task. Many computer vision, machine learning, and deep learning techniques have been developed in recent years. The majority of these techniques are based on frontal view images or video sequences. In this work, we will compare some previous work related to the same topic.

Opis:: Niniejszy artykuł przedstawia refleksję nad twórczością, rozumianą jako zadanie osoby. Główny problem badawczy zawiera się w pytaniu: w czym wyraża się twórczość jako zadanie osoby? W pierwszej części artykułu został zaprezentowany przegląd perspektyw rozumienia twórczości, które są przedstawione w literaturze. W części drugiej przeprowadzono analizę jakościową swobodnych wypowiedzi nauczycieli. Podjęte analizy umożliwiły sformułowanie odpowiedzi na postawiony problem badawczy.
The article below presents a reflection on creativity, understood as a person’s task. The main research problem is contained in the question: what is creativity expressed as a task of a person. The first part of the article reviews the perspectives of understanding creativity that are presented in the literature. In the second part, a qualitative analysis of teachers’ free speech was carried out. The undertaken analyzes made it possible to formulate a response to the research problem posed.

Opis:: The term personalism and the problem of the mystery of person has long occupied a prominent place in the study of philosophy. One of the most famous proponents of the idea of personalism is a French philosopher Emmanuel Mounier. His broad philosophical education has become an inspiration to attempt to create a philosophy defending the value of man as a person. Starting from Christian thought he tried, using multiple and sometimes conflicting philosophies, to build a personalistic system, the center of which is a person. It was reflected in his selection of collaborators publishing in his journal “Esprit”, where philosophers of various denominations wrote, but the source of their common interests was a person. Personalism, according to Mounier, is a philosophy that comprehensively solves the problem of the person, on spiritual and material levels, and is a counterweight to the individualistic and collectivist tendencies. Trying to explain the mystery of the person, he does not give a precise definition, because the person is not the object, which can be simply defined. Personalism developed by Mounier is not a closed system, but just like the human being it is in the process of continuous becoming. It is a response to the crisis of man searching his identity as a person in the world.

Opis:: W pracy Домански'ego(1974) rozważa się pewien model gry antagonistycznej związanej z ciągiem zmiennych losowych niezależnych, przyjmujących wartości 0 i l. Celem niniejszej pracy jest znalezienie rozwiązania dla wersji z czasem ciągłym modelu gry z Домански(1974). Zakłada się, że czas przebywania w stanie l jest zmienną losową o znanej dystrybuancie F( t), t ~ O. Zmodyfikowana gra jest grą na produkcie (O, co) x [O, co) z nieciągłą funkcją wypłaty. Stosując metodę dodatnich transformacji całkowych rozwiniętą przez Karlina(1959) dla gier czasowych uzyskujemy postać strategii optymalnych w rozważanej grze.
The author considers a game of timing over [0,∞)×[0,∞) with a pay-off function discontinuous at the main diagonal. The game has its origin in a game in which two producers seek the favour of a buyer who drops the attempt to buy the production after a random time. Under certain regularity assumptions and by means of the known method of S. Karlin [Mathematical methods and theory in games, programming and economics, Addison, London, 1959; MR0111634], the author shows the existence of a unique pair of mixed optimal strategies, which are distribution functions over [0,∞). These are concentrated on a finite interval and continuous in the whole domain with the exclusion, perhaps, of 0. Some gaps in the representation do not diminish the value of the paper.

Opis:: Przedmiotem analiz autora jest pięć pojęć prawnych: osoba fizyczna, osoba prawa, ułomna osoba prawna, fiskus (Skarb Państwa) oraz osoba prawna prawa publicznego. Pomimo że termin „osoba fizyczna” jest powszechnie używany, autor opowiada się za usunięciem tego pojęcia z przepisów prawa, ponieważ pojęcie to jest reliktem skrajnej postaci jurysprudencji pojęciowej będącej wykwitem skrajnej postaci pozytywizmu prawniczego, poza tym nie koresponduje ono ze współczesnymi trendami zmierzającymi do konstytucjonalizacji prawa cywilnego, a zwłaszcza że współczesnymi koncepcjami praw człowieka. Autor zwraca uwagę, że pojęcie to nie występuje w polskiej Konstytucji. Za relikt uważa również pojęcie fiskusa (Skarb Państwa): jest to swoisty anachronizm, a więc relikt dawnej koncepcji fiskusa, która święciła triumfy w XIX w. Pojęcie to odwraca uwagę od rzeczywistej istoty państwa jako podmiotu prawa. Autor opowiada się także za usunięciem z dyskursu cywilistycznego pojęcia osoby prawnej prawa publicznego, które przedostało się z nauki prawa administracyjnego do dyskursu cywilistycznego. Jest ono reliktem metodologii, jaką stosowali szeroko w XIX w. specjaliści prawa administracyjnego. Metoda ta polegała na zapożyczaniu z nauki prawa cywilnego pewnych pojęć i recypowaniu ich do nauki prawa administracyjnego. Zdaniem autora na gruncie prawa cywilnego pojęcie to nie posiada wystarczających walorów normatywnych i poznawczych. Autor zwraca również uwagę na naturę pojęcia osoby prawnej. Jego zdaniem, w przeciwieństwie do terminu „ułomna osoba prawna”, jest to pojęcie pierwotne w języku prawnym i prawniczym. Nie poddaje się więc definiowaniu.
The author analyses five legal concepts: a natural person, a legal person, a defective legal person (Article 33¹ of Polish Civil Code), the Fiscus (State Treasury) and a public law person. Although the term ‘natural person’ is widely used, the author advocates removing this concept from law. In his opinion, this concept is a relic of the extreme form of conceptual jurisprudence, which is an efflorescence of the extreme form of legal positivism. According to the author, this concept is not compatible with modern trends aimed at the constitutionalization of civil law, and especially with contemporary concepts of human rights. The author notes that this concept does not appear in the Polish Constitution. The author also considers the concept of Fiscus (State Treasury) to be a relic. In his opinion, this is a kind of anachronism, and thus a relic of the former concept of the Fiscus, which prevailed in the nineteenth century. This concept diverts attention from the real essence of the state as the subject of law. The author is also in favour of removing the concept of ‘legal person of public law’ from civil law discourse. This notion migrated from the study of administrative law to civil law discourse. It is a relic of the methodology widely used by specialists in administrative law in the nineteenth century. This method consisted in borrowing certain concepts from the science of civil law and adopting them in the science of administrative law. According to the author, under civil law, this concept does not have sufficient normative and cognitive values. The author also draws attention to the nature of the concept of ‘legal person’. In his view, contrary to the concept of ‘defective legal person’, it is a primary concept in the language of the law and the language of legal discourse. Therefore, it cannot be defined.

Opis:: Here is a philosophical examination of some themes presented by Milan Kundera in The Art of the Novel, as well as in his novels Immortality and The Unbearable Lightness of Being. The discussions of the first-personal perspectives of the novel’s author, both as appearing in and as contrasted with that of a character in the novel, as these unfold in implicit subtle comic, social-political contexts, prescind from these contexts and dwell instead on fictional renditions of the senses of personhood and its individuality especially as embodied in the face and as implied in relations of love. Of special interest is Kundera’s thesis that the irreplaceable uniqueness of the individual is one of Europe’s finest illusions.

Opis:: The capability of a robot to follow autonomously a person highly enhances its usability when humans and robots collaborate. In this paper we present a system for autonomous following of a walking person in outdoor environments while avoiding static and dynamic obstacles. The principal sensor is a 3D LIDAR with a resolution of 59x29 points. We present a combination of 3D features, motion detection and tracking with a sampling Bayesian filter which results in reliable person detection for a lowresolu tion 3D-LIDAR. The method is implemented on an outdoor robot with car-like steering, which incorporates the target's path into its own path planning around local obstacles. Experiments in outdoor areas validate the approach.

Opis:: In the current Act on NIK, a definition of “a person responsible” cannot be found, nor can be that of “perpetrator – a person who committed an irregularity”, although the legislator has used the former term in several articles of the act without, however, explaining it, and without solving the problem. For example, a post audit statement should indicate persons responsible for irregularities, and the scope and consequences of those irregularities, on the basis of the material gathered in the audit file. This is probably the most significant provision of the Act on NIK, related to the issue discussed in this study. The author, referring to linguistic, systemic and usefulness-related interpretation of the provisions regulating the activity of NIK, as well as post-audit statements, attempts to answer these doubts.
