Opis:
This paper proposes a critical review of Geodesign methods and techniques which can be used to carry out collaborative design in participatory processes. The case study of a Geodesign workshop held in 2016 Cagliari (Italy) shows how it is possible to involve teams of members of the community in what is perhaps the most critical phase of a spatial planning process that is putting knowledge into action through the collaborative design of future change alternatives, and their choice based on negotiation. In addition, a discussion of further potential of the Geodesign approach in public participation is discussed with reference to both knowledge creation and community value and preferences accounting.

Opis:
By increasing the changes in the last years of the second millennium, relying on the planning methods, which are based on forecasting, cannot meet the needs of management of countries at large scale. The heavy burden of uncertainties and emergence of interrupted and wild card events have changed the conditions in a way that future forecasting is not possible for planners. On the other hand, in regional and urban planning it is necessary to change the attitude from forecasting to foresight. Considering this, the paper attempts to introduce the approach of foresight as well as having a critical view of the current process of planning in foreseeing and future studies. Moreover, this study emphasizes the necessity of employing the foresight approach in the process of urban and regional studies.

Opis:
A rapid change in the geopolitical sphere – precisely in Ukraine, Georgia and Moldova – caused by an aggressive posture of Russian Federation (RF) and difficulties accelerated by an immigration crisis in Europe, for which one more time Russians play a significant role, have induced an evolution of adhering the Polish Armed Forces (PAF) to the new security circumstances. The perspective projected by RF for reshaping the order of current World with its invading foreign policy challenging equally: close neighbours as well as other partners regardless of their attitude towards recognition of RF’s hostile behaviour aiming at an economic, diplomatic, social and military pressure have irreversibly acquired analysts’ attention on today’s security. Having considered basic variables affecting the European security, this is indispensable assumption that strengthening the Polish Armed Forces (PAF) with additional capabilities will contribute to the intentional tendency subjected by armies in time of instability and threat. Consequently, Poland has stepped up and decided to reinforce its PAF by forming an additional component in response to the current challenges. A fivephases deliberate process was triggered with a following procedural cycle: 1. Analysing; 2. Planning; 3. Execution; 4. Assessment; and 5. Implementation. It is flexible enough for any corrections coming from practical effecting, lessons identified and finally lessons learned. The analysis serving as inputs for activating this cycle was performed by the Territorial Defence Bureau experts of Polish Ministry of Defence (POL MOD). The aim of this study is to show some aspects of an official concept of POL MOD on the development of the Territorial Defence Forces (TDF) in Poland and basic characteristics related to the synergy gained with non-military system1 . TDF are mainly considered as a capability reinforcing PAF by complementing operational forces, nevertheless the added value is to be gained by achieving a suitable interaction with non-military actors i.e.: government administration, government organizations (GOs), non-governmental organizations (NGOs) and the other players for having a possible crisis solved in a comprehensive manner

The aim of the article is to answer two research questions concerning the influence of organizational factors and shape of project portfolio on the content and scope, as well as on the stakeholders engagement in project planning. The research strategy included a questionnairebased method. The respondents were representatives of the chosen companies located in Poland, from varied types of industries. The key research finding is that most frequently addressed areas of project planning are those of the iron-triangle of project constraints. There is still lack of understanding for communication, risk and quality planning in projects, which is consonant with recent studies of maturity in project management areas. There are significant differences between industries in terms of areas of project planning. Power engineering seems to be more mature in terms of more frequent practices of planning the project schedule, resources and risk. The research showed a number of significant correlations between components of project planning and both organizational and project portfolio factors, which justifies the statement that those factors can be seen as determinants of project planning practices.

Naprawa, Dariusz
Opis:

Opis:
The following thesis investigates the topic of legislative planning. It comprises a theoretical and experimental part. The author analyzes the requirements for draft legislative acts, indicators of the legislator's former planning of the legislative process. The experimental part analyzes the President of the Council of Ministers' Regulation on "The Principles of the Legislative Technique". In the theoretical part, the author defines the production process, expands on management planning theory and describes examples of model planning solutions. He then goes on to define normative sources regulating the legislative process and describes the stages of this process. The experimental part presents a formal and material analysis of the President of the Council of Ministers' Regulation on "The Principles of the Legislative Technique." The author analyzes the requirements for draft legislative acts as specified by the legislator.
