Opis:: The paper concerns selected issues related to parliamentary procedures. The primary aim is to investigate a particular category of motions, defined by rules of procedure of the Polish parliament as points of order (literally “formal motions”). In Poland, points of order are recognised as a separate category of motions. They may be submitted only in respect of matters being the subject of the orders of the day or the proceedings in a sitting and include, inter alia, motions to: suspend, postpone or close the sitting; close the discussion; alter the procedure of the discussion; close the list of speakers; limit the time of speeches; confirm a quorum. The authors examine how motions of similar subject scope are regulated in foreign national parliaments.

Opis:: W opracowaniu omówiono przepisy regulaminów parlamentów narodowych wybranych państw członkowskich UE, a także Wielkiej Brytanii, Stanów Zjednoczonych i regulaminu Parlamentu Europejskiego, odnoszące się do kwestii objętych w regulaminie Sejmu RP pojęciem „wniosków formalnych”. Pojęcie to nie zostało wyodrębnione we wszystkich omówionych regulaminach parlamentarnych. W wielu z nich regulacja odpowiadająca przedmiotowo poszczególnym wnioskom formalnym wyodrębnionym na gruncie regulaminu Sejmu pozostaje rozproszona. Z kolei w niektórych regulaminach, choć pojęcie wniosku formalnego zostało wyodrębnione, to nie zostało ono zdefiniowane i nie przewidziano zamkniętego katalogu takich wniosków.
The paper concerns selected issues related to parliamentary procedures. The primary aim is to in‑vestigate a particular category of motions, defined by rules of procedure of the Polish parliament as points of order (literally “formal motions”). In Poland, points of order are recognised as a sepa‑rate category of motions. They may be submitted only in respect of matters being the subject of the orders of the day or the proceedings in a sitting and include, inter alia, motions to: suspend, postpone or close the sitting; close the discussion; alter the procedure of the discussion; close the list of speakers; limit the time of speeches; confirm a quorum. The authors examine how mo‑tions of similar subject scope are regulated in foreign national parliaments.

Opis:: The discussed Article specifies the acceptable subject matter of points of order. The assumption that they may concern matters being the subject of orders of the day and the course of sittings means that the subject matter of the point of order cannot become a matter to be considered in the future, i.e. during any of subsequent sittings. In the author’s opinion, it is in principle unacceptable to submit pro futuro points of order. Article 184 para. 2 of the Standing Orders of the Sejm refers only to the subject of the point of order and not to the motives of the motion submitted by the applicant. This means that, on justifying the point of order, a Deputy may rely on external circumstances, i.e. not related to a group of matters considered by the Sejm during a given sitting.

Opis:: We first prove that the property of strict monotonicity of a~K\"othe space \((E,\|.\|_E)\) and\slash or of its K\"othe dual \((E',\|.\|_{E'})\) can be used successfully to compare the supports of \(x\in E\backslash\{\theta\}\) and \(y\in S(E')\), where \(=\|x\|_E\). Next we prove that any element \(x\in S_{+}(E)\) with \(\mu(T\backslash\operatorname{supp} x)=0\) is a~point of order smoothness in \(E\), whenever \(E\) is an order continuous K\"othe space. Finally, we present formulas for the characteristic of monotonicity of Orlicz function spaces endowed with the Orlicz norm in the case when the generating Orlicz function does not satisfy suitable \(\Delta_2\)-condition or the measure is non-atomic infinite, and some lower and upper estimates for the characteristic of monotonicity of this spaces when the measure is non-atomic and finite.

Opis:: In this paper, we establish formulae for inner and outer evaluation of the second-order contingent derivative of index nu of the efficient point multifunction in parametric vector optimization problems. The results contained in this paper extend the results of Chuong (2013a) to the second-order sensitivity analysis case. On the other hand, examples are provided for purposes of analyzing and illustrating the obtained results. Concerning the potential domain of application, the functioning of the majority of economic systems depends on a set of indicators (criteria), i.e., the substance of economic systems includes multiple criteria and only the lack of mathematical methods in solving the problems of vector optimization is an obstacle to the effective use of the respective models. Therefore, the study of vector optimization problems is necessary and has practical significance.

Opis:: We study the local structure of a separated point \(x\) in the generalized Orlicz-Lorentz space \(\Lambda ^{\varphi }\) which is a symmetrization of the respective Musielak-Orlicz space \(L^{\varphi }\). We present criteria for an \(LM\) point and a \(\mathit{UM}\) point, and sufficient conditions for a point of order continuity and an \(\mathit{LLUM}\) point, in the space \(\Lambda ^{\varphi }\). We prove also a characterization of strict monotonicity of the space \(\Lambda ^{\varphi }\).

Opis:: The existence results for an abstract Cauchy problem involving a higher order differential inclusion with infinite delay in a Banach space are obtained. We use the concept of the existence family to express the mild solutions and impose the suitable conditions on the nonlinearity via the measure of noncompactness in order to apply the theory of condensing multimaps for the demonstration of our results. An application to some classes of partial differential equations is given.

Opis:: We present several fixed point theorems for monotone nonlinear operators in ordered Banach spaces. The main assumptions of our results are formulated in terms of the weak topology. As an application, we study the existence of solutions to a class of first-order vectorvalued ordinary differential equations. Our conclusions generalize many well-known results.
