Opis:: The paper discusses the issue of the involvement of older people in decision-making at the level of a housing cooperative in Warsaw (Poland) to examine the characteristics of older adults' participation in the democratic and deliberative process of housing policy. Using the qualitative methodology (case study, exploratory research visit, document analysis and in-depth interviews), the analyses suggest a considerable influence of older people over the decision-making in the selected housing cooperative. The gathered data are indicative of the antagonistic character of the housing policy process. This is due to several factors: diverse attitudes, the opinions and interests of different groups of older people, and communication problems between generations.

Opis:: The purpose of this article is to answer some key questions about one of the most important frameworks in the research of the policy process – Advocacy Coalitions Framework created by Paul Sabatier. Within the article beliefs were defined as an essential element within the political system, which is responsible for the functioning of the advocacy coalitions operating in individual political subsystems. Secondly, as it had been shown in previous research, there are restrictions on significant policy changes, which usually do not occur over the political cycle of 10 – 15 years. Over the last 25 years, the ACF – framework that in the words of the author is close to the status of theory – passed a few serious revisions in response to concerns from other researchers
Celem artykułu jest udzielenie odpowiedzi na kilka kluczowych wątpliwości dotyczących jednego z ważniejszych podejść badawczych w obrębie badań nad procesem politycznym – tzw. koalicji rzeczniczych Paula Sabatiera. W ramach artykułu zdefiniowano systemy przekonań jako podstawowy element w obrębie systemu politycznego, który jest jednocześnie spoiwem funkcjonowania koalicji rzeczniczych działających w poszczególnych podsystemach politycznych. Po drugie, wykazano, że istnieją ograniczenia dotyczące możliwości wystąpienia radykalnej politycznej zmiany – wykluczonej de facto w czasie trwania cyklu politycznego. Samo podejście badawcze ACF, które w deklaracjach autora zbliża się do statusu teorii, przeszło w ciągu ostatnich 25 lat kilka poważnych rewizji w odpowiedzi na prowadzone badania i pojawiające się nieścisłości.

Opis:: The aim of this article is to explain current definition and application of punctuated equilibrium theory, which is as influential as any conceptual framework concerning policy process in political science, stimulating thought and research over the last two decades. Baumgartner and Jones borrowed the concept from studies of the evolution of species, but – as author shows – without operationalized definition, and turned it into a metaphor that can have mostly pedagogical use. Author explains how punctuated equilibrium is useful for analyzing policy change in political systems other than the United States, but in the European political systems, political parties and their preferences must be taken into account. It is also presented how punctuated equilibrium is in fact a much-improved version of the incrementalism theory, rather than an application of biological insights to politics. Author differentiate successful application of the punctuated equilibrium in the description of the policy process from the explanation of Baumgartner and Jones about how those identified patterns in modern democracies were caused.
Celem artykułu jest wyjaśnienie aktualnej definicji i pozycji teorii przerywanej równowagi, która jest jednym z najbardziej wpływowych podejść badawczych dotyczących procesu politycznego w naukach o polityce, stymulując koncepcje i badania przez ostatnie dwie dekady. Baumgartner i Jones inkorporowali pojęcie z badań nad ewolucją gatunków, ale – jak wskazuje autor artykułu – pozbawiając go pierwotnej operacjonalizacji, zamieniając w metaforę o bardziej pedagogicznym walorze. Autor wyjaśnia, jak teoria przerywanej równowagi jest przydatna w analizie zmiany politycznej w systemach politycznych innych niż Stany Zjednoczone, ale w europejskich systemach politycznych konieczne jest uwzględnienie roli partii politycznych i ich preferencji. Zaprezentowano także, jak teoria jest faktycznie raczej znacznie poprawioną wersją teorii inkrementalizmu niż wykorzystaniem dorobku biologii w polityce. Autor odróżnia także pełną sukcesów aplikację teorii, która opisuje rzeczywistość procesu politycznego, od wyjaśnień i związków przyczynowych, które zdaniem Baumgartnera i Jonesa taki przebieg procesu zdeterminowały.

Opis:: Zagadnienie sieci i wspólnot politycznych oraz ich znaczenie we współczesnych systemach rządzenia konstytuują zakres problemowy tego tekstu. Dokonano w nim krytycznego przeglądu podejść konceptualnych do sieci i wspólnot politycznych z perspektywy badań porównawczych nad politykami publicznymi. Autorzy, eksponując użyteczność tych podejść do wyjaśniania procesów politycznych, dostrzegają zarazem ich immanentne ograniczenia. Nie przesądzają one jednak, zdaniem autorów, o nieprzydatności tych podejść, a jedynie oznaczają konieczność posługiwania się nimi w sposób umiejętny i rozważny.
The paper focuses on the issues of policy networks and communities as well as their signiﬁcance in contemporary systems of governance. The authors critically explore co nceptual approaches to policy networks and communities from the standpoint of comparative studies of public policies. While emphasizing the explanatory value of these approaches in the area of political processes, the authors are at the same time aware of their inherent limitations. The latter, however, do not imply their ineﬀectiveness, but suggest the need to apply such approaches in a competent and prudent manner.

Na przykładzie rządowego programu "Dobry start" w artykule przedstawione zostały praktyczne zastosowania NPF na poziomie mikro, mezo oraz makro.
The main goal of the article is to present to Polish readers the most important information about one of the newer theories of the public policy process - Narrative Policy Framework (NPF). The NPF assumes that public policy narratives play a fundamental role in the public policy process. These are strategically constructed stories about the causes and solutions to public policy problems. Actors use narratives to achieve their goals, for example, implementing policies closest to their preferences. On the example of the government's "Good start" ("Dobry start" in Polish) program, the article presents practical applications of the NPF at the micro, meso, and macro levels.

Opis:: This thesis aims to clarify the relation between culture and identity in the context of the European integration. To be precise, it analyzes the European Union’s cultural policy in reference to the nation building process. Nation-states made people believe by means of culture that the imagined communities are real. But in the European context, are there official attempts to create “European Identity” through cultural projects? If so, is it the same way as nation-states have constructed national identity?In order to get a better grasp of the EU cultural policy, this thesis takes theories of nationalism as a clue of analysis, and then investigates the European Union’s cultural policy and attempts. The limit of the European Union’s cultural policy and the shift of its purpose are discussed. Because of the lack of the shared culture and legal limit by the rule of subsidiarity, the European Union cannot take initiative to create one homogeneous culture which nation states have achieved, even if it aims. There was an obvious EU's attempt to create strong European Identity by constructing European symbols in 1980s, however, nowadays the focus of the cultural policy shifts from unity to diversity. European elites no longer intend to make people imagine this community in the same way as the nation-states are imagined. In this context, European unity is considered as logic to connect diverse cultures.

W pierwszym rozdziale pracy przedstawiony został kształt rynku fotowoltaiki w Polsce, omówiono również rolę fotowoltaiki w niemieckim sektorze energetycznym. W drugim rozdziale pracy przedstawiona została ewolucja polityki energetyczno – klimatycznej Unii Europejskiej i jej aktualne tendencje oraz cele i strategie polityki energetycznej Polski w zakresie odnawialnych źródeł energii. Trzeci rozdział pracy przedstawia proces inwestycyjno – budowlany instalacji fotowoltaicznej i jego najważniejsze prawne aspekty. W rozdziale tym poruszono m. in. najczęściej spotykane problemy wynikające z niespójności oraz niejednolitej interpretacji przepisów stosowanych w procesie budowlanym tego typu instalacji. Problematyka będąca przedmiotem pracy w najbliższym czasie będzie zyskiwać na znaczeniu, bowiem nowe uregulowania prawne w zakresie odnawialnych źródeł energii przyczynią się w dużym stopniu do rozwoju tej dziedziny energetyki.
The aim of a present graduate work is to show the most essential legal aspects associated with a structural – investment process of a photovoltaic installation along with the structure overview of the country’s energy – climatic policy within the scope of the energy derived from the renewable resources. In the first chapter the structure of photovoltaic market in Poland was presented; the role of photovoltaic in the German energy industry was discussed as well. The second chapter focuses on the evolution of the energy – climatic policy of the European Union and its current tendencies, aims and strategies towards the Polish energy policy within the scope of the renewable resources. The third chapter presents the structural – investment process of a photovoltaic installation and its most essential legal aspects. In this chapter some problems were discussed incl. regularly encountered problems derived from inconsistency and non-uniform interpretation of legal articles which are followed during a structural process of this kind of installation. The issues, that are the subjects of this work, will become more and more important in the near future, because new legal regulations, within the scope of renewable resources, will contribute mainly to the development of this field of energetics.

Opis:: Celem niniejszej pracy dyplomowej jest przedstawienie wymagań polskiego sektora bankowego w zakresie kryteriów, jakie musi spełnić kandydat(ka), aby otrzymać zatrudnienie, a także analiza polityki wynagrodzeń oraz poszczególnych jej elementów. Przedstawione procesy warunkują prawidłowe funkcjonowanie oraz rozwój poszczególnych podmiotów omawianego sektora, zapewniając jego stabilność w dobie ciągłych przemian, do których obecnie zaliczamy: gwałtowny spadek zatrudnienia, zmniejszającą się sieć bankową oraz postępujący proces cyfryzacji. Owe zmiany wpływają na oczekiwania wobec pracowników sektora, zarówno nowych, jak i obecnych, stanowiąc jednocześnie wyzwanie dla osób odpowiedzialnych za proces rekrutacji oraz pracodawców. Odpowiedni poziom wynagrodzeń odgrywa natomiast znaczącą rolę we wzbudzaniu zainteresowania uczestników rynku pracy do podjęcia pracy, a także budowania zaangażowania pracowników oraz podnoszenia ich efektywności. Przeprowadzone za pomocą wywiadów oraz ankiet badania w dwóch bankach komercyjnych: mBanku oraz Millenium Bank stanowią zatem odpowiedź na lukę badawczą związaną z kryteriami zatrudnienia, a także określają politykę wynagrodzeń w sektorze bankowym, ze szczególnym naciskiem na rolę motywacyjną.
The purpose of this dissertation is to present the requirements of the Polish banking sector in terms of criteria that a candidate must meet to obtain employment, as well as to analyze the remuneration policy and its particular components. The presented processes determine the proper functioning and development of individual entities of the sector in question, ensuring its stability at a time of constant changes, which currently include: a sharp decline in employment, a declining banking network and a progress in digitization process. These changes affect the expectations of both new and current employees in the sector, and poses new challenges for those responsible for the recruitment process and for the employers. Another issue raised, which is the appropriate remuneration policy, plays a significant role in arousing the interest of labor market participants in taking up employment in the banking sector. It also affects positively employee involvement and participation, as well as significantly increases work efficiency. Therefore, conducted through interviews and questionnaires study in two commercial banks: mBank and Millennium Bank is a response to the research gap in the field of issues related to employment criteria, as well as remuneration policy in the banking sector, with particular emphasis on its motivating role.
