Opis:: The purpose of this document is to develop a Business Case for implementing a new RNAV approach to LNAV and LPV minima for the Mielec aerodrome (EPML). This business case aims to assist the management of small airports such as MIELEC, in their decision to implement RNAV procedures, by providing as much as possible relevant information. The basic methodology can be therefore reused in similar airports as long as the assumptions made for each case are updated. The document is a deliverable of the TEN-T funded programme “Support to the EGNOS APV Operational Implementation – APV MIELEC.
Artykuł ten prezentuje metodę analizy biznesowej dla realizowanych nowych procedur podejść RNAV do LNAV i minimów LPV dla mieleckiego lotniska (EPML). Metoda analizy biznesowej powinna pomóc w zarządzaniu małymi lotniskami, takimi jak Mielec, oraz w podjęciu decyzji o wprowadzeniu procedur RNAV przez dostarczanie, na ile jest to możliwe, istotnych informacji. Zaprezentowana metoda może być wielokrotnie stosowana dla podobnych lotnisk tak długo, jak tylko dla każdej analizy będą czynione uaktualnienia. Metoda została opracowana w obrębie europejskiego programu TEN-T, w ramach realizacji tematu „Wsparcie Operacyjnej Implementacji EGNOS APV – APV MIELEC”.

Tytuł:: An X-ray lead screen may be used to reduce an interventional radiologists radiation exposure during CT-guided procedures

Opis:: Purpose: The exposure of both patient and operator to radiation is one of the limitations of computed tomography (CT)-guided interventions, and it should be kept as low as reasonably possible. The purpose of the study was to evaluate the efficacy of a lead screen in reducing the radiation dose to an operator in the course of CT-guided interventions. Material and methods: This prospective study analysed data collected from 72 consecutive CT-guided procedures, all of which were performed with an X-ray protective lead screen placed between the scanner and the operator. Five dosimeters were placed in the CT scanning room, and accumulated radiation doses were measured for each dosimeter. Results: The dosimeter placed on the gantry side of the lead screen revealed highest levels of radiation (11.33 ± 1.93 mSv), which were significantly higher than those at all other dosimeters. The radiation dose behind the lead screen was almost the same when measured by dosimeters on the CT scanner gantry side and 3 metres away from it. The presence of the screen caused no discomfort for operators. Conclusions: A lead screen reduces an operator's radiation exposure significantly, while not posing any obstacles or causing any discomfort while CT-guided procedures are carried out.

Opis:: The entry into force of The Treaty of Lisbon on 1 December 2009 substantially changed the terminology used in legislative (decision-making) procedures in the EU. The basic change was the introduction of the division of acts of EU secondary law into legislative and non-legislative ones. At the same time legislative procedures were further specified and described in two forms as the ordinary legislative procedure and special legislative procedure. Apart from the two legislative procedures, EU decision-making procedures should also be taken into account, which, while producing specific political and legal consequences, did not aim at the adoption of a legislative act. They are determined by both the provisions of the Treaty on European Union and the Treaty on the Functioning of the European Union. This type of decision-making procedure should be described as a non-legislative procedure. Decision-making mechanisms also take into account the hybrid nature of the EU and a variety of interests of the Member States with the simultaneous need for maintaining the cohesion of the European Union.

A sequence of equivariant estimators of a location parameter, which is asymptotically most robust with respect to bias oscillation function, is derived for two types of disturbances: e-contamination and Kolmogorov-Levy neighbourhoods. The sequence consists of properly chosen order statistics modified by adding a constant. As examples, the most bias-robust estimators for unimodal symmetric, Weibull, double-exponential and beta distributions are presented.

Opis:: Zgodnie z obowiązującymi regulacjami prawnymi wszystkie dawki promieniowania użyte w ramach realizacji procedur radiologicznych muszą być uzasadnione (Ustawa Prawo Atomowe i Rozporządzenia współtowarzyszące), podlegać procesom optymalizacji i być dostarczane w zakresie zatwierdzonych medycznych procedur radiologicznych bezpiecznie i w ramach dobrze ustalonej praktyki. Struktura i realizacja procedur radioterapeutycznych powinny zapewniać dostarczanie optymalnej dawki promieniowania w celu uzyskania jak najlepszych wyników leczenia pacjentów. Zgodność praktyki z pisemnymi procedurami oraz procedur z obowiązującym stanem prawnym powinna być potwierdzana w drodze audytu i nadzorowana przez wielodyscyplinarny zespół doradczy (klinicyści, technicy, fizycy, inspektorzy ochrony radiologicznej). Proces zarządzania, przeglądu, audytów procedur oraz dokumentacji systemu zarządzania jakością może wesprzeć mapowanie i strukturyzowanie ich w oparciu o obowiązujące regulacje prawne.
In accordance with applicable regulations, all radiation doses delivered during radiological procedures must be justified (The Atomic Act and Associated Statutory Instruments). These doses must be optimised and delivered within the scope of approved medical radiological procedures safely and within the framework of approved clinical practice. The structure and implementation of radiotherapeutic procedures should ensure the delivery of the optimal dose of radiation in order to obtain the best possible results of the patient treatment. Approved locally procedures must be compliant with regulations what should be confirmed during reviewing, audits and supervised by a multidisciplinary advisory team (clinicians, technicians, physicists, radiation protection inspectors It can be supported by making a compliance map for procedures and documentation of the quality management system based on applicable legal requiraments.
