Opis:: In this article I present a concept of profession as a mission, which was formulated by Max Weber at the beginning of the past century. It has been put by Weber in such a vision of a capitalist society, that emerges (after various ages of “transformations”) as a “greatest power” in the modern world, that is capitalism. Weber had no doubts about capitalism as a greatest modern power and he saw its major force in the rationalization of economics and human relations. On the other hand, he was very full if doubts regarding the issue of attitudes, behavior and actions of scientists. He wasn’t quite sure in the question if we might speak about their calling in the same sense as about the calling of a capitalist businessman or worker. He certainly was aware, that there do exist such “young researchers”, who think and act like they would be an integral part of the capitalist “machine”, but he also made certain reservations. The changes, which occurred later on at many higher education institutions, made this objection valid in many points. Nevertheless it is difficult to find such solutions, which would allow simultaneously to keep the traditional unique character of the world of academics and to fulfill the realization of tasks, which nowadays are being addressed towards the scientifical society from various social groups. This I attempt to show in the last part of this article.

It was a unique education and social-professional practice, combining professional competencies with social attitude – professionalism with the ethos of social service.

Opis:: The values and patterns of behavior of officers of the pre-war State Police find their reference in today’s rules of professional ethics for both policemen and officers in charge of public security and order. It is not without significance for today’s Police that the duty of an officer of the State Police to take control, both in the service and in private life, with the commandments that confirmed him in need to help those in need. Appealing to the values that are the foundation of the service is combined with the knowledge of the basic terms used in ethics. Determining whether the values raised in today’s service are not alien to police officers justifies the scientific exploration of the problem area in the title of the study. The article presents partial results of a survey carried out at the Police Academy in Szczytno on a group of policemen studying or undertaking vocational training, which refer to the issue discussed. Their goal was to determine, among others knowledge of the principles of professional ethics in force in the Police and the sources of their knowledge about these principles. In addition, the article attempts to diagnose standards that Polish policemen are guided by, among others by indicating the state of their knowledge in terms of attitudes and values that they should follow in their daily service.

Opis:: Caring ethos is a result of natural development of mankind and has influenced on quality of social life. The ethos expresses through concern about welfare of people and giving them assistance in hard situations too. Obligation to help needy is a result of development of citizenship, social work is practical side of this care and this is an answer of social demand on assistance activity. Implementers of assistance activity are social workers, who particular area of professional activity is another person. Subject of work makes that toward social workers are formulated high expectations of ethical and moral. Professional ethos and ethics as carriers of worth, ideas and principles affect on behavior of social workers and this entire professional group. They are embedded in society setting standards of conduct. The concept of ethics is referred to description of individual activity defining the behavior model. The concept of ethos is used for description of a system norm and values a community. Ethical system regulates quality of contacts on the level of social relations and individual attitude of members of the community. Principles, norms and values organize quality of relationships in areas of social intercourse, attitude towards himself, closest and farthest surroundings. Opis:: The political culture of the professional cadre of the Polish Navy during the period of the system transformation after 1989 evolved from authoritarian to democratic model. It should be noted that every army, even in democratic system, is an authoritarian institution, based on hierarchy and obedience from the lowest to the highest ranks. It is important in the times of transition and changes, when civilian supervision over army was introduced as a consequence of implementation of democracy. The professional cadre swore a new oath of the fidelity to Polish Republic and its authorities. The transition of the 1989 was accepted by Navy with relief because people realized that army would not be used to suppress its own nation. One of the factors that has determined it was the very high level of education of this professional group – almost 100% of officers had an academic degree. The article covers the specificity of the political culture of the army, characterizes the system of preferred values and specific attitude towards the traditional social and political values among the professional cadre of the Navy. All those factors fostered the calm course of the system transition for this professional group.

W działaniach edukacyjno-wychowawczych nauczyciela muszą wspierać rodzice i państwo.
For many years now, there has been a discussion in the teaching community, but also outside it, about the teachers’ professional skills, authority and ethos in contemporary school education. Is the teacher only to impart knowledge or also to provide upbringing? If their duty is to do both, the questions arise: Who is to assist them in this task? What is the role of parents in the upbringing of children and their education? What ethical values are to guide modern education in Poland? There is no doubt that a teacher has to act ethically, take care of their professional skills, authority and ethos. They cannot impart knowledge without relating it to the upbringing of the pupil. In the course of educational and upbringing activities, the teacher must be supported by parents and the state.

Opis:: Artykuł analizuje aktualność i sens terminu „sumienie naukowe” w kontekście etosu pracowników nauki. Powołując się na podstawie literatury przedmiotu na tradycje etosowe, etyki zawodowej, ﬁlozoﬁi moralnej próbuje ustalić, czy instancja sumienia jako forma samooceny i samokontroli w podejmowaniu decyzji i wartościowaniu działań odgrywa istotną rolę jako składnik kompetencji zawodowej i moralnej naukowca. Konfrontuje teoretyczne ustalenia z treścią trzech dokumentów regulujących zasady etyki pracownika naukowego, które w polskiej nauce pojawiły się w ciągu ostatniego ćwierćwiecza. Artykuł odnotowuje zjawisko odchodzenia od tradycji kierowania się własnym niepodzielnym i niezależnym sumieniem człowieka, który pełni role zawodowe. Zjawisko „znikającego sumienia” w praktyce naukowej ujmuje jako wyraz rezygnacji z niezależności przedstawicieli nauki na rzecz poddania się mechanizmom pozanaukowym.
The author analyzes the topicality and sense of the term ’scientiﬁc conscience’ in the context of the ethos of scientists. Based on the literature, the author refers to the traditions of ethos, professional ethics and moral philosophy in order to establish whether conscience as a form of self-assessment and self-control in decision making and in valuation of actions plays an important role as a part of scientists’ professional and moral conscience. The theoretical ﬁndings are confronted with the content of three documents regulating the ethics framework for scientists, which have appeared in the Polish science within the last twenty-ﬁve years. The article notices the phenomenon of departure from the tradition of being driven by one’s own undivided and independent conscience in playing professional roles. The phenomenon of ’vanishing conscience’ in scientiﬁc practice is understood by the author as a sign of scientists’ resignation from their independence in favour of giving in to extra-scientiﬁc mechanisms.

Opis:: Podstawowym celem naukowym artykułu jest zwrócenie uwagi na jedno z ważnych zagadnień, które mieści się w obszarze pedeutologii. Ponadto wskazano w nim na rolę i istotę procesu dochodzenia nauczycieli do zawodowej tożsamości w czasach chaosu aksjonormatywnego. Przeprowadzona analiza zmierzała do opisu poznawczego, wyjaśnienia wraz z interpretacją głównego przedmiotu podjętego zagadnienia oraz aplikacji w postaci pytań otwartych skierowanych w zakończeniu do czytelników.
The main scientifical goal of that article is paying attention on one of the most important task that is located in the area of pedeutology. It concerns the content and range of professional personality of the teachers, analysis of its resources and basis, and also attributes. The problems stem from those tasks are incorporated in the strategy of the research of some answers on the question of the role of the ethos of the teacher and the generation of the subjective law that are the evidence of professional personality. Moreover, indicate in it on the role and meaning of the process of getting the professional personality in the time of axiological chaos. The conducted analysis was headed towards the cognitive description, explanation with interpretation the main subject of the taken task and application in the shape of open questions towards to the readers in the conclusion.

Opis:: Autor artykułu podejmuje się omówienia roli cnót społecznych w kształtowaniu administracji publicznej, dowodząc, że są one podstawowym elementem etosu urzędnika administracji. Swoje rozważania opiera na klasycznej etyce cnót (Arystoteles, św. Tomasz z Akwinu). W swojej pracy przedstawia tezę, iż etos urzędników administracji publicznej musi koniecznie opierać się na cnotach, czyli trwałych skłonnościach do czynienia dobra. Zdaniem autora nowoczesne państwo nie może funkcjonować bez urzędników i ich etosu, kształtowanego przez cnoty. Państwo jest wspólnotą cnotliwych obywateli, którzy w swoich działaniach stosują zasady moralne i podlegają ocenie moralnej. Autor opisuje i wyjaśnia główne elementy kultury organizacyjnej, wynikające z etosu urzędnika administracji publicznej. Jego zdaniem etos ten odgrywa zasadniczą rolę w państwie, w którym dba się o dobro wspólne. According to the author, a modern state cannot function without officials and their ethos shaped by virtues. The state is a community of virtuous citizens who use moral principles in their activities and are subject to moral evaluation. The author describes and explains the main elements of the organizational culture resulting from the ethics of officials based on ethos. According to the author, the ethos of a public administration official enables the existence of a good state in which the common good is realized.
The author of the article undertakes to discuss the role of social virtues in shaping public administration, arguing that they are a basic element of the ethos of civil servants. The article makes reference to classical ethics of virtues, represented by Aristotle and St. Thomas Aquinas, propounding the thesis that public administration officials must necessarily base their ethos on virtue, i.e. a permanent inclination to do good. According to the author, a modern state cannot function without officials whose ethos is shaped by virtues. The state is a community of virtuous citizens who use moral principles in their activities and are subject to moral evaluation. The author describes and explains the main elements of the organizational culture, based on the ethos of civil servants. In his opinion, this ethos plays a key role in a state that cares for common good.

Opis:: Celem pracy jest poświęcenie uwagi zagadnieniu jakim jest etyka funkcjonująca w szeroko rozumianej służbie publicznej. Osoby zatrudnione w sektorze publicznym często pozostają w dylemacie zachowań pomiędzy własnymi przekonaniami, a regułami przyjętymi w danej organizacji. Pierwszy rozdział poświęcam historycznym wydarzeniom, które przyczyniły się do ukształtowania współczesnej etyki. Zmiany polityczne, gospodarcze, konflikty zbrojne zrodziły potrzebę zbudowania odpowiedzialnej i stabilnej kadry. Drugi rozdział jest wyjaśnieniem kluczowych pojęć. Przytoczenie samej istoty służby publicznej pozwala na zobrazowanie szerokiego katalogu począwszy od organów ustawodawczych, na służbach specjalnych kończąc. Etyka nakazuje pracownikom służby publicznej działać w oparciu o własne sumienie. Oczekuje się od nich wcielania w swoje działanie słusznych i aprobowanych społecznie wartości. Kolejny rozdział stanowi bliższe ujęcie samej etyki. Etyka jako nauka zajmuje się opisywaniem pewnych wartości i porządkowaniem norm moralnych. Wizerunek osoby publicznej, który poddaję analizie w rozdziale czwartym jest próbą znalezienia pewnego wzorca osobowego. Idealną postawę kreują różne czynniki. Pożądane staje się duże zaangażowanie w wykonywaną pracę, kreatywność, gotowość do poświęcenia dodatkowego czasu, życzliwość w kontaktach z innymi. Urzędnik to fachowa osoba od której oczekuje się profesjonalizmu i obiektywizmu. Rozdział V poświęcam pojęciu kodeksów etycznych, których celem jest przytoczenie zasad słusznego zachowania wśród różnych grup zawodowych. Wśród znanych kodeksów plasuje się m.in. Europejski Kodeks Dobrej Administracji czy Kodeks Etyki Służby Cywilnej. Przytoczona ustawa o służbie cywilnej z 2008r. wymienia zasady służby cywilnej którymi są: rzetelność, bezstronność i neutralność, a dodatkowo wskazuje na wymóg tzw. nieposzlakowanej opinii.Posiadanie nieposzlakowanej opinii kształtuje pozytywny wizerunek danego urzędnika jeżeli jego zachowania pozostają nienaganne i w służbie i poza nią. Następny rozdział dotyczy etyki służb mundurowych. Etyka zawodowa takich jednostek dotyka bezpośrednio podstawowych praw i wolności człowieka. Pojęciem etyki objęta została również sfera polityczna ponieważ to na rządzących powinien spoczywać obowiązek respektowania i promowania etycznych wartości, jako najwyższego autorytetu w państwie. Wreszcie ostatni rozdział pracy stanowi zobrazowanie problemów z jakimi zmaga się współczesna etyka służb publicznych. Poważnym zagrożeniem staje się łapownictwo i korupcja. Takie zjawiska osłabiają zaufanie i tworzą niekorzystny wizerunek danej organizacji. Nieprzyzwoitość urzędników godzi w prestiż instytucji publicznych i zniechęca do korzystania z usług instytucji publicznych.
The aim of the work is to pay attention to the issue of ethics functioning in the broadly understood public service. People employed in the public sector often remain in a behavioral dilemma between their own beliefs and the rules adopted in a given organization. The first chapter is devoted to historical events that contributed to shaping contemporary ethics. Political and economic changes as well as armed conflicts gave rise to the need to build a responsible and stable staff. The second chapter explains the key concepts. By quoting the very essence of the public service, it is possible to present a wide catalog, ranging from legislative bodies to special services. Ethics dictates that public service employees act on their own conscience. They are expected to incorporate right and socially approved values into their actions. The next chapter presents a closer look at ethics itself. Ethics as a science deals with describing certain values and organizing moral norms. The image of a public figure that I analyze in chapter four is an attempt to find a certain personal model. Various factors create an ideal posture. It is desirable to be highly involved in the work performed, creativity, willingness to devote additional time, and kindness in contacts with others. An official is a professional person who is expected to be professional and objective. Chapter 5 is devoted to the concept of ethical codes, the purpose of which is to present the principles of proper behavior among various professional groups. Among the well-known codes there is, among others The European Code of Good Administration or the Code of Ethics of the Civil Service. The cited act on the civil service of 2008 lists the principles of the civil service, which are: reliability, impartiality and neutrality, and additionally indicates the requirement of the so-called unblemished opinion. Having an impeccable reputation creates a positive image of a given official if his behavior remains impeccable, both in and outside the service. The next chapter deals with the ethics of uniformed services. The professional ethics of such individuals directly affects fundamental human rights and freedoms. The concept of ethics also covers the political sphere, because it is the rulers who should be responsible for respecting and promoting ethical values as the highest authority in the state. The last chapter of the work illustrates the problems faced by contemporary business ethics of public services. Bribery and corruption are becoming a serious threat. Such phenomena weaken the trust and such unfavorable image of the organization. The indecency of officials threatens the prestige of public institutions and discourages them from using the services of public institutions.
