Opis:

The aim of this article is to describe the economic aspects of scientific projects based on the example of the project “Healthy Students” within the framework of the program “Small Grants for Sustainable Development,” co-financed by the Ecological Association EKO-UNIA. The aims, essence, and importance of scientific projects will be presented in this article. The types, parameters and elements necessary to maintain the economic aspects of scientific projects were presented. The study is based on the results of a survey, focus interviews, and a literature review. The research goal of the article was to evaluate the economic aspects of scientific projects based on the example of the “Healthy Students” project and the answers received from respondents, and the author’s own experience. The research has contributed to the formulation of the research objective: Are there any economic aspects of research projects stemming from a project co-financed by the Ecological Association “EKO-UNIA”? Referring to the presented research problem, the author adopted the hypothesis that there are economic aspects of scientific projects as supported by the example of the project “Healthy Students.” The results of the research allowed the author to verify the research hypothesis. The subjective scope of assessment covered students from the West Pomeranian Province. Economic aspects of scientific projects were the subject of evaluation. To obtain empirical data, a questionnaire consisting of twenty-five single- and multiple-choice questions was used, and was conducted on a target group of students from the West Pomeranian Province to verify accuracy of the research hypothesis. The results of this study show that, according to students, scientific projects have economic aspects, and that it is worthwhile to participate in such initiatives. The choice of this area of interest results from the fact that currently issues connected with applying for co-financing from various institutions, i.e. NCN, NCBR, Ministry of Science and Higher Education and various associations, are of increasing importance for and are widely discussed by scientific entities (universities).

Opis:

One of the main problem of innovative projects in Russian Federation is the need to assess the impact of exogenous shocks on their financing and development. The impact of this type of shock in the period of globalization is sharply increasing. In order to assess the impact of exogenous shocks on innovative projects we create a model with two stages using the innovate project of production of water purification plants. The first stage of it is the construction of a simple model of financial risk, stipulating the conditions when investors will invest in this firm in the absence of negative shocks, their expectations will depend on their own confidence in continuing investment at the next stages. This model shows a positive result. At the second stage we take into account the impact of the negative exogenous shocks on the project, and try to trace a reaction of companies involved in financing innovative projects. The results of the project were negative. The investor in this case as a rule can stop financing and has the risk of losses. In order to prevent this situation we propose to use a real option for a possible refusal to implement an innovative project in the event that the net present value after one year of financing will be negative or very small. To our opinion it is one of the best ways to reduce financial risks during the implementation of innovative projects for investors.

Risk management in cultural projects on the example of the selected public organisations

The subject of this thesis is risk management in cultural projects in public institutions. The first part of this thesis (chapters I and II) describes the current state of the research on projects, project management and risk management in projects. The specificity of the public institutions in the context of project management is also shown. The second part of this paper (chapters III and IV) is dedicated to the research method – case studies as well as short description of the examined organisations. The subsequent part shows interpretation of the research results, which were obtained by interviews with employees of the public institutions and analysis of the documents used in cultural projects. In summary, this paper discusses the diversified ways of dealing with risk management in cultural projects in Polish public institutions.
Tematem niniejszej pracy dyplomowej jest zarządzanie ryzykiem w projektach kulturalnych w instytucjach publicznych. Pierwsza część pracy (rozdział I i II) opisuje stan badań nad projektami, zarządzaniem projektami oraz zarządzaniem ryzykiem w projektach. Pokazana została też specyfika instytucji publicznych w kontekście zarządzania projektami. W drugiej części pracy (rozdział III i IV) przedstawiono szerzej metodę badawczą – studium przypadku oraz krótki opis badanych organizacji. W dalszej części przedstawiono interpretację wyników badań, do których przeprowadzenia wykorzystano wywiady z osobami pracującymi w instytucjach publicznych, oraz analizę dokumentacji odnoszącej się do projektów kulturalnych. W pracy omówiono zróżnicowany sposób zarządzania ryzykiem w projektach kulturalnych w instytucjach publicznych w Polsce.

The aim of this paper is to familiarise the reader with key issues related to project management, with particular stress on the definition, characteristics and types of projects. This paper will help the reader to differentiate projects from a whole range of other activities undertaken in organisations as well as explaining how a diversified collection of projects can be arranged accordingly with the use of particular criteria. An analysis of resource materials (papers, studies and scientific papers) discussing project management related problems, both in Poland and in foreign countries, constitutes the main research method used to achieve that purpose. The author has also consulted a number of online resources.

The article addresses the issue of large infrastructure projects and discusses lessons learnt and best practices developed in this area. Goal – The objective of the paper is to identify the character of the integration of projects realized using EU funds in Bialystok Functional Area (BFA). There was formulated hypothesis which implies that integrated projects constitute the majority of undertakings realized within the instrument of integrated territorial investments (ITI) in BFA. Research methodology – The analysis was based both on the subject literature and data from the institution responsible for the policy of BFA development, i.e. The Association of Bialystok Functional Area on the basis of information included in the SL 2014 system within the research conducted from 20th to 31stJuly 2018. Score – The conducted analysis of integrated projects in BFA showed that they constitute an essential instrument in implementing the adopted development strategy of the functional area when considerable amount of funds is necessary to finance such enterprises. Originality/value – The paper’s value lies in the description and assessment of integrated projects using the example of BFA. It is a new way of conducting the development policy of these areas, which may be the basis for planning the strategy for the subsequent years.

The topic literature of the success in research and R&D projects, their success factors, or success criteria is not very extensive. Although a few items on this topic can be found, they often do not distinguish between types of projects in the research area between research projects and R&D projects. The aim of the paper is to present the success factors and success criteria of research and R&D projects and their importance for these types of projects. In order to achieve the aim of the study, the following research methods were used: a literature review and a survey analysis using correlations. The research was conducted on a sample of 200 organizations in Poland that run research and R&D projects. Based on the conducted quantitative research, the importance of individual success factors and success criteria of research projects and R&D projects was determined. The research results show that the importance of success factors and criteria for research and R&D projects varies.

The main aim of this paper is to analyse outsourcing-based software development projects with regard to the most important factors influencing project success or failure. In the first part of the paper the peculiarity of software development project is discussed. Next, the empirical research process as well as obtained results are demonstrated. The survey results presented in the paper are regarded as pilot research and constitute the foundations for further research on these issues.

Regional Innovation Policy in the Sense of the Secondary Theories of Regional DevelopmentDue to the unique characteristics of the innovation process, the government plays an important role in its stimulation. However, the adaptation of national innovative policies to regional and local conditions is the responsibility of regional and local authorities. Sustainable development of the region will be achieved only if its stakeholders such as business, R & D units and the relevant authorities are involved. The primary task of the public authority is to coordinate activities and to create a favorable climate for economic development in the region. Both primary and secondary regional development theories define multiple sources of economic growth. The main objective of this article is to show the role of local government in the development of regional innovation policy in accordance with the secondary theories of regional development. Secondary theories are based on the following primary theories: the economic base theory of W. Sombart, the growth poles theory of F. Perroux, the A. Marshall’s industrial districts theory, the theory of industrial clusters of M.E. Porter and the J.Coleman’s theory of social capital. Due to the limitations of this article, the text describes only some secondary theories of regional development. These theories come from the economic base theory of W. Sombart and the industrial districts theory of A. Marshall.

Gospodarowanie miastem jest kształtowane poprzez aktywność zarówno sektora publicznego, jak i prywatnego. Wspólna aktywność umożliwia osiąganie efektów niemożliwych do uzyskania wyłącznie przez działalność sektora publicznego. Z kolei działania sektora prywatnego mogą nie nastąpić lub być ograniczone bez wsparcia sektora publicznego. Z uwagi na podjętą problematykę badawczą głównym celem badania jest scharakteryzowanie projektów, w tym biznesowych oraz określenie wachlarza potencjalnych sposobów wspierania projektów biznesowych (odpowiadających ich specyfice) ze strony sektora publicznego. Na podstawie przeprowadzonych badań autor stwierdza głównie, że zdolność do pełnienia przez projekty biznesowe miastotwórczej roli wpływa na dysponowanie przez sektor publiczny narzędziami je wspierającymi. W zakresie tych rozwiązań wsparcia dostrzega się przy części uniwersalność (tj. szeroką adaptacyjność), a przy innych raczej indywidualność (tj. spełnienie konkretnych wymogów). Ponadto, wymienia się narzędzia o charakterze finansowym, jak i pozafinansowym. Co więcej, zagraniczne doświadczenia wskazują przykładowe kierunki ich rozwoju.
Being systems, cities have an extensive item and subject structure. Therefore, the high ability to introduce changes in the area of cities is demonstrated by the implementation of activities involving extensive expenditure (material, financial, intangible). Projects, including business ones, are an example. The management of the city is shaped by the activity of both the public and private sectors. Joint activity enables the achievement of effects impossible to achieve solely by the activity of the public sector. On the other hand, private sector activities may not take place or be limited without public sector support. There is therefore the importance of dialogue between both sectors and research to develop instruments to support business projects by the public sector. Due to the research issues undertaken, the main objective of the study is to characterize projects, including business ones, and to identify a range of potential ways of supporting business projects (corresponding to their specificity) on the part of the public sector. Therefore, among the partial research goals are: – (sub-objective 1) identification of project characteristics, including business ones (i.e. in relation to their stages, types, as well as strategies and methods of financing implemented by investors during their implementation); – (sub-objective 2) listing the tools for supporting business projects by the public sector, including those common and recommended in Polish economic practice and implemented in other countries in order to develop domestic instruments, e.g. by implementing some of the foreign solutions. The branching of the main research goal into two partial research goals makes the research tasks more efficient and the continuity of the entire research argument. As part of the research carried out in the form of a bibliographic query, therefore, focused on several research areas (assuming the perspective of exploring the scope of the research), i.e. stages and types of projects, sources of financing business projects for real estate investment, alternative investment strategies in the context of business projects investment nature in real estate, and then forms of support for investors undertaking the implementation of business investment projects in real estate by adopting the user’s strategy, including classic tool divisions in Polish conditions, examples of proposals for complementary supporting instruments in Poland, as well as potential development directions regarding forms of support for on the basis of foreign experiences that can be implemented in Polish conditions). In this way, the adequacy of the research and the content of the thesis with regard to the adopted research issues is preserved. This, in turn, makes it possible to achieve the formulated research goals. On the basis of the conducted research, the author mainly states that the projects constitute a heterogeneous set and, consequently, an extensive research scope. Therefore, it is justified for the reliability of research to narrow down the scope of the research in favor of the selected type of projects. Thus, detailed research considerations, in accordance with the adoptedresearch objectives, have been oriented towards business projects of an investment nature in real estate. Their characterization covered, firstly, the developed sources of financing, reflecting the development of the financial market, as well as various situational possibilities depending on the individual features of a business project, and, secondly, alternative investment strategies that may be adopted by investors in the area of implementing business projects of an investment nature in real estate, which reflect the wide range of options for investor behavior, distinguished for the long-term development of the local user strategy. Similarly to the extensive classifications of projects, as well as the methods of their financing and management, heterogeneity was also demonstrated in the scope of instruments supporting business projects of investment in real estate, applicable (along with technical, organizational and legal improvements) and potential for implementation in the Polish economy (in based on the experiences of Germany, France and Great Britain). Moreover, the conducted research proves the ability of business projects to play a city-forming role influences the use of supporting tools by the public sector. In terms of these support solutions, some are perceived as being universal (i.e. broad adaptability), and with others rather individual (i.e. meeting specific requirements). Moreover, financial and non-financial tools are mentioned. Moreover, foreign experiences show examples of directions of their development.The scientific article presents research, some of which can be considered as a contribution to carrying out further research tasks on a specific type of business projects selected in the context of specific conditions.

CERN hosted on May 2-6, 2022, the first annual meeting of the H2020 I.FAST project to support innovation in the field of science and technology of particle accelerators. The project has a completely different character from its predecessors in this area of research. It was approved for implementation a year ago by the EC with the highest marks. It is worth looking at why projects such as ARIES, I.FAST and EURO-LABS are so easily accepted. This alleged ease of acceptance is an appearance. Behind the acceptance, in conditions of extremely tough competition, is the excellent organization of the submitting community that has been developed over the years, as well as the perfect, well-thought-out preparation of the material. The author, a participant in the ARIES and other EC projects in the field of particle accelerator science and technology, presents here, on specific examples, his subjective opinions on how to prepare materials for high-output projects for the EC FP. The author hopes that these remarks may be useful in the process of submitting research projects from Poland in international cooperation to the EC in the best possible way. The science and technology of particle accelerators is an excellent area of showing such examples because it is interdisciplinary and includes the following components: building of research infrastructure, applied physics, mechatronics, materials engineering, automation and robotics, electronics, ICT, innovation, cooperation with industry, and social.

The aim of the paper is to present the investigation results of way in which the planning and implementation of large production and service projects was conducted. The studies have been carried out on the basis of selected enterprises implementing large building and assembly projects, construction projects, electrical installation and industrial insulation assembly work. The project team size was the main criterion of the selection for this study. In the analyzed cases, this quantity exceeded 20 team members. Due to the specifics of the research was used multiple case study method. The analysis allowed to note that the surveyed production and service companies don’t use well-known project management methodologies, which could have a direct impact on the effectiveness of the large projects management.
Celem artykułu jest prezentacja wyników badania sposobu planowania i realizacji dużych projektów produkcyjno-usługowych. Badanie przeprowadzone zostało w wybranych przedsiębiorstwach realizujących duże projekty budowlano-montażowe, budowlane, instalacji elektrycznej oraz montażu izolacji przemysłowych. Głównym kryterium doboru projektu do badania była liczebność zespołu projektowego realizującego dany projekt. Do badania wybrano projekty, których liczebność zespołu projektowego przekraczała 20 osób. Ze wzglę-du na specyfikę badań posłużono się metodą wielokrotnego studium przypadku. W wyniku przeprowadzonej analizy zauważono, że badane przedsiębiorstwa produkcyjno-usługowe nie wykorzystują znanych metodyk zarządzania projektami, co może mieć bezpośredni wpływ na skuteczność zarządzania dużymi projektami.

The aim of this thesis is presentation and discussion the issues, related to investment projects realized by consortiums in public sector. In details were analyzed formation, functioning and project management, which is realized by cooperative companies, associated in consortium. From many years it can be observed growing quantinty of applications, which are realized by public entities in form of projects, and infiltration of bussines practices, until recently present only in private sector into public sector. This text was created to explain wide spectrum of issues of planning and realization projects in public sector with particular emphasis on situation when the realization takes group of allied companies in form of consortium. To explorer this issues, were researched companies which as a part of their activities, realize projects as a part of consortium or they are leaders. Researches was done from September 2014 to March 2015. Mainly were based on qualitative research realized in form of direct interview, partially structured. Implementation of this researches, allowed to show most important problems and methods by which organisations in structure of consortium manage of planning and realization of public investment projects. It also showed, biggest threats and difficulties arising of the cooperation in form of consortium and realization of project by several united entities.
Celem pracy jest przedstawienie i omówienie problematyki związanej z zarządzaniem projektami inwestycyjnymi realizowanymi przez konsorcja w obszarze sektora publicznego. Szczegółowej analizie poddano tworzenie, funkcjonowanie oraz zarządzanie projektem, który jest realizowany przez współpracujące firmy, zjednoczone w formie konsorcjum. Od wielu już lat można zaobserwować rosnącą ilość przedsięwzięć realizowanych przez jednostki publiczne w formie projektowej oraz przenikanie się praktyk biznesowych do niedawna występujących tylko w sektorze prywatnym do zarządzania w sektorze publicznym. Tekst pracy powstał w celu wyjaśnienia szerokiej problematyki planowania i realizacji publicznych projektów inwestycyjnych ze szczególnym uwzględnieniem sytuacji gdy ich realizacją zajmuje się grupa firm sprzymierzona w formie konsorcjum. Aby zgłębić te zagadnienia przebadane zostały firmy które w ramach swojej głównej działalności uczestniczą w projektach realizowanych przez konsorcjum lub są jego liderami. Badania zostały przeprowadzone w okresie od września 2014 do marca 2015 roku. Opierały się one w głównej mierze na badaniach jakościowych realizowanych w formie wywiadów bezpośrednich, częściowo-ustrukturyzowanych. Ich przeprowadzenie pozwoliło na wskazanie najważniejszych problemów oraz metod, za pomocą których organizacje wchodzące w skład konsorcjum radzą sobie z realizacją i zarządzaniem publicznymi projektami inwestycyjnymi. Wskazało też, najważniejsze zagrożeniai trudności wynikające z współpracy w formie konsorcjum oraz realizacji projektu przez kilka, zjednoczonych podmiotów.

This paper presents the innovation activity as a source of the long term value creation in enterprises. The main aim of the paper was to identify the ways of capital expenditure and cost calculations in this activity, in terms of performance creation and management of effectiveness. Simultaneously, the paper identifies some management models concerning innovation activity based on internal and external principles in the framework of the currently existing structures of an enterprise.

Opis:

Innovation is a collection of unique projects, portfolios or project programmes. Current changes are influenced by phenomena in the organization and its environment. We continue to ask ourselves, especially during the pandemic crisis, how to build the trust and safety of project teams if the assumptions made, which had previously been undisputed, become a challenge. The aim of the article is to identify the limitations and barriers that accompany project teams during the implementation of innovations and to present methods for overcoming them. To achieve this goal, a proposition was prepared for our own diagnostic tools, paying particular attention to the phenomenon of priming in the design and dissemination of innovations. The factors determining the effectiveness of project handover between teams were also selected. According to the author, priming is the removal of obstacles to making a transition in innovative projects. The author’s presented method of assessing internal stimuli determines the functioning of project teams. The article adopts the thesis that the effectiveness of the handing over of innovative projects depends on the preparation of project teams to fulfill this mission in the company. Based on the conclusions of the discussion, the handing over of an innovative project is the fulfillment of stakeholder expectations in accordance with the criteria of the feasibility, desirability and viability of the project. To achieve this, the (transferor/ user) teams should have a common understanding of the final product design requirements and expected quality.
Innowacyjność to zbiór unikalnych projektów, portfeli lub programów projektów. Na obecną zmianę mają wpływ zjawiska, które znajdują się w organizacji i w jej otoczeniu. Nadal zadajemy sobie pytanie, szczególnie w czasie kryzysu pandemii, w jaki sposób budować zaufanie i bezpieczeństwo zespołów projektowych, jeżeli przyjęte założenia, które do tej pory były bezsporne, stały się wyzwaniem. Celem artykułu jest identyfikacja ograniczeń i barier, które towarzyszą zespołom projektowym podczas wdrażania innowacji, oraz prezentacja metod ich pokonywania. Dla osiągnięcia tego celu przygotowano propozycję własnych narzędzi diagnostycznych, ze zwróceniem szczególnej uwagi na zjawisko torowania (ang. priming) w projektowaniu oraz upowszechnianiu innowacji. Wybrano też czynniki determinujące skuteczność przekazywania projektów między zespołami. Według autora priming to usuwanie przeszkód, robienie przejścia w projektach innowacyjnych. Zaprezentowana autorska metoda oceny wewnętrznych bodźców określa funkcjonowanie zespołów projektowych. W artykule przyjęto tezę, że skuteczność transferu projektów innowacyjnych zależy od przygotowania zespołów projektowych do spełnienia tej misji w przedsiębiorstwie. Na podstawie wniosków z dyskusji – przekazywanie projektu innowacyjnego to wypełnienie oczekiwań interesariuszy w zgodności z kryteriami wykonalności, funkcjonalności i opłacalności projektu. Aby to osiągnąć, zespoły (przyjmujący/przekazujący) powinny posiadać wspólne ustalenia co do ostatecznych wymogów dotyczących projektowanych produktów i oczekiwanej jakości.

Innovation projects are of high importance in organizations. Company’s success is determined by the results of innovation projects. In the article, the key characteristics of innovation projects are outlined, as well as their determinants. The traditional approach to managing innovation projects is discussed. It is argued that, nowadays, such an approach is insufficient as the organizational environment is turbulent and a high risk of failure is associated with innovation projects. Based on these considerations, the parallel application of the agile methods in innovation project management is proposed. The main characteristics of that new approach are presented, as are contrasts to traditional project management. The advantages of that new approach are shown in relation to attaining the business goals of the organization, higher flexibility in product change management and a more expeditious response to changes within the turbulent environment of the organization.

One of the basic assumptions of the article is to reflect on the issue of a modern education system for students of social sciences, which will meet the expectations and needs of students, academic teachers, researchers, practitioners and society on the one hand, and the numerous and increasingly ambiguous challenges of modernity on the other. We pay special attention to social work as an activity and profession in which we undertake scientific, research and practical activities. The forms of education, we focus on in the article are international projects based on the implementation by students of joint educational and social projects. Their use allows to achieve the most desired effects, among which one should distinguish the increase of awareness and reflectiveness, the pursuit of critical (self)development of young people and increases openness to knowledge, experience, innovation and changes. To exemplify, we used the analysis of an international project titled Social work with mentally ill people and their families in Germany, France and Poland implemented in cooperation with partner schools at the Institute of Sociology of the Jagiellonian University.

In this article entitled Oksana Robski’s (Not Only) Literary Projects we would liketo briefly present the figure of Oksana Robski, an author of romance novels whois not very well known in Poland, but is very popular in Russia. The collapse ofthe Soviet Union resulted in commercialization of Russian literature, which,among other things, made some writers use various publicity stunts. Among suchstunts, conceiving the so-called “literary projects” comes to the fore. Robski, whoturned her name into a brand, is a prime example here. The writer is associatedwith both sale of colour magazines, luxury furniture or perfumes, as well as withwriting popular romance novels. In order to create the appropriate media image,Robski distorts her own biography and freely talks in the media about her relationshipswith men. However, her popularity is mostly due to the fact that sheknows first-hand the life of Russian oligarchs who are protagonists of her works.Thanks to Oksana Robski’s novels, ordinary Russians have the opportunity to fictionallyvisit residences of the Russian business elite.

Tourism as the subject of tourism policy is the recipient of public intervention at transnational, national, regional and local. Therefore, challenge is the coordination of plans and activities to maximize benefits by allocation decisions at the level of the best equipped for general information, from the point of view of the requirements of this decision. Purpose of the article was to present the issues of tourism policy and attempt to assess its functioning as a sector which impact on the economy of the country. The body of work consists of the following issues: tourism policy and its basic assumptions, the European funds in support of the development of tourism in the years 2007–2013. The author in the analysis has included literature on the subject.

Purpose: The main purpose of the paper is to apply the TOPSIS method for selecting the optimal contractor for a passenger transfer center. Methodology: The methodology is based on the use of TOPSIS, which determines the distance of decision alternatives from the ideal and anti-ideal solutions using evaluation criteria. Results: Two different contractor rankings were obtained depending on the weights of the criteria. With equal weights, the best contractor is number 5, while with weights determined by formula (8), the best is number 4. Theoretical Contribution: The paper contributes to the field of investment project management by demonstrating how the TOPSIS method can aid in decision-making for optimal contractor selection, thereby reducing the risk of erroneous decisions. Practical Implications: The practical implications of this research are significant for investment projects, as the demonstrated methodology can be directly applied to the contractor selection process, potentially leading to more successful project outcomes.

The Opus Aid "Ad Gentes", established by the Conference of the Polish Episcopate, for ten years serves the Polish missionaries with great dedication. The Opus supports missionaries in the implementation of the evangelization, medical, charitable and educational projects. Thanks to the donors and sponsors, the Opus co-financed to 1 642 projects for the total sum of 6 951 690 PLN. The Opus gives annual grants to lay missionaries and Fidei Donum priests. In Poland, it is occupied with the missionary animation and formation, promotion of the missionary ideas and it engages children and youth in the help for missions. It organises nationwide contest "Mój szkolny kolega z misji" for children and youth from primary and secondary schools.
Organizacja Opus Aid „Ad Gentes", powołana do życia przez Konferenqę Episkopatu Polski, od 10 lat z wielkim zaangażowaniem służy pomocą materialną polskim misjonarzom pracującym w wielu krajach świata. Korzystając ze wspaniałomyślności ofiarodawców i sponsorów, do tej pory współfinansowała 1 642 projekty na ogólną sumę 6 951 690 PLN. Dotyczyły one pomocy medycznej, szkolnictwa, ewangelizacji oraz pomocy najbardziej potrzebującym. Organizacja zapewnia roczne zapomogi dla świeckich misjonarzy i kapłanów Fidei Donum. Na gruncie krajowym Opus Aid zajmuje się formacją i animacją misyjną wśród dzieci i dorosłych oraz ukierunkowywaniem młodych ludzi na pomoc misjom i misjonarzom. Jednym z przykładów tej działalności jest ogólnokrajowy konkurs pt. Mój szkolny kolega z misji dla dzieci i młodzieży szkół podstawowych oraz ponadpodstawowych.

Purpose: Main objective of the study was to develop a map of impact of particular groups of stakeholders on the process of implementing projects co-financed by the European Union in public universities. Design/methodology/approach: The study uses methods of literature sources analysis and quantitative research with the use of questionnaire distributed among managers of EU projects implemented in public technical universities in the previous financial perspective. Findings: Based on conducted research, the impact of identified groups of stakeholders on the process of implementation of EU project was assessed. Research limitations/implications: Identification of the impact of groups of stakeholders on the process of implementation of EU project should enable necessary management actions to be taken at universities that increase their absorption capacity. Practical implications: Project implementation unit, in particular the team of contractors with the project leader at the forefront, by shaping positive relations with environment, may affect the pace and efficiency of project implementation. By acquiring support of main project stakeholders, likelihood of successful completion of the project is increased. This, in turn, reduces uncertainty and risk associated with implementation of the project and costs incurred to minimize it. Originality/value: Original map of the impact of individual stakeholder groups on implementing projects co-financed by the European Union in public universities.

Large-scale projects of reconstruction andór revitalization of cities showcase their flagship projects, while in fact profound spatial changes in degraded areas arise primarily through numerous small contextual projects. Adaptations of existing, but frequently neglected or destroyed buildings for social, including educational or cultural, purposes are particularly important among such contextual projects. Occurring spatial changes are sometimes temporary and sometimes final. The first ones allow for the prototyping of solutions adapted to the needs of inhabitants; while the second ones either result from agreements with local communities or are imposed from above. The aim of the article is to present a typology of revitalization projects changing the space of a revitalized area from the perspective of these changes and of the target group.
Projekty flagowe są wizytówkami wielkich projektów przebudowy i/lub rewitalizacji miast, tymczasem głęboka zmiana w przestrzeni zdegradowanych obszarów odbywa się przede wszystkim dzięki licznym małym projektom kontekstowym. Celem artykułu jest przedstawienie typologii projektów rewitalizacyjnych zmieniających przestrzeń obszaru rewitalizacji z perspektywy zmian, które niosą ze sobą, oraz grupy odbiorców.

Especially after the Industrial Revolution, the effects of humanity on the climate began to increase to a significant extent. Currently, these negative effects have reached the level that threatens the natural structure. Insensitive and excessive consumption of natural resources leads to an increase of environmental pollution. The concept of “sustainable production” has emerged to face the climate change and global warming. Modern businesses more frequently aim to conduct environmentally friendly projects and changing unsustainable production models. The implementation of sustainability concept into marketing strategy has had a positive impact on consumers and investors. The effective use of clean resources and green energy, the transition to ecological technologies, and the use of environmentally sensitive production principles are also important for compliance with difficult competitive conditions. Global economic and environmental crises in recent years have led to increased international efforts to transform to more sustainable industrial systems. In this study, the concept of sustainable production is discussed and the case studies of sustainable production projects realized in Turkey are examined.

Opis:

The article presents a comparison of the roadway supports currently used in mines in the Soma basin in Turkey with new one proposed by Huta Łabędy and Central Mining Institute (GIG) in terms of resistance parameters and work in conditions of specific loads. The strength analysis of the frame was carried out using the finite element method, using the COSMOS/M program, based on the methodology developed and applied in GIG. The frame models were built corresponding to their geometry and cross-sectional parameters of the sections used. Beam elements (BEAM3D) were used for building models, which were given cross-sectional parameters of the V36 section. This resulted in three frame models that were loaded in three ways (three load variants). The first option included roof load, acting on the roof bar in a uniform manner, at a length of about 3.0 m. In the second variant, the same load was adopted but the resistance of the side wall was omitted. However, in the third variant, the same roof load was assumed in addition to a side load, acting on the sliding arch, at a length of about 3.0 m, a value corresponding to half the load of the roof. As a result of the calculations carried out, the distribution of reduced stresses in the analysed frames and the maximum load values were obtained. The proposed roadway supports retain the functionality of the previously used frames in terms of width, height, cross-sectional area of the suport and the number of elements. They are characterised by the same weight and at the same time, they have up to 24% more load capacity because of the replacement of straight sections of curved side sections. This treatment was possible by forming individual elements of the arch with two bending radii. The additional load increase was obtained by using S550W steel.

Opis:

A commune is a basic self-government unit in Poland. Handing over a part of qualifications to the local level of self-government engendered the need of the effective and creative resource management for social, economic and ecological development of communes. Tools of infrastructure stimulating constitute the special group of instruments of local development. Equipping the area with social and economic infrastructure is one of factors and of indicators of investment attractiveness. It influences the quality of life of inhabitants. It is also contributing to the development of existing companies and attracting the outside investments. Tools that can be used in this area are: co-financing of investment by the commune and the independent realization by the commune of infrastructure investments. A main goal of this contribution is an attempt of the assessment of the results of projects co-financed from EU funds carried out in the field of the road infrastructure as the effective tool of the local politics. Analysis will concern the City of Białystok which is dynamically using public funds for the improvement in the infrastructure. In particular it will include results of all selected projects.

Porusza zagadnienia związane z kapitałochłonnością, regulacjami prawnymi, dostępem do wiedzy i patentów, a także ze zróżnicowaniem produktów i dostawców na rynku NFT. Celem pracy jest identyfikacja i opis barier wejścia, które napotykają nowe przedsiębiorstwa wchodzące na rynek. Autorzy przewidują, że wraz z rosnącym zainteresowaniem konsumentów wzrośnie zainteresowanie uruchomieniem projektów NFT przez przedsiębiorców, którzy będą mogli wykorzystać przedstawione wyniki, aby usprawnić swój proces wejścia z projektem NFT na rynek. Pierwszym etapem pracy jest wprowadzenie w podjętą problematykę, w którym autorzy wyjaśniają technologię blockchain oraz przedstawiają zarys sytuacji panującej na rynku NFT, która była motywacją do powstania niniejszego artykułu. W kolejnej części, bazując na studiach przypadków, autorzy omawiają pięć barier wejścia na rynek projektów NFT. W końcowej części natomiast przedstawione są wnioski, na podstawie których autorzy stwierdzają, że bariery wejścia na rynek NFT są małe i atrakcyjne dla przedsiębiorców, co wraz z napływem nowych konsumentów może wskazywać na rosnącą w niedalekiej przyszłości liczbę nowych projektów wypuszczanych na badany rynek.
This article deals with the entry barriers for NFT projects on the market. It discusses issues related to capital intensity, legal regulations, access to knowledge and patents, as well as the diversity of products and suppliers in the NFT market. The aim of the paper is to identify and describe entry barriers that new companies face when entering the market. The authors predict that as consumer interest grows, entrepreneurs will become more interested in launching NFT projects and can use the presented results to streamline their entry process into the NFT market. The first stage of the work introduces the problem tackled, in which the authors explain blockchain technology and present an overview of the situation prevailing in the NFT market, which was the motivation for the creation of this article. In the next part, based on case studies, the authors discuss five entry barriers for NFT projects. The final part presents conclusions, based on which the authors state that entry barriers to the NFT market are small and attractive to entrepreneurs, which, along with the influx of new consumers, may indicate an increase in the number of new projects released on the examined market in the near future.

Opracowanie dotyczy budowy społeczeństwa informacyjnego w regionie, a w szczególności w województwie śląskim. W części empirycznej zaprezentowano wyniki analizy projektów i przedsięwzięć realizowanych w województwie śląskim, głównie dotyczących: poprawy technicznej i ekonomicznej dostępności infrastruktury informatycznej i telekomunikacyjnej oraz zwiększenia ilości i użyteczności usług i treści cyfrowych. Rezultaty studiów mogą zostać wykorzystane zarówno przez teoretyków-badaczy, jak i praktyków podejmujących aktywności dla rozwoju społeczeństwa informacyjnego.
The paper refers to issues related to creating the information society in a region. The aim of our study was to analyze the information society projects and activities in the Silesian Voivodeship. Firstly, the essence of information society and its key links like information society stakeholders, ICT infrastructure and information are presented. Secondly, special attention is given to the presentation of projects related to ICT infrastructure, e-services and e-public services. The paper concludes with a discussion of research findings. Researchers and scholars who develop studies on information society could find significant guidelines in this paper. For practitioners, results of this study can be used to undertake empirical activities aimed at information society development.

The modern student is privately a player. He/she spends hours sitting at the computer and experiencing many positive feelings such as joy, surprise, curiosity, excitement. Is there anything more exciting than the adventure in a virtual world and at the game? In our presentation we will try to provide an educational game as an interesting opportunity to teach and study early school children and the students – future teachers. Projecting educational games (both board and computer ones) and testing them, can be a wonderful way to develop students’ interests and to learn and study in an interesting way. We will present our projects conducted with the students of the University of Gdansk, of Gdansk Higher School “Athenaeum”, and of the Nicolaus Copernicus University in Torun, which may provide inspiration for educational and teaching activities of other teachers and show that science can also be interesting and adventurous.

A number of innovative projects, completed in the past decade, have helped changed the face of the labour market from the passive to the active. In addition to customised solutions, they enable the implementation of the results (e.g. tools and models) in current labour market policy. Currently, the concept of innovation has become not only a symbol of the modern economy, but also an indicator by which we determine changes in the labour market. In this case we are dealing with so-called ‘social innovation’ the essence of which is to create, customise and adapt solutions to social issues related directly or indirectly to the labour market that have worked in other countries and regions. With regards to the effectiveness of measures implemented by the employment services, we need to look at the labour market through the prism of the tools available, allowing (as soon as possible) the bringing of the unemployed into employment through, among others, the creation of a ‘portfolio’ of skills and competencies and a matching of training, both to the level specified by a future position as well as the requirements of the market. Presented in this article is an innovative approach to enable an unemployed person to meet all the demands of modern recruitment and job seekers with public employment services: an individualised approach to the expectations of both an employer and a candidate for a job, ensures close contact with the local labour market. This offers a personalised treatment for any person wishing to take up employment.

The paper aims to show how offset transactions contribute to an accelerated development of various industries. The author describes the principal guidelines of government policy vis-à-vis offset agreements, showing a framework of relationships between the main forms of offset strategies and the goals of industrial development in both the civilian and defense sectors. Further in the article, the author offers a concise model of technological development spurred by offset transactions. The model is illustrated by numerous examples of offset transactions made in recent years between partners from various regions of the world. The economic effects of offset transactions on industrial development are unclear, the author concludes, but a detailed analysis of specific examples of such transactions may help reveal the basic problems that arise in the course of such projects, along with the long-term implications of poor performance and negotiation mistakes in this area. The paper ends with a brief analysis of Poland’s defense industry and its prospects for the future, including plans to establish a single defense corporation based on the use of new technology secured by Poland under offset agreements signed by the government over the past several years.

The article contains theoretical considerations connected with the influence of structural funds on the development of non-profit organisations. Theoretically, the access to these funds should ensure development of these entities. However, as practice shows it is not always the case. We observe development dynamics of this sector and constantly unused social potential. These organisations are subject to continuous pressure directed towards full use of their resources and growth in effectiveness of activities undertaken. However, the pace of their development is mainly dependent on funds allocated for their development, therefore it seems legitimate to financially support activities of non-profit organisations from, inter alia, structural funds. These resources enable to earn experience which positively affects their development. However, the success of majority of non-profit organisations is not based on the structural funds. Managing persons are very careful during a process of acquiring, implementing and accounting for EU-supported projects. They think that this process is not always successful. The article draws attention to the fact that structural funds can be a key for development of non-profit organisations, yet provided that applying for financial support will not be accidental and will constitute an organised sequence of activities.

New changes and a new way of obtaining EU funding emerged in the intermodal transport sector in 2004-2006 and 2007-2013.The new economic situation requires changes of the ways of obtaining EU funding to subsidise projects involving the development of intermodal transport in Poland. Intermodal transport projects are one type of investment projects that increase safety and promote environmentally friendly solutions in transport. The article is an analysis of the available sources of EU funding for intermodal transport projects. The objectives and priorities of funding projects within two financial perspectives are presented. The article also looks at the principles of Poland’s policy on implementing such projects subsidised by the EU.

Background. Building Information Modelling (BIM) has been recently one of the most common issues discussed in publications related to innovative changes in the management of construction projects. The concept of BIM integrates all the activities related to the design, construction and operation into the ICT model developed and implemented within a communication platform. From the point of view of the project management theory and construction practice, the area of interest is integrated risk and change management based on BIM. Negative consequences such as delays and financial losses that are detrimental especially to public projects conducted by investors raise a question of whether and how implementation of principles of BIM in project management can improve management activities associated with risk in construction projects. Research aims. This paper aims to gain insight into the current state of knowledge about risk and change management in construction projects in terms of BIM implementation, and to set the direction for further research as well as to determine further research objectives related to this issue.Methodology. The arguments presented in this paper are based on the analysis of reference literature. Key findings: Risk is an issue in the concept of BIM that still needs to be systematized. It is necessary to develop an optimal way to integrate procedures, methods and techniques of risk management with other management actions within BIM. Change is perceived as one of the major risk factors and therefore the inclusion of change management processes into this system also requires the establishment of standards and methodical approach within BIM. Further research in this area should include past experience in the implementation of BIM in construction projects, the presence of risk-related procedures in this process and conditions of effective integration of management actions. From a practical point of view, it is also necessary to explore the willingness of entrepreneurs and investors to implement BIM, understood as a platform for communication, risk and change management as well as an optimal method for a systematized implementation of this process.

Opis:

The article presents a case study of training engineers through social projects in the open source software movement. The project is aimed at development of a mobile application for behavioral therapy of autistic children. The application was developed within the framework of the students' group project carried out at Gdansk University of Technology with the participation of the Institute for Child Development in Gdansk. Paper presents design, implementation and evaluation of system, that supports activity schedule method of therapy. Such assistive technologies could improve behavioral therapy efficiency and as a result support self-care and independence of autistics, hopefully preventing their exclusion from the society. The case was evaluated from two perspectives: technological support provided for autistics' therapy as well as development of students' attitudes. Based on the therapists' and supervisor's evaluation as well as on analysis of final students' report, one might observe, that although student's motivations were diverse at the beginning of the project, by the end they fluctuated towards more intrinsic and altruistic ones. The example shows that the development of young people's sensitivity to social needs could be woven into the curriculum by defining individual projects for social institutions that provide help.

Designing a machine’s constructions and an object’s structures is one of the areas of technology design. The complexity of the structure is defined by the technology for which it is used. Following the theory of construction and mechanisms, the full characteristics of a machine or device is defined by its shape and operating parameters. The shape reflects geometry. As a result of using the correct parameters, the construction should functional correctly (which means according to its general principles of operation). The project of any structure is a creative process performed by a team of designers and constructors. The contemporary design is not solely based on the personal preferences of engineers. More and more scientific and computerized design methods are being introduced to this process. They are characterized as computer-aided systems and are based on algorithms, programs, and IT equipment. This article presents the methodological application of computer-aided design on an example of the design of shaft furnaces that are used in foundries as cast iron smelters. These furnaces, called cupolas, have again become objects of interest for research. In the design of the cupola construction, Autodesk Inventor techniques were used.

In their article, the authors discuss the findings of the audit on how the obligation to provide for sustainability of projects is fulfilled in three Polish regions: Lubuskie, Małopolskie and Śląskie. The article presents the principles related to project sustainability, set forth in Regulation (EU) No 1083/2006 of the Council, and the most important problems and irregularities in their application. A need has been observed to clarify the requirements in contracts concluded in the new financial perspective (2014−2020), related to archiving and marking documents, rooms and devices, and, in the first place, to clear defining of indicators for project impact, implementation of tasks and maintaining sustainability of effects.

Celem opracowania jest: 1) określenie zasad ustalania dochodu z projektów prowadzonych przez tzw. organizacje badawcze, 2) wskazanie roli rachunkowości w pomiarze i prezentacji dochodów z projektów unijnych. W artykule posłużono się kilkoma metodami badawczymi, takimi jak: analiza literatury i aktów prawnych, metoda obserwacji, analizy dokumentów oraz pojedynczych przypadków. Do realizacji projektów unijnych jest niezbędna wiedza z zakresu rachunkowości, w tym rachunkowości zarządczej. Szczególne znaczenie ma prawidłowa dokumentacja operacji gospodarczych, klasyfikacja i ewidencja kosztów i przychodów związanych z projektem.
The aim of the study is: 1) to determine the rules of calculating the income from projects run by so-called research organizations, 2) to point to the role of accounting in the measurement and presentation of incomes from European Union-funded (EUfunded) projects. Several research methods were used in the article, such as: literature and regal regulations analysis, observation method, document analysis and case analysis. To realize EU-funded projects it is necessary to possess the knowledge of accounting, including management accounting. It is particularly important to document business transactions properly as well as to classify and record expenses and incomes related to the project.

Opis:

The implementation of infrastructural projects, funded from operational programs, is seen as an important factor in local development. The purpose of the article was to analyze the effects of ongoing changes in the municipalities adjacent to Krakow, influenced by the performance of their infrastructure projects. The funds have proven to be very important for investment decisions. Municipalities would not be able to achieve the expected benefits without the implementation of these infrastructure projects. However, there is not a strategic approach to the development of the entire suburban area of Krakow. Generated effects are rather the consequence of non-integrated treatment of municipalities of their development, rather than a deliberate and planned action.

Opis:

The report presents the evaluation results of educational projects implemented in 2022 by the Academy of Programming and Robotics (AP&R) operating at the non-governmental organization (NGO). The Academy conducts educational activities for children and youth, primarily from rural areas, usingthe STEAM model project method, with the substantive and didactic support of the University of Zielona Góra. The funding for teaching resources and class operations comes entirely from obtained grants, leading to evaluations by financing institutions, mainly local governments. The evaluation results show that the classes received high ratings, even though the concept of STEAM education remains relatively unfamiliar to both the Participants and Observers. Participants have a limited perception of the practical usefulness of interdisciplinary classes. In contrast, Observers highly appreciate the educational value of integrated education, particularly in the fields of technology, computer science, programming, mathematics, and physics. The implementation of the STEAM model is particularly successful in classes related to the construction and operation of Renewable Energy Sources (RES) installations. The collaboration between AP&R and the University has spanned over 5 years, providing valuable experience, and enabling the collection of conclusions and recommendations for continuous improvement of educational practices. These insights aim to enhance the effectiveness of the educational projects.

"Katowice effect"? : regeneration of the site of the former Katowice coal mine through prestige cultural projects

This paper aims to give an in-depth account of the regeneration of the site of the former Katowice coalmine, by far the largest regeneration venture financed by the public sector on a post-industrial site in Poland, and to cap- ture the primary outcomes and effects of this prestige project. Contrary to a simplified interpretation of a 'Polish Bilbao effect', the authors argue that the Culture Zone follows a unique development model that was driven by a coincidence of such factors as the situation of a major (post-) industrial conurbation seeking a new identity, the availability of external funding, chance events (with the origins of some of them dating back to WW2), and pre-existing spatial factors. The study area has been diagnosed to include all the positive effects of flagship projects, as well as most of the weaknesses associated with such a type of regeneration. All in all, it is a successful under- taking given the external conditions under which it has been implemented.

Opis:

W latach 90. pod przewodnictwem Komisji Europejskiej wypracowane zostały zasady budowania projektów oparte na tzw. ramie logicznej (Logical Framework Approach – LFA). Zasady te opracowano z myślą o kontroli efektywności systemu dopłat do inwestycji infrastrukturalnych w krajach członkowskich. W ostateczności formuła LFA w niewielkim stopniu utrwaliła się w pragmatyce wykorzystania tych środków po rozszerzeniu Unii o nowe kraje członkowskie. Obserwując procesy inwestycyjne w transporcie wsparte środkami unijnymi i zasadami Niebieskiej Księgi, postrzega się zasadnicze rozbieżności pomiędzy osiągniętymi efektami tych projektów a ich skutkami – zarówno w skali makroekonomicznej, jak lokalnej. Wbrew nadziejom nie rozwiązują one w sposób trwały zasadniczych problemów transportu i jego sytuacji. Problem LFA jest uniwersalny w sytuacjach, w których inwestycje lokalne budowane są ze znacznym udziałem publicznych środków zewnętrznych i w systemach finansowania, w których liczba takich inwestycji oraz środków jest znaczna. W skali makroekonomicznej wskazano na podobieństwo systemu unijnego do chińskich procedur cesji środków na inwestycje lokalne (Local Government Investments Systems) i ich wpływ na wzrost długu wewnętrznego Chin. Definiując ścisły związek pomiędzy trafną, przyczynowo-skutkową diagnozą sytuacji a realizacją celów ogólnych i generalnych projektów w formule logiki interwencji, przedstawiono dwa pozytywne przykłady (problem – działanie – efekt). Generalną tezą artykułu jest postulat wprowadzenia formuły logiki interwencji jako atrybutu projektów transportowych obok lub w ramach studiów wykonalności projektów. Artykuł jest zaktualizowaną i zmodyfikowaną wersją prezentacji z IX Konferencji nt. „Problemy komunikacyjne miast w warunkach zatłoczenia motoryzacyjnego”.
The principles of using the logical framework approach (LFA) in the planning of projects were worked out in the 1990s under the leadership of the European Commission. Based on the observations of investment projects in the transport sector relying on the EU funding and following the principles of the Blue Book, essential discrepancies between the outcomes of these projects and their consequences, both in macroeconomic and local scale, have been identified. Contrary to hopes they have not provided a permanent solution to fundamental transport issues and its situation. In the macroeconomic scale, the situation was compared to the analysis of the effects of Chinese local government investments systems on the increase of China’s national debt. By defining a strict relation between an accurate, cause and effect diagnosis of the situation and the realization of general objectives and general projects under the intervention logic formula, two positive examples were presented (problem –action – effect). Generally, the article postulates to introduce intervention logic as an attribute of transport projects, additionally to, or within the framework of feasibility studies.

The main objective for writing this article is to present the barriers to accessing EU funds at the stage of preparing an application for funding, as well as the barriers to executing project activities. The research objective, question, and problem as well as the statistical description of the research group and the measurement instruments have been highlighted in the article. The author attempts to answer the following questions: what are the main barriers/hurdles encountered by Polish beneficiaries of EU funds allocated under national and regional operational programmes; which of the identified barriers to accessing EU funds is perceived as the most hindering in the process of executing EU projects; and how is the impact of EU funds on regional development assessed from the perspective of those people executing projects and taking part in projects financed with EU funds? The following barriers can be enumerated as the most significant: the withholding of subsequent funding tranches while maintaining the obligation to pursue project execution, the highly bureaucratic application process for a subsidy, the bureaucratic system of post-project accounting, and the long deadlines for transferring subsequent tranches of funding. An analysis of the findings confirms that the beneficiaries of EU funds primarily fear losing financial liquidity. Receiving a subsidy in the form of a refinancing of the incurred costs requires, on the one hand, efficient project management, and, on the other, a well-functioning institutional system that should support project recipients in their investment endeavours.

Awareness that immigrant integration takes place at a local level has been growing for several years. Immigration policy debates and decisions mostly occur at the national level, but the question of how to implement immigrant integration policy is much more urgent at a local level. The purpose of the article is to present the multidimensionality of integration actions as well as examples of projects considered to be “best practices” that are carried out today at the local level in German and UK cities of different sizes. The countries chosen have long histories of immigration and have developed significantly different approaches to immigration issues, nevertheless local experiences (in both countries) highlight not only differences but also similarities in immigrant integration policy. The surveys presented help us to understand that immigrant integration is a complicated process that can be stimulated in various ways, and that there is no single way to introduce policy towards immigrants.

The paper presents the declarative approach to design of a reference model aimed at project prototyping. The reference model contains the finite set of decision variables, their domains and linking those constraints, i.e. can be seen as a kind of Constraint Satisfaction Problem. Consequently, the model considered can be treated as a knowledge base specifying both a class of enterprises and the projects that could be conducted on their base. So, the model provides a platform for rapid prototyping of alternative versions of project scheduling. The routine queries can be formulated in the straight or reverse way. How to Reduce the Likelihood of Environmental Impacts During Plug and Abandonment by Alexander Steine Johnsen, Preben Emil Haugen and Jann Rune Ursin, IPT/TN/UoS The reports are all written under supervision of the WP2 project leader. All reports are based on open sources; local (UoS) reports, publications available on the internet, official publications and journal papers, and communications with a great number of individual resource persons in the Norwegian oil and gas industry. The relevance of the work presented in the above mentioned reports, in relation to the MUSE project objectives is, as far possible, promoted through carefully following the project description (part of the AGH–UoS partnership agreement) and with reference to a preliminary WP1 progress report from mid February 2015; WP1-Selecting reservoirs for application of CO2 storage with IOR technology and feasibility studies. The work in the MUSE project is accomplished through the willingness and skills of UoS department master students, hired as project assistants. Fortunately for the project there are quite a few high class student, capable of writing high quality technical reports at UoS. The five reports are presented sequentially and all reports are the responsibility of the author and all reports are approved by the WP2 project leader.

The paper contains the results of regional studies conducted for the compliance of development projects with the objectives of the Europe 2020 Strategy, and with a particular focus on innovative projects. The specific aim of the study was to analyze the projects for which contracts for co‑financing from EU funds have been concluded, and which are consistent with both the priorities of the Strategy, and the general objectives of the European Union up to 2020. The analysis was conducted in groups of projects corresponding to the objectives of the Strategy. The results of the study clearly showed the diversity (in terms of financial value and quantitative measure) of development projects at two levels of local government: district (powiat) administration and municipal administration, as well as the role of private sector activity in implementing innovations. Especially noticeable was strengthening of “self ‑government approach” to social issues, which are in the scope of an impact of the public authorities at regional and local level. Growing importance of the social services development coincides with the gradual decreas‑ ing of the scope of investments in technical infrastructure. Meanwhile the activity in the field of innovation focused clearly in the private sector units.

The main goal of this work is to establish effectiveness of management of EU projects in Bochnia Commune. In this work students’ opinions about the implementation of one of the projects ‘A good start a key to the future ‘were revealed.In theoretical part issues concerning overall management of the project and detailed management of EU projects were discussed, as well as the nature of the structural funds.In empirical part effectiveness of the project’s realization ‘Good start a key to the future’ was shown after one year of implementation. Inspected were opinions of the Project expressed by participating students. Research began with the analysis of the internal documents in addition to those placed on the website of Office of the Commune in Bochnia. Subsequently, Project’s documents were analyzed and the survey of the students from two schools participating in the project was conducted.Performed study gave us insight into general students’ opinions about attractiveness of the ‘Good start a key to the future ‘project.
Celem pracy jest ustalenie efektywności procesów zarządzania projektem europejskim w gminie Bochnia. W pracy przedstawione zostały opinie uczniów, dotyczące realizacji jednego projektu „Dobry start kluczem do przyszłości”.W części teoretycznej poruszone zostały zagadnienia dotyczące ogólnego zarządzania projektem i szczegółowego zarządzania projektami Unii Europejskiej, a także przedstawiono istotę funduszy strukturalnych.W części empirycznej pracy przedstawiono efektywność realizacji projektu „Dobry start kluczem do przyszłości” po I roku realizacji. Zbadane zostały również opinie uczniów uczestniczących w projekcie. Badania rozpoczęte zostały od analizy dokumentów wewnętrznych oraz dokumentów zamieszczonych na stronie internetowej Urzędu Gminy Bochnia. Następnie analizie poddano dokumenty projektowe i przeprowadzono ankietę wśród uczniów dwóch szkół biorących udział w projekcie.Wykonane badania dały możliwość poznania ogólnej opinii uczniów dotyczącej atrakcyjności realizowanego projektu „Dobry start kluczem do przyszłości”.

Автор ссылается на то, что участие Азербайджана в работе этих международных и региональных организаций и сотрудничество по реализации интеграционных программ, сближает позиции и усилия стран участников этих организаций в развитии демократии, безопасности, сотрудничества в мире.

Opis:

The author’s research to date has shown that information asymmetry constitutes a critical success factor both for the client and the supplier in IT information projects. Literature confirms that the phenomenon of information asymmetry between the client and the supplier in IT projects is hard to measure due to problems in accessing credible information and the lack of established methods. Hence, it is important to study the phenomenon of information asymmetry and to understand the conditioning that affects it. The aim of the article is to present a model describing the causes of information asymmetry in IT implementation projects completed through outsourcing. The author studies information asymmetry in the project life cycle of ERP, CRM, BI and DM systems. The conclusions may be interesting both for economic practitioners and for theoreticians of business economics.
Dotychczasowe badania autora wykazały, iż asymetria informacji stanowi krytyczny czynnik sukcesu zarówno dla klienta, jak i dostawców wśród informatycznych przedsięwzięć wdrożeniowych. Literatura przedmiotu potwierdza, że zjawisko asymetrii informacji pomiędzy dostawcą a odbiorcą w projektach informatycznych jest trudno mierzalne z powodu ograniczonego dostępu do wiarygodnych informacji i braku opracowanych metod. Dlatego istotne jest poznanie zjawiska asymetrii informacji w projektach informatycznych oraz zrozumienie uwarunkowań wpływających na to zjawisko. Celem niniejszego artykułu jest przedstawienie modelu opisującego przyczyny występowania zjawiska asymetrii informacji wśród informatycznych przedsięwzięć wdrożeniowych realizowanych w oparciu o outsourcing. Autor bada asymetrię informacji w cyklu życia projektu wśród systemów klasy ERP, CRM, BI oraz DMS. Konkluzje mogą być interesujące i dla praktyków gospodarczych, i dla teoretyków informatyki ekonomicznej.

Opis:

Stakeholder analysis provides relevant information about the organization’s impact on the environment and the environment’s impact on the organization. These relationships are gaining importance in investment activities, especially in relation to projects that are partly or fully financed from public funds. Stakeholder analysis is therefore a key tool for project managers providing them with knowledge on the best communication strategy with stakeholders that can lead to management of relationships with stakeholders. The aim of the article is to indicate how much the balance of social benefits and costs perceived by stakeholders regarding the expansion of an innovation centre, the Gdańsk Science and Technology Park (GSTP), contributes to the increase in the value of this project. The study also has partial goals established: the effectiveness of implementing by the GSTP the function of increasing cooperation with universities and the industry in conducting experimental research and subsequently translating these effects into practical applications from the point of view of companies and residents. The key element of the research was to identify the needs of particular groups of stakeholders in the context of choosing methods of communicating with them. The study used a survey conducted among stakeholders of the GSTP.

In his article, the author discusses the system for the implementation and auditing of spending of European funds within the realisation of the Cohesion Policy in the 2014–2020 programming period, which stems from the regulations of the act on the rules for the realisation of Cohesion Policy programmes financed in the 2014−2020 financial perspective. The article takes into account the context of the EU regulations concerning the implementation of the Cohesion Policy in the following programming period. The new provisions are also discussed in relation to the differences with the present regulations on the system for the implementation and auditing of spending in the 2007−2013 financial perspective. In the first part of the article, the author focuses primarily on the analysis of the institutional system for the implementation of the EU funds, by presenting the responsibilities of individual institutions in the process of operational programmes realisation, and also by describing the designation procedure that is required for payment applications submitted to the European Commission.

Podejmując tematykę przygotowania młodzieży do dorosłości, autorka nawiązuje do koncepcji Malcolma Knowlesa, który wskazał na różne aspekty tego procesu. Autorka przytacza ogólne założenia europejskiej polityki dotyczącej doradztwa uwzględniającego perspektywę całego życia. Nawiązanie do europejskich zaleceń dotyczących pracy z młodzieżą stanowi kontekst do przeglądu trzech projektów. W artykule zostały zaprezentowane główne założenia każdego z projektów oraz zarys ich przebiegu. Więcej miejsca poświęca autorka przeglądowi osiągniętych postępów na drodze do dorosłości. Są one zilustrowane refleksjami uczestników relacjonujących pozyskane korzyści i przemiany, których młodzież doświadczyła.
Having addressed the topic of the preparation of youth to adulthood the author refers to Malcom Knowles concept in which he pointed out several aspects of this process. The author also refers to main components of the European lifelong guidance policy. References to the European guidelines with respect to youthwork lays the background for the review of threes projects. Main assumptions of each project and an outline of their implementation have been laid out in the article. The author puts major attention on the review of achievements of youth on their way to adulthood. They have been illustrated with reflections of the participants who reported on their benefits and transformations which young people experienced.

Opis:

Aim. The paper focuses on the divergence of views of experts from four European educational institutions on key competences, which would become the basis for a successful performance of a mentor position. They should be taken as the key items of a mentor competence profile. Methods. A panel discussion – specifically, a focus group interview as its alternative form – was used to determine how the experts assessed particular competences of the mentor competence profile, i.e. to identify which competences they considered to be the key ones of the mentor competence profile. The panel discussion was led by six focus groups, members of which were experts representing four different countries from six universities: two from Slovakia and the Czech Republic, and one from Hungary and Serbia. Results. The intention of the conducted panel discussion was to find a common view and consensus on the key competences required for a successful performance of the mentor position. However, the results of the panel discussion showed a significant divergence of the opinions on the fundamental mentor competences depending on the country the experts were from. Differences in the views on the issue examined by experts representing different institutions from the same country also occurred, but proved to be inconclusive.  Conclusion. Mentoring is currently considered one of the most important means of developing pedagogical competences of future and novice teachers. The results of the conducted panel discussion may contribute to the creation of a platform on which an adequate professional mentor training can be designed.

Crowdfunding to sposób finansowania projektów poprzez kampanie odbywające się na przeznaczonych do tego platformach internetowych. Finansowanie opiera się na małych wpłatach pochodzących od społeczności internetowej, tzw. Tłumu 2.0. Crowdfunding jest otwarty na każdy rodzaj projektów dlatego wiele osób decyduje się na sfinansowanie w ten sposób projektów kulturalnych.Pierwszym celem niniejszej pracy była analiza tego, czy crowdfunding to odpowiedni sposób finansowania projektów kulturalnych. Celem było również poznanie procesu organizacji zbiórek oraz związanych z nimi problemów i utrudnień. Odpowiedzi dostarczyły badania, na które składały się wywiady z osobami, które finansowały projekty kulturalne poprzez crowdfunding, oraz analiza danych pochodzących z wybranych polskich platform crowdfundingowych.W wyniku badań stwierdzono, że crowdfunding to korzystna forma finansowania projektów kulturalnych, jednakże powodzenie kampanii zależy od wielu czynników. Do najważniejszych należy m.in. odpowiednie wypromowanie swojego projektu oraz stały kontakt z fanami.
Crowdfunding is the way out financing projects through campaigns where take place on special internet platform. Funding is based on small payments from the online community, the so-called Crowd 2.0. Crowdfunding is open to any type of project that is why many people choose to finance this cultural projects.The first aim of this study was to analyze, whether crowdfunding is a suitable way of financing cultural projects. The aim was also to learn the process of organizing collections and the problems and difficulties associated with them. The answers provided research, which consisted of interviews with people who funded cultural projects through crowdfunding, and analysis of data from selected Polish crowdfunding platforms.The research found that crowdfunding is a beneficial form of financing cultural projects, but the success of the campaign depends on many factors. The most important, among the others, are appropriate project promotion and constant contact with the fans.

The purpose of this article is to determine the extent to which specific criteria for project evaluation used by municipal social aid centers in the implementation procedure in the operational Programme Human Capital allow to evaluate crucial aspects of proficiency criteria reflected by the synthetic criteria. Moreover, the purpose is to identify specific criteria for project evaluation, that reflect at the highest level synthetic criteria. The first part of the work covers aspects of proficiency the management of public projects. Based on literature studies determined the dimensions of the proficiency. Further, after the presentation of the chosen methodology, presents the results worked out and formulated conclusions. The summary indicated the key aspects of the project which have the greatest impact on the proficiency of management.

Celem niniejszego artykułu jest syntetyczne przedstawienie badań autora dotyczących zjawiska asymetrii informacji w projektach informatycznych. Konkluzje mogą być interesujące zarówno dla praktyków gospodarczych, jak i dla teoretyków informatyki ekonomicznej.
The phenomenon of information asymmetry between the supplier and the client in IT projects based on outsourcing is an important issue that affects the entire life cycle of an IT project. Information asymmetry is an inherent feature of transactions in the IT market, which should be considered while analysing IT project success. The aim of this article is to summarise my research concerning information asymmetry in IT projects. The conclusions may be interesting both for practitioners and theorists of business informatics.

Opis:

The way enterprise capabilities are used decides about its competitiveness among other ones. In that context modeling aimed at production tasks allocation planning plays a crucial role especially at concurrently executed production orders. The introduced reference model employing constraint programming (CP) paradigm describes both an enterprise and a set of project-like production orders. Moreover, encompassing consumer orders requirements and available production capabilities, the model provides the formal framework allowing one to develop a class of decision support systems aimed at interactive production process planning subject to multiproject environment constraints. In that context our contribution is a knowledge-based and CP-driven approach to resource allocation assuming precise character of decision variables. The conditions sufficient for deadlock avoidance are the main goal. The conditions delivered provide formal framework for developing a task oriented Decision Support Tool for Project Portfolio Prototyping (DST4P, Banaszak 2006). The tool provides a prompt and interactive service to a set of routine queries formulated either in straight or reverse way.

Opis:

The objective of the paper was to identify key competencies of personnel consultants/HR coordinators considering implementation of multi-location projects. In 2014, a quantitative-qualitative research was held, based on a questionnaire filled by employees of the company Work Service at such posts. The respondents were asked to select key competencies from a provided list of 32 skills and they could enter their own suggestions, too. During the data analysis, an attempt was made to identify differences between answers provided by respondents who achieved average and above-average financial results. The obtained results were analysed statistically. Average results and standard deviations were calculated. In order to define differences in relevance of key competencies, t-Student test was performed for independent samples, using the IBM SPSS Statistics 21.0 software. Based on the respondents’ opinions, key competencies were identified for leaders of multi-location projects. It was revealed that the respondents had competency gaps in this area. The research confirmed that transformation of organisations into dispersed multi-location structures will require modification of competencies held nowadays by HR project leaders.

Opis:

Construction objects arise during the implementation of construction projects. Participants in these projects are interested in taking systematic actions to improve the state of occupational safety and health protection. The effectiveness of these activities requires that they be carried out as part of a comprehensive system of managing the construction project implementation process. The safety management and health protection system is part of the overall project management system, which includes: organizational structure, planning, responsibility, rules of conduct, procedures, processes and resources and requires analysis of safety and health protection issues in its individual areas, phases and stages. This is primarily due to the fact that proper management is the most effective way to ensure an adequate level of safety and health protection (S&HP), desirable both due to the need to comply with legal provisions in force in construction, social expectations, and the possibility of obtaining positive economic effects by individual process participants in the scale of the entire construction project. The article proposes a theoretical model of the built undertaking that can be used to recognize the state of bioses. The model distinguishes parts, activities and areas in accordance with the logical course of the process, which was assigned to individual stages of the project. A research tool - RADAR S&HP - was developed to identify the factors affecting S&HP. To assess the condition of bioses, an analytical and mathematical model of the examined undertaking was formulated to ultimately determine the directions of preventive actions in the field of safety and health protection at individual stages, phases and areas of the construction project implementation process.

Istotnym problemem miast postindustrialnych, wynikającym z dokonujących się przeobrażeń gospodarczych, jest ich dziedzictwo w postaci często zdegradowanych i niewykorzystanych obszarów poprzemysłowych. Zazwyczaj są one zlokalizowane w centralnych dzielnicach miast i powinny być obszarem szczególnego zainteresowania władz lokalnych z dwóch zasadniczych powodów: potrzeby otwierania miasta „na zewnątrz” i kreacji jego wizerunku jako miasta atrakcyjnego dla inwestorów, turystów i innych zewnętrznych użytkowników miasta oraz konieczności powstrzymania postępujących procesów suburbanizacji poprzez stworzenie oferty rezydencjalnej w bardzo atrakcyjnie zlokalizowanych obszarach miasta. Procesy rewitalizacji, mające prowadzić do oddawania obszarów miastu i  ich ożywiania, przebiegają zazwyczaj dwutorowo: poprzez modernizację istniejącej już zabudowy lub realizację nowych, często wielkoskalowych przedsięwzięć, które mogą istotnie odmienić ich morfologię oraz dotychczasowe funkcje. W neoliberalnej rzeczywistości, która zdominowała zarządzanie w skali miejskiej, należy mieć świadomość, że podejmowane działania, przynoszące konkretne benefity ich realizatorom, mogą zarazem istotnie zaburzyć ład przestrzenny, a także – poprzez postępujące procesy gentryfikacji – dotychczasowe struktury społeczne.
An important problem of post-industrial cities, resulting from the economic changes, is their heritage in a form of often degraded and unused post-industrial areas. They are mostly situated in central districts. Thus, it is obvious that local authorities consider them as perspective and priority in spatial development. The revitalization processes that should revive the city, usually run two ways: through the modernization of existing buildings or the implementation of new, often large-scale projects. Neo-liberal city management typically produces profits their implementers, but also can disrupt spatial order, and – through progressive processes of gentrification – existing social structures.

W artykule omówiono zagadnienia dotyczące sukcesu w projektach o różnym znaczeniu strategicznym dla organizacji. Na podstawie pogłębionej analizy literatury przedstawiono różnorodne klasyfikacje projektów oraz scharakteryzowano typologię projektów z punktu widzenia ich znaczenia strategicznego dla organizacji. Zaprezentowano wyniki badań empirycznych odnoszące się do oceny sukcesu w projektach strategicznych, taktycznych i operacyjnych. Dokonana analiza wyników badań pozwala na stwierdzenie, że najwyżej oceniono sukces w projektach strategicznych dla funkcjonowania organizacji, a najniżej w projektach operacyjnych, co może wynikać z różnego poziomu kompetencji menedżerów zarządzających tego typu projektami.
The article describes the issue related to the success in the project which have the different strategic importance for organization. Based on a in-depth literature review presents the various classification of the projects and characterizes the typology of project in terms of their strategic importance for organization. The results of the empirical studies in context the evaluating of the success in the strategic, tactical and operational projects was presented. The analyses of the obtained results indicates that the highest scores of success were in strategic projects and the lowest scores In operational projects. This may result of various level of competency of managers in this type of projects.

The main goal of this article is to present an analysis of the implemented actions supporting the increase of competitiveness of the SME sector within the framework of regional development policy in 2007–2013, with particular emphasis on barriers in access to EU funds by this sector of the economy. The described barriers have been identifi ed on the basis of the interviews carriedout. The obtained results confirm the most frequent opinions about problems with access to EU funds that entrepreneurs have, such as: poor information about application rules and procedures, too extensive bureaucracy and unclear guidelines regarding, among others, eligibility of expenditure.

One of the EU educational priorities is the increasing of international mobility of the students and graduates starting their professional life. That priority is based on a assumption that intercultural experience is important factor of European integration; might support better knowing of others and also decreases prejudices and xenophobic attitudes. Psychological and developmental aspects of the international mobility of youth and young adults are presented in this paper. The developmental benefits and threats of the participation in exchange projects are underlined. This paper includes also practical conclusions concerning preparation of the candidates for mobility in order to decrease possibility of failure and threats for development.

The aim of the article is to present an exemplary system for recording and analyzing quality costs and to demonstrate that it is helpful in planning and assessing the effectiveness of continuous improvement processes at the operational and strategic level. Various approaches to defining quality costs are described, followed by indicators for assessing effectiveness and tools to collect data on the values of individual groups of quality costs and compare them with financial indicators. Opis:

For a decade or so, environmental impact assessments have been a tool used in investment process in order to evaluate the impact of a planning document or a given construction project on the environment. The legal regulation in force approaches determining the elements making up each assessment selectively. There is also a lack of methodological guidelines pertaining to the rules of assessment making (such guidelines were prepared in reference of e.g. motorways and dual carriage ways or wind power plants). It hinders understanding the aims and the range of environmental impact assessments by society and investors as well as obtaining acceptance for making them by the latter. The article presents the issue of the principal environmental assessments (strategic environmental impact assessment, environmental impact assessment and impact assessment on Natura 2000 sites) in the legal and methodological context. The conducted studies showed that unstable legal system in the field of environmental assessments endangers correctness and punctuality of preparation of an building investment.

Opis:

Cross-border cooperation, financially supported by the EU Neighbourhood Policy instruments, is an important factor for the socio-economic development of cross-border areas at the EU’s external borders. This paper is devoted to cross-border cooperation on the Polish-Ukrainian border, which was financed by the Cross-Border Cooperation Program Poland-Belarus-Ukraine 2014–2020, which was one of the programs of the European Neighbourhood Policy. This issue becomes particularly significant in the context of cooperation with Ukraine, which is challenging due to the ongoing conflict in its territory. There is a need to examine existing solutions and propose future directions for cross-border cooperation. The aim of the article was to present evolution and identify the attributes of the European Neighbourhood Policy, which is a key instrument of the development of cross-border cooperation at the EU’s external borders. The second aim was a multidimensional analysis of Polish-Ukrainian cooperation during a period 2014–2020, taking into account the structure of projects, partners and areas of cooperation. The structure of partners was examined and discussed based on their status, sector, and level of activity. The research augmented the current knowledge in the field of cross-border collaboration supported by the European Neighbourhood Policy. The management of cross-border cooperation on the Polish-Ukrainian border can benefit from the study’s practical conclusions.

Like in other EU countries, in Poland can be observed many ecological activities that play an important role in a balanced development of the society. Bicycle-sharing systems get more and more popular. In urban areas, tramway lines are being constructed. Local governments promote healthier and faster means of public transport. However, there are many problems waiting to be solved. This article describes a complexity of problems related to the sustainable development in urban areas. This kind of activity is represented by many different undertakings (projects) aiming for an improvement of human life while remembering about future generations. Like any project, eco-urban-projects have several important aspects that need to be considered (managed). Among them there are a cost, a scope and a schedule of the project. A quality seems very important too. Apart from the constraints represented by the Iron Triangle1, eco-urban-project planners and managers should remember about its uniqueness based on a significant impact on the environment. None undertaking is successful if it is not consulted with all stakeholders, especially those who are engaged in a dialogue on better development based on sustainability (e.g. civil society or public authorities). In the article, some examples of best practice for sustainable development in city areas were presented. A risk of ecourban-projects was discussed.

Opis:

Purpose: The aim of the article is to present results of qualitative research about constructing teams involved in research and development (R&D) projects and to formulate recommendations regarding their formation. Design/methodology/approach: The paper utilizes research conducted as part of a master's thesis awarded by IPMA Poland. This is also a continuation of another article published in this journal1 . In general, the whole research was based on a mixed-methods approach, combining quantitative and qualitative methods. A sequential explanatory strategy was employed, allowing for the collection of quantitative data, followed by enrichment with qualitative data for a more in-depth interpretation. This article is about the description of qualitative research, recommendations are written on the basis of full mixed research. Findings: For constructing teams in R&D projects, recommendations were made: 1) Strive for gender balance in the team, 2) Create teams with a small number of members, 3) Pay attention to the subject matter expertise and experience of the potential leader when forming the team, 4) Introduce a selection process for team members in which the project leader, the project initiator and the group of project initiators have a stake, 5) Value the work of team members and their contributions, regardless of their role in the project, 6) Focus on motivating team members through career development, research curiosity, and the opportunity to collaborate with other scientists, 7) Provide clear rules for project collaboration and accountability, 8) Ensure integration and adequate communication of the team, 9) Support effective management of R&D projects, 10) Monitor and resolve problems within the team. Avoid the occurrence of negative roles and create an environment where team members feel supported and valued. Research limitations/implications: The article's limitation lies in the potential omission of advanced dependencies from related management fields - from psychology, sociology, or administration. Practical implications: The research indicates recommendations for the practice of managing research and development projects. Implementing these recommendations may contribute to improving the results of R&D teams.Originality/value: Filling a research gap on the construction of contemporary research and development teams. Discoveries regarding leader selection, researcher motivation, and the impact of various factors on team performance have significant implications for the practice of managing R&D projects. They are addressed to all individuals involved in research and development activities.

Celem niniejszej pracy było określenie w jaki sposób organizacja, jaką jest jednostka samorządu terytorialnego, zarządza czasem w trakcie realizacji projektów infrastrukturalnych. Analiza problemu poprzedzona została przedstawieniem pojęcia oraz istoty zarządzania projektami, zarządzania czasem w projektach infrastrukturalnych, a także wyjaśnieniem, czym jest projekt infrastrukturalny. Badania jakościowe zostały przeprowadzone w wybranym urzędzie gminy, w oparciu o scenariusz wywiadu. Analiza badań wykazała, iż badana jednostka zarządza czasem w projektach infrastrukturalnych, jednak dużą odpowiedzialność przenosi na podwykonawców. Na podstawie analizy literatury przedmiotu oraz przeprowadzonych badań empirycznych wyciągnięto wnioski dotyczące zarządzania czasem w projektach infrastrukturalnych w badanej jednostce oraz wskazano implikacje dla praktyki zarządzania.
The objective of this thesis was to determine how an organization, which is a unit of local government, manages time during the implementation of infrastructure projects. The analysis of a problem was preceded by presentation of a definition and essence of project management, time management in infrastructure projects, and an explanation of what an infrastructure project is. Qualitative research was conducted at the Commune Office, based on the interview scenario. The research analysis showed that the unit conducts time management in the infrastructure projects, but a lot of responsibility is transferred to subcontractors. Based on the analysis of literature and the empirical data, conclusions were drawn and some implications for the management practice were presented.

The reasons for applying for European Union funds, methods and strategies for implementing educational projects and the types of effects of these initiatives are presented basing on the case study 6 rural municipalities from the Lodzkie Region. The interviews with experts and analysis of documentation of 55 projects led to classification of similarities and differences in the attitude of the municipal authorities and educational staff to implement actions aimed at educational opportunities of children and youth. The types of effects of educational projects implemented in the examined rural communes were presented. The article also includes practical recommendations.
Na przykładzie case study sześciu gmin wiejskich z województwa łódzkiego zaprezentowano powody aplikowania o fundusze Unii Europejskiej, sposoby i strategie realizacji projektów edukacyjnych oraz typy efektów tych inicjatyw. W oparciu o przeprowadzone wywiady swobodne z ekspertami oraz analizę dokumentacji 55 zrealizowanych projektów przedstawiono podobieństwa i różnice w podejściu władz gmin i pracowników placówek oświatowych do wdrażania działań służących wyrównywaniu szans edukacyjnych dzieci i młodzieży. Przedstawiono typy efektów projektów edukacyjnych zrealizowanych w badanych gminach wiejskich. Artykuł obejmuje także rekomendacje praktyczne.

Polish research on the Enlightenment developed in the first half of the 20th century but gained new momentum in the period after the Second World War. At that time, efforts were made to outline a picture of the phenomenon with a strong ideological character, but also a program of recognising important and hitherto not widely studied areas, above all of the literary cultures, was developed. A systematic exploration of sources was also started, and preparations for scientific editions of literary works were undertaken. These activities meet two permanently up-to-date requirements: an interdisciplinary, comparative, historical and ideological approach, as well as the necessary and constant contact with the source material. The research examined the source, sociological-cultural, structuralist and historical-ideological perspectives but focused on the Enlightenment itself. In this situation, the works should be primarily contextual. Based on the previous and new critical studies, it is necessary to undertake systematic research on the position and role of the Enlightenment in the development of Polish culture – in the context of old Polish culture and Romanticism and the phenomenon of modernity. A good reference to this issue is the already introduced concept of change, which allows to dynamise the image and situate the phenomenon of the Enlightenment in the broader time perspective. The second – related to the previous – problem that requires theoretical reflection and reflection on the source material is the anthropological perspective of viewing literature and culture. Such issues as ways of constructing the speaking “I” in different literary genres, ways of expressing the identity of the “I” and shaping the collective identity may shed new light on the epoch, require research consideration and reference to the main tendencies of the so-called new humanities. Such approaches will make it possible to introduce research on the Enlightenment into the dialogue with the latest tendencies of this humanities, test the usefulness of its proposals for historical works, and check the usefulness of new approaches.

Construction is a complex and dynamic industry; and the main procurement parameters are time, cost, quality and certainty. A managed approach to risk is a means for providing the client with fewer surprises and greater certainty. Central to all PFI transactions are the contractual agreements put in place between the parties and these define each party’s roles making clear their expected requirements and liabilities. The contractual agreements define the apportionment of risk between the contractual parties. The incorporation of a risk register with identified risk owners as an addendum to the contracts clarifies the liabilities and responsibilities of the parties. The fundamental principle of a PFI project is that risks associated with the implementation and delivery of services should be allocated to the party that is best able to manage the risk. In a PFI concession, the Government’s view has been that it is reasonable to expect the project consortium (SPV) to take on systematic risk. Systematic risks can be classified as economic risk, legislative risk, taxation risk and financial arrangements. The financing arrangement risk crosses the boundary between construction and operation and may persist for the life of the contract and beyond; although there has been a tendency for re-financing early in the concession period. The Consortium Company (SPV) has separate contracts for the Construction Contractors and for the Operation and Maintenance Contractors and may have Services Contracts. The reason for this is to permit further transfer of risks to the party which has the ability to manage that risk. This paper will examine risk with the acronym so-called SLEEPT methodology, including social, legal, economic, environmental, political and technological aspects within the domain of a PFI road project in the UK.

W artukle przedstawiono wyniki badań tarcia suchego występującego w procesie manipulowania strumienia ładunków jednostkowych (np. paczek pocztowych) transportowanych na przenośnikach taśmowych. Badania eksperymentalne prowadzone są na stanowisku, którego głównym elementem jest układ dwóch przeciwbieżnie napędzanych taśm. Na podstawie uzyskanych wyników badań zaproponowano nieliniową charakterystykę współczynnika tarcia modelowaną krzywą B-sklejaną trzeciego stopnia.
The paper deals with the examination of dry friction in the handling process of unit loads (e.g. postal parcels) transported on belt conveyors. The experimental tests are performed on the laboratory stand, whose the main element is a system of two inversely driven belts. On the basis of the analysis of results of experimental investigation the nonlinear friction coefficient defined by a B-spline curve of third degree was worked out.
