Opis:: The paper presents some aspects of the work IED protection algorithms. These functions are hidden deep in the algorithms, however, very important for the power protection automation during abnormal failure in the MV lines. These functions have not been tested yet. An example of this problem is action of the IDMT overcurrent protection when the input current changes its value after protection start-up. Another example is the work of an earth fault protection based on Y0> criteria, when Y0 signal is distorted. The article is entirely based on the experience and measurements conducted by the author in the laboratories of the Institute of Electrical Power Engineering Poznań University of Technology.

Opis:: The Russian full-scale military aggression against Ukraine not only constitutes a crime of aggression under the ICC Rome Statute, but also leads to Russian troops committing other international crimes on the Ukrainian territory. Due to the Russian military aggression millions of Ukrainian citizens escaped to neighbouring countries, where they are entitled to apply for temporary protection, introduced due to the massive influx of third-country nationals into the EU, or for international protection due to the ongoing international armed conflict on the Ukrainian territory. The purpose of the article is to analyse the legal situation of Ukrainian citizens who applied for international protection in Poland before and after 24 February 2022, and to examine the reasons for which they are currently granted subsidiary protection.

Opis:: The article presents problems of protection of the private person and property in Poland, as well as a lack of sufficient degrees of public safety. The author discusses examples concerning private sector protection and shows the differences in private sector protection that gives protection to people and property in Poland citing the Vigor Act that came into force on 22 August 1997. The article looks closely at current regulations about the protection of people and property and the functioning of the private protection sector of people and property in Poland. The author presents a number of licensed private protection companies and the number of Polish employees in the private protection profession of licensed first and second degree bodyguards. In the article there is an introduction of data that point out the functioning of the protection of the private sector in Poland, and the proper manner and role played by the private sector security companies as seen overall. Polish citizens need to know the numerous benefits of the general safety system with guarantees for citizens to feel and understand that safety in the country is assured for the safety of all, including the maintenance of public sphere.

Opis:: Greater and greater number of cargo ships sailing over small, restricted water areas can endanger the environment - in the case of disaster - by spilling fuel oil, carried in the ship’s bottom tanks for its propulsion. In this paper is proposed an alternative solution (against that of double plating) in the form of the second, elastic protective barrier which would be able to decrease risk of spilling in the case of loss of ship’s plating tightness due to collision or grounding.

Opis:: Activity connected directly with preventing results of environmental degradation that are negative for health creates for public authority a sphere of action which combines both environmental protection and health protection. Environmental protection is a legal term with its definition in Art. 3 of Environmental Protection Act of 27 April 2001. Direct connection between environmental protection and health protection finds its reflection in the Act of 28 July 2005 on medical care, health care, health care protection areas and health care communities (called the Act on health resorts). This article contains an analysis of legal conditions connected with awarding a community the status of a health resort, according to the provisions of the Act of 27 March 2003 on spatial planning and development, as well as to the provisions of the above mentioned Act on health resorts.

Opis:: The stator winding of a hydrogenerator is often made up of coils with multiple turns in the same slot. It is therefore possible for faults to develop between adjacent turns on the same phase (turn-toturn faults). These faults cannot be detected by the stator differential protection because there is no difference between the neutral- and terminal-side currents. Split-phase protection, an overcurrent element responding to the difference between the currents in the winding parallel branches, is typically provided to detect these faults. Ideally, the split-phase element should be sensitive enough to detect a single shorted turn. Despite the fact that the current in this turn can be six to seven times the machine nominal current, the current seen by the split-phase protection can be quite small, in the order of one-twentieth of the generator full-load current. In addition, a spurious split-phase current can be measured due to current transformer (CT) errors, saturation during external faults in particular. Therefore, primary considerations in the application of split-phase protection are the method of measuring the difference in the currents between the parallel branches and the proper selection of the CT used for this purpose.

In the research process, the author used his many years of experience in the Armed Forces of the Republic of Poland (the chemical troops), including data gathered from simulation of conduct in CBRN (Chemical, Biological, Radiological and Nuclear) contaminated environment.

Opis:: The following elaboration has been produced following the analysis of the problem regarding the protection of privacy and private life as well as the personal data themselves under the circumstances of life-threatening situations or the state of emergency. The solutions stipulated by the domestic and EU legislation have been analysed with emphasis put over accessing processes to personal data , both indispensible and proportional ones, carried out with an intention to secure public safety, including the protection of human life especially as a reaction to natural disasters or catastrophes caused by humans, protection of other important objectives that lie within general public interest, for instance when data processing remains necessary for humanitarian purposes, including the monitoring of epidemics and their dispersion. Personal data are characterised by various degrees of sensitivity and criticality. Some of them may require an additional level of protection and special treatment. GDPR makes it possible for the Member States to clarify their provisions , including such ones regarding the processing of personal data of special categories ( also referred to as sensitive data), they do not exclude an option to specify in the legislation of a Member State the circumstances of precise situations related to data processing , including the precise clarification of conditions which decide whether data processing remains compliant to the law. Personal data processing under extraordinary circumstances may imply, as an exception, the necessity to transfer the data if such action is required by important public interest set forth by the EU legislation or the relevant provisions of a Member State or if such transferring occurs from the register established by law and intended to provide an insight for the general public or persons maintaining legally valid interest, for instance public health units in order to establish infectious contacts in case of infectious diseases outbreak. A subsequent part of the article focuses on the issues related to the course of actions under state of emergency, i.e. it presents the proceedings to be carried out in emergency state and specifies the concerns on emergency call processing, including the personal data.
