Opis:: The article concerns ethical rules compiled by both public statistics and users of public statistics. Ethical rules in statistics are partly codified in the European Statistics Code of Practice published by Eurostat, the statistical bureau of the European Union. The implementation of this code is subject to periodical reviews. The second part of the paper deals with various manipulations of statistical data performed by their users. The thesis of the paper states that if non-ethical practices appear, either in public statistics or in manipulations by users, they are relatively quickly denounced. This thesis is supported by some empirical facts.

Opis:: Celem artykułu jest omówienie wpływu nowego systemu na statystykę sektora instytucji rządowych i samorządowych, w tym zwłaszcza na dane opracowywane na potrzeby procedury nadmiernego deficytu (EDP). Artykuł nie dotyczy natomiast kwestii, które odnoszą się do wszystkich krajowych sektorów instytucjonalnych, tj. kapitalizacji wydatków na badania i rozwój czy zmian w zakresie rejestracji wydatków na małe narzędzia. Informacje dotyczące tych tematów można znaleźć w opublikowanych przez GUS opracowaniach poświęconych problematyce ESA 2010. (fragment tekstu)
he author presents the importance of the new European System of National and Regional Accounts (ESA 2010) for statistics of the general government sector. She pays particular attention to the development of data for the excessive deficit procedure. The article explains the methodological changes made to the studies in this field parallel to the ESA 2010. It discusses, among others, issues related to defining the deficit and debt of the general government, as well as the determination of their personal and of the on a new way registering transfer of liabilities of pension schemes. It also presents the impact of new methodological guidelines for the relationship of deficit and debt to GDP in the Member States of the European Union. (original abstract)

Zadaniem tych urzędów jest dostarczanie wiarygodnych, rzetelnych, niezależnych oraz wysokiej jakości informacji statystycznych na temat stanu i zmian zachodzących w społeczeństwie, gospodarce i środowisku naturalnym, odpowiadających potrzebom odbiorców krajowych i międzynarodowych. W tym celu statystyka publiczna zbiera, gromadzi, przechowuje oraz analizuje dane statystyczne, a także udostępnia je w formie wynikowych informacji statystycznych. (fragment tekstu)
The Geostatistical Portal allows quick and easy access to the statistical information obtained from censuses in 2010 and 2011 as well as data from Local Data Bank (BDL). It is used for spatial presentation of Poland's largest information resource and allows to publish aggregated statistical data in the form of various spatial analysis. Based on the results of recent censuses, it is possible to generate more than 2,550 cartograms and carto-diagrams grouped in 18 main topics, while BDL contains data categorized into 28 main topics for annual data and 7 main topics for short-term data. The portal is helpful in making strategic decisions at every level of management. It is aimed at people who use statistical data, including those in public administration, businesses, individuals and research institutions. (original abstract)

The paper presents the research intentions of official statistics prepared in close cooperation with government agencies, local government units as well as business, social and union organizations. The basic criterion for the preparation of the programme was to provide the continuous observation socio-economic situation of the country. The proposed research will provide information to enable the obtaining and analyzing current assessments used for forecasting trends and historical and international comparisons. (original abstract)

The increased interest in data on entrepreneurship and economic conditions of local character determines the need for systematic expansion of the information provided by economic statistics. The economic need to reduce the costs of creating the official statistics and the pressure to reduce burdens on business units and statistical reporting are limitations. Reconciling these expectations is not easy. On the one hand there is a need to modernize research methodology towards increasing the use of administrative systems. On the other hand, particular attention should be paid to maintaining the proper communication of official statistics with respondents and data users. These projects take on a special dimension in the short-term business statistics, due to the large number and frequency of research. This article presents the challenges and prospects for short-term statistics of enterprises against the existing rules and business conditions. (original abstract)

Poprawa jakości życia oraz ograniczenie nadmiernych różnic w jakości życia różnych grup ludności (w układzie społecznym i przestrzennym), w tym eliminowanie wykluczenia społecznego i ubóstwa, stanowi podstawowy cel współczesnych koncepcji rozwoju społeczno-ekonomicznego (Szukiełojć-Bieńkuńska, Walczak, 2011). Znajduje to odzwierciedlenie w strategiach rozwojowych przyjmowanych zarówno na poziomie ogólnoświatowym, jak i na poziomie Unii Europejskiej (UE) i krajowym. (fragment tekstu)
In recent years, priority for public statistics is to improve the methods of measurement and analysis of various aspects of sustainable socio-economic development. The high rank in terms of monitoring sustainable development is the measurement of life quality. The article presents the CSO 's general concept of life quality survey. It includes the previously completed research and analysis as well as proposals for the development of this research issues for the coming years. Adopted by the CSO concept of measuring the life quality refers both to the Polish tradition of research in this area, as well as international recommendations. This concept takes into account the multifaceted nature of the category of life quality and increasing importance of subjective measures. It was considered that in the measurement of quality of life CSO will seek to take into account the widest possible range of information on all domains adopted by the European Statistical System, including the Polish specifics. Opis:: This article concerns a big challenge of public statistics, which is to find a balance between the ability to meet the ever growing data users’ needs and maintaining high standards of quality of data available. The starting point for reflections on this area is to define widely understood standards of quality statistics, from the perspective of both data producers and users. The authors of the article refer to key documents governing the system of statistics quality at an international level, as well as in Poland. They also emphasize the need to exchange information on quality between data producers and users as well as the opportunities that dialogue creates to the process of improving statistical products. At the same time, they point out that high quality of statistical data, defined by such attributes as: relevance, accuracy, timeliness and punctuality, accessibility and clarity, comparability and coherence gives users the opportunity for an accurate, reliable and in-depth data analysis. Against this background, the article includes examples of the antinomy that may occur in the process of developing individual attributes. In conclusion, the authors emphasize an international aspect of statistical quality, continuity of processes aimed at improving quality and an important role of data users in those processes.

The author presents results of study concerning changes of forest area in Polish gminas and powiats in years 2008 and 2013. It was recognised that changes of forest area cannot be explained by both afforestation and deforestation processes only. It is important in terms of area fluctuations, eg. of private forests is secondary succession forests on abandoned former farmland as well as heterogeneous approach to the recognition of such areas in the register of land and buildings.
