Opis:: The paper presents selected theories of regional development. The first one is the concept of “top-down” development, according to which the region is understand as an “object” of development: the processes taking place in the region are the consequence of external conditions of development. Subsequently, selected “bottom-up” regional development theories, in which the leading role is attributed to the differentiated activities of the region which is the “subject”, not the “object”, of the development processes, are presented. Finally, the paper points out the references to regional development in the concepts of “new economic geography” and evolutionary economics, which show the complexity of modern regional development processes.

Opis:: Celem niniejszego artykułu jest kompleksowe omówienie problematyki gron (clusters). Artykuł rozpoczyna analiza zagadnień teoretycznych nowego podejścia do rozwoju regionalnego i lokalnego. W dalszej części zostały przedstawione i omówione takie bliskoznaczne koncepcje jak: Marshallowskie okręgi przemysłowe, włoskie okręgi przemysłowe, nowe dystrykty przemysłowe, mezosystemy, lokalne środowiska innowacyjne, regiony uczące się, regionalne systemy innowacji. Rdzeniem artykułu jest analiza koncepcji gron – jej podstawy teoretyczne, definicje, relacje z innymi koncepcjami, pozytywne i negatywne efekty gron, siła i słabości metodologiczne. Ostatnia część artykułu jest poświęcona zagadnieniom praktycznym – politykom prorozwojowym inspirowanym teorią gron. Przegląd obejmuje głównie inicjatywy i działania podejmowane w państwach Unii Europejskiej.
The aim of the following article is a comprehensive review of the cluster theory. Article starts with the discussion on the new approach towards regional and local development. In the first part author presents and discusses spectrum of concepts related to clusters such as: Marshallian industrial district, Italian industrial districts, new industrial spaces, mezo-systems, local innovative milieu, learning regions, and regional innovation systems. The core of the article is the analysis of the cluster approach: its theoretical inspiration and background, definitions, its specificity, effects of clusters described in literature, strength and weaknesses of this approach. The last part of the article is devoted to the practical issues – examples of cluster-based policies. This short review covers the initiatives undertaken in the countries of European Union.

Opis:: Każda teoria mikroekonomiczna musi być osadzona w ramach kształtowanych przez rzetelny model makrogospodarki. Takie ramy daje nauka ekonomii politycznej, a na potrzeby tego artykułu zaliczymy do niej paradygmat klasyczny (Smith, Ricardo, Marks, Sraffa, Pasinetti) oraz kaleckistowską wersję nurtu keynesowskiego. Tak rozumiana ekonomia polityczna jest zasadniczo odmienna od paradygmatu neoklasycznego. Spojrzenie przez pryzmat tej ekonomii na neoklasyczne teorie rozwoju zapewnia podstawę do krytyki oraz do postawienia następującej tezy: ekonomia polityczna lepiej niż neoklasyczna pozwala opisać i zrozumieć współczesne procesy rozwoju regionalnego; podstawową rolę w rozwoju odgrywa państwowa (rządowa) polityka przemysłowa i edukacyjna, natomiast samorządy mogą pełnić rolę pomocniczą.
Neoclassical economists usually think of “microfoundations” before they come to macroeconomics. We claim exactly the opposite: every microeconomic theory should be grounded in a credible macroeconomic model. Such a model may be the classical paradigm and Kaleckian economics, which are fundamentally different from the neoclassical paradigm. Thus, we will prove the following thesis: political economy is better than the neoclassical theory at describing and explaining contemporary regional development processes. State policy has a fundamental role to play in shaping regional development, while local authorities may perform an auxiliary function.

Opis:: Purpose: The purpose of the analysis is to demonstrate the potential impact of the shortcomings of public statistics collections in the field of application of demographic data to regional and local development planning. Design/methodology/approach: Taking into account the importance of human capital for the development of modern economies, acquiring information that reflects the demographic reality seems to constitute one of the crucial aspects determining the quality of planning the development of territorial units. The use of indicators relating to the outdated number or structure of the population in the process of diagnosing the baseline situation may lead to incorrect determination of the competitive position of territorial units and to defining development objectives that are an inadequate match to real challenges and needs of the respective territorial unit. This results in the requirement to correct the data on the number of people available in official statistics with data on unregistered emigration or the use of alternative data sets, such as the social insurance records. Findings: The use of this type of data within the framework of the conducted analysis rendered it possible to identify that the difference between the number of people, as determined on the basis of official registers, and the corrected population status, reaches 2.7-2.9 million people nationwide. Taking this fact into account causes effects in the form of an increase in the value of GDP per capita, both at the nationwide, and at regional scale. Originality/value: Therefore, it can quite clearly change the assessment of their economic potential, putting them in a more advantageous competitive position compared to other EU regions or member states. Consequently, it creates a different starting point for both defining regional or local development objectives and planning public intervention in line with the theory of change.

Opis:: The article presents both theoretical and practical aspects of socio-economic activity in the country, regions and municipalities. Attention is paid to the formulation of the theory of location and spatial order in spatial economy, contained in the main paradigms of J. H. von Thünen, A. Weber, H. Hotelling, W. Christaller and A. Lӧsch, as well as in the more recent (contemporary) theories of W. Isard, R. Sinclair, and C. Ronsard. In the next part of the study, theories of spatial development—regional and local—are outlined. On this basis, the article presents new aspects of planning, order and spatial policy in Poland, taking into account the national, regional (voivodeship) and local (municipalities and poviats) levels. In the above-discussed topic, compatible issues preceding planning were taken into account, i.e. preparation of a development strategy, and then the assumptions and practical implementation of regional and local development policy.
W artykule przedstawiono zarówno teoretyczne, jak i praktyczne aspekty działalności społeczno-gospodarczej w przestrzeni kraju, regionów i gmin. Zwrócono uwagę na formułowanie teorii lokalizacji i ładu przestrzennego w ekonomii przestrzennej, zawartych w głównych paradygmatach J.H. von Thünena, B. Webera, H. Hotellinga, W. Christallera i A. Lӧscha, a także w nowszych (współczesnych) teoriach W. Isarda, R. Sinclaira i C. Ronsarda. W dalszej części opracowania omówiono w zarysie teorie rozwoju przestrzennego-regionalnego i lokalnego. Na tej kanwie w artykule przedstawiono nowe aspekty planowania, ładu i polityki przestrzennej w Polsce, z uwzględnieniem szczebla krajowego, regionalnego (województw) oraz lokalnego (gmin i powiatów). W wyżej omawianej tematyce uwzględniono kompatybilne zagadnienia poprzedzające planowanie, tj. przygotowanie strategii rozwoju, a następnie założeń i wdrażania w praktyce gospodarczej polityki rozwoju regionalnego i lokalnego.

Opis:: The Theory of Regional Security Complexes (RSC) provides a conceptual framework to encompass the emerging new post-Cold War international security order. It proposes a model of regional security which makes it possible to analyse, explain and predict the development of the situation in a given region. It is based on the assumption that it is the regional level, not the global or the level of a single state, that constitutes the optimal basis for conducting security analyses. So far, few researchers have attempted to challenge the theoretical assumptions of the RSC concept, and few have tried to develop or supplement it. At the same time, it is clear that the emerging new types of challenges, changing the state’s behaviour, force the revision or updating of some existing theoretical frameworks. It also applies to the Regional Security Complex theory and the adaptation of its conceptual framework to the surrounding reality so that it can continue to be reliably studied. This article considers the possibilities of further evolution of the RSC theory and, in particular, analyses the state of its development to date and proposes solutions to complement it and adapt it to newly emerging phenomena.
Teoria Regionalnych Kompleksów Bezpieczeństwa (RKB) stanowi ramę koncepcyjną pozwalającą objąć wyłaniający się nowy porządek bezpieczeństwa międzynarodowego po zimnej wojnie. Zakłada taki model bezpieczeństwa regionalnego, który pozwala na analizowanie, wyjaśnianie oraz przewidywanie rozwoju sytuacji w danym regionie. Jest to związane z poglądem, iż to poziom regionalny stanowi podstawę do przeprowadzania analiz bezpieczeństwa. Dotychczas niewielu badaczy podjęło próby podważenia założeń teoretycznych koncepcji Regionalnego Kompleksu Bezpieczeństwa. Niewielu z nich próbowało ją poszerzyć lub uzupełnić. Natomiast pojawiające się nowe rodzaje wyzwań, wpływające na zachowania państw, wymuszają rewizję lub aktualizację niektórych istniejących ram teoretycznych. W konsekwencji wpływają na transformację teorii RKB w celu dostosowania ram koncepcyjnych do otaczającej rzeczywistości, aby móc ją rzetelnie badać. Niniejszy artykuł dotyczy możliwości rozwoju tej teorii, przedstawia uwagi naukowców co do założeń RKB oraz proponuje rozwiązania mające na celu jej uzupełnienie. Ponadto zawiera autorską propozycję rozwinięcia koncepcji RKB, pozwalającą na jej adaptację do nowo powstających zjawisk o unikalnym charakterze.

Opis:: Reforma samorządowa z 1990 r. przywróciła w polskim życiu publicznym samodzielność gminom, które z mocy prawa stały się wspólnotami samorządowymi posiadającymi podmiotowość prawną, polityczną i ekonomiczną. Reforma uruchomiła pokłady aktywności obywatelskiej, wprowadziła do polskiego życia publicznego zasadę pomocniczości, przyspieszyła rozwój gospodarczy, a także umożliwiła pełną rozmachu rozbudowę infrastruktury technicznej i społecznej. W niniejszym artykule zostaną przedstawione wyniki analizy rozwoju lokalnego gmin Pomorza Zachodniego w latach 1997–2020. W analizie posłużymy się wskaźnikiem rozwoju wspólnot terytorialnych (WRWT), który pozwoli na zaobserwowanie dokonujących się zmian w rankingu rozwojowym gmin. W dalszej części zostaną scharakteryzowane korelaty zaobserwowanych w tym czasie zmian.
The local government reform of 1990 restored independence in Polish public life to communes which, by law, became self-governing communities with legal, political and economic subjectivity. The reform launched the layers of civic activity, introduced the principle of subsidiarity to Polish public life, accelerated economic development, and enabled the full expansion of technical and social infrastructure. This article presents the results of the analysis of the local development of West Pomeranian communes in the years 1997-2020. In the analysis, we will use the Territorial Communities Development Index (WRWT), which allows us to observe changes in the development ranking of communes. Further, the correlates of the development observed in this period will be indicated.

Opis:: Role theory in international relations is an interdisciplinary approach that combines the key aspects of political science, psychology and sociology. Thus, it allows for a better understanding and an in-depth analysis of the state’s behavior in global politics. The methodological advantages of role theory result from its specific structure, which provides a link between several scientific perspectives. In this article, the concept of “strategic depth” in foreign policy of the Republic of Turkey was analyzed. According to its assumptions, diplomatic activity and cooperation with neighboring regions would enable Turkey to gain a position of a medium-sized power and the leader of the Muslim civilization. This study begins with an outline of the theoretical framework and methodology. Next, the twentieth-century geopolitical narratives in Turkey were described. The third part of the article presents the basic assumptions of the concept of “strategic depth”. In the fourth part, activities of Turkish diplomacy in the Balkans, the Caucasus, the Middle East and North Africa were described.
Teoria ról w stosunkach międzynarodowych jest interdyscyplinarnym podejściembadawczym, łączącym w sobie kluczowe elementy politologii, psychologii i socjologii. W związku z tym pozwala na lepsze zrozumienie i dogłębną analizę zachowań państwa na arenie międzynarodowej. Zalety metodologiczne teorii ról wynikają z jej specyficznej struktury, która może stanowić łącznik pomiędzy kilkoma perspektywami naukowymi. W ramach niniejszego artykułu dokonano analizy polityki zagranicznej Republiki Turcji, prowadzonej w oparciu o wytycznezawarte w koncepcji „strategicznej głębi”. Zgodnie z jej założeniami aktywność dyplomatyczna i współpraca z sąsiednimi regionami miała zapewnić Turcji pozycję mocarstwa średniej wielkości oraz lidera muzułmańskiego kręgu kulturowego. Niniejszy tekst rozpoczyna się od zarysowania ram teoretycznych i metodologii. Następnie opisano XX-wieczne narracje geopolityczne w Turcji. W trzeciej części artykułu przedstawiono podstawowe założenia koncepcji „strategicznej głębi”. Natomiast czwarta część zawiera przegląd działań tureckiej dyplomacji na Bałkanach, Kaukazie oraz Bliskim Wschodzie i Afryce Północnej. Artykuł kończy podsumowanie rozważań oraz wnioski badawcze.
