Opis:
Strategy Europe 2020 is intended to support smart specialisation, i.e. the innovative development of individual regions which benefit from what constitutes their specific and unique features. Regions have to indicate their strong points, and focus their activities on those areas of science and innovativeness which are complimentary to a given region’s resources and ultimately will create or strengthen its comparative advantages. The aim of this article is to present the concept itself, as well as the theoretical principles of smart specialisation in a regional dimension. In turn, they will become the basis for examining the role and the importance of clusters in the development of the regional specialisation of Lower Silesia. At the same time, the authors studied the possibilities of creating new clusters and their relevance for mapping out future areas of specialisation of the region, corresponding with the objectives of Strategy Europe 2020.
Strategia Europa 2020 zakłada wspieranie inteligentnej specjalizacji, tzn. innowacyjnego rozwoju poszczególnych regionów, które czerpią korzyści z tego, co stanowi o ich specyfice i wyjątkowości. Zgodnie z tą koncepcją regiony muszą wykazać swoje mocne i słabe strony i koncentrować działania na tych dziedzinach nauki i obszarach innowacyjności, które będą komplementarne względem zasobów danego regionu, a docelowo będą się przyczyniały do tworzenia lub wzmacniania przewag komparatywnych regionu. Celem artykułu jest ukazanie koncepcji oraz przedstawienie założeń teoretycznych inteligentnej specjalizacji w wymiarze regionalnym, które stanie się osnową do oceny roli i znaczenia klastrów w rozwijaniu specjalizacji regionalnej na Dolnym Śląsku. Jednocześnie zbadano możliwości kreowania nowych klastrów i ich istotności w wytyczaniu przyszłych specjalizacji badanego regionu, wpisujących się w założenia strategii Europa 2020.

The economic development of Poland and its regions results from a complex interaction of many factors, which include regional innovation policy. The task of regional innovation policy is to identify and develop smart specialisations, which may offer an opportunity of building up sustained competitive advantage of Poland’s provinces. The identification of regional specialisations for the needs of regional policy carried out by Poland’s provinces is a complex process. It must be placed within the context of all other processes of territorial development. To formulate specialisations, it is necessary to perform a thorough analysis of regional economic structures, taking into account both resources of a given region and possibilities of generating revenue. One of the methods used to identify potential regional specialisations is the Krugman dissimilarity index. In the paper, it is employed to analyse dissimilarities between economic structures of Poland’s regions.

Opis:
The aim of the article is to examine how the textile industry in the Łódź Voivodeship has evolved in the context of building smart regional specialisations. The ideas underlying the concept of smart regional specialisation in order to use this foundation to outline the trends in the development and transformation of the textile industry in Central and Eastern European countries are described. The transformation of the innovative capacity of this industry in the Łódź region is shown. The research used an analysis of existing materials, statistical methods and LQ location indicators. Specific territorial capital accumulated for over two centuries and encapsulated in tradition, knowledge, skills, and economic relations in the Łódź region has provided a unique economic potential for the development of the textile industry. The period of rapid transformation was followed by stabilisation and the reconstruction of its potential and building smart specialisation, which will become the impetus for regional competitiveness.

In recent years, the concept of regional specialisation has become an indicator of regional and local development in the Member States of the European Union. The concept of creating smart specialisation is one of the main priorities of the Europe 2020 Strategy, which concerns smart growth based on knowledge and innovation. Smart specialisations are based on economic and scientific potential, and regions had to define their development visions and planned economic effects in regional smart specialisation strategies. The aim of the article was to determine the specialisation of selected Polish cities using the Krugman specialisation index and to take into account the concentration of foreign companies using the location indicator.

Smart specialisation constitutes an important framework for regional innovation policy making in the EU. According to the EU documents, the process of smart specialisation can be applied in all types of regions: the most developed ones as well as the least innovative ones. It is thus of great importance for regions with a low level of innovation performance due to numerous innovation challenges faced by these regions (such a situation can be observed in the case of four least innovative regions in Poland). The main objective of the paper is to assess the advancement of the least innovative Polish regions in the process of smart specialisation. In order to achieve this objective, the following detailed objectives are expected to be met: 1. presentation of innovation challenges for the least developed regions in Europe; 2. selection of the least innovative Polish regions on the basis of four indicators; 3. assessment of the advancement in the smart specialisation process in selected regions with reference to their economic, social and innovation potential. As research methods, the authors used descriptive analysis, analysis of strategic documents, case studies analysis and statistical analysis. As results from the analysis, the approach to the identification process of smart specialisations in the least innovative Polish regions was diverse. Depending on the maturity level of work on updating Regional Innovation Strategies, awareness of competitive advantages at the sectoral and technological level, used methods, different concepts of their identification have been adopted.

Given the economic crisis related to the current COVID-19 pandemic, decision makers need to better understand how to effectively allocate their limited resources to support the most severely affected regions. In this context our research seeks to identify the regions that are economically vulnerable, as well as those that are more resilient, using information on the industries negatively impacted by travel restrictions and social distancing measures. With this aim in view, we propose a vulnerability index calculated using regions’ location coefficients by activity and the forecasted decline of these activities at national level and test it for the Romanian economy. We argue that regional specialisation itself is not the source of the current problems, but the high dependence of many regional economies on economic activities directly affected by measures designed to mitigate the epidemic impact is the root cause of future economic decline.

Opis:
The study aims to answer the questions: what is the place of the industrial sector in the European Union and Poland development strategy; and whether, and if so then to what extent, the policy to support innovation through smart specialisations can contribute to the development of industry in Polish regions. Research includes the analysis of primary sources, such as programming documents and EU and Polish legislation, Eurostat and EC statistical data, as well as data of the Ministry of Investment and Development regarding the use of EU funds being the main source of co-financing of smart specialisations. The analysis of EU and Polish strategic documents and statistical data confirms the growing importance of industry for economic development. The author argues that smart specialisations do not necessarily reflect an increase in the relative importance of a given industry, they are more conducive to supporting innovation policy (focusing resources on research and development activities in certain areas) than industrial policy. Moreover, regional policy funds allow enterprises to invest in the development of advanced technologies and thus influence the modernisation of industry.
Artykuł odpowiada na pytania, jakie jest miejsce sektora przemysłu w strategii rozwoju Unii Europejskiej i Polski oraz czy i w jakim stopniu polityka wsparcia innowacji poprzez inteligentne specjalizacje (IS) może przyczynić się do rozwoju przemysłu w polskich regionach. Badania obejmują analizę źródeł pierwotnych, takich jak dokumenty programowe i akty prawne UE i Polski, wykorzystano także dane statystyczne Eurostatu i Komisji Europejskiej oraz dane Ministerstwa Inwestycji i Rozwoju dotyczące wykorzystania funduszy UE, będących głównym źródłem współfinansowania IS. Analiza dokumentów strategicznych UE i Polski oraz danych statystycznych potwierdza rosnące znaczenie przemysłu dla rozwoju gospodarczego. Autorka dowodzi, że inteligentne specjalizacje niekoniecznie odzwierciedlają jednak wzrost względnej wagi danej branży (przemysłu), bardziej służą wspieraniu polityki innowacyjnej (koncentrują środki na działalność badawczo-rozwojową w pewnych obszarach) niż polityki przemysłowej. Ponadto fundusze polityki regionalnej pozwalają przedsiębiorstwom inwestować w rozwój zaawansowanych technologii, a przez to wpływają na modernizację przemysłu.

Between 1989 and 2014, the Warmian-Masurian Voivodeship (one of the poorest regions in the European Union) was subjected to a number of external stimuli. However, not only has its position in the ranking of provinces failed to improve - it has actually worsened. Despite this, positive adaptive changes have occurred in the region, although they are limited in scope. The attitude of peripheral regions towards external stimuli can be quite reactive, as seen in the case of Warmia and Masuria. It can be assumed that the province's smart specialisations (water economics, high-quality food, and wood and furniture) will contribute to further quality in the economic structure of the region, but it will not necessarily improve its position in relation to other regions in Poland.

The study offers a new reading of innovative environment, which when taken together constitute the basis for thinking about regions, society and space through the lens of smart specialisation. The aim of article is the identification and characterisation of the main features and challenges of smart specialisation, understood as a strategic approach to economic development through targeted support to research and innovation. This approach combines industrial, educational and innovation policies to suggest that countries or regions pinpoint and select a limited number of priority areas for knowledge- -based investments, focusing on their strengths and comparative advantages. In the article, three case studies (from Poland, the Czech Republic and Turkey) of different types of implementation of smart specialisation illustrate the utility of the intelligent policies.
