Opis:: The aim of the article is to introduce the legal framework of Polish repatriation policy and evaluate the national repatriation program. The first section of the paper reviews Polish repatriation law, with main focus on the Repatriation Act. Next, the author presents the outcomes of the repatriation program (mainly the issues related to social adaptation and financial assistance), its main obstacles and drawbacks. In the final section the proposals for revision of repatriation policy (legislative initiatives and experts’ proposals) are discussed.

Opis:: The aim of the article is to provide key statistical data concerning Polish repatriation policy and the repatriation process. The author begins with information on the total number of people of Polish descent who were repatriated under the Repatriation Act, the repatriates’ place of settlement in Poland and their household structure. The next section looks at the financial support from the state budget granted to the repatriates, the local governments organizing repatriation and employers offering jobs to repatriates. In the final section the author examines the factors that stimulate repatriation to Poland.

Opis:: The position of the Government Plenipotentiary for Repatriation, as an organ of the state administration, is rather specific and untypical. The function of the Plenipotentiary ought to be situated somewhere between a political post and an administrative one. Analyses of the legal solution in this respect lead to the conclusion that the organ in question is invested with the majority of characteristics attributed to central organs of state administration. It does, however, in view of the fact that this function is presently held by a secretary of state, possess a political character. What was decisive about the establishment of the post of Government Plenipotentiary for Repatriation was obviously the criteria related to increasing effectiveness and effectivity of actions, as well as the wish to accentuate the significance of repatriation among priorities of the immigration policy.

Opis:: The objective of this paper is to critically assess the framework of repatriation policy in Poland, with particular attention given to the role of local communities and non‑governmental organizations (NGOs). The author claims that the government still has not elaborated a sound answer to repatriation problems. Therefore, NGOs should play a more important role in immigration policy planning and management. The first section of the article presents the duties of the governmental bodies related to the repatriation process and social adaptation of repatriates. In the second section the author emphasizes the potential advantages of NGOs’ involvement in this process, and looks at existing good practices.

Opis:: Repatriacja po upadku ZSRR dość szybko stała się ważnym elementem debaty publicznej. Podkreślano konieczność wynagrodzenia polskim obywatelom losu, który przyniosły im procesy polityczne i reżim stalinowski. Celem prezentowanego artykułu jest dokonanie analizy pojęcia „repatriacja” i omówienie zjawiska, jakim jest ten proces oraz analiza aktualnie obowiązujących przepisów umożliwiających nabycie obywatelstwa polskiego w drodze repatriacji. Pośrednio przeprowadzona analiza porównawcza odnosi się również do innych aktów prawnych związanych z kwestią obywatelstwa polskiego. Mimo szczerych chęci ustawodawcy (wyrażonych w preambule ustawy o repatriacji), przepisy ustawowe pozostają pełne niejasnych konstrukcji, a przede wszystkim pozbawione są konkretnych informacji, które umożliwiają osobom zainteresowanym powzięcie koniecznych kierunków działania. Dodatkowo niektóre z przepisów stoją ze sobą w sprzeczności, albo nie realizują podstawowych zasad prawa administracyjnego.
Repatriation after the collapse of the USSR quickly became an important element of public debate. The necessity to reward Polish citizens for the fate brought about by the political trials and the Stalinist regime was emphasized. The aim of the presented article is to analyze the concept of repatriation and to discuss the phenomenon of this process as well as to analyze the currently applicable regulations enabling the acquisition of Polish citizenship through repatriation. Indirectly, the comparative analysis will also refer to other legal acts related to the issue of Polish citizenship. The legislator, despite his sincere intentions (expressed in the preamble to the Repatriation Act), the statutory provisions remain full of unclear structures and, above all, are devoid of specific information that allows interested persons to obtain the necessary data and directions of action. Additionally, some of the provisions contradict or do not implement the basic principles of administrative law.

Determinanty zadowolenia z repatriacji u Polaków z Kazachstanu.

Opis:: Celem pracy było określenie, jakie determinanty wpływają na zadowolenia z repatriacji u Polaków z Kazachstanu. Interesowało mnie, w jakim stopniu są oni zadowoleni z życia w Polsce. Jakie zmienne mogą na to zadowolenie wpływać? Odpowiedzi na te pytania udzieliły przeprowadzone badania. Zbadano 70 osób w równolicznej proporcji kobiet i mężczyzn. Respondenci przebywali w Polsce między 2 a 30 lat. Zostały przebadane determinanty takie jak kompetencje społeczne, umiejscowienie kontroli, samoocena, płci, długość pobytu w Polsce. Zastosowano następujące metody do badania respondentów. Zadowolenie z życia mierzone było Skalą Zadowolenia z Życia Diener E., Emmons R.A., Larsen R.J., i Griffin S. w adaptacji Z. Juczyńskiego. Zadowolenie z repatriacji było mierzone Inwentarzem Dziedzin Cząstkowych Satysfakcji Julii Gorbaniuk. Natomiast determinanty mierzono za pomocą Kwestionariusza Kompetencji Społecznych Anny Matczak, Skali I-E Rottera oraz Skali Samooceny Rosenberga. Badania wykazały, że nie ma istotnych różnic między kobietami i mężczyznami w stopniu zadowolenia z repatriacji. Wykazano, że długość pobytu w Polsce wpływa pozytywnie na zadowolenie. Stwierdzono, że istnieje dodatnia (r=0,31) korelacja między zadowoleniem z życia a kompetencjami społecznymi. Stwierdzono również że istnieje ujemna (r=0,28) korelacja pomiędzy zadowoleniem z życia a umiejscowieniem kontroli z czego wynika że osoby plasujące się na biegunie wewnątrz-sterowności są bardziej zadowolone z repatriacji. Natomiast poziom samooceny nie koreluje z zadowoleniem z repatriacji.
The aim of this study was to define what determinants affect the satisfaction with repatriation of Polish people from Kazakhstan. I was interested in the extent to which they are satisfied with their life in Poland. What variables can influence this satisfaction? Answers to these questions where given by the research I have conducted.70 people were examined, women and men in equal number. Respondents have been in Poland between 2 and 30 years.Determinants such as social competence, control locus, self-esteem, gender, duration of stay in Poland were examined.The following methods were applied to study respondents. Life satisfaction was measured with the Life Satisfaction Scale E. Diener, RA Emmons, RJ Larsen, & Griffin, S. adapted by Z. Juczyński. The satisfaction of repatriation was measured with Julia Gorbaniuk's Inventory of Partial Satisfaction Domains. The determinants, however, were measured using Anna Matczak's Social Competence Questionnaire, Rotter's IE Scale, and Rossenberg's Self-Assessment Scale.Studies have shown that there are no significant differences between men and women in the level of satisfaction with repatriation. It has been shown that the duration of stay in Poland has a positive effect on satisfaction. It has been shown that the length of stay in Poland, has a positive effect on satisfaction. It was found that there is a positive (r = 0.31) correlation between life satisfaction and social competence. It was also found that there exists a negative (r = 0.28) correlation between life satisfaction and control locus which implies that the people being placed on the side of inner-controlling are more satisfied with repatriation. However the level of self-esteem does not correlate with satisfaction with repatriation.

Opis:: El objetivo de este trabajo es explorar la construcción de identidades masculinas entre adolescentes mexicanos que han cruzado, de forma indocumentada, a estados Unidos. Basándonos en observaciones y entrevistas realizadas a adolescentes que han sido repatriados por la frontera entre Matamoros, tamaulipas y Brownsville, texas, al noreste de México y sur de texas, respectivamente, se exploran las experiencias migratorias de éstos. Por un lado, analizo las formas de socialización y emigración masculina que viven los adolescentes en sus comunidades de origen, por otro lado, la experiencia de viajar a la frontera y cruzarla de forma indocumentada, viviendo diferentes riesgos, y, finalmente, la repatriación que tuvieron por parte de agentes de la Patrulla Fronteriza. tomando como punto de partida teórico que los adolescentes viven tanto un aprendizaje como una mística de la masculinidad, se plantea que la experiencia migratoria de México a estados Unidos los somete a un proceso en el que refuerzan y redefinen significados sobre ser un hombre o llegar a serlo.
