Opis:: Risk of an accident is an ever-present component in the maritime transportation process, especially in congested waters such as port areas. Since safety is of crucial importance in the maritime industry, different models of risk assessments were developed to ensure minimal navigational danger. The aim of this paper is the development of modular, dynamic sets of parameters, applicable for future risk assessment models on port approaches by introducing top-down expert appraisal structure methodology organised in three steps. Firstly, approaches and criteria from relevant international recommendations and scientific studies on maritime risk assessment models were analysed and compared, in order to obtain general categories of navigational safety parameters. Secondly, existing risk assessment parameters were structured and combined into new dynamic sets. In the third step, these dynamic sets of parameters were selected, and numerical values were assigned to them according to the specific context of the port. Finally, this top-down methodology aims to provide relevant dynamic sets of criteria for navigational safety risk assessment development that are flexible and widely applicable for the needs and characteristics of different ports.

Opis:: This paper proposes a collision model for ships underway and temporary objects as an extension to state-of-the-art maritime risk assessment like IALA iWrap MkII. It gives a brief review of frequency modeling’s and consequence calculation theory as well as its applications, before it analogously derives a model to assess the risk of anchorage areas. Subsequently, its benefit is demonstrated by an example scenario.

Opis:: Development and implementation of contactless methods for determining the stress-strain state of pipelines in the process of transportation of energy hydrocarbons is important for ensuring its safe operation. The authors developed a method for determining the change in the stress-strain state of the underground part of the main oil and gas pipelines according to the data about the displacement of a certain set of points of the axis of the pipeline. This study was conducted on a linear section of the main gas pipeline, where a landslide in 2010 created a force pressure on the pipeline, resulting in a pipeline rupture.

Opis:: Każda działalność, także w obrębie systemu kolejowego, obarczona jest ryzykiem, czyli możliwością wystąpienia niepewnych zjawisk, które mogą mieć na nią wpływ (zarówno pozytywny jak i negatywny). Jednym z podsystemów eksploatacyjnych systemu kolei Unii jest ruch kolejowy. Składa się on z czterech procesów – drugi to planowanie ruchu. Proces ten także jest obarczony ryzykiem. Ze względu na to, że ma on bezpośredni związek z bezpieczeństwem ruchu, to zasadnym jest prowadzenie badań i analiz nad ryzykiem z nim związanym. Celem artykułu jest opracowanie założeń do metody oceny ryzyka w planowaniu ruchu kolejowego. Metoda ta, po jej opracowaniu, zostanie wykorzystana do przeprowadzenia oceny ryzyka wskazanego procesu z dwóch punktów widzenia: przewoźnika kolejowego oraz zarządcy infrastruktury. W wyniku przeprowadzonych rozważań przyjęto, że identyfikacja ryzyka zostanie dokonana z wykorzystaniem zasady opisu ryzyka z metodyki M_o_R. Szacowanie ryzyka zostanie dostosowane do wykorzystania probabilistycznego modelu oceny ryzyka. Ocena ta zostanie wykonana przy pomocy metody symulacyjnej Monte Carlo, która jest jedną ze zdecydowanie zalecanych do wykorzystania przez Urząd Transportu Kolejowego (krajowy organ bezpieczeństwa ruchu kolejowego).
Every activity, including within the railway system, is subject to risk, i.e., the possibility of uncertain phenomena that may affect it (both positively and negatively). One of the operational subsystems of the Union Railway System is railway traffic. It consists of four processes - the second is traffic planning. This process is also subject to risk. As it directly relates to traffic safety, conducting research and analyzing the risks involved makes sense. This article aims to develop the assumptions for a risk assessment method in railway traffic planning. This method, once created, will be used to carry out a risk assessment of the indicated process from two points of view: the railway undertaking and the infrastructure manager. As a result of the considerations, it was assumed that risk identification would be performed using the risk description principle from the M_o_R methodology. The risk estimation will be adapted to use a probabilistic risk assessment model. This assessment will be performed using the Monte Carlo simulation method, which is strongly recommended for use by the Office of Railway Transport (the national railway safety body).

Opis:: Artykuł przedstawia metodologię projektowania systemu zamówień publicznych na roboty budowlane. Przywołano analizę patologii podczas zlecania robót, pokazano nowe podejście w celu wykorzystania systemu zarządzania jakością oraz zastosowanie systemu prekwalifikacji przy ocenie wykonawców zamówień. Zostały zidentyfikowane zagrożenia i ryzyka w procesie inwestycyjno-budowlanym, podzielono je na grupy oraz określono ich stopień wpływu na różnych etapach inwestycji.
This article presents a methodology for designing a system for public contracts. An analysis of the pathology at the time of outsourcing was quoted, showing a new approach to using the quality management system, and the application of a pre-qualification system for assessing contractors. Hazards and risks were identified in the investment and construction process, they were divided into groups and their impact on different stages of investment was identified.
