Opis:
The aim of the following study is to analyze the composition of the main directions of public intervention in relation to rural areas. In the following work, the author tried to answer the following research questions: How is rural development defined? What are the most important paradigms of rural development and what are their characteristics? How have the directions of public intervention changed in relation to the countryside? What is the importance of agriculture for rural development? What are the functions of rural areas? What are the assumptions of the nascent paradigm of smart rural development? Literature review allowed to indicate the main concepts of rural development, which are: agricultural development, multifunctional development of agriculture, multifunctional rural development, sustainable rural development, integrated rural development and smart rural development. In the articles the main assumptions of the indicated concept were indicated. The new concept of rural development – smart rural development – is based in many parts on old concepts but figured that implementation of new technologies and ICT in economic, social and environmental sphere is necessary if the rural area want to develop.

Opis:
The analysis of the characteristics and differences between Polish and Ukrainian agriculture and of overcoming negative trends in the development of agriculture of these countries, is shown in this paper.
Polska i Ukraina to dwa państwa, które w swoim historycznym rozwoju zmagały się z analogicznymi problemami, których rozwiązanie jednak nie zawsze było jednakowe. Dwustronne stosunki handlowo-ekonomiczne oraz integracja z państwami środkowoeuropejskimi Polski i Ukrainy od 1949 do 1990 roku dokonywały się w ramach Rady Wzajemnej Pomocy Gospodarczej. Rozpad Związku Radzieckiego, utworzenie Ukrainy jako niezależnego państwa, rozpad bloku RWPG - postawiły nasze państwa z jednej strony przed koniecznością budowania rynkowo-ekonomicznych warunków, które wyparłyby administracyjne uporządkowanie i centralne planowanie we wszystkich gałęziach gospodarki, z drugiej strony zaś - przed koniecznością poszukiwania nowych, bardziej doskonałych mechanizmów wzajemnego handlu i wspólnego rozwiązywania problemów. Celem badań było ustalenie najbardziej typowych cech oraz różnic w rozwoju rolnictwa Polski i Ukrainy oraz określenie poziomu rozwoju rolnictwa w naszych państwach na tle państw-członków Unii Europejskiej (UE). Badania wykonywano w okresie 10 lat, od 1990 do 1999 roku.

Rural areas are gradually losing their agricultural specificity. They now need to support the coexistence of two logical approaches to occupation of their space: one based on the supply of agricultural and forestry products, the other on the various demands from local residents and seasonal tourists. The focus is shifting from only supplying market goods to meeting the multiple expectations of the society. The paper analyses the policy outcomes of the rural development policy in Bulgaria and their impact on multifunctional agriculture.

The paper is focused on the issue of culture and its connections to rural developments. It was based on the assumption that the culture has various impacts on rural communities` life, as well as, it has been present in various ways in functioning and changes that might be observed in rural areas. In our opinion, such a perspective should be presented in a more detailed way in order to stress the multiple and various impact of cultural issues on economic and social transformations in rural areas. Therefore, we divided our paper into three consecutive parts. In the first one, we discussed the multi-dimensional image of culture, and its role in human development. In the second one, we discussed some changes in the mechanisms of rural development, perceived as moving from the traditional to the contemporary one. We wanted to stress that culture seems to be an important part of the latter one. The last part of our considerations brought some empirical evidence from Poland focused on the role of culture in rural developments showing, at the same type, some examples of this new mechanism of rural development.

Opis:
Depopulation, deruralization and deagrarization have greatly contributed to the reduction of economic resources of the agricultural areas Montenegro, which has resulted in significant impact on rural areas. It is particularly important in less developed rural area of that changes have an important role in agricultural and rural development, since the possibilities for development are not used in the right way. Family agricultural holdings and business entities in „ 2010 have 221.297.6 ha of total utilized land. There is a rather low number of holdings whose size varies between 100 ha or more, only 425 of them or 0.87 % in comparison to the total available land. At family agricultural holdings, 23.198 working persons are 65 or older, which comprises 23.5 % of the total labor force, while the share of people under 24 years is declining, comprising 6.83 % rural areas in Montenegro “have significant development potentials owing to its geographical, climatic, and natural features. This is a necessary but not a sufficient condition. Integral development of rural areas Montenegro should be based on the following elements: multifunctional agriculture, diversification of economic activities in rural environment, rural and eco tourism, organic food production, small and medium - sized enterprises, and cooperation between small and medium producers. Conclusion the text confirms the hypothesis and suggests a need of many changes in the structure and organization of the agricultural and rural sector in Montenegro, as well as the necessity of establishing the legal, institutional and budgetary framework.

Opis:
The aim of the article is to present the Rural Development Program 2014–2020 as a new fund to support rural development in Poland. The Rural Development Programme for the period of 2014 until 2020 constitutes yet another, following the Rural Development Plan for 2004–2006 and the Rural Development Programme 2007–2013, fund financed by the EU, which has been established after Polish accession to the European Union. According to the assumptions, the RDP 2014–2020 will constitute a continuation and development of such directions of support as have been followed since Poland’s accession to the European Union, and will be particularly focused on issues related to the advancement of the competitiveness of agriculture, which issues are of particular importance from the point of view of the development of rural areas; moreover, due to structural problems and development challenges, the very advancement requires substantial and well–targeted support. The purpose of the Rural Development Programme for 2014–2020 is to improve the competitiveness of agriculture, and also to facilitate sustainable management of natural resources and climate action and balanced territorial development of rural areas.

Beneficiaries of financial support from the Rural Development Programs and applicants for that support are exposed to different types of liability, regulated by both the EU rules (concerning CAP) and local rules. The article presents these kinds of responsibilities and describes their characteristics. The responsibility of key importance is the one incurred under the provisions of EU law. This involves inter alia the obligation to repay the received support and reduction or exclusion from the support. The application of a specific sanction provided for this type of liability is dependent on „size” of the infringement and the degree of culpability; where the least severe sanctions are imposed regardless of fault (objective responsibility). Furthermore, beneficiaries and applicants for support are liable to the penalty provided for by national law. Author concludes that rules of responsibility in the EU legislation concerning the CAP constitute administrative type responsibility, which is not of a criminal nature, and therefore in the light of the ne bis in idem principle, it is acceptable to use to the same person in connection with the same action both responsibilities, like the penalty laid down in EU regulations concerning CAP and criminal penalties provided for in the rules of criminal law.
