Opis:: The article is showing a concept of critical infrastructure systems’ safety states model. Model construction is basing on: popular technical systems’ safety states models, and notions specified in acts of law and other studies concerning crisis management. Paper is including some concept of proposed model usage possibilities ‐ methods and procedures for estimating unknown basic parameters of safety states transitions process: identifying the distributions of its conditional lifetime at safety states, estimating probabilities of its staying at safety states at the initial moment, probabilities of its transitions between safety states and parameters of the distribution for the description of its conditional lifetimes at safety states.

Opis:: The detailed algorithm of SSARV(P) – Safety System Analysis of Rail Vehicles is presented in this paper. Particular steps of SSARV(P) take into account the selected rules of LOPA – Layer of Protection Analysis. SSARV(P) is an overall method of SSARV provided for conceptual phase of safety system. The essence of SSARV(P) is to evaluate the proposed safety system based on measures of hazard risk. The measure of hazard risk is determined using known risk models. This paper presents also a description of LOPA and its general algorithms. Basic information about the independent layers of protection are presented as well.

The article is the addition to first part of the review concerning the PR rules in public institutions. Particular attention was paid to the following PR are-as: citizens’ relations, internal communication, visual organizational image, special events, sponsoring, as well as research and funding acquisition. It is a truism, that a development of public institutions on PR field should be multilateral. Not only such much noticeable PR aspects as cooperation with media organizations or usage of the Internet power but citizens’ relations, internal communication, visual organizational image, special events, sponsoring, research and funding acquisition as well in this proceeding ought to be taken into account. PR rules in this paper included could lead public in-stitutions to be much more flexible in describing organizational area. Object effectiveness could be increased as well, taking both internal criterions and external requirements into consideration.

Opis:: Artykuł przedstawia miejsce PR w systemie bezpieczeństwa publicznego. Część pierwsza skupia się na zasadach PR w następujących jego sferach: relacje z mediami, informowanie publiczne, internetowy PR i publicity, w odniesieniu do działalności instytucji publicznych .
The article presents PR locus in the public safety system. The first part is focused on PR rules in following areas: media relations, public information, Internet PR and publicity, towards to public institutions’ activity. PR is a fundamental aspect of public institutions’ activity in both normal and abnormal conditions. It is dealt with as a fifth, independent management function as well. As a typology of PR rules is truly problematic aspect, object tools useful for public officers are worth to take into considerations. Group of the tools is constituted by media relations, public information, publicity, relations with citizens, internal communication, visual identity, special events, sponsoring, scientific researches and funds winning for scientific needs. The first four in three, important towards to PR locus in the public safety system, organizational conditions (normal conditions, image crisis conditions and reaction for public safety threats conditions) have been described.

Opis:: Obserwowany w ostatnich latach rozwój technik biometrycznych umożliwił identyfikowanie osób na podstawie unikalnych cech, jak wielkość i kształt dłoni, odciski palców, głos, oko. Dzięki postępowi w elektronice i technice mikroprocesorowej oraz spadkowi cen, czytniki biometryczne stosuje się już w wielu elektronicznych systemach bezpieczeństwa. W artykule przedstawiono koncepcje wybranych, zintegrowanych elektronicznych systemów bezpieczeństwa do ochrony obiektów o specjalnym przeznaczeniu i nadzorze informatycznym, w których stosowane są m.in. metody biometryczne do identyfikacji osób. Opisano techniki ochrony obiektów rozległych terytorialnie ze szczególnym uwzględnieniem ich specyfiki. Autorzy od lat prowadzą badania niezawodnościowo-eksploatacyjne elektronicznych systemów bezpieczeństwa.
In recent years a rapid development of biometric techniques has been observed. These techniques allow for the identification of persons based on some unique characteristic such as the size and shape of hands, fingerprints, eyes and voice. The development of electronic systems and microprocessors together with the simultaneous price reduction have made feasible the application of biometric sensors in many electronic safety systems. In this article it is presented the concept of some integrated electronic safety systems used for selected objects under the computer surveillance. In these systems the biometric methods for the identification of persons has been applied. In particular, territorially extended objects have been considered. The authors for many years have been involved in investigating the operating features and infallibility of electronic safety systems building models which give the necessary parameters.

Opis:: W artykule przedstawiono wyniki analizy systemu bezpieczeństwa publicznego w Polsce pod kątem miejsca Państwowej Straży Pożarnej (PSP) w tym systemie. The State Fire Service (PSP) is a leading element in many safety areas of public safety system in Poland. The main reason of participating PSP in the system is its scope of legal duties. PSP is placed among the other manners and tools in functional model of national safety system. The organization can be used for fulfillment of many different, but very important safety functions. PSP is not a subsystem of public safety system, whereas it has an organizational characteristic attribute. This fact leads to achieve a synergy effect by all PSP elements, taking all legal duties into consideration, and constituting PSP as the organization in a synthetic meaning. As PSP is integral element of the public safety system and the national safety system, it is in relation with the Polish Parliament, The Polish President, The Cabinet, the governors and the local government.

Opis:: Parachute systems are in widespread use in aviation. Up to now, parachutes are the most uncertain air vehicles because of their complex and unsteady opening characteristics, changes in geometry up to 30% and vulnerability from unsteady atmospheric turbulence. Fatigue is a problem that the designers of long living parachute systems need to cope with. Authors demonstrate complexity of parachute exploitation and means to lower opening forces and extend service life without influencing safety.

Opis:: The author of the article indicates on the necessity to involve all elements of the national safety system in prevention from dangers resulting from dynamic geopolitical systems changes. Incidents like Crimea’s occupation by Russian army, war in Donbas and huge exodus of refugees from Middle East countries caused by war in Syria and offensive of Islamic State determine international relations in negative way. A. Czop reminds that 5200 security agencies operate in Poland, which employ 114 thousands of qualified security guards and 18 thousands qualified technical workers. About 300 thousands people are employed in private security sector in total. This should be treated as an essential element of national safety system. The author presents proposals of legislative, functional, organisational and economic changes, which may improve the effective utilization of security agencies in national safety system. The proposals results from the author’s study on the safety system and are amongst interest of National Security Agency.
