Historically sanctions played a rather significant role as one of the tools of coercive diplomacy for developed countries. They were mostly applied when the balance of power was uneven: the sanctions sender countries were usually economically much more powerful than the sanctions receivers, which allowed them to apply sanctions mechanisms without great repercussions or any significant damage to their economies. The Western countries are generally considered to act in sync when it comes to sanctions, however, it is hardly fair to assume that the sanctions approach for the USA and the EU is identical and they can simply be grouped together as the ‘Western states sender countries’. This thesis examines the history of sanctions for the most significant sender countries - the EU and the USA through the analysis of the institutions involved in the process of sanctioning a more powerful state that has engaged in malignant activities, namely the Russian Federation, conceptualizing the interconnectedness that encompasses their specific institutional environment and determines the differences in their actions as sanctions sender states.
