Opis:
Sea borders are identified as a major entry point in EU. In order to be adequately prepared to manage illegal immigrant’s inflow and mitigate the significant socioeconomic impact. The present paper introduces a comprehensive risk analysis methodological framework for the analysis of the present situation, risk prioritization and mitigation analysis. The proposed approach will be applied to a specific site in a N. Aegean Island, Greece as the country is the access point of over 80% of all immigration flow to the EU.

Opis:
The creation of the European Union in 1992 reflected an attempt to rethink some of basic modern political concepts as national sovereignty and citizenship. But in recent years the European spatial development policy discourse has taken an evident territorial character with the enforcement of the idea of territorial cohesion and territorial continuity. The spatial predominant EU’s conception contributes to an evident emergence of a modern territorial building of the European space. Moreover, nowadays the instrument of hard and closed border and the sharp inside/outside dichotomy are accepted as the normality in Europe. Due to this notion of territoriality, the idea of the EU as a “non-Westphalian new empire” (according to the “neo-medieval paradigm”) is at least unrealistic. Its borders are getting more territorial, physical and visible, in deep contrast with an imperial historical structure. Hard border policies and practices on the borders mirror the existence of a de facto barrier and of a deep “Westphalian memory” in the way to use the territory as support of political unity. The EU’s drive to re-territorialise Europe is not a mere academic question; it has real consequences for people and places. Supra-nationalism reveals itself as a metaphor of “re-territorialization”, a paradox with strong political and economic consequences. In the macro-regional dimension of the Adriatic Sea region the EU’s “re-territorialisation” can impede seriously the cooperation across the EU’s external borders.

Opis:
The geo-political transition in 1989-91 had long term consequences for the European integration process. The integration and regionalisation processes following the transition resulted in a transformation of territorial borders in and around the region; the functions of the borders changed. Mobility is vital for these processes. This paper is based on a longitudinal study of the development of air traffic from airports in the eastern part of the Baltic Sea Region, 2000-2012. The purpose of the paper is to discuss how the development of infrastructure and transport networks influence regionalisation processes in the Baltic Sea Region. Firstly, the impact of macro-economic development as a driver of internationalisation in the region is analysed, thereafter the relationship between institutional transition and regional system development. There are three periods of large increase in traffic from the Baltic States towards Western Europe, related to institutional change: rapidly after independence, as a result of the enlargement of the European Union, and related to the emergence of low-cost aviation. Aviation from Minsk and Kaliningrad have also shown substantial increase in air traffic, but mainly to other parts of the former Soviet Union. There is thus little evidence of a regionalisation process involving the whole region.

Na początku 2014 r. Rosja, poprzez agresję zbrojną, naruszając podstawowe zasady i normy prawa międzynarodowego, zaanektowała Krym i przybrzeżne obszary morskie Ukrainy. Dnia 26 września 2018 r. na 73. sesji Zgromadzenia Ogólnego ONZ Prezydent Ukrainy P. Poroszenko powiedział, że Rosja nie zamierza zatrzymywać się nad tym i chce zająć Morze Azowskie, a po wybudowaniu mostu Kerczeńskiego zaczęła systematycznie naruszać swobodę żeglugi międzynarodowej dla ukraińskich i zagranicznych statków. W odpowiedzi na agresję Rosji, Ukraina stosuje odpowiednie środki zaradcze, które są dopuszczalne na mocy prawa międzynarodowego i poszukuje sposobów i środków na skuteczniejsze wyjście ze skomplikowanej sytuacji. Międzynarodowe prawo morskie, którego podstawowym elementem jest Konwencja ONZ o prawie morza z 1982 r., posiada skuteczne narzędzie, którego użycie umożliwi Ukrainie zwrot utraconego terytorium, skutecznie przeciwdziałać Rosji i przenosić ją na międzynarodową odpowiedzialność prawną.
In early 2014, Russia, through armed aggression, violating the fundamental principles and rules of international law, annexed the Crimea and the coastal marine areas of Ukraine. Modern international law of the sea, the basic element of which is the United Nations Convention on the Law of the Sea 1982, has an effective toolkit, the use of which will enable Ukraine to return the lost territories, effectively counteract Russia and bring it to international legal responsibility.
