In doing so I argue that collective fear of the other has been dominant pattern of both contemporary boundary drawing in collective identity construction and migration crisis policy-making in Central Europe especially. Consequently, we see an ongoing securitisation of both national and the EU based migration policy-making.

Between human rights and security concerns : politicisation of EU-Turkey and EU-Libya agreements on migration in national parliaments

For the past few decades, the increased perception of migration as an issue in Europe resulted in the development of the externalisation of the EU’s migration governance to third countries. EU-Turkey and EU-Libya cooperation frameworks on migration have in this perspective been established in the wake of the 2015 migration crisis and triggered major controversies. The agreements received fierce contestation from non-governmental and international actors, highlighting the poor protection of human rights through this management. This paper analyses the dynamics of politicisation of EU-Turkey and EU-Libya agreements on migration in domestic political discourse. A qualitative comparison between German, French and Polish parliamentary debates constitutes the main empirical basis of this research. The analysis focuses on the different patterns of politicisation with emphasis on contesting arguments. This paper examines members of parliaments’ stances on EU-Turkey and EU-Libya cooperation focusing on humanitarian and securitisation frames. Results demonstrate an uneven process of politicisation in national parliaments dependent on the robustness of parliamentary majority and political parties’ issue positions. Overall, the analysis of discourse on the two agreements clearly illustrates the prioritisation of security over human rights when it comes to migration management.

Element of social change, threatening Other : discursive representations of migrants and refugees in Polish parliamentary debates

The increased number of migrants and refugees coming to Europe since 2015 has challenged the member states of the European Union (EU). Despite a rather small number of refugees coming to Poland, their arrival has been framed as a major issue for the country. The aim of this paper is therefore to analyse the images associated with migrants and refugees during Polish parliamentary debates. The paper focuses on the discursive representations of migrants and refugees: how discursive images around migrants and refugees are created and reproduced in a specific political setting, i.e. the Sejm. The main question leading this paper concerns the concept of securitisation and how political actors, in this case members of parliament (MPs), link migration with security concerns through discursive practices for political ends. The methodology used is primarily discourse analysis, applied on data collected from 2014 onwards in the Polish parliament. The discursive construction of claims demonstrates that throughout the migration crisis migrants and refugees tend to be more and more associated with the image of an outsider threatening the nation. Additionally, migration as an object of concerns has been instrumentally addressed by Polish political parties to achieve political gains.

The aftermath of the Arab Spring revolutions in the Middle East and North Africa, and the ongoing instability in the southern Mediterranean region, have caused an unprecedented wave of irregular migration towards southern EU borders. The exponential increase of irregular migration, especially by smuggling boats, through the Mediterranean Sea, has led to growing numbers of deaths and human rights violations of migrants. The EU’s current migration and mobility policy towards the southern Mediterranean region is widely focused on the paradigm of securitising border control, and the externalisation of its management to the EU’s periphery member states, and to third countries. This policy frame has not succeeded in producing sustainable solutions for migratory management on the EU’s southern borders, and has been detrimental to the protection of human rights. While EU leaders are looking for solutions to decrease the pressure of migratory management experienced by its southern members, and to sway irregular migration in general, the Eurosceptic and anti-migratory political climate that prevails in many parts of the EU has made any decisions regarding migration controversial. This article will analyse the current paradigms of EU policy towards migration from the southern Mediterranean region, and discuss the alternatives and necessary adjustments that could be made to alleviate the situation.

Drawing on (in)securitisation theory as developed by the PARIS school, the chapter addresses the central normative dilemma of the EU’s EaP - resilience vs. principled pragmatism - and offers an alternative conceptual framework. The chapter first examines the EaP's raison d'être after Euro-Maidan and annexation of Crimea in the context of a profound shift in the EU's international actorness and identity in terms of a transition from ethical power Europe to pragmatic empire Europe. The second part of the chapter explains an even more salient (in)securitisation of the EU EaP stemming from principled pragmatism as modus operandi for the EU resilience-building in the EU's eastern neighbourhood. In the concluding part of the chapter it is emphasised that the ongoing de-politicisation of the EaP substantially limits the overall normative impact of the EU's eastern neighbourhood policy.

This paper aims to study the impact of the “migrant crisis” in 2015 and 2016 on German and Polish security. The article is divided into three parts. The first presents the causes and the evolution of the “migrant crisis” in the European Union. The second part compares previous migration experiences of Germany and Poland. The third part examines the state security implications of the last “crisis”. According to the author, the real impact of the migration processes on the state security is largely determined by the capacity of a government to deal with the changes that occur.

The goal of this paper is to look at immigration in the context of the realisation of both national and international interests. Undoubtedly, the concept of human security is close to the work of international institutions – such as the UNHCR, which aims to provide transnational solutions to the problems of immigrants, not only in terms of ensuring their survival in a state of crisis, but also in terms of a dignified life. The contemporary challenge in this sphere is the instrumental use of migration issues in the international policy as a factor of pressure or in the internal policy of individual states. As shown in the example of Turkey, Syrian immigrants are directly treated as an element of pressure on the EU in the political, economic and visa policy spheres. In the case of Poland, the migration issue has been securitised as an existential threat to internal security in the context of a clash of cultures but also of terrorist threats. It has also become an element of political games between the Community authorities and the right to shape the internal policies of individual states. As can be seen, despite the momentous ideas of the concept of human security, it loses to the realistic concepts of power, and particular interests of the individual states.
Postawione w tytule niniejszego artykułu pytanie ukazuje problematykę imigracji w kontekście realizacji interesów narodowych i międzynarodowych. Niewątpliwie idee koncepcji human security bliskie są instytucjom międzynarodowym takim jak UNHCR, którego celem jest ponadnarodowe rozwiązywanie problemów imigrantów nie tylko w sferze zapewnienia im przetrwania w stanie kryzysu, ale również godnego życia. Współczesne wyzwanie w tej sferze stanowi instrumentalne wykorzystanie kwestii migracyjnych w polityce międzynarodowej jako czynnika nacisku czy też w polityce wewnętrznej poszczególnych państw. Na przykładzie Turcji wskazano, że imigranci syryjscy są wprost traktowani jako element nacisku na UE w sferach politycznych, gospodarczych czy polityki wizowej. W przypadku Polski kwestia migracyjna została sekurytyzowana jako egzystencjalne zagrożenie dla bezpieczeństwa wewnętrznego w kontekście zderzenia kultury, ale i zagrożeń terrorystycznych. Stała się też elementem rozgrywek politycznych pomiędzy władzą Wspólnoty a prawem do kształtowania wewnętrznych polityk poszczególnych jej państw. Jak widać, mimo doniosłych idei koncepcji human security przegrywa ona z realistycznymi koncepcjami siły, władzy i partykularnych interesów poszczególnych państw.

The multi-ethnic regions of the Habsburg Monarchy became increasingly perceived as places of instability and insecurity after the rise of competing national movements in the mid-nineteenth century. The antagonism between local national elites culminated after the Austro-Hungarian Compromise of 1867, as all pursued a course aimed at securing a favourable position. As actors of security, the local elites often and typically declared themselves and their respective nations to be existentially threatened and therefore with a legitimate claim to survive the challenges brought on by modern times. To investigate the security dilemmas of the local elites in two different regions of Austria-Hungary – namely in three city municipalities in Bács-Bodrog county in Southern Hungary; and in Vas, Sopron and Moson counties in western Hungary – this study combines methods of historical discourse analysis with approaches taken from security and nationalism studies as well as regional and local history.

The goal of this paper is to investigate two presidential terms in Türkiye in order to compare the place of security in the political discourse of President Recep Tayyip Erdoğan in particular, and in Turkish politics at this time in general. The mixed methodological approach has been taken in the article. The MAXQDA software program has been used to collect and analyse data from more than 850 of President Erdoğan's speeches. The key research questions are as follows: how important are the security issues in the political rhetoric of the President? Are there any differences in this regard between Erdoğan's first and second presidency? Did the state of emergency and introduction of the presidential system make any difference in this regard? What are the reasons for the place of security, as identified in the analysis, in Turkish political discourse and politics?
