Opis:: The article describes the stage of political digitalization of Ukrainian society, defined as a gradual multi-vector process of society’s transition to digital technologies, affecting all spheres of public life, including public policy and public administration. The peculiarities of digital transformation in Ukraine are determined in the context of service state formation. The issue of cyber-security is studied. The public policy against cyber-terrorism in Ukraine is analysed. The main components of cyber-terrorism in Ukraine, related to the development of political digitalization of society, are identified and characterized, including: informational-psychological terrorism, informational-technical terrorism, cognitive terrorism, network terrorism, social-communication terrorism.

Opis:: The article examines the essence of the concept of a “service-oriented state” in the context of digitalization in Western Europe and identifies the peculiarities of its implementation in Ukraine. The concept of a service-oriented state involves a change in the approach to public sector management and transformation of the principles of relations between public authorities and citizens. The service approach in public administration primarily involves the introduction of information management technologies aimed at improving the quality of public services, enhancing social protection of the population and, ultimately, creating effective social security. The priority task of the state is to create conditions for self-realization of individuals, ensure their individual freedom and rights, and provide public services that would meet the needs of citizens. Modern digital technologies are significantly changing our lives, namely the way we produce products and services, methods and forms of education, and affect the social structure of society, the economy, politics, and the development of socio-cultural institutions. Ukraine’s priority task is to create a service-oriented state in which digital technologies would create conditions for self-realization of individuals, their individual freedom and rights, provision of quality public services, and effective social security.

Opis:: The necessity of cooperation is dictated by steadily increasing number of threats, which creates the need for continuous cooperation of numerous entities which, by law, possess the ability to support each other in counteracting these threats remaining in the scope of cognizance of cooperating entities and elimination of the consequences of these threats. On the basis of the agreements, the SFS cooperates with various entities involved in rescue operations, including the Police. Cooperation of the SFS and the Police exists in the area of joint rescue operations, public order enforcement, evacuation, training and exercises, as well as in the scope of prevention. Given the data on cooperation so far, it should be stated that most frequently the cooperation between the SFS and the Police occurs in relation to handling road accidents. In the Polish legal system, permanently perfected, there are various standards regulating the sphere of state security, ensuring which on an appropriate level is one of numerous conditions for the secure existence of the state. Improvement of said system is dictated by the common belief that the security was not, is not, and, undoubtedly, will never be a fixed term, but one that must be constantly strived for. The predominant role in this process is played by public administration, including the State Fire Service. Preparation of the State Fire Service to fully and effectively fulfil the connected with it duties is possible primarily due to the proper organization of cooperation.

Opis:: The State Fire Service (in Polish: Państwowa Straż Pożarna PSP) is an organisation that was set up for the execution of its tasks in combating fires, natural disasters or other local threats in accordance with the provisions of the Act concerning the State Fire Service. A functional division of the State Fire Service is compliant with the administrative division of the country, and its area of operations comprises the whole territory of Poland. That is why the State Fire Service is functioning as a structured organisation possessing a transparent structure ensuring realisation of tasks appointed by the provisions of the Act. The administrative division of the country has the largest influence on the administrative structure of the country, that is why the organisational units of the State Fire Service are deployed in the territory of Poland in accordance with the effective territorial division. The formation of the present structure functioning at the State Fire Service was based on the existing territorial division, and it is also supposed to ensure a correct co-operation with different administrative units of the country. The shape of the organisational structure, in its form, resembles organisations functioning within and beyond actions of public administration. The structure of organisation in the present shape creates convenient conditions for observing and specifying forms of communication accompanying functioning organisational units, and firefighting and rescue units directly responsible for elimination of threats. All organisations executing public tasks, reserved exclusively for each of them to be carried out, in the present structure of the public service cannot do without an element executing administrative tasks, functioning in its structure. The administrative tasks are necessary to correct functioning, irrespective of assigned tasks. At the State Fire Service, it creates conditions for launching the processes occurring universally in different organisations. That is why one can observe one of the layers of communication in action, functioning within the State Fire Service, and connected with the execution of the administrative work. The State Fire Service, has as its main task the elimination of definite threats. While functioning and executing suitable actions for the realisation of definite tasks, we may observe next layers of communication. The essential element in preparation for the elimination of definite threats is a suitable substantive preparation of workers of the State Fire Service. Acquired knowledge during training and favourable conditions make possible identifying next layer of communication. It is well-founded when we pay attention to forms of communication occurring during rescue activities, where one can freely observe next communication layer.

Opis:: Krajowy System Ratowniczo-Gaśniczy (KSRG) powstał w odpowiedzi na nasilające się zapotrzebowanie skoordynowania i określenia ram współpracy części służb i formacji ratowniczych współdziałających podczas zdarzeń zagrażających zdrowiu i życiu obywateli. Obecnie funkcjonuje on w Polsce jako jeden z trzech głównych systemowych elementów ratownictwa. W opracowaniu przedstawiono ramy funkcjonowania KSRG ze wskazaniem zależności współdziałania z systemem Państwowego Ratownictwa Medycznego oraz Systemem Powiadamiania Ratunkowego. Artykuł obejmuje następujące aspekty organizacji KSRG: • zadania realizowane przez system, • poziomy funkcjonowania systemu, • odpowiedzialność za jego organizację i nadzór nad systemem, • potencjał systemu ze szczególnym uwzględnieniem jednostek do niego włączonych oraz z nim współpracujących, • rolę stanowisk kierowania PSP, • kierowanie działaniem ratowniczym, • plany ratownicze, • odwód operacyjny. W publikacji odniesiono się również do wymagań i kryteriów dla jednostek aspirujących do włączenia w jego strukturę. W podsumowaniu dostrzeżono, że obecny kształt systemu to wynik dwudziestu lat jego rozwoju, a fakt, że funkcjonuje on równolegle z innymi systemowymi rozwiązaniami mającymi za priorytet organizację ratownictwa i niesienia pomocy w sytuacji zagrożeń, powoduje, że należy dążyć do scalania rozwiązań i doskonalenia współdziałania podmiotów powołanych do niesienia pomocy obywatelom państwa.
The National Fire and Rescue Service (KSRG) was founded as a response to a growing need to coordinate and define the cooperation frameworks between different rescue services working together during life-threatening interventions. Currently it operates in Poland as one of the three main rescue schemes. KSRG functioning has been described in this article, highlighting the mutual dependence between it and National Ambulance Service and Emergency Alert System. The article covers the following aspects of ksrg organization: • actions carried out by the service, • different levels of the service operation, • managing and monitoring, • capability of the system with particular stress on many different incorporated rescue units and those cooperating with it, • the importance of the PSP management positions, • management of rescue operations, • rescue plans, • operational resources support. A reference is also made to the incorporation requirements and the criteria for the aspiring rescue units. It is highlighted in the conclusion of the article that the current shape of the system is a result of 20 years of its development and the fact that it operates together with other rescue organisations focused on helping out in life-threatening situations means that all rescue units should strive for unity and cooperation improvement.

Opis:: In the proposed draft position the author points to the incompatibility with the Constitution of Article 2 of the Act amending the Act on the State Fire Service in the section containing the phrase “in the accounting period immediately preceding the entry into force of this Act”. In the explanatory memorandum, the author points out that internal differentiation of the officers of the so called uniformed services is acceptable from the perspective of the constitutional principle of equality and is supported inter alia by the specific nature of the service these officers and specificity of the risks they undertake. In the opinion of the author, the legislature should uniformly regulate the legal status of all officers. Moreover, the proceedings in relation to the remaining scope should be discontinued due to the inadmissibility of rendering the judgment.

Opis:: Operational control is one of the most important powers of the state police services, including, since 2018, the State Protection Service (Służba Ochrony Państwa – SOP). The analysis of the title issue presented in the article leads to the conclusion that the shape of the operational control, which is a novum in the security service, which is the SOP, does not differ from the solutions used in regulating the operational powers of other Polish services, both in terms of the principles and procedure of applying control operational, and the (technical) ways of using this power in practice.

Opis:: The article is the first, original and only scientific study of the issue of appointing and dismissing district commandants of the State Fire Service in Poland. Thus it fills a gap in the science of law, which can be a reference point for judicial decisions. The article deals with such issues as the administrative nature of the appointment and dismissal, the prerequisites for the appointment and dismissal of the commandant and their proof, the procedure for the appointment and dismissal and the participation in them of the organs of the State Fire Service and the organs of public administration, the importance of the starost’s opinion in these procedures, the importance of the loss of confidence in the appointment and dismissal of the commandant. The issue of the application of the Code of Administrative Procedure raised in the article plays an important role in these procedures. The article is based on the current legal status, exhaustively analyzed and applied judicial decisions and views of the science of law. The paper also refers to the views occurring in the procedures for appointing and dismissing commandants in other uniformed services.

Opis:: A rare type of risk associated with firefighting activities and affecting the central nervous system (CNS) is acoustic trauma. The main causes of acoustic trauma in professional firefighters include long-term exposure to noise from fire engine sirens, emergency call alarms in the fire stations (fire halls), and the operation of equipment used during rescue and firefighting operations. The study was based on an analysis of data obtained from the HR Department of the National Headquarters of the State Fire Service (NHSFS). The analysis included cases of acoustic trauma suffered by firefighters while on duty, which were reported to the control room of their firefighting units as rescuer accidents, and followed up with medical interventions. The average number of accidents among SFS firefighters per year during the study period was n=1.617. During the study period (2015-2022), there were seven incidents in which a total of 11 firefighters suffered acoustic trauma affecting the CNS and the organ of hearing. To prevent on-duty accidents, both practical and theoretical training sessions are provided, covering measures aimed at reducing accident rates to minimum levels. Other important activities include hearing prophylaxis; medical examinations; breaks during work, appropriate organisation of work and the working environment; compliance with the applicable regulations, internal procedures and safety instructions; the use of personal protective equipment, and the good technical condition of vehicles and equipment.
