The aim of the article is to present smart specialisation (potential, regions’ domains which ensure competitiveness and contribute to innovativeness and regions’ competitiveness) and cluster in achieving economic growth. The paper presents new trends in regional policy undertaken by the EU. This policy focuses on identification of intelligent specialisations by Member States’ regions and on preparation of new development strategies – 3S smart specialisation strategies based on smart specialisations. The element connecting smart specialisation with clusters is the view that clusters are perceived as favourable and facilitating identification of smart specialisations in regions.

The starting point is the analysis of smart specialisations in the context of the development theories, which is followed by a discussion of the specialisations of the two voivodeships. Opis:
Between 1989 and 2014, the Warmian-Masurian Voivodeship (one of the poorest regions in the European Union) was subjected to a number of external stimuli. However, not only has its position in the ranking of provinces failed to improve - it has actually worsened. Despite this, positive adaptive changes have occurred in the region, although they are limited in scope. The attitude of peripheral regions towards external stimuli can be quite reactive, as seen in the case of Warmia and Masuria. It can be assumed that the province's smart specialisations (water economics, high-quality food, and wood and furniture) will contribute to further quality in the economic structure of the region, but it will not necessarily improve its position in relation to other regions in Poland.

For many years European Union has been putting more and more effort toward boosting innovation and becoming the most competitive global economy. The aim of the article is to explore the concept of the global value chain of clusters and the role clusters might play in enhancing the EU competitiveness. The authors develop the concept of integration between clusters and present the examples of clusters cooperation within the global value chain (GVC), both in terms of horizontal and vertical integration. Cooperation of clusters within the global value chains gets more and more intense with the processes of globalisation and, paradoxically, is boosting the significance of regions. Regions with strong cluster structures are becoming platforms for creating knowledge and innovation and enhancing cooperation on the regional, national and even global scale. The idea of cluster cooperation networks in the EU is developed in light of smart specialisation strategy: a tool for enhancing regional innovationbased growth, facilitating the role played by the SME sector and aimed to reduce imbalances in development, both spatial and social. Well-defined and well-managed clusters, operating in line with the economic specialisations of regions, provide opportunities to strengthen the competitive position of local and regional companies and enhance the innovation and technology transfer within the GVC.

Smart specialisation constitutes an important framework for regional innovation policy making in the EU. According to the EU documents, the process of smart specialisation can be applied in all types of regions: the most developed ones as well as the least innovative ones. It is thus of great importance for regions with a low level of innovation performance due to numerous innovation challenges faced by these regions (such a situation can be observed in the case of four least innovative regions in Poland). The main objective of the paper is to assess the advancement of the least innovative Polish regions in the process of smart specialisation. In order to achieve this objective, the following detailed objectives are expected to be met: 1. presentation of innovation challenges for the least developed regions in Europe; 2. selection of the least innovative Polish regions on the basis of four indicators; 3. assessment of the advancement in the smart specialisation process in selected regions with reference to their economic, social and innovation potential. As research methods, the authors used descriptive analysis, analysis of strategic documents, case studies analysis and statistical analysis. As results from the analysis, the approach to the identification process of smart specialisations in the least innovative Polish regions was diverse. Depending on the maturity level of work on updating Regional Innovation Strategies, awareness of competitive advantages at the sectoral and technological level, used methods, different concepts of their identification have been adopted.

The paper focuses on the issue of the approaches and methods used in the identification of regional smart specialisation areas. It is argued that foresight is a critical element in the formulation of a smart specialisation strategy. More extensive use of tools from the field of foresight and future studies may lead to smarter specialisations – the ones that anticipate the emergence of high-growth technologies and sectors. At the same time it is observed that foresight approach is insufficiently appreciated in Poland in this context. The case of Podlaskie voivodship is described. The results of a technological foresight project on nanotechnology development in Podlaskie voivodship is presented together with a proposal of a methodology for updating its results.

The study offers a new reading of innovative environment, which when taken together constitute the basis for thinking about regions, society and space through the lens of smart specialisation. The aim of article is the identification and characterisation of the main features and challenges of smart specialisation, understood as a strategic approach to economic development through targeted support to research and innovation. This approach combines industrial, educational and innovation policies to suggest that countries or regions pinpoint and select a limited number of priority areas for knowledge- -based investments, focusing on their strengths and comparative advantages. In the article, three case studies (from Poland, the Czech Republic and Turkey) of different types of implementation of smart specialisation illustrate the utility of the intelligent policies.

Opis:
Strategy Europe 2020 is intended to support smart specialisation, i.e. the innovative development of individual regions which benefit from what constitutes their specific and unique features. Regions have to indicate their strong points, and focus their activities on those areas of science and innovativeness which are complimentary to a given region’s resources and ultimately will create or strengthen its comparative advantages. The aim of this article is to present the concept itself, as well as the theoretical principles of smart specialisation in a regional dimension. In turn, they will become the basis for examining the role and the importance of clusters in the development of the regional specialisation of Lower Silesia. At the same time, the authors studied the possibilities of creating new clusters and their relevance for mapping out future areas of specialisation of the region, corresponding with the objectives of Strategy Europe 2020.
Strategia Europa 2020 zakłada wspieranie inteligentnej specjalizacji, tzn. innowacyjnego rozwoju poszczególnych regionów, które czerpią korzyści z tego, co stanowi o ich specyfice i wyjątkowości. Zgodnie z tą koncepcją regiony muszą wykazać swoje mocne i słabe strony i koncentrować działania na tych dziedzinach nauki i obszarach innowacyjności, które będą komplementarne względem zasobów danego regionu, a docelowo będą się przyczyniały do tworzenia lub wzmacniania przewag komparatywnych regionu. Celem artykułu jest ukazanie koncepcji oraz przedstawienie założeń teoretycznych inteligentnej specjalizacji w wymiarze regionalnym, które stanie się osnową do oceny roli i znaczenia klastrów w rozwijaniu specjalizacji regionalnej na Dolnym Śląsku. Jednocześnie zbadano możliwości kreowania nowych klastrów i ich istotności w wytyczaniu przyszłych specjalizacji badanego regionu, wpisujących się w założenia strategii Europa 2020.

Purpose: Review of regional innovation strategies of Polish regions to assess the scope of research methods and techniques applied during their preparation. Design/methodology/approach: Analysis of regional innovation strategies applicable in all voivodeships with respect to the research methods and techniques used during their preparation. Findings: Polish regions apply diversified methods and techniques that allow them to determine the directions of innovation development, yet in the course of smart strategy identification they encountered limitations with respect to the availability of quantitative aggregated data on the voivodeship or lower levels; therefore, some of them reached to surveys and interviews, as well as the Delphi method which allowed for mitigating the impact of these deficiencies. The regions did not focus exclusively on fulfilling the ex ante condition, but they were intent on proper designation of the priority areas with respect to the aid, which is testified by, among others, reaching to results of foresight type projects and up-dates of the prepared strategies. Originality/value: A comprehensive review of regional innovation strategies applicable in the Polish regions until 2020 and a concise analysis of methods and techniques applied during their preparation as a starting point for the improvement of processes of preparation of subsequent innovation strategies in voivodeships.
