Opis:: The elements of the STM regime are the two dimensions of space traffic (in the scientific-technical and regulatory domains) and the three phases of space traffic: the launch, the on-orbit operations and the return. Examples of traffic regulations include launch safety rules, a specific air-space regime, manned spacecraft safety rules, regulations governing debris removal, traffic laws for orbital phases, return safety regulations (e.g. descent corridors), frequency use and avoidance of interference, environmental regulations, etc. Implementation and control mechanisms are primarily national regulations for licensing, arbitration and enforcement, operational assessments, coordination, and civil-military cooperation. This article is based on the concept of STM, which emphasises the need to respond quickly to unexpected events in space by creating a regime that encompasses all aspects of space activities.

Opis:: The article presents problems connected with shaping space in the city as a part of public safety and sens of security. The purpose of article is presenting fi rst, second and third generation of CPTED strategy. Moreover presents safety rules recommended by the Association of Chief Police Offi cers. The article presents also an extrat action in the fi eld of road safety. Article shows the importance of shaping a safety space as a preventive action, which contribute to the economic and social consequences of crime and traffi c incidents in the city.

Opis:: Shaping a safe space is an extremely complex and multi-faceted process. To large extent, it is based on the cooperation with various entities of the local community, participating in mutual interdependencies within local economies and above all, in the local socio-economic development. In modern realities, activity geared toward making changes in physical space and initiating programs to promote mobilization of society to improve safety takes on particular importance. Crime prevention strategies through shaping space are presented from the perspective of typical bodies which are to ensure safety and the local government as the main entity coordinating these processes in the local section. The article assumes the thesis that spatial conditions determine safety. The objective of this article is to show the importance of a safe space in the local context.

Opis:: The article describes a primary school in Kenya, where the school’s educational space was analysed in two respects: a) safety and comfort; b) knowledge and skills development, as part of ethnographic research. The research results indicate that the school needs a change in physical space, teaching aids, and greater pedagogical awareness among the teachers. The new education system introduced in Kenya requires much more funding to ensure proper learning conditions and continuing education for teachers. If this demand is met, the quality of the education process may improve.

Opis:: The principles of civil aviation safety are considered. At present time, aviation is an ultra-safe system, (i.e. a system that experiences less than one catastrophic safety breakdown every one million production cycles). But, unfortunately, we can never state that aviation activities will be absolutely safe. In current conditions the increase of the civil aviation safety level is one of the principal objectives of the world air transport development. The paper pays special attention to the civil aviation threats and risks in the context of globalization processes. The investigation deals with problems of global implementation of Annex 19 to the Convention of the International Civil Aviation. Present research paper discusses new theoretical approaches to searching for methods to assess the “safety space” of civil aviation activity. Special attention is paid to an effective test, proposed by A. Wald.

Opis:: The migrant crisis that hit Europe in 2015 established Belgrade as one of transit cities on the route along which they travel to the final destination. A large number of migrants, no matter of reason for leaving homeland (war, economy, climate change consequences), mostly men travelling alone, prefer to stay in the central urban parks or squares. The result was change of personal feeling of safety of citizens and intensive monitoring by local police, but some other examples gave us a different focus, when the spontaneously formed refugee camp, with tents set up in parks, became a temporary assistance centre and meeting point for citizens and refugees.
Podczas kryzysu migracyjny, który dotknął Europę w 2015 r., Belgrad stał się jednym z miast tranzytowych na trasie, którą migranci podróżują do miejsca docelowego. Duża liczba migrantów, bez względu na powód opuszczenia ojczyzny (wojna, gospodarka, konsekwencje zmiany klimatu), głównie mężczyźni podróżujący samotnie, decydowała się zatrzymać w parkach miejskich lub na placach. Rezultatem była zmiana osobistego poczucia bezpieczeństwa obywateli i intensywne monitorowanie przez lokalną policję. Bywało jednak także tak, że spontanicznie tworzony obóz dla uchodźców z namiotami ustawionymi w parkach stawał się tymczasowym centrum pomocy i miejscem spotkań obywateli i uchodźców.

Tytuł:: Ewolucja przestrzeni publicznych Nowego Sącza
The evolution of Nowy Sączs public spaces.

Opis:: This essay concerns Nowy Sącz’s public space, especially tree housing estates: Old Town, Barskie, Helena. The author tries to describe the situation of study area, indicating the functions of these spaces, users, social processes. One of the goals is also an indication of those factors that influence the shape of public spaces and how these areas affect the users themselves. To collect the information were used qualitative research methods, mainly fieldwork, involved observations, questionnaires and interviews. In addition, the author checked written sources and the information contained in the Internet.Time range of literature collection lasted from May 2013 until the end of 2014, the field research from March 2014 to October 2015. The reserch work refers to the history of these places, their own experiences and opinions gathered from surveys that query the Internet. The author uses Nowy Sącz’s Study of the Conditions and Directions of Spatial Development and plans of spatial arrangement. Trying to predict the future evolution of these spaces, using among other things, analysis of the development plans of the city.
Niniejsza praca magisterska dotyczy przestrzeni publicznych trzech sądeckich osiedli: Starego Miasta, Barskie i Helena. Autorka próbuje opisać stan owej przestrzeni na badanym obszarze, wskazuje funkcje tych przestrzeni, użytkowników, procesy społeczne. Jednym z celów jest także wskazanie tych czynników które wpływają na kształt przestrzeni publicznych oraz jak owe przestrzenie wpływają na samych użytkowników. Do zebrania danych wykorzystano metody badań jakościowych, głównie badania terenowe, obserwacje uczestniczące, ankiety i wywiady. Ponadto przeprowadzono kwerendę źródeł pisanych oraz informacji zawartych w Internecie. Zakres czasowy zbierania literatury trwał od maja 2013 do końca roku 2014, natomiast badań terenowych od marca 2014 do października 2015. Autorka odwołuje się do historii tych miejsc, własnych doświadczeń i opinii zebranych na podstawie badań ankietowych czy kwerendy internetowej. Sięga do Studium Uwarunkowań i Kierunków Zagospodarowania Przestrzennego całego miasta oraz planów zagospodarowania. Próbuje przewidzieć przyszłe kierunki rozwoju owych przestrzeni, wykorzystując do tego między innymi analizy planów rozwoju miasta.
