Opis:: The Supreme Audit Office carried out the audit of the implementation by selected local self-government units of the tasks related to shaping public landscape and space, especially in culture parks. In accordance with the current regulations, public space can be protected in several different ways. The instruments available here include providing spatial management plans, landscape laws and commercial charges, establishment of culture parks, protection of road areas and conservation supervision. In the opinion of the Supreme Audit Office the activities undertaken in the audited cities have had an impact on public space quality improvement. Still, the level of this impact varies. The most effective activities were undertaken in Kraków and Wrocław, while the least effective – in Radom and in Zakopane – with regard to the culture park of Kotlina Zakopiańska.

Opis:: Celem artykułu jest określenie funkcji narzędzi polityki przestrzennej oraz płaszczyzn, na których mogą być one stosowane. Analizą objęto w szczególności kluczowe narzędzia polityki przestrzennej – miejscowe plany zagospodarowania przestrzennego. Jako istotną ich funkcję określono ochronę ładu przestrzennego. Niezależnie od powyższego, narzędziom polityki przestrzennej można również przyporządkować funkcje ważne z innych perspektyw: ochrony środowiska, polityki socjalnej lub ochrony dziedzictwa kulturowego.
The aim of the article is to determine the functions of spatial policy instruments and to determine the aspects in which a spatial policy instrument could be used. Analyses pertain to especially local plans of spatial management. The most important function is the protection of spatial order. Besides, spatial policy instruments could have other functions, connected with the environment, social policy or antique protection.

Opis:: Tereny zielone w mieście pełnią ważne i różnorodne funkcje. W okresie powojennym powstała bogata literatura na ten temat, a przedstawione tam podstawy teoretyczne planowania terenów zielonych na obszarach miast pozostały w dużej części aktualne do dziś. Do czasu transformacji ustrojowej istniały przepisy normujące projektowanie zieleni na terenach mieszkaniowych. W ostatnich latach, zwłaszcza po wejściu Polski do Unii Europejskiej, problematyka ochrony środowiska nabrała o wiele większego znaczenia, co znalazło odzwierciedlenie w zmianach legislacyjnych. Przegląd obecnych przepisów pokazuje jednak, że problematyka kształtowania terenów zielonych w miastach, pomimo że związana jest ściśle z ochroną środowiska, nie doczekała się należytej uwagi. Wciąż brakuje przepisów instrumentalizujących hasła ochrony środowiska w planowaniu przestrzennym, w tym przepisów, które stanowiłyby podstawę prawną kształtowania terenów zielonych na obszarach zurbanizowanych i obszarach urbanizacji. Planowanie tych terenów opiera się głównie na woli gmin i wiedzy projektantów, jednak w obecnych warunkach oparcie to jest za słabe, dlatego konieczne są przepisy normujące projektowanie terenów zielonych, które to przepisy obowiązywałyby przy sporządzaniu aktów z zakresu planowania przestrzennego.
Urban green areas has important and various functions what is known for a long time. In a post-war period a lot of publications came out in this field and presented in the literaturę theoretical aspects remained actual to a large extent till now. Before transformation there existed rules regulating designing of green areas in housing parts of cities. During last few years, especially after Polands accession to the EU, issues of environmental protection became much morę significant what was reflected in legislative changes. However, overview of current regulations shows, that problems of creating urban green areas is often treated as not so important, though it is strictly connected with environmental protection. There are still no regulations referring to the adaptation of environmental protection idea into spatial planning, including regulations being a legal foundation for creating urban green areas. Planning of these areas is based mainly on local authorities’ will as well as on designers’ knowledge. However, in current conditions this support is too poor, therefore regulations are needed which would normalise the process of urban green areas designing and which would be in force while preparing documents in the field of spatial planning.

Opis:: Despite many novelties in participation: participatory budgeting, citizens jury, deliberatice poll etc. the engagement of different stakeholders’ groups in the decision making processes concerning detailed planning issues (local spatial management plans, water management plans, the preservation management plans of the Natura 2000 sites) is usually based on the organization of open discussion meetings. The study looks at the social consultations regarding acceptance of local spatial management plans managed by Poznań City Hall and consultations concerning the preparation of water management plans managed by Regional Water Management Board in Poznań. The comparative analysis served to exhibit similarities and differences between the processes in terms of legal conditions, the organization of meetings, the length and the scale of the process and the actors engaged.

Opis:: The article aims to compare the local tools of Ukrainian and Polish spatial policy. It includes legal solutions (with a particular emphasis on the basics of development restrictions) and problems related to their application diagnosed in the literature on the subject. Based on the analysis of the spatial management systems of both countries, the similarities and differences were determined, referring them to the international discussion and suggesting directions for further research (on the spatial management systems of Central and Eastern European countries). Ukraine and Poland were selected for analysis in terms of similarities (partially similar historical conditions, location) and differences (status of a European Union Member State, spatial planning traditions).
Artykuł ma na celu porównanie lokalnych narzędzi ukraińskiej i polskiej polityki przestrzennej. Obejmuje rozwiązania prawne (ze szczególnym uwzględnieniem podstaw ograniczeń rozwojowych) oraz problemy związane z ich stosowaniem zdiagnozowane w literaturze przedmiotu. Na podstawie analizy systemów zagospodarowania przestrzennego obu krajów określono podobieństwa i różnice, odnosząc je do dyskusji międzynarodowej i sugerując kierunki dalszych badań (o systemach zagospodarowania przestrzennego krajów Europy Środkowo-Wschodniej). Do analizy wybrano Ukrainę i Polskę pod względem podobieństw (częściowo podobne uwarunkowania historyczne, położenie) i różnic (status członka Unii Europejskiej, tradycje planowania przestrzennego).

Opis:: The article brought closer to the concept of the spatial order, drew attention to the relationship between the space harmony and the ordering of relationships arising from the functional, socio-economic, environmental, cultural and compositional - aesthetic conditions and requirements. There were described the selected research and evaluation methods of the spatial order. The many-sidedness of the spatial order hinders its measurableness. The presented methods capture the issue in a fragmentary way. Tool for shaping of the spatial order at the local level is the local land management plan. The article presents an analysis of the records of the spatial order in the selected local land management plans of community Siechnice. In conclusions there was drew attention to the under-utilization of regulatory possibilities of the local plans. The used records enable flexibility in shaping of the building development, they do not include the landscape values and the need to protect them, the determinations contained therein are too vague and restrictive. With these records the creation of the spatial order seems to be impossible.

Opis:: Manorial and grange complexes are characteristic elements of the rural cultural landscape; they constitute significant evidence of the farming tradition of a region. Unfortunately, nowadays these complexes have often become dilapidated, their legibility has been obliterated and there have been radical changes in the spatial context. The aim of this study was to determine whether manorial and grange complexes were given proper attention in the development and strategic plans worked out by communes. The commune of Tarnowo Podgórne, stretching along the western boundary of Poznań city, was selected as a case study and research area. An attempt is also made to recognise what protective provisions the local law makes for those complexes. The authors think that the quality of plans concerning the facilities under study is unsatisfactory. The Land Use Plan includes recommendations to protect nonexistent facilities and lists a complex located beyond the commune boundaries. Although the Plan emphasises the significance of manorial and grange complexes, there are no local spatial development plans for most of them. Some plans referring to the spatial structures under analysis are imprecise and incomplete, which results in ineffective protection.

Opis:: Zapewnienie ładu przestrzennego jest jednym z najważniejszych zadań gmin. Podstawowym instrumentem gospodarki przestrzennej, a zatem i zapewnienia ładu przestrzennego, jest planowanie przestrzenne. Szczególną rolę w tym zakresie odgrywają miejscowe plany zagospodarowania przestrzennego. Niestety proces ich uchwalania przebiega zbyt wolno, o czym świadczy niewielkie pokrycie powierzchni kraju planami miejscowymi (28,6%). Jedną z możliwych przyczyn niewielkiego zainteresowania gmin uchwaleniem miejscowych planów zagospodarowania przestrzennego jest nadmierne obciążenie budżetów gminnych wydatkami wywołanymi ich przyjmowaniem, przy stosunkowo niewielkich dochodach, które one generują. W opracowaniu przeanalizowano sytuację ekonomiczną, jaką wywołało uchwalenie miejscowych planów zagospodarowania przestrzennego w sektorze finansów gminnych (znaczny deficyt), a także wpływ poszczególnych wydatków i dochodów związanych z przyjęciem planów na tę sytuację. Szczegółowej ocenie poddano także cztery miejscowe plany zagospodarowania przestrzennego w Poznaniu, od uchwalenia których odstąpiono z przyczyn ekonomicznych. Brak instrumentów finansowych zapewniających równowagę ekonomiczną w procesie planowania przestrzennego jest jedną z przyczyn wstrzymywania prac planistycznych i tym samym, braku ładu przestrzennego w polskich gminach.
Ensuring spatial order is one of the most important tasks of communes. The basic instrument of spatial management, and hence also of ensuring spatial order, is physical planning. A special role in this field is played by local spatial development plans. Unfortunately, the process of their preparation is too slow, as evidenced by the low coverage of Poland by local plans (28.6%). One of the possible reasons of the little interest of communes in preparing local spatial development plans is the excessive burdening of their budgets with expenses involved in this task while the incomes they generate are relatively low. In the paper an analysis is made of the economic situation caused in the sector of commune finances by the passing of local spatial development plans (a considerable deficit), and the effect of individual expenses and incomes associated with the adoption of plans for this situation. A detailed assessment is also made of four local spatial development plans in Poznań abandoned for economic reasons. The lack of financial instruments ensuring an economic equilibrium in the physical planning process is one of the reasons of the cessation of planning work, and hence also of the absence of spatial order in the Polish communes.

Opis:: The paper discusses land property management within the areas of three metropolitan cities of Poland (Kraków, Poznań and Szczecin) in 2001-2008, utilization of urban space and changes in functional and spatial structure of land use. The goal of the paper was to discuss the condition and directions of changes in municipal land properties, the structure of their distribution, and management of municipal land stock in order to secure it for public investment projects and for social, transport and technical infrastructure projects, as well as possibilities of preparing land for metropolitan projects, as well as land offers for those investors whom the municipality wants to attract. Also, the main problems which impede the implementation of spatial policies in communes are shown here.

Opis:: Małe elektrownie wodne są obecne w systemie planowania przestrzennego w Polsce. Na szczeblu krajowym podkreślono dużą rolę planowania przestrzennego w rozwoju energetyki odnawialnej, w tym MEW. Wydaje się jednak, że na szczeblu regionalnym (wojewódzkim) postulat ten nie został zrealizowany. Podkreślano konieczność rozwoju małej energetyki wodnej jako OZE, ale nie wskazano negatywnych oddziaływania MEW na środowisko. Na szczeblu lokalnym wskazano instrumenty prawne lokalizacji MEW.
Small hydropower plants are present in the land use system planning in Poland. At the national level the important role of spatial planning in the development of renewable energy was highlighted, included small hydroplants. However, it seems that at the regional level this demand has not been realized. The necessity of developing small hydroplants as a renewable energy was highlighted, but negative environmental impact was not indicated. At local level legal instrument of small hydropower plants is specified.
