Opis:
The article concerns the state of political awareness of contemporary Russians. It must be noted that the vast majority of Russians are characterized by apathy with a very strong separation between the private and the state spheres. The state sphere is understood through stereotypes and myths shaped by the state-owned media and it is characterized by the emotional mentality and the besieged fortress syndrome, with an increasing level of alienation and a feeling of hostility towards all „others”. In the private sphere, there is a predominance of vegetative thinking and, in many areas (especially in the North Caucasus), of tribal or post-tribal mentality. Only a small minority is characterized by this type of thinking, that is characteristic of a totalitarian political gnosis. Such criteria of the existence of totalitarian political gnosis as an objective foe or an aspiration to save the world (or at least a part of it) are met only by a small portion of the Russian society.

Opis:
The article considers the main threats and challenges to the stable and effective development of the fiscal sphere in Ukraine and the reasons for their occurrence. The ways to overcome these problems are identified. It was noted that the development of the fiscal system in Ukraine since the independence has been accompanied by complex transformations associated with the corresponding steps in its organizational restructuring with changes in legal entities. Accordingly, since independence, the development of the fiscal sphere has undergone 6 stages, that affected the overall state of its development. It was shown that such a complex way of evolution of the fiscal service in Ukraine has left its mark on the complicating circumstances that accompanied its development, which is manifested in the still insurmountable challenges and impending threats that hinder the stable and effective development of this important institution in the system of public administration. The article identifies the challenges and threats that accompany the development of the fiscal sphere in modern Ukraine: the dogmatic nature of fiscal policy, its separation from the actual state of affairs in the economy; low economic development caused by its shadowing and high inflation, etc. The goal of the article is to identify threats and challenges in the implementation of effective domestic fiscal policy and to disclosure strategic ways of the fiscal sphere development in Ukraine for overcoming threats and challenges. It was demonstrated that in order to increase the level of efficient functioning of the fiscal sphere and ensure the fiscal security of Ukraine, first of all, a political will and a system of measures that prevent and counteract its threats and challenges are needed. Another important step towards increasing the capacity of the fiscal sphere is the adoption of a number of management decisions in the system of public administration regarding the fiscal sphere functioning. It is also necessary to carry out reforms in the law enforcement sphere, modernize law enforcement practices as well as to conduct the necessary intelligence activities for studying the current situation in its development, where threats are relevant.

In this article I will attempt to answer the question of why systemic solutions to (social) problems of Polish economic migrants fail to be instituted in Poland by means of social negotiations. Therefore, while emphasising the social dimension of Polish migration, I briefly present its specificity and point to some associated threats. Referring to the category labelled as social problem, I demonstrate the nature of obstacles which prevent a debate on Polish migration in the area of social negotiations from taking root on public ground in Poland. I also refer to the mechanisms of degradation of the public sphere as those which are preventing the development of systemic solutions to the problems of Polish migrant workers by means of social negotiations.

The modern linguistics is gaining a more and more anthropocentric markedness. This contributes, among others, to increased interest in language awareness. This paper is intended to provide both an overview and a systematisation. The threads it touches upon concern three issues. The author defines the very notion of language awareness, outlines the operating mechanisms of the mental base of speech, and identifies the subjects to whom language awareness may be attributed. Language awareness needs to be considered a separate mental structure being a fragment of the general human awareness. The structure has a dual nature. Some of its reserves are innate components, others are contents and dispositions obtained in the course of individual development. Both are responsible for language acquisition, coordinate language activities, and substantiate various judgments regarding speech as a portion of the collective life, i.e. a product of culture and a culture-building measure. The contents composing the broadly defined individual language awareness at the same time create the cognitive sphere, the pragmatic sphere, and the affective sphere. Obviously, specific language decisions are influenced by collective linguistic views. The speaker always gives in to supraindividual rules, which are an outcome of the states of collective consciousness.

The COVID-19 pandemic has had a profound impact on our living systems and on the economic and political organization of our country. The significant loss of human lives, the interruption of economic activities, the lockdown, to give just a few references, are undoubted threats to our well-being. The Italian context is of great interest to analyse the possible consequences of the COVID-19 pandemic with respect to women’s new daily life routines, not only because of the drastic measures adopted by the Government in the first emergency phase, but also because of the significant gender differences that characterise the country. In a more recent study (Chirivì & Moffa 2020) on women’s equality paths, we were able to highlight how the typically family-based Italian welfare system – the care of themost fragile people (children, elderly and disabled) is almost entirely entrusted to families – penalises women who bear the burden of looking after everyone. The spread of the pandemic has in fact laid bare the already existing gender inequalities, highlighting a dimension of women’s lives that is often hidden or overlooked, based on a persistent disparity in different areas of daily life, from everyday family life to work and social activities. This paper1 aims to explore two key issues: gender inequality and links between reproduction and production sphere, focusing on pre-existing inequalities and vulnerabilities in women’s life experiences.

W Polsce można zaobserwować wielokierunkowość procesów składających się na finansjalizację. Z jednej strony zachodzą procesy, które wskazują na odwrót od finansjalizacji lub na jej spowalnianie. Zaostrza się polityka regulacyjna wobec instytucji finansowych. Banki polskie ciągle uprawiają przede wszystkim tradycyjną działalność depozytowo-kredytową, a nie inwestycyjną. Rośnie przewaga emerytalnych ubezpieczeń repartycyjnych nad ubezpieczeniami kapitałowymi. Krajowy rynek pracy ulega transformacji od "rynku pracodawców" do cechującego się symetrią "rynku pracodawców i pracobiorców". Z drugiej strony w wielu rewirach finansjalizacja przyspiesza lub utrzymuje dotychczasową dynamikę wzrostu. Jest to między innymi: wzrost aktywów finansowych w relacji do PKB; wzrost transakcji bezgotówkowych niż transakcji gotówkowych; wzrost instrumentów dłużnych w finansowaniu przedsiębiorstw, jakkolwiek ten wzrost startuje z ciągle śladowej ich bazy; wzrost udziału aktywów i pasywów finansowych w bilansach gospodarstw domowych. Wielka nierównowaga pomiędzy sferą realną oraz sferą finansową, a więc jedno z kluczowych zjawisk finansjalizacji, nie dotknęła Polski. Nadal polski system finansowy opiera się przede wszystkim na bankach, a nie na rynkach finansowych. Dominacja finansów nad sferą realną, a w tym nad gospodarstwami domowymi i przedsiębiorstwami, w Polsce jest znacznie niższa, niż to ma miejsce w czołowych gospodarkach świata.
financialization has a multidirectional nature in Poland. On the one hand, there are processes that indicate a move away from financialization or that it is slowing down. Regulatory policy towards financial institutions is tightening. Polish banks are still mainly engaged in traditional deposit and credit activities, not investment activities. The domestic labor market is undergoing a transformation from the "employers' market" to a symmetrical "employers and employees market". On the other hand, in many areas, financialization accelerates or maintains the current growth dynamics. These include: an increase in financial assets in relation to GDP; an increase in non-cash transactions; an increase in debt instruments in financing enterprises, although this growth starts from their still trace base; increase in the share of financial assets in household balance sheets. The great imbalance between the real and financial spheres, and thus one of the key phenomena of financialization, did not affect Poland. Still, the Polish financial system is based primarily on banks, and not on financial markets. The dominance of finance over the real economy, including households and enterprises, in Poland is much lower than in the world's leading economies.
