Metrology is the science of measurement and its applications. Metrology comprises all theoretical and practical aspects of measurements, irrespective of the value of measurement uncertainty and the field of application. The fast development of the contemporary global economy based on innovative technologies poses new challenges to modern metrology. Economical progress requires reliable measurements and tests that are internationally accepted, so that they do not constitute a technical barrier to trade and industrial development. The prerequisite for reliability of measurements and tests is availability of the metrological infrastructure. One of the most important elements of that infrastructure are measurement standards of possibly highest accuracy. This paper presents measurement standards maintained in the Central Office of Measures and their role in the national metrological infrastructure. Because the Mutual Recognition Arrangement is a response to a growing need for an open, transparent and comprehensive scheme to give users reliable quantitative information on the comparability of national metrology services, its role is presented in this paper.

Opis:: In 2014 at the Silesian University of Technology (SUT) two calculable thermal AC voltage standards were developed. AC-DC differences of those standards were calculated from an appropriate mathematical model in 1 kHz – 1 MHz frequency range and determined experimentally in 10 Hz – 1 kHz frequency range. The correctness of determination of the AC-DC differences of the standards were verified by comparing them with a thermal converter calibrated in an external laboratory. That calibration confirmed the correctness of the determined AC-DC transfer differences. Lately, a comparison with a third laboratory has been performed. The paper presents results of these comparisons and a discovered inconsistency between the calculated AC-DC transfer differences of the SUT calculable thermal AC voltage standards and the AC-DC transfer difference of the AC voltage standard from the third laboratory.

Opis:: Ultrasound has become the primary diagnostic tool in traumatic, inflammatory and degenerative soft tissue conditions. It is also used to monitor the condition of joints, ligaments, cartilage and muscles. Its widespread availability as well as cases of unsatisfactory quality of equipment and the lack of appropriate training of ultrasound examiners are reasons why standards need to be set for equipment requirements, the scope of ultrasound assessment and examiner’s experience. The paper discusses ultrasound criteria that are common for many specialties as well as detailed criteria for the examined regions and structures along with their description. The aim of the paper is to harmonize the protocol for ultrasound examination in all ultrasound laboratories.
Badania ultrasonograficzne stały się podstawową metodą diagnostyczną w chorobach tkanek miękkich, zarówno pourazowych, jak i zapalnych czy zwyrodnieniowych. Służą do monitorowania stanu stawów, więzadeł, chrząstek czy mięśni. Ich powszechna dostępność oraz przypadki niezadowalającej jakości sprzętu i braku odpowiedniego wyszkolenia osób przeprowadzających badanie to powody, dla których istnieje konieczność określenia standardów dotyczących wymagań aparaturowych, zakresu badania oraz doświadczenia lekarzy wykonujących badanie. W opracowaniu omówiono ogólne kryteria badania ultrasonograficznego, wspólne dla wielu specjalności, a także kryteria szczegółowe, dotyczące badanych okolic i struktur, wraz z ich opisem. Celem pracy jest ujednolicenie protokołu badania we wszystkich pracowniach ultrasonograficznych. Opis:: Pursuant to Article 68(3) of the Constitution of the Republic of Poland, a pregnant woman is entitled to special care from the State. Therefore, it seems extremely important to indicate uniform, universally binding standards in order to improve the quality of services provided and to respect the fundamental rights due to women and their children in maternity care. Unfortunately, as the analysis and reports concerning the observance of patients’ rights during the perinatal period show, the current standards are not always properly implemented by medical institutions, and the legal guarantees of observance of perinatal care standards are not sufficient. The aim of the article is to discuss the legal regulations in force in the field of perinatal care, to indicate their subject and subject scope and to conduct a legal analysis of the proposal of new organisational standards of perinatal care, which are to enter into force as of 1 January 2019. The basis for the discussion is the presentation of the legal form of the existing standards of perinatal care. It is extremely important to answer the question whether the principles of medical knowledge should be enacted in the form of standards of medical procedure in the form of universally binding normative act, or whether they should constitute guidelines and recommendations that are legally non-binding. Perinatal care standards in the context of the duty of doctors and medical staff to apply current medical knowledge and to act with due diligence deserves additional attention. The article contains a detailed analysis of the proposal of new standards and presents de lege ferenda postulates, especially in the field of legal guarantees of observance of perinatal care standards in Poland.

A model of self-knowledge is proposed which summarizes and integrates a few distinctions concerning self-standards and related self-discrepancies. Four types of self-standards are distinguished (i.e. ideal, ought, undesired and forbidden selves) and a hierarchical organization of these standards is postulated. There is a basic contrast between positive and negative standards at the higher level of the hierarchy, whereas Higgins’ distinction between ideals and oughts is found at the lower level. Every self-standard is analyzed in terms of two types of self-discrepancies. Many previous studies explored discrepancies between self-standards and the actual self, i.e. the perceived actualization of standards. The present study proposed that discrepancies between self-standards and the can self are a second type of discrepancy that should be included in structural models of self-knowledge. The can self consists of self-beliefs referring to capabilities and potentials; thus, this additional type of discrepancy reflects the perceived attainability of standards. Consequently, the present study explored a set of eight self-discrepancies, i.e. both the perceived actualization and the attainability of four self-standards. In order to assess the intercorrelations among these eight self-discrepancies, participants (N=404) completed a newly developed online measure. CFA modeling confirmed the postulated two-level hierarchy of self-standards. The reasonability of including discrepancies between self-standards and the can self in the structural model of self-knowledge was also confirmed.

Dawne polskie regulacje, które dotychczas miały status norm obligatoryjnych, zostały uchylone. Europejska norma dla betonu, wspólnie z powiązanymi z nią dokumentami, uściśla znane dotąd pojęcia z zakresu techniki betonu, wprowadzając zarazem wiele innych definicji. Na nowo porządkuje i klasyfikuje zarówno parametry samego materiału, jego właściwości, jak i ekspozycję betonu związaną z oddziaływaniem środowiska. Dopuszcza zastępstwo części cementu (CEM I i CEM II/A) - ekwiwalentem popiołu lotnego lub pyłu krzemionkowego. Udostępnia wytwórcy nowoczesny warsztat kontroli produkcji i kontroli zgodności. A wszystko po to, by przyszły użytkownik budowanego obiektu miał gwarancję trwałości betonowej konstrukcji oraz innych, pożądanych właściwości. W artykule omówiono główne działy dokumentu PN-EN 206-1, które obejmują: systematykę betonu oraz środowisk jego aplikacji, zagadnienia doboru komponentów i zestawiania betonu, kryteria odnośnie specyfikacji, problematykę dostawy mieszanki betonowej oraz metodę oceny produkcji i jakości tworzywa.
Over one year ago in Poland the European Norm: PN-EN 206-1 was officially given priority in relation to previous national standards. Polish old regulation, which were hitherto obligatory, have been derogated. The European Standard for concrete, along with related documents specify so far known notions in the field of technics of concrete, also introducing many other definitions. The Standard arrange and classify both parameters of material itself, its properties and exposures of concrete related to environmental actions. It admits the substitution of part of cement (CEM I and CEM II/A) by fly ash and silica fume equivalent. The Standard in question render a modern workshop of the production control and conformity control accessible to producer. The objective of the European Norm is to guarantee durability of concrete construction and to ensure its other, desirable properties to investor or to user. Principal sections of the PN-EN 206-1 document have been discussed in this article. Those sections include: systematics of concrete and of its exposure applications, questions concerning selection of concrete components and of concrete composition, specification criteria, issue of delivery of fresh concrete and method of production evaluation and of material quality evaluation.

Opis:: Celem artykułu jest prezentacja standardów etycznych, jakimi kierują się w zarządzaniu zasobami ludzkimi kierownicy wyższego szczebla i przedsiębiorcy. Badania zostały zrealizowane w ramach projektu badawczego “Etyczne standardy przywództwa organizacyjnego polskich menedżerów i przedsiębiorców”, finansowanego ze środków na naukę w latach 2008–2010. Analizę wykonano na zbiorze 37 wywiadów z menedżerami wyższego szczebla i 28 wywiadów z przedsiębiorcami, którzy kierują przedsiębiorstwami w różnych rejonach Polski.
The aim of this article is to present the ethical standards followed by CEOs and entrepreneurs. The research was conducted as a part of the 'Moral Leadership Standards of Polish Managers and Entrepreneurs' grant (financed by the Ministry of Science and Higher Education over the years 2008-2010). The qualitative analysis was based on a sample of interviews with thirty-seven CEOs and twenty-eight entrepreneurs responsible for the management of medium- and large-sized companies located in different regions of Poland. Using NVIVO 8 software, the interviews were coded and analyzed. Ethical standards were reconstructed in terms of three HRM areas-transformational leadership, organizational communication, and team management. Intergroup differences between the standards were identified for CEOs and entrepreneurs. In the case of CEOs, the ideal of transformational leadership was much more firmly rooted and based on a sense of obligation to communicate moral values and ethical standards, as well as on the employee role-modeling of ethical conduct through visible adherence to ethics. Standards of ethical modes of communication were much more evident in the CEO group as compared with entrepreneurs, especially as far as the 'dialogic' way of communication is concerned.

Opis:: W artykule omówiono zagadnienie zastosowania żurawi przenośnych, stosowanych głównie do przemieszczania ładunków do innych potrzeb, zwłaszcza związanych z transportem ludzi. Obowiązujące w Unii Europejskiej prawo (w szczególności Dyrektywy Nowego Podejścia), nakłada na urządzenia techniczne wymóg spełnienia przez nie odpowiednich warunków w zakresie ochrony zdrowia i bezpieczeństwa. Do obrotu może być wprowadzona tylko taka maszyna, która nie stwarza zagrożeń lub poziom ryzyka przy jej wykorzystaniu jest znany i akceptowalny. Definiują go normy europejskie, zwane w tym przypadku normami zharmonizowanymi. Jeśli dane urządzenie może mieć różne zastosowania, musi spełniać wymagania różnych norm zharmonizowanych. Wymusza to często konieczność dokonywania w nich zmian konstrukcyjnych.
The article discusses the issue of the mobile cranes, used primarily for moving cargoes to other needs, especially related to transport people. The applicable law in the European Union (in particular the New Approach Directives), imposes a requirement on technical equipment to meet the relevant conditions for the protection of health and safety. Marketing authorization may be granted only to a machine which does not pose a threat or when risk levels during its use are known and acceptable. The levels are defined by European standards which, in this case, are called harmonized standards. If a device can have various applications, it must meet the requirements of various harmonized standards. This often forces the need to make structural changes to them.
