Opis:: The narrative Gradov town written by A. Platonov attracted attention of many researchers in Soviet and Post Soviet periods. The most interesting approaches to interpretation are revealed in this work: widening of “bureaucracy” and “red tape” meaning; a problem of revolutionary tasks substituted by bureaucrats’ victories; a way of traditions’ using. Some unsuccessful attempts of philological analysis of the narrative were mentioned.

Opis:: A multi-state approach to defining basic notions of the system safety analysis is proposed. A system safety function and a system risk function are defined. A basic safety structure of a multi-state series system of components with degrading safety states is defined. For this system the multi-state safety function is determined. The proposed approach is applied to the evaluation of a safety function, a risk function and other safety characteristics of a ship system composed of a number of subsystems having an essential influence on the ship safety. Further, a semi-Markov process for the considered system operation modelling is applied. The paper also offers a general approach to the solution of a practically important problem of linking the multi-state system safety model and its operation process model. Finally, the proposed general approach is applied to the preliminary evaluation of a safety function, a risk function and other safety characteristics of a ship system with varying in time its structure and safety characteristics of the subsystems it is composed of.

Opis:: In the paper, definitions and theoretical results on system operations process, multi-state system reliability, risk and availability modelling are illustrated by the example of their application to a bulk cargo transportation system operating in Gdynia Port Bulk Cargo Terminal. The bulk cargo transportation system is considered in varying in time operation conditions. The system reliability structure and its components reliability functions are changing in variable operation conditions. The system reliability structures are fixed with a high accuracy. Whereas, the input reliability characteristics of the bulk cargo transportation system components and the system operation process characteristics are not sufficiently exact because of the lack of statistical data. Anyway, the obtained evaluation may be a very useful example in simple and quick systems reliability characteristics evaluation, especially during the design and improving the transportation systems operating in ports.

Opis:: Sovereignty is now a key concept in geographic scholarship. However, sustained geographic investigation of sovereignty commenced only in the 1990s, after the collapse of the Cold War order. Early, important contributions to the interrogation of sovereignty were historical, providing rigor in understanding the dialectical relationship between space and politics in the development of the state system. By the close of the twentieth century, however, historical complementarity in important geographic tracts on sovereignty, conditioned by new geopolitics of post-communism, gave way to diverging prognostications among academic geographers on the contemporary and future nature and salience of state sovereignty.

Opis:: The study is focused on state defence management, in particular its political, strategic and legal-comparative aspects. The issue of managing the defence of the State has been presented from a systemic perspective as a separate system, being a part of a higher system and at the same time containing subordinate elements. Appropriate government documents of a conceptual nature and provisions in the common law on defence management were chosen as the subject for political-strategic and legislative legal analysis. The result of the analysis is a presentation of the key gaps and flaws in the legal solutions that may affect the functioning of the State defence management system in wartime1, in particular those related to the decision-making process of system components. In addition, an attempt was made to assess the implementation of security concepts adopted in Poland over the years, mainly in the field of managing national security and defence.

Opis:: The semi-markov model of the system operation process is proposed and its selected parameters are defined. There are found reliability and risk characteristics of the multi-state series- “m out of k ” system. Next, the joint model of the semi-markov system operation process and the considered multi-state system reliability and risk is constructed. The asymptotic approach to reliability and risk evaluation of this system in its operation process is proposed as well.

Opis:: A new approach is proposed for safety investigations of complex multistate systems. These systems have dependent components, called critical infrastructures, with variable operating conditions. The safety function of the critical infrastructure system is defined and determined for an exemplary “m out of l” critical infrastructure. Opis:: Basic concepts of the safety analysis of ageing multistate systems are introduced. The system components and the system multistate safety functions are defined. The mean values and variances of the multistate systems’ lifespans in the safety state subsets and the mean values of their lifespans in the particular safety states are defined. The multistate system risk function and the moment of exceeding the critical safety state are introduced. A series safety structure and a parallel-series safety structure of the multistate systems with ageing components are defined and their safety functions are determined. The multistate system safety models are applied to the prediction of safety characteristics of a maritime ferry.
