Opis:: The paper presents the need to develop a description of the importance of the technological systems reliability structure elements in terms of security of the system. Basic issues related to the exploration of weak links and important elements in the system as well as a proposal to develop the current approach to assessing the importance of the system components have been presented. Moreover, the differences between the unreliability of suitability and unreliability of safety have been pointed out.
W artykule przedstawiono konieczność rozwinięcia opisu ważności elementow w strukturze niezawodnościowej systemów technicznychw aspekcie bezpieczeństwa funkcjonowania systemu. Przedstawiono podstawowe zagadnienia związane z poszukiwaniem słabych ogniw i elementow ważnych w systemie. Przedstawiono propozycji rozwinięcia aktualnego podejścia do oceny ważności elementow systemu. Wskazano na różnicę pomiędzy zawodnością zdatności a zawodnością bezpieczeństwa.

Safety at stadiums. The importance of video monitoring in Poland.

Opis:: The aim of the present thesis is presentation of the functioning of video monitoring during mass events in Poland, especially during football matches. The thesis shows, how video monitoring functions in a Polish law system. The thesis presents how EURO 2012 has influenced and changed issues related to public safety. Moreover, the thesis intends to show how monitoring is perceived by people participating in mass events. The thesis includes results of the survey carried out by the author concerning video monitoring on Polish stadiums. The respondents asked were football fans attending the matches. The last part of the thesis includes a summary of the information gathered. It is also an attempt to evaluate the effectiveness of video monitoring. Additionally, it treats about its influence on the issue of safety during mass events.
Celem pracy jest przedstawienie działania monitoringu wizyjnego w czasie trwania imprez masowych, w szczególności meczów piłki nożnej, jego funkcjonowania w polskim systemie prawnym. W pracy ukazana jest historia zmian w jego użyciu oraz wpływ turnieju Euro 2012 na kwestie związane z bezpieczeństwem. Celem pracy jest także pokazanie jak postrzegany jest monitoring przez osoby uczestniczące w imprezach masowych. Praca zawiera przedstawienie wyników ankiety przeprowadzonej przez autora, dotyczącej monitoringu na polskich stadionach, w której respondentami byli kibice uczęszczający na mecze Ekstraklasy. Ostatnia część pracy zawiera podsumowanie zebranych informacji oraz próbę oceny funkcjonowania monitoringu a także jego wpływ na bezpieczeństwo podczas organizowanych imprez masowych.

Opis:: In this paper, an attempt has been made to present National Maritime Safety and Security Systems. Such systems have been established as a result of close cooperation of national maritime services and ships themselves. Such systems operate in national maritime areas of particular states, regardless of EU membership. The history of the development of above mentioned systems is much longer than the history of the International Maritime Safety and Security System. However, the organizational and functional structure of these systems has been scarcely presented in the shipping literature . Therefore, the main objective of this paper is to bring these issues closer to the public attention.
W artykule podjęto próbę przedstawienia Narodowych Systemów Bezpieczeństwa Morskiego i Ochrony Żeglugi. Systemy te są wynikiem skoordynowanego funkcjonowania służb morskich państw oraz załóg okrętów. Tego rodzaju systemy funkcjonują na obszarach morskich państw, bez względu na to, czy są one członkami Unii Europejskiej czy też nie. Wspomniane systemy mają nieporównanie dłuższą historię niż Międzynarodowy System Bezpieczeństwa Morskiego i Ochrony Żeglugi. Niemniej jednak historia ich rozwoju, a zwłaszcza struktura organizacyjno-funkcjonalna, nie znalazła prawie żadnego odzwierciedlenia w literaturze przedmiotu. Dlatego też głównym założeniem artykułu jest wyeliminowanie podstawowych zaniedbań w tym względzie.

The presented system of government in the state and basic constitutional principles contained in the constitution directly influence the position and competence of individual authorities in the sphere of security as well as state defense. These provided the basis for an analysis of the competences of the authorities in the field of safety management. The article presents the competences of the President of the Republic of Poland, and then attention was paid to the particularly important role of the Council of Ministers, characterizing the security system of the Republic of Poland.
