Opis:
The aim of this paper is to investigate the implications of the fourth industrial revolution for technological competitiveness, its definition and measurement methods. An empirical part is aimed at identifying comparative advantages of the European Union in digital technologies. Recently new approaches have appeared to measure digital competitiveness, however they use a broad definition of competitiveness that encompasses not only technological factors but also the macroeconomic and institutional environment (IMD, 2017; WEF, 2018). There is still a limited number of studies focused on the technological dimension of competitiveness in digital technologies. This paper fills the gap by developing a conceptual framework based on patent indicators, i.e. Patent Share and Revealed Technological Advantage indices. It allows a consistent analysis of the comparative advantages of the EU member states in digital technologies to be conducted. The results confirm a huge diversity within the EU in terms of digital technologies, their global impact and comparative advantages.

Opis:
The innovative activity of machine-building enterprises is the main guarantee of their sustainable and effective development, which makes it possible to compare technical and technological innovation in the production of products in different periods and between different enterprises in points. Quantitative numerical assessment of the innovative component of the enterprise is a prerequisite for developing a strategy for further effective production management. After all, in addition to financial performance indicators, technical innovations play a decisive role in the modern market environment, although little attention is paid to them. In the work, based on organizational and technical modeling and logical methods of exploratory evaluation, the author’s method of establishing a quantitative comparative level of innovative activity of a machine-building enterprise was built. The developed methodology for evaluating the innovative component of machine-building production is based on three basic criteria: mastering new machines, mastering technological processes, and the effectiveness of implementing design and technological solutions. The first two criteria take into account the nomenclature, novelty, the risk of introducing a new solution and the technical level of products. To determine these criteria, several levels of novelty of machines and technologies are proposed and the author’s understanding of their content is given. The third criterion, the effectiveness of implementation, is evaluated by indicators that take into account the intensity of adjustments at various stages of design. The result of the study is a method of comparative assessment of the level of innovative components of the development of machine-building production with a set of indicators that provide professionals with a tool for monitoring the processes of introducing new equipment and technologies into production and the subsequent formation of an effective innovative strategy for the development of a machine-building enterprise. The capability of the proposed methodology is presented in the given example of evaluating the innovative development (state) of an abstract machine-building enterprise.

Idea of technological progress based on two different types of research that generate radical and incremental innovations, became new approach in endogenous growth modeling. This approach seems to be useful in modeling relationships between technological progress, natural resources, environmental quality and economic growth. The purpose of this paper is to answer questions about relationships between long-term economic growth, technological progress and use of natural resources. The technological entrepreneurship is a multi-layered notion, including various aspects of functioning of enterprises. Amongst determinants of the technological entrepreneurship, peculiarly a technological potential, often incorrectly identified with technological portfolios, will matter greatly. The technological entrepreneurship is a necessary condition of the market success, particularly in case of small and medium enterprises for which acquiring the technology is a condition of surviving and the development.  
Przedsiębiorczość technologiczna jest pojęciem wielowątkowym, obejmującym różne aspekty funkcjonowania przedsiębiorstw. Wśród determinant przedsiębiorczości technologicznej, szczególnie istotną rolę odgrywa potencjał technologiczny, nieraz błędnie utożsamiany jedynie z jego portfelem technologicznym. Zdaniem autora, przedsiębiorczość technologiczna jest warunkiem koniecznym sukcesu rynkowego, szczególnie w przypadku małych i średnich przedsiębiorstw, dla których pozyskiwanie technologii jest warunkiem przetrwania i rozwoju.

The purpose of research: to determine the fundamental provisions and the basic concepts of forming cultural and creative content of technological education of the secondary school pupils, its effective component. Methods of research: a critical analysis of scientific sources and the results of practical experience; comparative historical method of similarity and differences between organizational types of culture; modeling of educational field "Technology" for the detection of internal and external relations; structural and genetic analysis and synthesis of the main elements of a modern organizational type of design and technological culture, which contribute to the development of school technological education system, determine the features of structure and design of its content; clarifying of terminological concepts of cultural approach to forming the content of technological education of secondary school pupils. Results. According to the modern requirements of quality content and the process of technology training, its effective component is not determined by the level of mastering a certain amount of alienated knowledge, technocratic skills, but the mastery level of pupils of cultural needed key, brunch and the subject of design and technological competence. High-quality technological education involves not only creating conditions for the formation of the competencies based on the updated content, methods and forms of education, but also the development of diagnostic assessment criterion level of this competence of pupils.

Development and popularization of new communication technologies generate new dimensions of opportunities and threats associated with learning and using technologies as well as with their sociocultural consequences. The article presents four dimensions of social perception of these threats and opportunities: creativity, representative potential, psychological attitude, privacy and control. They were distinguished on the basis of two research projects using qualitative research techniques. Particular attention was dedicated to generational usage of technology. In this way, the paper may be the basis for distinguishing the dimensions of technological competencies.

Technological ensuring the reliability of machine parts is realized by failing to reach the limited state of the elements of the technological system: machine – clamping device – metal-cutting tool-part. A method of optimization synthesis of parameters of technological processes of manufacturing machine parts has been developed. Testing the developed methodology, it was found that the metal cutting tool is Meanwhile, research has shown that metal cutting machine has the least influence on the formation of detailed quality-adjustable parameters from all the the weakest element of the technological system in terms of reliability and has the greatest impact on the quality of machined parts. elements of the process media "machine – clamping device – cutting tool". Finally, a concrete example is provided to demonstrate the effectiveness of the proposed method. The proposed technique has been successfully tested for the manufacturing process of the reduction-gear housing.

Models of accumulation show that capital goods have equal productivity and using them goods having similar quality can be produced. However, productivity increases together with technological change and the quality of goods gets higher. Capital accumulation influences technological change and technological change creates terms of new accumulation. Capital and the degree of its utilization have direct influence on technological capabilities of economy creating terms of faster economic development. The role of capital in different periods and economic approach evaluated but it was always a key factor of economic growth. Changes in the structure and character of capital directly decide about the efficiency of technological change reflected in the rate of profits and the level of savings, which influences the level of capital accumulation. High-level accumulation economies can pursue growth based on innovation, others have to find sources of capital gain. It is difficult because in a lot of countries a huge part of capital is wasted by inflation and public debt limiting sectors producing tangible goods. The use of innovation processes needs more widely capital resources. It may be accomplished through the reduction of constraints and the costs of raising and holding capital.
