Opis:: Fiber To The Home (FTTH) is the most ambitious among optical technologies applied in the access segment of telecommunications networks. The main issues of deploying FTTH are the device price and the installation cost. Whilst the costs of optical devices are gradually decreasing, the cost of optical cable installation remains challenging. In this paper, the problem of optimization that has practical application for FTTH networks is presented. Because the problem is Non-deterministic polynomial-time hard (NP-hard), an approximation algorithm to solve it is proposed. The author has developed the algorithm in a C# program in order to analyze its performance. The analysis confirms that the algorithm gains near-optimal results with acceptable time consumption. Therefore, the algorithm to be applied in a network design tool for FTTH network planning is proposed.

Opis:: The study of a graph theory model of certain telecommunications network problems lead to the concept of path-pairability, a variation of weak linkedness of graphs. A graph G is k-path-pairable if for any set of 2k distinct vertices, si, ti, 1 ≤ i ≤ k, there exist pairwise edge-disjoint si, ti-paths in G, for 1 ≤ i ≤ k. The path-pairability number is the largest k such that G is k-path-pairable. Cliques, stars, the Cartesian product of two cliques (of order at least three) are ‘fully pairable’; that is ⌊n/2⌋-pairable, where n is the order of the graph. Here we determine the path-pairability number of the Cartesian product of two stars.

Opis:: Fiber To The Home (FTTH) to najbardziej nowoczesna technologia wśród światłowodowych sieci dostępowych. Podstawowymi wyzwaniami w procesie budowy sieci FTTH są wysoka cena urządzeń i koszt instalacji kabli. Cena urządzeń optycznych wprawdzie stale się obniża, jednak położenie kabla optycznego nadal generuje bardzo duże koszty. W niniejszym artykule przedstawiono problem optymalizacji kosztów instalacji kabla optycznego. Jego rozwiązanie będzie miało praktyczne zastosowanie w projektowaniu sieci FTTH. Ponieważ prezentowany problem jest NP-trudny (Non-deterministic Polynomial-time hard), w celu jego rozwiązania posłużono się algorytmem aproksymacyjnym. Algorytm został zaimplementowany w celu analizy wydajności, która wykazała zadowalającą jakość wyników działania algorytmu z dopuszczalną czasochłonnością. W związku z tym autor proponuje zastosowanie algorytmu w narzędziach do projektowania sieci FTTH.

Opis:: Artykuł przedstawia główne zmiany wprowadzone do ustawy o wspieraniu rozwoju usług i sieci telekomunikacyjnych. Omówiono w nim zmiany zakresu przedmiotowego i podmiotowego ustawy. Przedstawiona została definicja infrastruktury technicznej – nowego pojęcia, jakim posługuje się ustawa. Opisano także zasady dostępu do infrastruktury technicznej oraz kwestie obowiązków informacyjnych ciążących na operatorach, a także uprawnienie przedsiębiorców telekomunikacyjnych do inspekcji infrastruktury technicznej. Uwzględniono nowe uregulowania dotyczące ochrony infrastruktury ze względów bezpieczeństwa, zdrowia, obronności i porządku publicznego. Zostały również omówione skrótowo przepisy dotyczące punktu informacyjnego do spraw telekomunikacji oraz koordynacji robót budowlanych.
The article presents the main changes to the law on supporting the development of broadband services and networks. Changes in the subject and object scope of the Act were described. Article presents the definition of the technical infrastructure – as a new concept in the law Discussed is the principle of access to technical infrastructure and issues of information obligations imposed on operators, and telecommunications company’s right to inspect the technical infrastructure. Separate paragraph is devoted to the protection of infrastructure because of safety, health, defense and public order. Briefly presented are provisions on the point of information for telecommunications. The article also presents the new rules on coordination of construction works.

Opis:: Przedmiotem artykułu jest omówienie zagadnienia kwalifikacji działalności przedsiębiorcy jako działalności telekomunikacyjnej w rozumieniu przepisów ustawy Prawo telekomunikacyjne. Pomimo prawnych definicji poszczególnych rodzajów działalności, określenie statusu szeregu usług świadczonych z wykorzystaniem sieci telekomunikacyjnych nastręcza istotnych problemów praktycznych. Niesie to za sobą ryzyka dla przedsiębiorców związane z brakiem uzyskania stosownych uprawnień do prowadzenia działalności telekomunikacyjnej, pomimo istnienia takiego obowiązku, lub z uzyskaniem wpisu do rejestru przedsiębiorców telekomunikacyjnych dla działalności, która nie stanowi działalności telekomunikacyjnej. Pojawiające się nowe rodzaje działalności oraz rozwój nowych technik komunikacji jedynie pogłębiają powyższy problem. Częściowego wyjaśnienia oraz dodatkowych wskazówek w zakresie wykładni prawnych definicji poszczególnych rodzajów działalności telekomunikacyjnej dostarcza orzecznictwo Trybunału Sprawiedliwości Unii Europejskiej. W wielu przypadkach to przedsiębiorca jednak musi podjąć stosowną decyzję dotyczącą zgłoszenia swojej działalności do rejestru przedsiębiorców telekomunikacyjnych. Wprowadzenie nowych kategorii usług łączności elektronicznej w przepisach Europejskiego Kodeksu Łączności Elektronicznej, przy pozostawieniu dotychczasowych niejasności definicyjnych, nie tylko nie eliminuje powyższego problemu, ale może go nasilić. Celem artykułu jest próba wyjaśnienia wątpliwości interpretacyjnych, co pozwoli nakreślić linię demarkacyjną pomiędzy regulowaną działalnością wymagającą dokonania wpisu do rejestru przedsiębiorców telekomunikacyjnych a działalnością pozostającą poza zakresem przepisów ustawy Prawo telekomunikacyjne. W pracy zastosowano metodę dogmatycznoprawną przy analizie piśmiennictwa i orzecznictwa krajowego, a pomocniczo również orzecznictwa sądów unijnych.
The article aims to present the issue concerning the classification of entrepreneurs’ activities consisting in a telecommunications activity within the meaning of the provisions of the Act of 16 July 2004: Telecommunications Law. Despite the legal definitions of specific types of activities, determining the legal status of many services provided with the use of telecommunications networks poses significant practical problems and, consequently, increases risks for entrepreneurs as they lack the appropriate authorisation to conduct telecommunications activities required by regulations or obtain entry into the register of telecommunications entrepreneurs for an activity that is not telecommunications. The emergence of new activities and the development of new communication techniques only increase the above-mentioned problem. Partial explanation and additional guidance on the interpretation of legal definitions of specific types of telecommunications activities are provided by case law of the Court of Justice of the European Union. However, in many cases, it is an entrepreneur who eventually has to make the appropriate decision regarding notification of his activity to the registry of telecommunications entrepreneurs. New categories of electronic communications services introduced by the regulations on the European Electronic Communications Code do not solve the problem and even increase it due to definition-related ambiguities left unresolved. The article makes an attempt to clarify interpretative doubts in order to allow defining a demarcation line between regulated activities requiring entry into the register of telecommunications entrepreneurs and activities remaining outside the scope of the provisions of the Telecommunications Law.

Opis:: This paper presents an attempt to use an artificial neural network to investigate the churn phenomenon among the customers of a telecommunications operator. An attempt was made to create a data model based on the customer lifetime value (CLV) rather than on activity alone. A multilayered artificial neural network was used for the experiments. The results yielded a 99% successful identification rate for customers in no danger of leaving, while only 57% of those identified as in danger of leaving actually did so and stopped using the company's services.
W pracy przedstawiono próbę wykorzystania sztucznej sieci neuronowej do badania zjawiska churn wśród klientów operatora telekomunikacyjnego. Podjęto próbę stworzenia modelu danych opartego o całkowitą wartość klienta (CLV), a nie tylko jego aktywność. Do przeprowadzenia eksperymentów wykorzystana została wielowarstwowa sztuczna sieć neuronowa. Uzyskano 99% skuteczność identyfikowania klientów nie zagrożonych odejściem, natomiast tylko 57% klientów wskazanych jako zagrożonych odejściem w rzeczywistości zaprzestało korzystania z usług firmy.

Opis:: The decisions involved in rural settings are of complex nature, with some aspects compounded by the presence of intangible criteria. Hence, a suitable approach is needed that can produce effective solutions. This paper describes the applicability of a multicriteria decision-making method, specifically the analytic network process (ANP), to model the selection of an appropriate telecommunications infrastructure technology, capable of deploying e-services in rural areas of developing countries. It aims to raise awareness among telecommunication planners about the availability of ANP, and to demonstrate its suitability to enhance the selection process. The proposed model is constructed based on concerned experts' views of relevant selection criteria and potential technology alternatives. Its network structure caters for all possible dependencies and interactions among criteria and alternatives.

This publication provides an overview of the problem regarding the fraudulent use of fiber optic telecommunications infrastructure for the purpose of reducing costs in the telecommunications business of the perpetrator. In the article, apart from the market environment of the illegal activity, the author presents the technical possibilities of the illegal activity and its identification. The publication addressed the responsibility of the perpetrator for the acts listed above. The legal acts that may be broken and the path of claims for damages in the case of revealing the illegal use of fiber optic network as an act of unfair competition that would undermine the interests of the entrepreneur are indicated.
Niniejsza publikacja prezentuje mało rozpoznany problem, jakim jest bezprawne wykorzystywanie światłowodowej infrastruktury telekomunikacyjnej sprawcy. Poza otoczeniem rynkowym czynu, autor przedstawia techniczne możliwości wystąpienia identyfikacji procederu. Opis:: This paper contains an investigation of an open queueing network with positive and negative messages that can be used to model the behavior of viruses in information and telecommunication systems and networks. The purpose of research is investigation of such a network at the transient behavior. We consider the case when the intensity of the incoming flow of positive and negative messages and service intensity of messages do not depend on time. It is assumed that all queueing systems of network are one-line. We obtained a system difference-differential equations for the state probabilities of the network. To find the state probabilities of the network in the transitional behavior applied a methodology based on the use of the apparatus of multidimensional generating functions. We obtained an expression for generating function. An example is calculated.
