Opis:: Hereby paper is dedicated to the issue of Brexit in the context of liberal theory of international relations, mainly by adoption of the qualitative method of textual examination of selected works, devoted to the abovementioned paradigm. The hypothesis of this article is a statement that liberal approach has a limited applicability to description of community disintegration mechanisms, including Brexit as their unquestionable syndrome. Existing theories of European integration, of which liberalism is one of the most influential theoretical schemes, reveal several malfunctions in exploration of Union’s decomposition processes, however, on the other hand, some of their specific components still remain valid. The above issue exposes a demand for investigating new tools and researching methods to scrutinize current trends in the European Union that would allow to review the present state of this organization in a more adequate manner.

Opis:: This article aims to present an evolution of the liberal model of world politics along with the potential consequences of this change at the level of the European integration project, taking into account the tools of the school of law and economics. The work elucidates basic elements of the idea of liberal democracy, both in internal (legal and economic system) and external dimensions (attitude to supranational organisations). The liberal order described in the text is confronted with critical statements delivered by creators of the concept of illiberal democracy, according to whom crisis of the paradigm of law and international economy can be currently observed. The recession of the liberal model of global politics is manifested in the tendency to modify the constitutional framework of particular countries and the decomposition of integration processes that have been anchoring liberal order in a united Europe so far. According to the author, the above phenomenon may initiate a split in the Western world, leading to the breakdown of its political unity and the beginning of the era of uncertainty, as a prelude to the emergence of a new order on the Old Continent, the framework of which is not yet known.
Celem tego artykułu jest przedstawienie ewolucji liberalnego modelu polityki światowej wraz z potencjalnymi następstwami prezentowanej zmiany na płaszczyźnie projektu integracji europejskiej, z uwzględnieniem narzędzi ekonomicznej analizy prawa. W pracy ukazano zasadnicze elementy idei demokracji liberalnej, zarówno w aspekcie wewnętrznym (ustrój prawno-gospodarczy), jak i w wymiarze międzynarodowym (stosunek do organizacji supranarodowych). Opisany w tekście ład liberalny został skonfrontowany z krytycznymi wypowiedziami twórców koncepcji demokracji nieliberalnej, zdaniem których aktualnie można zaobserwować kryzys ww. paradygmatu prawa i gospodarki międzynarodowej. Dekoniunktura liberalnego modelu polityki globalnej przejawia się w tendencji do metamorfozy form ustrojowych niektórych państw, a także dekompozycji procesów integracyjnych, które dotychczas zakotwiczały liberalny porządek zjednoczonej Europy. Zda niem autora, powyższe zjawisko może zainicjować rozłam w świecie Zachodu, prowadząc do osłabienia jego politycznej jedności i zapoczątkowania ery niepewności, jako preludium do powstania nowego ładu na Starym Kontynencie, którego ramy nie są jeszcze znane.

Opis:: The article deals with the common currency as one of the biggest challenges currently facing the European Union. Arising from the financial crisis 2008–2009 and deepened by Brexit, they ought to be interpreted and analyzed as the most important impulse to further integration, especially within the sphere of fiscal policy on supranational level. The author claims that for those EU member states which do not participate in the monetary union it is the optimal moment for the decision to join and initiate the relevant procedures. Without any decisions so called multi- or two speed Europe is to be considered as a political fact. For Poland such a scenario creates costly and uncertain position which could inhibit its activities in the common Europe.

Opis:: The purpose of this article is synthetic analysis of the theories concerning the Security and Defence Policy of the European Union. Author analyses neorealist and neofunctionalist theories and marginally takes into account theory of liberal intergovernmentalism and new institutionalism theory. Neorealists argued that in order to understand CSDP, one should look at the changing nature of the balance of power and the way in which member states sought profits coming from the negotiation process, which took place between European Union and NATO. Liberal intergovernmetalists, including Andrew Moravcsik, assumed that CSDP is a factor created and driven by the domestic policy of member states, although both NATO and EU institutions influenced this process. Neofunctionalists’ hypothesis assumed that CSDP is a result of the spill-over effect – consequence of the economic integration. They demonstrated, through economic analysis, the impact of economic and monetary union on the process of development of the European security and defence policy. In neoinstitutionalist theory, the emergence of the CSDP is explained by highlighting the impact of international institutions in the foreign policy of the EU and NATO member states. Above hypotheses have the objective of finding the causes of the CSDP’s emergence, but are also an attempt to answer the question what is the CSDP. Exitisting theories do not adress the whole issue comprehensively, because they are missing implication of links between supranational, transnational and intergovernmental dimension of CSDP, indicating only the conceptualization of evolution and the role of the various bodies at different levels, particularly in the theories of neoliberalism, neoinstitutionalism and intergovernmental liberalism.

Opis:: Artykuł podejmuje problematykę wybranych źródeł kryzysu procesu integracji europejskiej oraz potencjalnych następstw załamania się tendencji zjednoczeniowych w Europie. Ukazano w nim przyczyny kontestowania projektów pogłębiania współpracy w ramach supranarodowej wspólnoty, ze szczególnym uwzględnieniem problemów dotykających rozmaite obszary procesu zjednoczeniowego. Omówione zostały konsekwencje podważania zaufania do liberalnego paradygmatu polityki światowej, jak również przyczyny imitowania i powierzchownego naśladowania zjawiska europeizacji, prowadzącego do odtwarzania dawnych podziałów centro-peryferyjnych. Przedstawiono też następstwa problematyki deficytu demokratycznego w kontekście załamania się legitymizacji prezentowanego reżimu integracyjnego. W pracy znalazły się również uwagi na temat ewentualnych konsekwencji tendencji dekompozycyjnych na płaszczyźnie uprawnień człowieczych, a także wpływu dezintegracji na poczucie bezpieczeństwa w Europie. Zdaniem autora powyższe zjawiska mogą oznaczać początek rozłamu w świecie Zachodu, prowadzący do rozbicia jego politycznej jedności, a zarazem nastania epoki lęku oraz niepewności jako preludium do objawienia się nowego ładu na kontynencie.
This article outlines selected causes of the European integration crisis and the potential consequences of the collapse of unification tendencies in Europe. It elucidates the reasons for the contestation of projects that aim to deepen cooperation within the European Union. The consequences of the declining confidence in the liberal paradigm of world politics are discussed, as well as the reasons for the superficial imitation of processes of Europeanization that lead to the reconstruction of the former centre-peripheral divisions. The relationship between democratic deficit within Europe and the decline of the integration regime’s legitimacy are also discussed. The article comments on the possible effects of disintegration tendencies in the area of civil rights, as well as the impact of disintegration on the sense of security in Europe. According to the author, the above phenomena may initiate a split in the Western world and rupture its political unity. This in turn could lead to an era of fear and uncertainty, prior to the creation of a new order on the continent.

Opis:: The study of external perceptions provides insights into how the European Union (EU) is actually judged as an international actor, helps shape the EU’s identity and roles, and shows how outsiders’ expectations and perceptions impact upon the EU’s foreign policy performance. This article examines how the European Union is perceived by India – one of the ten strategic partners of the European Union. It examines India’s attitudes towards the European integration movement, Jawaharlal Nehru’s perceptions of the European Community and the changed perceptions of Europe in India’s foreign policy in the post-Cold War era. It discusses the perceptions of the Indian political, business and media elites of the European Union as an international actor. In conclusion, it discusses what needs to be done to overcome the perceptional differences.

Opis:: The main aim of this paper is the analysis of the opinions of the Polish society on the European integration process and introduction of the euro currency in Poland. The research problem seems to be very interesting due to the fact that before and few years after the Polish accession to the EU, people’s attitudes towards integration and European currency were very enthusiastic. The opinions of Polish electorate had radically changed by the end of 2008, when the Poles began to feel the negative results of the economic slowdown caused by the global financial crisis. The analysis was made in the context of party preferences in Poland and the data cover three periods: December 2004, December 2008 and the last quarter of 2012.

The Holy See towards the European Integration

Opis:: Celem niniejszej pracy było zaprezentowanie postawy Kościoła katolickiego wobec procesów integracyjnych w Europie, a także przedstawienie konkretnych przejawów zaangażowania i obecności Stolicy Apostolskiej w strukturach europejskich.Praca podzielona została na trzy części. Pierwsza z nich dotyczy relacji pomiędzy Stolicą Apostolską a państwem w kontekście historycznym. Punktem wyjścia stała się tu Wielka Rewolucja Francuska, która przyczyniła się do ukształtowania utrzymującej się przez wiele lat negatywnej postawy Kościoła katolickiego wobec ustroju demokratycznego. Następnie scharakteryzowany został długotrwały proces stopniowego otwierania się Kościoła na demokrację, narodzin tolerancji religijnej i przechodzenia od państwa narodowego w kierunku integracji europejskiej. Zaprezentowano koncepcje integracyjne pierwszych papieży okresu powojennego, ze szczególnym uwzględnieniem pontyfikatu papieża Piusa XII, jako jednego z najgorliwszych zwolenników jedności europejskiej wśród ówczesnego duchowieństwa, a jednocześnie aktywnego dyplomaty w tejże dziedzinie.Druga część pracy w całości dotyczy wizji zjednoczonej Europy w myśli społeczno – politycznej Jana Pawła II. Podkreślona została istota papieskiej definicji narodu, kultury, solidarności i tożsamości europejskiej – pojęć stanowiących swoisty fundament nauczania Ojca Świętego na temat jedności Starego Kontynentu. Szczególny akcent położony został również na papieskiej wizji dwóch płuc Europy oraz roli, jaką według Jana Pawła II ma pełnić Polska na europejskiej arenie politycznej. Ostatnia część pracy dotyczy wszelkich form dzisiejszej obecności i zaangażowania Stolicy Świętej w proces integracji europejskiej. Scharakteryzowany został status prawnomiędzynarodowy StolicyApostolskiej oraz Watykanu, przedstawiono również rozmaite przejawy instytucjonalnej obecności Stolicy Apostolskiej w procesie integracji oraz formy komunikowania się Kościoła ze strukturami Europy. Jako przykłady owych przejawów wymienione i scharakteryzowane zostały m. in. działalność Rady Konferencji Episkopatów Europy oraz Komisji Episkopatów Wspólnoty Europejskiej.
The work presents the attitude of The Catholic Church towards the European integration. It also concerns the various forms of the Holy See's presence and its involvement in the European political arena.The work consists of three parts. The first one focuses on the relationship between the Catholic Church and a democratic state in a historical context. The second one refers to the vision of the United Europe according to the theory of John Paul II. The last part concerns the current forms of the Holy See's involvement in the process of the European integration.

Opis:: The work is an attempt to present the process of European integration since the creation of the European Union, to try to lay the foundation for the creation of one big European country that was to give the community the European Constitution.Aim of this study is to present the process of European integration, through the decisions of policy and ideas leading to the unification of Europe. It describes the event leading to the formation of the European Union as well as the geopolitical changes that have occurred in Europe since 1989. Both of these factors made it possible to take action in the direction of unification Europe. It also contains a description of the internal changes and reforms aimed at preparing the Community to expand the countries of Central and Eastern Europe.Last element of the work is described in the draft European Constitution, which was intended to reflect the desire of the Community to create a single, powerful body of the state, on the basis of federation of nations, which would bring into force of the idea of Europe-European Homelands Without Borders.
Praca stanowi próbę przedstawienie procesu integracji europejskiej w okresie od powstania Unii Europejskiej, aż do momentu próby stworzenie podstaw dla możliwości powstania jednego , wielkiego państwa europejskiego, które miała wspólnocie dać Konstytucja Europejska.Celem pracy jest przybliżenie procesu integracji europejskiej, poprzez przedstawienie decyzji, posunięć politycznych oraz idei prowadzących do zjednoczenia Europy. Opisuje ona wydarzanie prowadzące do powstania Unii Europejskiej jak również zmiany geopolityczne jakie zaszły w Europie po 1989 roku. Oba te czynniki umożliwiły podjęcie działań w kierunku zjednoczenia Europy. Państwa Unii Europejskiej nie tylko udzieliły pomocy ekonomicznej krajom dawnego bloku wschodniego, ale przede wszystkim widziały w nich partnerów, których trzeba wspierać na drodze przemian, by potem móc budować nasz wspólny dom europejski. Zawiera także opis przemian wewnętrznych i reform mających na celu przygotowanie Wspólnoty do rozszerzenia o państwa Europy Środkowo- Wschodniej. Ostatnie elementem opisanym w pracy jest projekt Konstytucji Europejskiej, który miał odzwierciedlać pragnienia państw Wspólnoty do stworzenia jednego, silnego organizmu państwowego, na zasadach federacji narodów, który urzeczywistniłby ideę Europy Ojczyzn-Europy bez Granic.
