Opis:: Terrestrial laser scanning is a technology that enables to obtain three-dimensional data - an accurate representation of reality. During scanning not only desired objects are measured, but also a lot of additional elements. Therefore, unnecessary data is being removed, what has an impact on efficiency of point cloud processing. It can happen while single point clouds are displayed - user decides what he wants to deleted and does it manually, or by using tools provided in dedicated for point cloud processing softwares. In Leica Geosystems Cyclone - software used here in tests, user can apply tools e.g. for merging or unification of point clouds. Both of them change the separate points clouds into one points cloud, however unification can be executed with reduction - low, medium, high, highest or no reduction at all. It should be noted, that the modeled objects may have complex structure and unification with selected type of reduction can have a very big impact on the result of modeling. In such situation it is desirable to apply different types of reduction. In this article authors propose to apply an optimization algorithm on unified point clouds. Unification conducted by means of Cyclone Leica Geosystems (v.7.3.3) enables to merge point clouds and reduced the number of points. The point elimination is determined mainly by spacing between points. It may leads to loose of important points - representing some essential elements of scanned objects or area. Applying optimization algorithm, especially for complex objects, may help to reduce the number of points without losing the information necessary for proper modeling.

Opis:: The present article is devoted to the subject of works on the codification and unification of law in Poland during World War II. It discusses the situation of Roman law as a scientific discipline and an academic subject in Poland after the end of World War II, which was largely due to the social and political changes that took place in our country at that time. Soviet law, which was a model for socialist civil law, negated the distinction between what was public and what was private, which was characteristic of Roman law. Negating the fundamental principles of the former private law was something unprecedented in the entire history of law. In fact, from mid-1918 Soviet civil law became public law. The process of unification, although complex and requiring the involvement of state authorities and the intellectual effort of lawyers, was a necessity. The process of unification of civil law resulted in the invalidation of almost all district civil law provisions.

Opis:: We analyze the correlation between the European integration and incorporating Germany into the process of European cooperation. We point out that the European integration after WWII was determined by the creation of the European Coal and Steel Community in the year 1951. This Community made it possible to control the steel industry of the Member States (among them Germany) within the framework of the common market. It was aimed at stable and harmonized development, as well as at preventing an uncontrolled growth of military-industrial complex, increasing the production for the army and decreasing the probability of the outbreak of the next war. Then - after the deepening of cooperation (taking her new areas) – the European Communities (EC) were created. They are still institutional foundations of the EU. One of the main reasons of the EC creation was the willingness to ensure lasting peace in Europe and to create „security community” through a.o. incorporation of Germany into the group of cooperating states. In this paper, we analyze the security system components created (e.g.) by the EC/EU, as well as the origin and changes of their characteristics. We compare the process of German unification (and more general: of defining the German unity, and broader: unity of the German speaking territory) after WWI and WWII. The analysis of similarities and differences leads us to the present stage of the European integration, when the unification of two German states was accomplished for the price of German acceptance of deepening of the integration and the creation of the European monetary union. We analyze various consequences of unification of Germany and the creation of the euro zone. In our opinion, they go far beyond the economic or political ones, and are connected with the EU Eastern enlargement.

Opis:: The article discusses some legal and socio-territorial problems of reforming local government and the territorial organization of power in Ukraine, especially in the context of the formation of self-governing territorial communities. The need to make appropriate amendments to the Constitution of Ukraine regarding the planned reform, and to adopt the new Law On Local Self-Government, is emphasized. The article describes the criteria for the competencies of territorial communities while focusing on their compliance with future plans for the formation of the territories of communities. The number of united communities by region of Ukraine from 2015 to March 2018, their respective areas, and the number of inhabitants are analyzed. A general rating of the regions of Ukraine regarding the process of the formation of united communities is derived. The level of coverage by united communities of the territory of the districts of Ukraine is analyzed. The author of the article concludes that the process of forming self-governing territorial communities should be approached comprehensively and a number of measures are proposed to solve these problems.

Opis:: The 20th century was tragic for Protestantism on the Polish terri-tory.After restauration of Poland’s sovereignty in 1918, Evangelical community amounted to around 900 thousand people, the majority of them were followers of German nationality.Five different Churches of the Lutheran and Prussian Union confession as well as Moravian Congregation (Hernhuts) existed in the Second Republic of Poland.These Churches weremainly of a local nature and their union seemed to be a distant goal.World War II almost led to the destruction of the Polish Protestantism.The Nazi terror, communist repressions and reluctant attitude of a part of the Polish society, identifying Evangelicals exclusively with German element, questioned the future of Protestantism in Poland.After World War II parishes of the Prussian Union, Old Lutheran, Evangelical-Augsburg and Helvetian Churches practically ceased to exist.However, the Evangelical-Augsburg Church did survive and under the Act of the Parliament of 4 July 1947 all other parish communities were included into its structure, unfortunately after they had been illegally deprived of their property.In fact, in 1947 the Evangelical-Augsburg Church became the all-national Church and the only successor of all Lutheran and Union Churches on the Polish territory.

Opis:: The article attempts to identify the connection between the Protestant Refor-mation and bureaucratization of life in German city-States. According to the author, the development of school education served as a direct impetus for the linguistic unification and bureaucratization of the German society. The open-ing of schools and their work on certain school programs solved the problems of religious education and the spread of a special (Lutheran) version of Christi-anity. A special role in this process was played by the German language, which had already reached a certain level of unification by the beginning of the XVI century, but “picked up” by Luther and put him in the service of Christian sal-vation through faith and the Divine message. The consolidation of school and religious rules is reflected in the Church statutes.

Opis:: The priest’s permanent spiritual formation is supposed to lead him to a mystic unification. That is why the article ascertains that the mystic unifica-tion achieved by the presbyter is a source of his sainthood and his pastoral love, and betrothed love for the Church. It signifies the presbyter’s sainthood pro-cess, consisting in the development of supernatural virtues and gifts of the Holy Spirit. It also represents the undertaking of the spiritual struggle against the flaws, effects of the original sin. At the same time, an active and passive cleansing occurs in the process. The whole process has to mirror Jesus’ atti-tudes and deeds as Servant, follow his example in the attitude, development of love, and humble service towards every human being. Thus, the priest’s per-manent formation is a source and driving force of pastoral service. It should be noted that the process of the priest’s mystic sainthood is not presented in semi-naries, instead an ascetic model is propagated.
