Opis:
Taxation on businesses, which makes up two thirds of local authorities' revenues, urges them to widen the range of their economic interventions. The communauté d'agglomération Plaine Commune is one of the most dynamic in the Parisian metropolis and has had considerable expertise at their disposal for 10 years. In order to ensure their economic influence, they now endeavour to stimulate and even structure some economic industries. Unfortunately, a local tax reform in progress may well jeopardise the pattern of development which is presented in this article.

Cities and urban areas have played greater and greater role in EU development process, and urban dimension is present in almost all European and Polish strategic documents. They establish development goals that cities should achieve and indicate problems they should focus on. Opis:
The paper focuses on the two fields of public practices and academic reflections: the right to the city and co-production. The right to the city promises a participatory democracy, but actually urban movements enhance a representative democracy. Co-production, as a formula of planning and delivering public services/policies which assumes active contribution of citizens, including towns ’ inhabitants, offers real opportunities to fulfill this promise. It is because co-production reconciles an institutional logic of a representative democracy and direct citizens’ involvement that is specific to participatory democracy.

Aims, Rules and Instruments of the Urban Policy of Małopolskie Voivodeship. The paper provides a contribution to the debate on the model of regional urban policy in Poland. The authors present aims, rules and major instruments of urban policy proposed for the self-government of the Małopolskie Voivodeship. They are a result of broader studies on urban development in the Małopolskie Region and its determinants carried out by the team of researchers of the Jagiellonian University and the Cracow University of Economics in 2012-2013. The authors argue that regional urban policy should focus on urban functional areas rather than on towns and cities only and should put strong emphasis on the facilitating of co-operation of various public and private stakeholders within the region.

Opis:
The article presents an analysis of the urban policy being implemented in the Mazovian Region. The actions addressed to urban areas are analyzed retrospectively and prospectively in the context of the key Mazovian strategic and implementation documents. There follows a characteristic of the mechanisms and solutions of particular importance to the future of urban policy in Mazovia. Finally, recommendations concerning the development of the Mazovian Region are presented, with special focus on the development of urban areas. The recommendations are based on the analyses and studies conducted within the Development Trends of Mazovia project.

W nowej perspektywie finansowej na lata 2014-2020, zgodnie z propozycją Komisji Europejskiej, na zintegrowane działania miejskie kraje członkowskie UE będą musiały przeznaczyć znaczną część krajowej alokacji Europejskiego Funduszu Rozwoju Regionalnego, a także przygotować specjalne rozwiązania implementacyjne włączające organy poziomu lokalnego. Wychodząc naprzeciw tym oczekiwaniom Ministerstwo Rozwoju Regionalnego opracowało projekt dokumentu pt. Założenia Krajowej Polityki Miejskiej do roku 2020 (ZKPM), który pozwoli w sposób kompleksowy regulować sprawy związane z rozwojem miast, jak również dostosować się do wyzwań nowej Polityki Spójności. Celem artykułu jest prezentacja głównych założeń polityki miejskiej zapisanych w ZKPM, których perspektywa nawiązywać będzie do nowej polityki spójności Unii Europejskiej na lata 2014-2020.
In approaching the new financial perspective for 2014-2020, according to the proposition of European Commission, for integrated urban operations EU members will have to devote a significant part of the national allocation of European Regional Development Fund. They will also have to prepare a special implementing solution to inclusive local-level authorities. To meet these expectations, the Ministry of Regional Development has prepared a draft of document Assumptions of the National Urban Policy until year 2020 (ANUP), which will comprehensively regulate the matters relating to urban development, as well as adapt to the challenges of the new Cohesion Policy. This article aim is to present the main objectives of urban policy enshrined in the ANUP, which perspective will refer to prospect of a new EU cohesion policy for 2014-2020.

Urban policy becomes a more important domain of public life on several territorial levels. National urban policy is still formed in Poland, but different aspects of its regional level (especially revitalization of degraded areas) have their place in development strategies and among priorities (pre-emptive pivots) or operations of regional operative programmes (RPO) in all voivodeships in 2007−2013. Coping with current and future challenges requires careful preparation and consequent realization of national and regional urban policy. Self-governmental authorities of towns and connected with them functional areas still expect concrete solutions and instruments, including legal and financial ones.
