Opis:: Roundabouts are replacing conventional unsignalized intersections in many parts of the world (Polus and Shmueli, 1997). Capacity estimation is necessary for designing a new roundabout, to analyze and improve the existing roundabout facilities. There are several methods to estimate the capacity of the roundabout, but most of them are for homogeneous lane based traffic conditions and not applicable for mixed traffic conditions. This study tries to find out the applicability of the existing methods to mixed traffic conditions, identify the effect of vehicle composition, travel time and delay on capacity. In this study, data was collected from two roundabouts located in Mysore, Karnataka and Rajahmundry, Andhra Pradesh in India. Capacities for both the roundabouts are calculated using the existing methods and compared. VISSIM simulation model has been developed and analyzed for different vehicle compositions scenarios. It was observed that vehicle composition of the traffic influences the roundabout capacity. Since the entry capacity of a roundabout varies significantly with the vehicle composition of the traffic at the roundabout, it is necessary to incorporate this factor into the existing capacity estimation models.

Opis:: It is impossible to implement very tasks by diver, because of complexity of underwater environment and high pressure in the deep sea. These tasks can just be done by a vehicle that includes all special requirements such as: high maneuverability, precise controllability, and especially hovering capability. Underwater robots are integral parts of the industry and marine science. The application of the underwater vehicles has increased with the development of the activities in deep sea. This paper presents a special Hovering type Autonomous Underwater Vehicle (HAUV) for underwater missions. To provide the most suitable and efficient formation of vehicle thrusters for reduction of complexity of control strategies and control of the most degrees of freedom, in this paper, a new thrusters’ configuration is investigated, in terms of number of the thrusters, position and the thrust direction of the thrusters. The state feedback controller is designed according to the linear dynamic model and then applied to the non-linear model to validate the controller performance. Designed controller consists of three controllers: horizontal plane controller, vertical plane controller and surge controller. The last controller is developed to control the forward speed. For examination of the system behavior in presence of environmental disturbance and hydrodynamic coefficients uncertainty, the robustness of controller is also investigated.

Zapewnienie skuteczności wymogom homologacji pojazdów w prawie Unii Europejskiej. Afera Dieselgate i jej następstwa

Opis:: W niniejszej pracy analizowane są obecne i przyszłe przepisy dotyczące homologacji pojazdów i badania emisji spalin w kontekście skandalu Dieselgate dotyczącego manipulacji testów emisji spalin w pojazdach z silnikami diesla. Przepisy są omówione w ten sposób, że oceniona jest ich skuteczność, oraz opisane wady obowiązującej regulacji. Obowiązujące przepisy są przeciwstawione i porównane z nowymi aktami wprowadzanymi w Unii Europejskiej przez pryzmat potencjalnej bądź faktycznej przydatności w zapobieżeniu manipulacji badań emisji spalin, ale także innych badań wymaganych dla homologacji pojazdów. Między rozdziałami o obowiązującej regulacji a tymi traktującymi o przyszłych rozwiązaniach znajduje się szczegółowe omówienie skandalu Dieselgate i jego skutków. W ten sposób przedstawiona jest skala problemu oraz sposób, w jaki wady obowiązujących przepisów w praktyce przyczyniły się do braku wykrycia skandalu Dieselgate w Unii Europejskiej przez nieskuteczne badania oraz system homologacji, oraz do niewystarczających sankcji i braku w UE odszkodowań dla konsumentów. W ostatnim rozdziale omówione i ocenione są nowe przepisy, które mają na celu poprawę głównych wad, które pozwoliły na skandal. W niniejszej pracy wyrażony jest pogląd, że przepisy te są słuszne i w głównej mierze wystarczające, jednak wchodzą w życie po zbyt długim jak na skalę skandalu i zagrożone dobra prawne, czasie.
The aim of this masters’ thesis is the analysis of current and future vehicle type approval law in the context of the Dieselgate scandal involving emissions testing manipulation in diesel vehicles. The specific provisions are assessed having regard to their effectiveness and the faults of the current regulations. Provisions currently in force are compared and contrasted with new European Union acts based on their potential or actual utility in the prevention of emission testing manipulation and other type approval issues. The Dieselgate scandal is explained in detail following the chapters on type approval and before the chapter on new regulations, showing deficiencies in the type approval and emissions regulations in practice. This includes ineffective emissions testing and type approval procedures, insufficient sanctions and consumer protection in the EU. The last chapter deals with the new regulations, which aim to rectify the deficiencies of current regulations. The opinion expressed in this thesis is that the new regulations are welcome changes and mostly sufficient, but belatedly implemented.

Opis:: Artykuł przedstawia procedurę dopuszczania do eksploatacji pojazdów kolejowych na obszarze RP. Autor przybliża w nim najważniejsze zagadnienia dotyczące aktualnych procedur dopuszczania do eksploatacji pojazdów kolejowych, a także identyfikuje istotne różnice występujące między poszczególnymi postępowaniami przed Prezesem UTK, kończącymi się odpowiednio wydaniem świadectwa dopuszczenia do eksploatacji typu pojazdu kolejowego albo zezwolenia na dopuszczenie do eksploatacji pojazdu kolejowego zgodnego z TSI bądź niezgodnego z TSI. The article describes the procedure for placing into service of rolling stock (railway vehicles) on the Polish territory. It presents key matters relevant to current procedures for the placing into service of rolling stock and identifies significant differences between the various proceedings before the UTK President. These differences result in, accordingly, the issue of a permit for the use of a certain type of railway vehicle (rolling stock) or the authorization for placing into service of a TSI-compliant or non-TSI compliant railway vehicle. The article covers also the difference between the various modes of placing into service and provides a review of the documentation submitted to the UTK President. Simultaneously, reference is made to acts of EU law, in particular those of technical nature (technical specifications for interoperability), which have a significant impact on the analyzed issues.
