This descriptive paper analyses transformations of the welfare state in Hungary. The time of transition brought significant challenges to the post-communist region, putting pressure on the operation of the welfare state. After providing a brief background to the origins of the Hungarian welfare state, this paper interprets the historical-institutional features of the welfare state in Hungary. Particular emphasis is placed on the effects of the transition. The main findings are summarized in the conclusion.

Opis:
The article presents selected aspects of the functioning of social welfare in Poland in the interwar period. The first part focuses on the key legal acts for the social welfare system created from the basics, i.e. the Social Welfare Act of 1923, as well as legal acts regulating the work of social carers, as well as those separating the assistance competences of individual levels of state administration. The second part presents fragments of theoretical works of key importance for the development of the social welfare discourse in the Second Republic of Poland. In turn, the third part shows practical aspects of the system's functioning. The authors tried to show both systemic problems that did not allow for fully effective functioning of social welfare, as well as the importance of the solutions introduced, which for the first time in the history of Poland guaranteed citizens access to basic social benefits from the state.

Opis:
The main aim of the article is to outline welfare sociology as a potential sub-discipline of sociology and to discuss the issues of broadly defined social welfare. While in contemporary social sciences the literature concerning welfare often focuses on themes such as happiness (psychology), prosperity (economics), or quality of life (sociology), these themes may be considered too narrow and do not reflect the complexity of the issue. However, if one considers the definition of social welfare through the prism of material and non-material needs, as well as the needs expressed individually and collectively, it is possible to attempt a comprehensive study of this phenomenon. The author uses the definition of social welfare to look at research on (a) welfare state regimes, (b) welfare attitudes and (c) issues of work in contemporary capitalism, all to enable the application of research results within the analysis of the title concept.

The article “Client Welfare in Psychologists’ Ethics Codes” provokes reflection on changes in the way psychologists understand human welfare and on the significance of this fact. The aim of this comment is to point to the potential risk involved in attempting to define client welfare unambiguously. The essence of the comment – assuming, after the Code of Professional Ethics for the Psychologist currently in effect in Poland, that the paramount value in the work of a psychologist (including one who will introduce additions to the current codification) is the other person’s welfare – is the reflection on whether it will not be more important for the welfare of the recipient of psychological services that psychologists (the “providers” of these services) focus on determining the nature of the “subject” of this welfare accurately rather than precisely define the concept of welfare.

In the second part of the 20th century “welfare state” model became a recognizable part of social-economic policy in majority of Western countries, called west civilisation countries. Remarkable achievements of this model like: generous social care programs, free education and healthcare systems, complex and universal state support for the families, supplementary payments for them and egalitarian way of income distribution distinguish it from other countries and civilisations. For many years this model was recognized as undoubted achievement of Western civilisation. However, changes in the global economy at the turn of 20th and 21st centuries influenced the “welfare state” policy, which started to be interpreted as a barrier in economic growth. Nowadays, for many people it seems to be a kind of dilemma either to choose dynamic economic growth or rich social state contribution to its society.

The present paper argues that Rothbard’s economic case against the state is more robust than suggested by his critics. The charge that it might be anemic is based on the suggestion that we can say literally nothing about the way governmental acts bear on social utility. Contra this supposition we submit that Rothbard’s critics missed the fact that the effects of governmental interventions might be actually indeterminate in two ways: weakly or strongly. If the indeterminacy involved in his welfare theory is weak, then his economic criticism of the state is more robust than envisaged by these authors. To the effect that this indeterminacy is indeed weak we advance the following reasons: Rothbard’s understanding of the Unanimity Rule; the avoidance of the contradiction allegedly committed by Rothbard over one and the same page of his famous essay; his economic criticism of interventionism being better aligned with his overall ethical anti-governmental stance; the principle of charitable reading, which cuts across all of the previously stated reasons. If our arguments count for something, then we are warranted in claiming that Rothbard is indeed able to say something about social utility under interventionism. And if so, then his criticism of interventionism should be viewed as robust rather than anemic.

Opis:
The intention of this paper is to trace links between welfare economics and the concept of welfare state. We show that welfare of man, according to Vilfredo Pareto and Arthur Cecil Pigou, was a much wider notion than just economic one. It seems that, however, economists had chosen to follow the Pareto optimum principle in their research. It was also not welfare economics that triggered the construction of welfare states, but ideas and political motives. Yet nowadays the pursuit of efficacy and innovations changes the way that welfare policies are perceived. The approach becomes more instrumental instead of humane. It follows the Pareto improvement principle leaving distributional aspects to inconsequential considerations. It stands thus with clear relation to the concepts of welfare economics, but gradually detaches from the idea of human welfare.

If they suffer privation, which means that they are unable to meet their basic needs on their own, parents are entitled to claim maintenance from their children. On the other hand, the difficult life situation caused by privation, linked with lack of self-sufficiency, is one of the reasons to claim social welfare benefits. Therefore, the same circumstances constitute the basis for financial support from both the family and the public social system. Because the laws do not explicitly define the order in which maintenance ought to be paid, this study attempts to establish the relation between the family’s and the State’s financial obligations. Based on the legal-dogmatic and analytical methods, this article presents: the essence of the right to maintenance and its forms in the Polish Social Welfare Act, the duties of the administrative bodies in bringing actions for maintenance, the consequences of failure in fulfilling maintenance obligations and of unjustified relinquishment of maintenance claims from family members. In the conclusion, the authors stress the primacy of family obligations over the State’s ones, and formulate recommendations for social welfare authorities as regards enforcing the fulfilment of family financial obligations.

This research paper deals with welfare work in four at the time industrializing countries, Great Britain, the USA, Germany and France, in the half century of flowering enlightened paternalistic capitalism between 1880 and 1930. Welfare work in this context is defined as, sometimes overly, paternalistic labour policy of enlightened entrepreneurs often encompassing workmans housing programs, pensions, saving programs, educational programs, sports facilities, medical services, worker participation, generous remuneration forms, and shorter working times. The question is raised if nowadays flex-capitalism in the context of shrinking collective welfare states can learn lessons from past experience with welfare work. By redefining paternalistic welfare work in adapted modernistic terms as well as by reweighting company, personal and state responsibilities a new future-proof trade-off as regards welfare work might be realised.

The welfare aspects of intra-European migration remain an important and controversial topic of academic and political debates. These discussions touch upon the classical ‘welfare magnet’ or ‘welfare tourism’ hypothesis. Transcending the politicised concept of ‘benefit tourism’, our paper examines how welfare-state considerations in relation to migration decisions vary across the life course. Relying on micro-level qualitative research focusing on Spanish intra-EU movers, the paper probes deeper into how individuals perceive welfare systems, analysing the subtle and nuanced meanings of different aspects of the welfare for their migration decisions. We focus more specifically on welfare provisions in terms of health care, compulsory education, child support and other care responsibilities, unemployment and pensions and retirement. Our research indicates that, in studies on the migration–welfare nexus, it is necessary to move beyond the current narrow focus on the welfare magnet hypothesis and to examine how diverse welfare arrangements continuously and dynamically set the context for migration decisions at various stages of an individual’s life. The results of our research show how features of the Spanish welfare system, in comparison to those of potential destination countries, might act as both a trigger and/or a barrier to migration. As such, we get a ‘thicker description’ of the role which welfare might play in shaping individuals’ eventual migratory aspirations and decisions.
