Opis:: Immigration is one of the heavily discussed subjects in modern academic and political debate. In recent decades, fiscal effects of international migration remained the centre of interest. The goal of this paper is to review and synthesise the available literature, devoted to the relationship between immigration and welfare systems, in order to present the state of the art in this area and draw conclusions for further research. Despite extensive literature, it is difficult to find an unambiguous answer to the question, whether immigrants are a burden or an asset to the state with redistributive policies. Moreover, some of the assumptions and approaches widely used in presented articles appear too simplistic or even unfounded.

Opis:: In the second part of the 20th century “welfare state” model became a recognizable part of social-economic policy in majority of Western countries, called west civilisation countries. Remarkable achievements of this model like: generous social care programs, free education and healthcare systems, complex and universal state support for the families, supplementary payments for them and egalitarian way of income distribution distinguish it from other countries and civilisations. For many years this model was recognized as undoubted achievement of Western civilisation. However, changes in the global economy at the turn of 20th and 21st centuries influenced the “welfare state” policy, which started to be interpreted as a barrier in economic growth. Nowadays, for many people it seems to be a kind of dilemma either to choose dynamic economic growth or rich social state contribution to its society.

Opis:: Standardy unijne wprowadzając zmiany w systemach utrzymania kur nieśnych spowodowały konieczność wymiany wyposażenia technologicznego w blisko 80% kurnikach towarowych w Polsce. Ograniczenie obsady m2 powierzchni użytkowej o min. 30% w konsekwencji obniży liczbę jaj konsumpcyjnych pozyskiwanych przez producentów. Niepewność spowodowana nowymi przepisami może doprowadzić do wzrostu importu tanich jaj z innych państw, co przyczyniłoby się do obniżenia cen jaj wyprodukowanych w Polsce. Szansą polskiego drobiarstwa może być produkcja tzw. jaj "organicznych" lub "eko-jaj" pozyskiwanych w warunkach chowu z udziałem wybiegów lub specjalnych dodatków paszowych. Jaja takie uzyskują wysoką cenę na rynkach unijnych i są przyszłością na stołach bogatych konsumentów także w Polsce.
European standards introduced definite changes in the keeping systems of laying hens, making necessary to replace the technological equipment in almost 80% laying hen houses in Poland. Limitation of the fowl density per m2 of useful surface by about 1/3 will consequently reduce the number of consumer eggs obtained by the producers. The uncertainty connected with new regulations may result in an increasing import of inexpensive eggs from the other countries. This would affect the price decline for eggs produced in Poland. The chance for Polish poultry farming may consists in production of so called "organic" eggs or "eco-eggs" obtained in layer keeping systems on the fowl yards or with special feed additives. Such eggs get a high price on the EU markets and are of the future on tables of wealthy consumers, also in Poland.

Opis:: In the present article the author tries to assess the member states of the European Union with respect to the level of social protection, comparing the achieved degree of convergence with the role played by the Third Sector in each of them. To do this she analyzes the convergence (alpha and beta) of total costs of various scenarios of social protection for the period of 2006-2007. Materials from the ESSPROS (Eurostat) database are the basis for considerations concerning the causes of the development of the Third Sector and the explanation of the important role it plays in European systems of social protection, in accordance with the assumptions of the Social Agenda of the European Union of 2008.

Opis:: Improving quality of life has always been an important goal of individuals and communities. In recent years, this objective is particularly important for cities in the context of urbanization and the migrations of urban residents to the outskirts of metropolitan areas. The authors call for the extension of the traditionally used social and economic indicators with the evaluations andperceptions of individuals, and a wider use of geographical research methods. The article presents the theoretical basis and new methods of measuring the subjective quality of life satisfaction, and quality assessment of urban space. Characteristics of the urban environment affecting activities and perceptions of the quality of life of the inhabitants are discussed. The authors propose possible areas of application of the methods presented in city management, urban planning, and regeneration, and formulate recommendations for the cities.
Podnoszenie jakości życia jest istotnym celem jednostek i społeczności. W ostatnich latach cel ten nabiera szczególnego znaczenia dla miast w kontekście postępującej urbanizacji połączonej z jednoczesnym odpływem mieszkańców na peryferia obszarów metropolitalnych. Autorzy postulują rozszerzenie tradycyjnie stosowanych wskaźników ekonomicznych i społecznych o indywidualne oceny mieszkańców oraz szersze stosowanie geograficznych metod badawczych. Prezentują podstawy teoretyczne i nowe metody badania subiektywnej jakości życia, satysfakcji oraz ocen jakości przestrzeni miejskiej. Dyskusji poddane są cechy środowiska miejskiego wpływające na różne formy aktywności mieszkańców oraz ich percepcję jakości życia. Autorzy proponują możliwe pola zastosowania w zarządzaniu miejskim, planowaniu przestrzennym i rewitalizacji oraz formułują rekomendacje dla miast.

Tytuł:: Social market economy as the constitutional basis of the economic system of the Republic of Poland
Społeczna gospodarka rynkowa jako konstytucyjna podstawa ustroju gospodarczego Rzeczypospolitej Polskiej

Opis:: The subject of the master's thesis is the social market economy as the constitutional basis of the economic system of the Republic of Poland. The considerations begin with an outline of the genesis of the idea, the source of which should be sought in the concepts of ordoliberalism. The included references to the german experience allow to place the social market economy in a historical context. Despite the evolution of practical applications, the axiology of the social market economy still determines its identity. The guiding values of the concept, such as: human freedom and dignity, justice and striving to promote prosperity, should still be at the center of considerations on the optimal arrangement of the economic system in the state. The study deals with the subject of circumstances of implementation of the social market economy to the polish Constitution of 1997. The references to the political and economic situation at that time allow for understanding the arguments of supporters, but also opponents of the directions and shape of the polish economic transformation that took place in the last decade of the 20th century. The thesis was put forward that both the shape of the polish economic system and the Constitution itself are the result of a political and economic compromise. A separate, extensive chapter deals with the subject of the normative content contained in Art. 20 of the Constitution. Complementary elements constituting the content of Art. 20 - freedom of economic activity, private ownership and solidarity, dialogue and cooperation of social partners were presented. The emphasis was put on special role played by the principles of the common good and the democratic state ruled by law, which implements social justice for the proper shape of the economic system. The issues of tensions between the spheres of public and private law and the role of the state in the economy were raised. One of the leitmotifs is the influence of the principle of the social market economy on the interpretation of other provisions of the Constitution. The areas of economic and social life in which the influence of the constitutional principle of the economic system is noticeable are: employee rights, social policy and redistribution of public revenues, competition law and economic policy. The conclusion that can be drawn from the considerations is that the social market economy has an auxiliary basis also in other provisions of the polish Constitution. The elaboration raises the issue of the direction of european development desired by the primary law of the European Union, in which the social market economy has an important role to play. Final considerations refer to the controversy regarding this principle and aim to outline the prospects for the social market economy in the future, taking into account contemporary conditions and processes affecting economic life: globalization, financialisation of the economy and the impact of increasing social inequalities. The social market economy, despite its inclusion in the most important legal act, is the subject of a polemic about not only the meaning of the term itself, but also its actual impact on socio-economic life. This study, through the analysis of the circumstances of its emergence and inherent values, shows that it has a well-established axiology and presents a specific vision of economic relations in the state and society. The implementation of its postulates, however, depends primarily on the directions of the economic and social policy of the state, which should strive for harmony between economic and social aspects.
Tematem pracy magisterskiej jest społeczna gospodarka rynkowa jako konstytucyjna podstawa ustroju gospodarczego Rzeczypospolitej Polskiej. Rozważania rozpoczyna zarysowanie genezy idei, której źródła należy poszukiwać w koncepcjach ordoliberalizmu. Zawarte odniesienia do niemieckich doświadczeń pozwalają na osadzenie przedmiotu pracy w kontekście historycznym. Pomimo ewolucji sposobów praktycznego zastosowania, aksjologia społecznej gospodarki rynkowej wciąż stanowi o jej tożsamości. Wartości przewodnie koncepcji, takie jak: wolność oraz godność człowieka, sprawiedliwość czy dążenie do upowszechniania dobrobytu, nadal powinny stać w centrum rozważań nad optymalnym urządzeniem systemu ekonomicznego w państwie. W opracowaniu poruszono tematykę okoliczności implementacji społecznej gospodarki rynkowej do polskiej Konstytucji z 1997 r. Zawarte odniesienia do ówczesnej sytuacji politycznej i ekonomicznej pozwalają na zrozumienie argumentów zwolenników, ale także przeciwników kierunków oraz kształtu polskiej transformacji gospodarczej, która miała miejsce w ostatniej dekadzie XX wieku. Postawiono tezę, iż zarówno kształt polskiego ustroju gospodarczego, jak i sama Ustawa Zasadnicza są rezultatem politycznego i ekonomicznego kompromisu. W osobnym obszernym rozdziale podjęto tematykę treści normatywnej, zawartej w art. 20 Konstytucji. Przedstawiono komplementarne elementy składające się na treść art. 20 Konstytucji – wolność działalności gospodarczej, własność prywatną oraz solidarność, dialog i współpracę partnerów społecznych. Ukazano szczególną rolę, jaką dla właściwego kształtu ustroju gospodarczego odgrywają zasady dobra wspólnego oraz demokratycznego państwa prawnego, które urzeczywistnia sprawiedliwość społeczną. Podniesiono kwestię napięć pomiędzy sferami prawa publicznego i prywatnego oraz rolę państwa w gospodarce. Jednym z motywów przewodnich jest wpływ zasady społecznej gospodarki rynkowej na interpretację innych postanowień Konstytucji. Obszarami życia gospodarczego i społecznego, w których zauważa się wpływ konstytucyjnej zasady ustroju gospodarczego są: prawa pracownicze, polityka społeczna oraz redystrybucja dochodów publicznych, prawo konkurencji czy polityka gospodarcza. Wnioskiem płynącym z rozważań jest stwierdzenie, że ustrój gospodarczy oparty na społecznej gospodarce rynkowej ma pomocnicze podstawy również w innych przepisach polskiej Konstytucji. W pracy podniesiono kwestię pożądanego przez prawo pierwotne Unii Europejskiej kierunku rozwoju Europy, w którym istotną rolę ma odgrywać społeczna gospodarka rynkowa. Rozważania końcowe odnoszą się do kontrowersji dotyczących przedmiotowej zasady oraz dążą do zarysowania jej perspektyw w przyszłości, uwzględniając współczesne uwarunkowania i procesy oddziałujące na życie gospodarcze: globalizację, finansyzację gospodarki oraz wpływ pogłębiających się nierówności społecznych. Społeczna gospodarka rynkowa, pomimo faktu jej zamieszczenia w najwyższym hierarchicznie akcie prawnym, stanowi przedmiot polemiki w przedmiocie nie tylko znaczenia samego terminu, ale także rzeczywistego oddziaływania na życie społeczno-gospodarcze. Niniejsze opracowanie poprzez analizę okoliczności powstania oraz wartości przedmiotowej doktryny ukazuje, że ma ona ugruntowaną aksjologię oraz prezentuje określoną wizję stosunków gospodarczych w państwie i społeczeństwie. Urzeczywistnienie jej postulatów zależy jednak przede wszystkim od kierunków polityki gospodarczo-społecznej państwa, które powinno dążyć do harmonii pomiędzy aspektami gospodarczymi oraz społecznymi.

Opis:: Dobrostan zwierząt gospodarskich (DZG) staje się kluczowym zagadnieniem w polityce Unii Europejskiej (UE). Przy jednoczesnej dynamicznej intensyfikacji i koncentracji produkcji zwierzęcej UE podejmuje próbę wzmocnienia poziomu DZG jako czynnika mającego zasadniczy wpływ na dochodowość gospodarstw rolnych, jakość życia na obszarach wiejskich oraz stan zdrowia publicznego, a w szczególności na aspekty dotyczące ochrony środowiska i klimatu. DZG, zgodnie ze Strategią „Od pola do stołu”, będącej częścią Europejskiego Zielonego Ładu, jest ważnym elementem transformacji gospodarki rolnej UE w kierunku sprawiedliwego, zdrowego i przyjaznego dla środowiska systemu żywności. Jest on także przedmiotem coraz większego zainteresowania opinii publicznej w UE, oczekującej stałego wzrostu ochrony i dobrostanu zwierząt gospodarskich. W związku z tym warto podsumować dotychczasowy dorobek polityczny i prawny UE dotyczący DZG, a przede wszystkim wpływ finansowania produkcji zwierzęcej w ramach Wspólnej Polityki Rolnej (WPR) i środków kierowanych na poprawę DZG. Oceny wymagają także podejmowane przez UE inicjatywy polityczne na rzecz poprawy dobrostanu zwierząt gospodarskich, zwłaszcza te związane z przekierowaniem działań legislacyjnych na wzmacnianie motywacji rynkowej uwzględniającej podnoszenie standardów chowu, hodowli, transportu oraz uboju zwierząt gospodarskich. Przegląd literatury oraz oficjalnych dokumentów i aktów prawnych UE prowadzi do wniosku, że zarówno normy prawa ustanawiające ochronę zwierząt gospodarskich, jak i sposób finansowania produkcji zwierzęcej przyczyniają się do powstawania konfliktu pomiędzy potrzebami ekonomicznymi a potrzebami społecznymi i środowiskowo-klimatycznymi w UE. Jest to wyzwanie stojące przed Unią Europejską i wymagać będzie głębokich, systemowych zmian, które wspierałyby osiągnięcie zrównoważenia w produkcji zwierzęcej, jednocześnie umożliwiając realną poprawę DZG.
Farm animal welfare (FAW) has become a key issue in the EU policy. With the simultaneous, dynamic intensification and concentration of livestock production, the European Union tries to strengthen the level of FAW as a factor that has a fundamental impact on the profitability of farms, the quality of life in rural areas, the state of public health, and in particular on environmental and climate protection. FAW, in line with the Farm to Fork Strategy, which is part of the European Green Deal, is an important element in the transformation of the EU’s agriculture towards a fair, healthy and environmentally friendly food system. Farm animal welfare also gains growing interest to the public in the EU, expecting a steady increase in the protection and welfare of farm animals. In this regard, the EU’s political and legal acquis concerning the FAW should be assessed, in particular the impact of financing livestock production under the CAP and its payments aimed at improving the FAW. The EU political initiatives to improve the welfare of farm animals also need to be analysed, especially those related to redirecting legislative actions to strengthening market-oriented motivation to raise the welfare standards of husbandry, breeding, transport and slaughtering of farm animals. A review of literature, official EU documents and legal acts leads to the conclusion that both the legal norms establishing the protection of farm animals and the method of financing livestock production contribute to the conflict between economic needs and social, environmental and climatic needs in the EU. Nowadays, this is a challenge faced by the European Union, that will require profound systemic changes to support the achievement of sustainability in livestock production, while enabling a real improvement in the FAW.

Opis:: We provide to readers the 11th volume of the "Czech-Polish-Slovak Studies in Andragogy and Social Gerontology" series. We are delighted to announce that the presented study is the result of the work of scientists from seven countries: Austria, China, Ghana, Hungary, Japan, Poland, and Russia. This international collection of texts is part of the global discourse on the determinants of adult education and the functioning of people in late adulthood. The 11th volume is a collection of research results that show both the positive and negative dimensions of ageing through the prism of research experience from various geographical and cultural areas. The researchers invited to the presented volume tried to illustrate the issues assigned to the following topics: ageing with dignity; retirement age; assumptions and conditions resulting from living in the home; the relationship between challenges concerning life expectancy and needs; care and ageing services; and foundations and potential changes in pension systems. The research results presented in this volume have a common denominator, which is caring for the quality of life of the older people regardless of their place of residence. Thus, the study "Between Successful and Unsuccessful Ageing: Selected Aspects and Contexts" brings new insights from scientists who scrupulously characterize the complexity of processes that affect the positive and negative conditions of functioning in old age, which is a mosaic of various nuances. Inviting readers to familiarize themselves with the content of the monograph, we would like to thank the reviewers who contributed to the improvement of the quality of the texts and open new fields for participation in further joint publishing projects.
