Opis:: Recent worldwide convergence of telecommunication and information technologies and dynamic development of mass media lead to noticeable changes in functioning of contemporary countries and societies. Currently, modern information and telecommunication technologies (ICT) begin to play greater role and filter down to almost every field of contemporary human life becoming a very popular subject of researches. Information revolution, that is a rapid technological development, within the scope of computers, communication processes and so" ware (involving substantial decrease in the costs of processing and sharing information), is the driving force behind globalisation. As a result, many social spheres of men remain greatly influenced by modern technologies. Easy access to information (being a consequence of development of the Internet, television and mobile communications) affects millions of people in the world, and also changes rules of social life in a broader perspective. Increasingly greater social impact of telecommunication and information technologies and growing political importance of the Internet (as a form of ICT) seem to be vital arguments that substantiate the usefulness of this study. The aim was to answer question about influence of the Internet on political life, and thus its application into contemporary democracies. Answers to the above questions should be backed up with data concerning the usage of ICT (mostly the Internet) in various political processes. The further analysis include three phenomena: informing, communicating and voting.

Opis:: Electronic voting (as well as computer-aided voting) is an interesting subject for many countries around the world. The idea to implement e-voting into elections and referenda is widely discussed not only by members of parliaments and governments throughout the world but also by regular voters, IT specialists, engineers or people who work in organisations/associations supporting application of ICT in government. This idea is strengthened by the fact, that e-voting is successfully applied in Estonia and Switzerland for several years. However, in some European states (e.g. in the Netherlands, Norway and Austria) the attempts to implement that form of participation in elections fell out to be unsuccessful. This article aims at providing an answer to the question about the matters of security during implementation of electronic voting systems, which are more and more popular as an additional form of voting during elections or referenda. The theoretical context of the considerations is based on the concepts of electronic democracy (as a new paradigm of democratic power in contemporary states) and voting supported by ICT (understood as the essential tool for e-democracy). Apart from theoretical considerations on the e-voting itself, this text includes references to the most important motives that accompany e-voting implementation and then it delivers arguments on various aspects of security within the e-voting system.

Opis:: One of the most apparent signs of the crisis of the democratic system is a systematically decreasing turnout level in national and supranational elections and referenda. In reports and analyses concerning the level of political participation, experts more and more frequently notice a decreasing tendency of the citizen’s involvement in numerous types of elections. As Ola Pettersson points out, “according to the sources, less and less citizens appear at the ballot boxes”. Jacek Raciborski indicates that one of the most signifi cant consequences of the low citizen’s participation at the election procedures is the considerable legitimacy deficit. A number of countries attempt to prevent these phenomena from happening by undertaking various actions aimed at increasing the level of citizens’ involvement in political life (notably by increasing their participation in elections). That would infl uence the growth of the legitimacy level of the undertaken political decisions. It is worth noticing, that apart from the commonly used ways of increasing election attendance (such as correspondence voting, mobile ballot boxes), over the last few years politicians in many countries have had numerous discussions aimed at the implementation of electronic voting (e-voting). Its followers claim that thanks to e-voting, election and referenda turnout may be increased, as this method enables disabled people and people who are abroad to take part in elections. Furthermore, a considerable advantage of e voting, compared to traditional voting in polling stations is of greater convenience than the former. The aim of the following text is to attempt to provide an answer to the question whether electronic voting can be treated as a panacea for low election turnouts, whether this form of voting may be a warranty of a higher level of voter’s attendance than before. In the article, the author bases on the experience connected with e voting in two European countries – Estonia and Switzerland, which can be referred to as the pioneers in the use of e voting.

Opis:: Given the dynamic development of the new media, in particular the Internet, the social, economic and cultural fields of modern life are undergoing changes as well as many others. New technologies have also had an impact on political and civil activities. Direct democracy and its tools are subjects of changes resulting from development of new technologies. The consequence of ICT impact on direct democracy is appearing a notion "electronic (or digital) direct democracy". The electronic form of direct governance has ICT-based tools of exercising power that are or can be used by citizens as an instrument for co-participating in shaping political life and decisions. These considerations aim to answer the question of how the use of the Internet can influence modern democracy, in particular the direct form of governance. The author intends to answer the following research questions: how are the instruments of direct democracy, such as referenda, popular initiative and popular assembly (and, by this token, direct democracy) changing (or how they might change) following the application of the Internet or other ICTs? What opportunities and threats might ICTs employed in direct democracy bring for democracy, authorities and society?

Mimo tego można wskazywać na wiele trudności i problemów związanych z ich pozycją i sytuacją. Biorąc pod uwagę sferę po biznesu wyraźnie widać niedoreprezentowanie kobiet, szczególne na najbardziej eksponowanych stanowiskach. Naturalne zatem wydają się pytania o przyczyny takiej sytuacji. Rozważania w niniejszym tekście skoncentrowano na niezwykle – wydaje się – ważkich zagadnieniach związanych z problemami kobiet na rynku pracy. Celem niniejszego tekstu jest zatem analiza wybranych uwarunkowań i determinantów mających wpływ na udział kobiet na rynku pracy.
The role and place of women in society, on the labour market or in politics is a subject which is increasingly recognized by many scientists, journalists, observers and commentators. A tide of social and economic changes in today’s world contribute to the increase in the number of women on the labour market and consequently enhance their participation in the management processes, as well as their professional ambitions. However, there are many difficulties and obstacles related to their situation and professional positions. Taking into consideration the business field, the women’s underrepresentation is clearly visible, particularly in the most prominent positions. The author of the article provides the most important considerations related to the situation, conditions and problems of women on the labour market. Therefore, the purpose of this text is to analyse selected conditions that influence the participation of women in the professional working life.
