Opis:
A watch officer in sailing a ship uses many kinds of navigational information to prevent marine disasters. Especially in coastal sea area such as narrow bay or port, many ships crowds and marine disasters tend to occur more often. In these regions, effective presentation of variety navigational information is very important. On other hand, a car navigation is very effective in road traffic, However, it is not used almost in sea traffic. Our objective in this paper is to apply a car navigation to ship sailing. Also, a marine navigation system proposed by us was compared with a car navigation system. In this study, authors tried some ways of utilizing car navigation technology for the sea. To improve navigational security and safety, we investigated whether car navigation systems could be applied to marine traffic. The applicability was evaluated through several comparisons of our navigation assistance device using GIS.

Opis:
The article presents formulas describing the values of average circular error, the average coordinate values and their covariance in the function of gradient matrix elements of hyperbolic position lines. The classical formulas do not take into account the correlation existing between the measurements of navigational parameters, and therefore also the correlation existing between position coordinates. This is also why they do not fully describe the accuracy of determined position coordinates. This is particularly significant in the case of strong correlation between coordinates and in cases when we are interested in directional error.

Opis:
Nowadays on the ship’s bridge two or even more GPS receivers are installed. As in the major cases the coordinates of the position obtained from these receivers differ the following questions can be posed – what is the cause of this divergence, which receiver in the first must be taken into account etc. Based on information published in annual GPS and GNSS receiver survey it was estimated the percentage of GPS receivers designed for marine and/or navigation users. The measurements of GPS position based on the four different stationary GPS receivers were realized in the laboratory of Gdynia Maritime University in Poland in the summer 2012. The coordinates of the position of all these receivers were registered at the same time. The measurements in mode 3D were made for different input data, the same for all receivers. The distances between the individual unit’s antenna were considered also. Next measurements in mode 3D also were realized on two ships in different European ports. Additional measurements were made in mode 2D with three receivers for different their’s antenna heights. The results showed that the GPS position accuracy depends on the type of the receiver and its technical parameters particularly.

Opis:
An algorithm devised to merge data obtained from several measuring instruments into one signal is described. Such a signal has applications in integrated navigational systems in objects equipped with a number of sensors measuring the same signals. The algorithm was verified by its implementation in the Matlab environment. A sea-going vessel is used as the object.
W artykule opisano algorytm umożliwiający połączenie w pojedynczy sygnał danych pozyskanych z kilku różnych urządzeń pomiarowych. Znajduje to zastosowanie w systemach nawigacji zintegrowanej dla obiektów posiadających kilka sensorów, mierzących te same sygnały. Algorytm został zweryfikowany poprzez zaimplementowanie go w środowisku Matlab. Jako obiekt wybrano statek morski.

W artykule zaprezentowano wyniki analizy standardu S-57 pod kątem możliwości kodowania danych dla uproszczonej mapy nawigacyjnej z wyodrębnionymi obszarami do bezpiecznego manewrowania bezzałogowym pojazdem nawodnym (ang. Unmanned Surface Vehicle - USV). W pierwszej jego części ukazano teoretyczny model danych specyfikowany dla elektronicznej mapy nawigacyjnej (ang. Electronic Navigational Chart - ENC). W drugiej, ogolne zasady kodowania danych opisowych i geometrycznych na poziomie zbioru danych i rekordu. W trzeciej, scharakteryzowano obiekty przestrzenne, ktore powinny być kodowane w ENC i wykorzystywane przy budowie uproszczonych map nawigacyjnych.
The article presents the results of analysis on S-57 standard with regard to data encoding in a simplified navigational chart with the specification of areas for safe manoeuvring of an Unmanned Surface Vehicle - USV. Its first part shows a theoretical data model specified for an electronic navigational chart (ENC). The second section, on the other hand, outlines general rules for encoding descriptive and geometric data at the level of a data and record set. The third part characterizes spatial objects that should be encoded within the ENC and used in construing simplified navigational maps

The known navigational systems in use and methods of navigational decision support perform information functions and as such are helpful in the process of safe conduct of a vessel. However, none of these known systems provides a navigator with ready solutions of collision situations taking account of all the vessels in the proximity of own ship, where the Collision Regulations apply. This paper presents testing results of NAVDEC — new Navigational Decision Supporting System created by research team from Szczecin Maritime University both for ocean going ships and pleasure crafts Tests were carried out in real condition on board container vessel. Testing results were presented on example encounter situation between Hammonia Berolina (own ship) and FR8 Fortitude (target ship). Encounter parameters were compared with data received from Full mission simulator.
Znane systemy nawigacyjne, a także będące w użytkowaniu metody wspomagania decyzji spełniają funkcje informacyjne i jako takie są pomocne w procesie bezpiecznego prowadzenia statku. Żaden ze znanych systemów nie dostarcza jednak nawigatorowi gotowych rozwiązań w sytuacji kolizyjnej, z uwzględnieniem ruchu wszystkich statków w otoczeniu i przepisów o unikaniu zderzeń. W artykule przedstawiono wyniki testów funkcjonowania systemu NAVDEC — nowego systemu wspomagania decyzji nawigatora, wykonanego w Akademii Morskiej w Szczecinie z myślą o statkach profesjonalnych i nieprofesjonalnych. Opisane badania przeprowadzono w warunkach rzeczywistych na statku kontenerowym. Rezultaty zostały zaprezentowane na przykładzie Hammonia Berolina (statek własny) i FR8 Fortitude (obiekt manewru). Uzyskane parametry porównano z wynikami symulacji uzyskanymi na symulatorze mostka.

The article discusses an algorithm devised for presentations of acceptable solutions to collision situations of ships at sea. The solutions, course alteration ranges, are determined in compliance with the Collision Regulations. The solutions account for cases where more than two vessels are involved in a collision situation. The algorithm has been implemented into NAVDEC, a navigational decision support system. The presented results have been obtained in field research, onboard the motor vessel “Nawigator XXI”.

This article aims to investigate the contemporary challenges of electronic navigation and assess the appropriate amendments should autonomous vessel technology becomes widespread in the near future. Vessel control systems and maritime communication are essential and sending and receiving alarm signals is critical to contemporary ship navigation. Numerous location and shipping information systems, such as GPS, Loran-C, and Decca, have arisen in recent decades to improve navigational safety. Other systems, including VHF and Inmarsat, have been developed to enhance the efficiency of maritime communication on board and to transmit risk and safety-related data. Additionally, safe navigation requires systems like Navtex, EGS, DSC, Epirb, and others [1].

The problem of data fusion in a navigational decision support system on a sea-going vessel has been analyzed. The computing algorithm herein applied for solving the formulated problem is based on a multi-sensor Kalman filter. On the practical side, results of the tests done in real conditions are shown. The tests conducted onboard m/s Nawigator XXI, have been aimed at the verification of the proposed computing algorithm implemented in a prototype navigational decision support system.

The problem of using data from an electronic navigational chart meeting the S-57 standard for applications in the navigational decision support systems is dealt with. The authors consider problems of the selection and transformation of data used in the process of navigational situation analysis. The method of data acquisition and selection along with some methods of data presentation are described and compared. The operation of developed algorithms is discussed in relation to a selected fragment of an electronic chart. Advantages and disadvantages of various solutions are indicated.
W artykule przedstawiono zagadnienie wykorzystania danych zawartych na elektronicznej mapie nawigacyjnej w standardzie S-57 dla potrzeb nawigacyjnych systemów decyzyjnych. Rozpatrzono problemy selekcji oraz transformacji danych wykorzystywanych w procesie analizy sytuacji nawigacyjnej. Przedstawiono metodę pozyskiwania i selekcji danych oraz wybrane metody ich prezentacji. Porównano prezentowane metody. Omówiono działanie opracowanych algorytmów na przykładzie wybranego fragmentu mapy elektronicznej. Przedstawiono wady i zalety poszczególnych rozwiązań.

Opis:
A rapid development of information technologies opens increasingly wider opportunities for enhanced performance of all modes of transport, including carriage by sea. Such chances are offered by new and existing intelligent transport systems. The idea of creating a maritime intelligent transport system is convergent with the conception of e-navigation developed in recent years on the IMO forum. Navigational information systems, one component of the maritime intelligent transport system, support the process of ship conduct. We should expect that developments of these systems will be going towards decision support systems – intelligent navigational advisory systems. Apart from information functions, the tasks of these systems include hazard identification in ship movement (e.g. collision situations), warning against hazards and automatic generation of solutions (recommended manoeuvres). This article characterizes tasks of the maritime intelligent transport system and the place and functions of navigational decision support systems.
Szybki rozwój technologii informacyjnych stwarza coraz większe możliwości poprawy funkcjonowania wszystkich rodzajów transportu, w tym transportu morskiego. Takie możliwości postrzega się w budowie i rozwijaniu inteligentnych systemów transportowych. Koncepcja budowy morskiego inteligentnego systemu transportowego jest zbieżna z rozwijaną w ostatnich latach na forum IMO koncepcją e-nawigacji. Jednym z elementów morskiego inteligentnego systemu transportowego są nawigacyjne systemy informacyjne, wspomagające proces prowadzenia statku. Należy spodziewać się rozwoju tych systemów w kierunku systemów wspomagania decyzji – inteligentnych nawigacyjnych systemów doradczych. Zadaniem tych systemów jest, obok funkcji informacyjnych, identyfikacja zagrożeń w ruchu statku (np. sytuacji kolizyjnych), ostrzeganie o zagrożeniach oraz automatyczne generowanie rozwiązań (propozycje manewrów). W artykule scharakteryzowano zadania morskiego inteligentnego systemu transportowego oraz miejsce i funkcje nawigacyjnych systemów wspomagania decyzji, stanowiących jeden z jego elementów.

Opis:
The problem considered in this article refers to such representation of data from an electronic navigational chart that fast and effective identification of areas meeting certain criteria, e.g. depths, will be possible. This is of importance in such processes as situation analysis and assessment or the determination of a safe trajectory of ship movement. The recurrent algorithm for area discretization herein presented makes use of the trapezoid mesh. Its properties and requirements, as well as the methodology of area discretization are presented. The results of an experiment based on that algorithm are described.
Rozpatrywany w artykule problem dotyczy reprezentacji danych z nawigacyjnej mapy elektronicznej umożliwiających szybkie i skuteczne identyfikowanie obszarów spełniających określone kryteria, np. głębokości. Ma to istotne znaczenie między innymi w procesach analizy i oceny sytuacji czy wyznaczania bezpiecznej trajektorii ruchu statku. W artykule zaprezentowano rekurencyjny algorytm dyskretyzacji obszaru z wykorzystaniem siatki trapezowej. Przedstawiono jego właściwości oraz wymagania. Zaprezentowano metodykę postępowania w procesie dyskretyzacji obszaru. W oparciu o opracowany algorytm przeprowadzono eksperyment i przedstawiono wyniki.

This monograph presents a concept of the determination and use of ship's safe navigation lane in navigational information systems. The ship's safe navigation lane is called navlane in this work and is determined from its parameters, chart data, accuracy of position identification and provisions of Collision Regulations. The work consists of an introduction, four chapters and a summary. The introduction provides a historical outline to the problem, discusses the current state of research on the determination of safe movement trajectories, finally sets the aim and scope of this work. Chapter 1 presents properties of the marine navigational information system, which combines a navigational system and an information system. The former enables estimating of own ship's position, the latter provides an image of the navigational situation. Chapter 2 includes methods of presenting cartographic objects in the navigational information system. Chapter 3 gives a definition and method of the determination of safe ship movement lane. Finally, in the last fourth chapter the reader will find practical use of ship movement lane ensuring safe navigation, accounting for the impact of the marine environment, e.g. tides, and collision avoidance. In the summary, most essential conclusions and remarks are presented.

Modern ship bridges are highly-automated man-machine systems. Safe and efficient ship operations are dependent on the communication between humans and machines. This paper is dedicated to the general subject of integrated navigation and the specific field of the alert management on a ship's navigational bridge. It deals with investigations into the present situation on board of ships regarding the frequency and type of triggered alarms under real conditions. The conduction of empirical field studies is introduced and some of the gained results are presented and discussed. Finally the alert management concept of the performance standards for Integrated Navigation Systems (INS) is introduced and an approach for the reduction of CPA/TCPA alarm frequencies within INS/IBS is described.

This paper presents ideas for creating and developing Interactive Navigational Structures (IANS) by using satellite systems. The author of the present paper introduced the concept of IANS into the literature in 2004 (Czaplewski, 2004). The paper presents the possibility of adapting the contemporary methods of robust estimation that are used in geodesy for the purpose of performing selected marine navigation tasks. IANS utilise modern M-estimation methods. Interactive structures can assist human beings in carrying out special tasks at sea, for example, in identifying objects at sea and on land without the need to approach them. Moreover, these structures can also be used in the process of navigation carried out by underwater vehicles or unmanned watercraft. This paper presents the mathematical methods that are essential for creating IANS. The theoretical assumptions are illustrated with an example of how IANS can be used while performing a typical navigation task. The paper closes with information about research studies which deal with the practical aspects of using this set of mathematical methods.

The following article presents researches aimed at the evaluation of precision in determining a ship’s position through comparing a omnidirectional map image to a real vision image of the coast line. The first part establishes the thesis and preparatory forms in conducting the research. It also presents designed and built equipment including a research tool software. A system equipped with a spherical catadioptric camera that aids data collection on board ship designated to processing and analyzing data collected on board in connection with the spherical images of an electronic navigational chart with a software module. The second part explains procedures followed in conducting the research. The foreword note explains the procedure in data collection aboard a ship maneuvering in the port after which the algorithm for position placement and precise parametrical count was presented. The concluding part shows analyses of obtained research result. It bears a performance on the evaluation of precision at determining position. As a measure, an average error value and distance fluctuation of obtained position from referential position. As our conclusion, primary agents having rudimentary influence on the quality of correlating spherical map image to coastline visual image were characterized.
W artykule przedstawiono badania mające na celu ocenę dokładności wyznaczania pozycji statku przez dopasowywanie dookólnego obrazu mapowego do rzeczywistego wizyjnego obrazu linii brzegowej. W pierwszej części opisano założenia oraz sposób przygotowania badań. Zaprezentowano zaprojektowane i zbudowane sprzętowe oraz programowe narzędzia badawcze. W drugiej części przedstawiono sposób przeprowadzenia badania. Na początku opisano sposób realizacji zbierania danych na statku manewrującym w porcie. Następnie zaprezentowano algorytm służący do wyznaczania pozycji oraz obliczania jej parametrów dokładnościowych. Część końcowa jest analizą otrzymanych wyników badania. Przeprowadzono w niej ocenę dokładnościową wyznaczania pozycji. Jako mierniki do tej oceny zastosowano błąd średni i odległość oddalenia wyznaczanej pozycji od pozycji wzorcowej. W postaci wniosków scharakteryzowano główne czynniki mające zasadniczy wpływ na jakość pracy metody dopasowywania dookólnego obrazu mapowego do wizyjnego obrazu linii brzegowej.

Opis:
A ship sailing between the coasts of China, Japan, Korea and the Western coast of North America must cross navigational and geographical barriers of the Kuril Islands Archipelago and Aleutian Chain. Passes between the islands are particularly difficult and hazardous in winter. Most of them are covered by drifting ice for 5 months of the year. A number of allowed passes and offshore routes had been established by the maritime authorities of Alaska on the Bering Sea and in Aleutian Chain. However, use of other passes and routes is limited to exceptional cases only. Similar regulations exist in the Okhotsk Sea and other waters under Russian jurisdiction. The ship must then give grounds for a deviation from recommended or allowed passes and tracks and report other required information. Since January 1, 2015, it is mandatory to use the low sulphur fuel oil (sulphur content no higher than 0.01%) in the main propulsion system and auxiliary machinery when navigating inside the Emission Control Area (ECA) zone. Ships face a constant dilemma whether to remain in the ECA zone for the shortest or longer period of time, if the fuel and cost gain in relation to the entire route justify that. Available decision making support systems, like SPOS and Bon Voyage, do not solve that issue satisfactorily.

Opis:
The paper presents the stages of creation of an autonomous historical navigational system simulator working both in real and accelerated time. The simulator allows performance of navigation tasks from the time of the ancient Vikings, as well as to fix a position by using the Decca system on a real Mk21 receiver recreated to cooperate with the artificial Decca system model. The Viking solar compass discovered on Wolin Island in 2013 was the trigger for creating such a simulator as part of a broader exhibition of navigational systems and tools. The main intention of the exhibition is to demonstrate the hyperbolic navigation application that links both systems.

Within this paper results of ongoing investigations will be presented. Main subject of studies is laid on the present situation of alert management onboard ships navigational bridges and potential use of data recorded with mandatory ship-borne VDR equipment during normal ship operation to support the process of on board collision avoidance. The investigations and results discussed and presented in the paper are gained within trhe work in two different projects on research and technical development. The first is the European MARNIS – project on Maritime Navigation and Information Services. It is funded by the European Commission, Department for Energy and Transport. Secondly some of the results presented here are part of investigations performed under the national RD project "Maritime Safety Assistance Rostock" which is funded by the German Ministry of Education and Research Berlin.

The team of authors is engaged in the IMO corresponding group on INS / Alert Management and in national task groups primarily specialising in “Navigational Alert Management” matters. This presentation is based on the outcome of serious discussions carried out at different work group sessions in Germany and has been widely used as a guideline when details of an Alert Management concept are analysed (e.g. alert related communication and de-escalation strategies). A separate paragraph of definitions within this presentation describes “Function Alerts” which are not relevant for the navigational tasks carried out by the officer of the watch. Alerts appear to be nonrelevant became the subject under discussion whether their announcement should be automatically filtered out by a navigational module within an INS. This could be one effective method of resolution to minimise (the number of high priority) alerts.

An approach to safety analysis connected with consecutive “m out of n” systems is presented. Further, the consecutive “m out of n: G” system is defined and the recurrent formula for its reliability function evaluation are proposed. Next the IALA buoys and leading lights system are introduced. Moreover, the safety states model for ship navigation are defined. Further, analysis of safety during manoeuvre in restricted area with curved draws is illustrated.

Opis:
Ensuring security in a harbor requires research into its infrastructure using spatial environmental data. This paper presents a methodology that defines the design of a graph for modeling the interactions between surface currents and moving objects. Combining this graph with port charts that integrate electronic navigation charts with coastal orthophotographs allows us to perform a multidimensional analysis. In addition, the complete information about navigation and harbor infrastructure allows us to predict the effects of currents on objects that are moving in the dock. The capabilities of this application were tested in the Gdynia harbor and the defined graph is based on sea currents generated by the numerical hydrodynamic model M3D.

Opis:
For nearly the entire post-World War II period, naval and air navigation relied primarily on ground-based radionavigation systems. However, the spontaneous development of satellite systems gradually led to their disappearance. They are currently used partly in air operations and marginally in maritime navigation in some areas around Asia, in Russia and in the Middle East. However, at the beginning of the 21st century, the threat of effective interference with satellite systems began to be raised, which led to an increased interest in restoring or upgrading ground-based systems as backup systems in the Western world. In this context, the approach of Russia is interesting, as it is associated with the vast majority of deliberate GPS interference. There are reports in the world literature that various ground-based radionavigation systems operating in Russia are still observed. The article analyses, on the basis of the few available sources, information on the ALFA system, about which the least is known, and there are many indications that it is ready for use.

Today’s navigation systems risk information overload and display clutter due to the multitude of available functionalities and information. Different navigational situations present differing challenges to the navigator, because of varying traffic or maneuvering conditions. This suggests that the need for information and functionalities on ECDIS and radar systems depends on the navigational situation, which was investigated by means of an online questionnaire. A sea voyage was divided into three situations, ranging from narrow maneuvering in port areas, to confined navigable waters, and open sea. N = 80 navigators completed the questionnaire. A compound priority measure was calculated to express the need for each functionality. Approximately half of the functionalities were prioritized in a situation dependent manner and substantially more functionalities were prioritized higher on ECDIS than on radar systems. The results have strong implications for aligning navigation systems more with user needs in the sense of a human-centered design approach.

Vessels engaged in coastal navigation must have their position determined with high accuracy. This can be ensured only by satellite systems such as GPS and GLONASS. The paper presents generalized concepts of geometrical factors of a navigational system. Such factors are used in the analysis of the accuracy of various radionavigational systems aimed at selecting the best system for a given area. The modern process of navigation is described in a four-dimensional space - three geometric dimensions and time. For this reason both the description and analysis of navigational systems should be performed in the same space. The traditional geometric factor of the land-based radionavigational system was generalised to include the factors GDOP, PDOP, HDOP, VDOP and TDOP for the needs of the accuracy analysis of a GPS system. These terms are related to the so-called geometry of navigational system - through mutually related positions of gradients of navigational functions determining position Iines (hyperplanes). They are connected with non-Iinear regression through a probabilistic relation between the measured navigational parameters. Consequently, the concept of geometric factors in the process of navigational parameters estimation can be also extended to include a larger number of dimensions appropriate for the state vector.

Opis:
Low maneuverability of ships together with growing intensity of marine traffic result in new challenges related to navigation safety. This paper reports a research aimed at design of methodology of operation of recommender systems for navigation safety. First, a specification of requirements to systems of the considered class has been carried out. Based on these, the major principles of functioning of such systems have been defined. The principles were a basis for development of the mentioned above methodology, which is based on the usage of context patterns and characterized by the presence of feedback to update the system’s knowledge base.

The safety of vessels navigating in the sea waterway system is ensured by fulfilling the acceptable restrictions called safe ship operation conditions in that system. The assessment of navigation safety is particularly important when the conditions for safe operation of ships in the waterway system are changed concerns increasing the maximum parameters of vessels, increasing the allowable hydrometeorological conditions or changing the minimum tug assistance. The article presents a method for assessing navigation safety when the conditions for the safe operation of vessels in the waterway system get changed. The method uses two indicators, which are difference in navigation risks and relative navigation risk. To determine the navigational risk, algorithms were developed for calculating the probability of accidents caused by the deterioration of navigation conditions and technical failure of ship equipment and tugs. Another algorithm was developed for calculating the consequences of the accidents that involve blocking a waterway by a ship anchoring in an emergency, grounding, impact of the ship against a port structure or moored ship and a collision with another ship in motion. The method developed for assessing navigation safety by means of relative navigation risk can be used in practice when changing the conditions for safe operation of vessels in the waterway system and when the system is modernized. Navigational safety management is a decision process that is implemented in the loop presented in the article. The acceptable risk is determined on the basis of vessel traffic intensity and ship parameters defined by safe operation conditions for a given waterway system. Relative navigational risk may be used in assessment and comparison of various conditions of safe ship operation. The probability of an accident caused by ship's moving outside the available navigable area due to technical failures of ship equipment or tugs is determined, depending on the type of port waterway and the manoeuvres performed.

In the article the author attempts to isolate, clarify, systematize, and classify various types and kinds of electronic navigational charts used in electronic chart systems, their specificity, operational status, significance and role they play. In particular he tries to promote internationally standardized vector charts ENCs (Electronic Navigational Charts), and raster charts RNCs (Raster Navigational Chart), as well as military Digital Nautical Charts (DNCs), High Density Bathymetric ENCs (bENCs), Port ENCs (PENCs), Inland ENCs (I-ENCs), Three Dimensional Digital Nautical Charts (3DNCs) and others. He presents general classification of electronic charts data bases taking into account the following criteria: spatial dimension, data types (data format), official status, international standards, consistency, level of detail of bathymetry, data confidence (reliability, accuracy), navigational purpose, and indirectly also the compilation scale of the chart, size and arrangement of cells.

W artykule przedstawiono wyniki badań dokładnościowych wskazań przez ARPA i AIS wartości odległości największego zbliżenia (CPA) statku przeciwnego do statku własnego, zrealizowanych na symulatorze radarowo-nawigacyjnym NAVSIM 90. Pomiary przeprowadzono w celu sprawdzenia, czy na urządzeniu symulacyjnym przeznaczonym do szkolenia i egzaminowania pilotów i oficerów statków handlowych można odtworzyć błędy wskazań statkowego AIS wykryte w czasie badań w warunkach rzeczywistych opisanych w pozycji bibliograficznej przywołanej w artykule.
The article presents results of the accuracy tests of indicated by AIS and ARPA closest point of approach (CPA) of the opposite vessel to the own ship, conducted on the radar-navigational simulator NAVSIM 90. The measurements were carried out to verify that the simulator designed for training and examination pilots and officers of merchant ships can reproduce errors of shipboard AIS detected during the researches carried out under real conditions described in the references cited in the article.

Warunkiem bezpiecznego i precyzyjnego wykonania zadania przez bezzałogowy aparat latający jest wstępne i bezpośrednie przygotowanie nawigacyjne. Potwierdzono to założenie podczas przeprowadzonych w kwietniu 2020 r. działań ratowniczo- -gaśniczych w Biebrzańskim Parku Narodowym. Oprócz 79 zastępów jednostek ochrony przeciwpożarowej i 380 strażaków, dwóch śmigłowców, sześciu samolotów dodatkowo działania operacyjne wspierały cztery bezzałogowe systemy latające. Zdobyte doświadczenia i wnioski umożliwiły opracowanie koncepcji przygotowania nawigacyjnego dla bezzałogowych systemów latających.
The prerequisite for the safe and precise execution of the task by an unmanned flying system is preliminary and direct navigational preparation. This was confirmed by the establishment of fire-fighting operations carried out in April 2020 in Biebrza National Park. In addition to 79 Fire Protection Units and 380 firefighters, 2 helicopters, 6 aircraft and four unmanned aircraft systems were additionally supported by operational operations. Experience gained and lessons learned have enabled the development of a navigational preparation concept for unmanned aircraft systems.

Celem artykułu było przedstawienie aspektów opracowania oraz implementacji elektronicznych map nawigacyjnych w Polsce. Proces ten, związany z opracowaniem nowego produktu, zrealizowano w ramach projektu badawczego oraz w firmie typu spin-out, jakim jest Marine Technology. W procesie opracowania i implementacji map elektronicznych bardzo ważny był etap badawczy, umożliwiający opracowanie założeń linii produkcyjnej map IENC. Etap ten zrealizowano w ramach projektu badawczo-rozwojowego w Akademii Morskiej w Szczecinie. Zdobyte doświadczenia oraz wiedza były podstawą do komercjalizacji badań w firmie Marine Technology, gdzie opracowano oficjalną kolekcję map elektronicznych. Efektem przyjętej strategii było wdrożenie produktu, jakim są mapy elektroniczne dla nawigacji śródlądowej.
The aim of the study was to present aspects of development and implementation of electronic navigational charts in Poland. This process, associated with development of a new product, was implemented within the framework of the research project and later in the spin-out company, which is the Marine Technology. In the process of development and implementation of electronic maps the research stage was very important, which enabled the development of assumptions of the line production of IENC maps. This stage was carried out under a research project at the Maritime University of Szczecin. Gained experiencees and knowledge were the basis for the commercialization of research at the Marine Technology, which developed the official collection of electronic maps. The result of the strategy was the implementation of products, which are electronic charts for inland navigation.

The satellite-based Automatic Identification System (AIS) system has continuously been developed by the shipping industry in recent years. This paper introduces the satellite-based AIS including the concept, the system structure, the development and its new applications. The Long Range Identification and Tracking (LRIT) system, which is mandatory to be required on certain classes of ships engaged on international voyages to report their position at least every six hours using onboard communication means however, has similar kind of function of ship monitoring with the satellite-based AIS system. Based on the basic introduction of the LRIT system, this paper presents the comprehensive comparison between satellite-based AIS and LRIT in terms of the ship’s cost, the communication scheme, the monitoring coverage, the information details and the information creditability. The conclusion that the satellite-based AIS should be encouraged to effectively play a complement role to the LRIT system is advanced in the paper.

Omówiono proces przygotowania koncepcji stworzenia tego systemu (zrealizowanej w Instytucie Nawigacji i Hydrografii Morskiej AMW) wraz z przeprowadzonymi analizami. Przedstawiono również wybrane badania innych ośrodków na tym etapie prac. Artykuł jest drugim z planowanej serii publikacji związanych z wdrożeniem w Polsce systemu DGPS — jako głównego elementu osłony radionawigacyjnej polskich obszarów morskich.
This article presents initial efforts aimed at establishing the national DGPS network on the Polish coast. It discusses the process of working out a concept for developing such a system (realized at the Institute of Navigation and Marine Hydrography, Gdynia Naval Academy) together with the analyses done. It also presents some selected investigations carried out by other centers at this stage of work. It is the second article in the series of planned publications relating to the implementation of the DGPS system in Poland — seen as the main element of the radio-navigational shield of the Polish maritime areas.

Opis:
The paper presents design and realization of computer decision support system in collision situations of passage with greater quantity of met objects. The system was implemented into the real ship electro-navigational system onboard research and training ship m/v HORYZONT II. The radar system with Automatic Radar Plotting Aid constitutes a source of input data for algorithm determining safe trajectory of a ship. The article introduces radar data transmission details. The dynamic programming algorithm is used for the determination of safe optimal trajectory of own ship. The system enables navigational data transmission from radar system and automatic determining of safe manoeuvre or safe trajectory of a ship. Further development of navigator’s decision support system is also presented. Path Planning Subsystem is proposed for the determination of global optimal route between harbours with the use of Ant Colony Optimization algorithms.

NaAVIC, is a free and downloadable Electronic Chart System app specifically developed for boats of all sizes looking for safe and reliable professional navigation functionality on mobile devices and/or laptops. The app offers a range of features to make navigation easy and reliable, delivered through a clear and intuitive interface designed specifically for navigating at sea. The capabilities cover the range of essential features needed to maintain safety and situational awareness. Separate processes for download and update of the electronic chart data is not required because data is streamed in real-time from a cloud based open source database. The data is supplied to NaAVIC from Nautilus Cloud, a cloud based infrastructure designed for Marine Data, Solutions and Services for Government Organizations, Commercial Industry and Consumers. Nautilus Cloud is a “cloud native” approach and leverages high quality, open source components as its base technology. It uses open standards throughout to build a low-cost system which is flexible and has a much greater degree of interoperability with pre-existing components. A key feature of the Nautilus Cloud platform is the expansion of data holdings into a much wider family of related geospatial data products including the S-100 framework, harmonized metadata, raster and real-time sources. In essence, NaAVIC can operate on real-time and up-to-date information from charting agencies without a separate updating process. This enables the integration of real-time tides, weather, currents and other oceanographic information.

The paper presents the processing of EGNOS integrity data received either directly from the satellite network or the Sisnet internet relay. Relationship between the individual frames in EGNOS messages has been described. Usefulness of these data was indicated by the three examples. In the first example data form EGNOS was used to compare integrity parameters and the calculated position error. In further examples the simulated position with error and calculated integrity parameters were implemented together. The results were presented in two ways: with use of dedicated program which presents only ship contours (the one not covering GNSS uncertainty and the one covering this uncertainty called Marine Vessel Protection Area) and as a layer in existing ECDIS.

In the paper, the author attempts to isolate, clarify, systematize, and classify various types, models and kinds of electronic chart systems, operating nowadays on the shipping market, which are a perfect example of the use of GIS (Geographic Information System) technology in widely comprehended maritime and inland waterway applications, in particular tries to promote internationally standardized system ECDIS (Electronic Chart Display and Information System), its RCDS mode (Raster Chart Display System), as well as Warship ECDIS (WECDIS), and Inland ECDIS (I-ECDIS). In the paper the author presents the general classification of electronic chart systems taking into consideration the following criteria: international standards, certification by classification society, used data base, updating system and certification by maritime administration.

Referat jest przeglądem literatury nt rozwiązań technologicznych w zakresie systemów sieciocentrycznych, stosowanych do tej pory w działaniach wojskowych. Przedstawia integrację elektronicznych map nawigacyjnych z ortofotomapami terenów przybrzeżnych jak i danymi hydrometeorologicznymi. Koncentruje się wokół problemów związanych z tworzeniem sieciocentrycznego środowiska integrującego dane dystrybuowane w różnych formatach. Jednym z urządzeń zaawansowanych technologicznie mogących działać tylko w takim środowisku są zdaniem autorów np. bezzałogowe pojazdy nawodne. Przedstawiono cząstkowe wyniki badań nad ww. zagadnieniami wykonanych w ramach projektu rozwojowego nr O R00 0105 11 finansowanego przez Narodowe Centrum Badań i Rozwoju.
The ensuring of security in the coastal area (especially in harbour area) makes in coastal countries necessary to do research work towards integration of environmental data integration. The present report is a review of the literature on technological solutions for centric network systems used so far in military activities. This paper reveals the effects of work taken in effort to build charts, which are integrated electronic navigational chart with photo chart of coastal terrain as well as with hydrological and meteorological data. The article is focused on problems connected to creation of network centric environment which integrates data available in several different formats. One of the efficient and technologically advanced tools, which can act in such an environment is (in authors team opinion) unmanned surface vehicle. To sum up, partial results of research work ware presented regarding those issues made during a development project number O R00 0105 11 financed by National Research and Development Centre.

The purpose of this study was to ascertain the level of academic performance in Auxiliary Machinery 2 subject and navigational trip among marine engineering students at maritime university, specifically JBLFMU-Molo, Iloilo City, Philippines. It further aimed also to determine the relationship of the two variables. The researchers used the quantitative research method and employed the descriptive statistics for the analysis of data among the randomly selected participants of the present study. The statistical tools were frequency, mean, and Pearson’s r. To come up with the data needed for this study, the questionnaire – checklist on “Navigational trip” was developed by the researchers. Results revealed that as an entire group, the level of academic performance was “excellent” and the navigational trip was “moderately satisfactory” among marine engineering students. The correlation between navigational trip and auxiliary machinery 2 subject was “positive and significantly correlated.”

Full Mission Bridge simulating became a valuable tool to assess the conditions for safe navigation during seaport development. The article presents an overview of the works carried out at the Lithuanian Maritime Academy. The specialists of the Academy together with the pilots of Klaipeda State Seaport performed a number of trainings and tests using Full Mission Bridge simulator, related to navigational safety assessment. Overviewed works concern a wide range of directions: development of the harbour navigation channel, introduction of two-way traffic of ships, ships sailing with tugboats, coordination with vessel traffic service, emergency response of the LNG vessel in case of various scenarios, extremely big ships accessibility studies, the boundary weather conditions assessment and so on.

W artykule przedstawiono koncepcję symulatora nawigacyjnego planowania podróży, zbudowanego na bazie programu nawigacyjnego OpenCPN. Poprzez dodatkowy plug-in możliwości programu zostaną rozszerzone o moduł do planowania i symulacji trasy żeglugi z uwzględnieniem warunków meteorologicznych panujących na akwenie. Pozycja statku na potrzeby symulacji trasy będzie wyznaczana na podstawie przyjętego kursu zgodnie z zaplanowaną trasą oraz prędkości wyliczanej przez sztuczną sieć neuronową z uwzględnieniem warunków meteorologicznych.
The article presents the concept of a navigation simulator for travel planning based on the OpenCPN navigation program. Through an additional plug-in the program capabilities will be extended with a module for planning and simulating shipping routes taking into account meteorological conditions on the basin. The position of the ship for the simulation of the route will be determined on the basis of the accepted course of the ship, according to the planned route and velocity calculated by the artificial neural network, taking into account the forecasted meteorological conditions.

In Maritime Education and Training (MET) where students are trained for professions with high standards of safety, the use of simulators is taken to provide opportunities for safe and cost-effective training. Although the use of simulators for training and certifying technical proficiency and so-called non-technical skills is well established and regulated by international standards, previous research suggests that simulator-based assessment has been poorly implemented in the MET system. Now the challenge is to contribute with knowledge about how to conduct consistent, unbiased, and transparent assessments of navigational skills and competencies. However, in current research it is not evident how training of non-technical skills in simulated environments should be assessed. The aim of this study is to explore the pedagogical challenges instructors face when assessing students’ navigational skills and competencies in a simulated environment. The study is based on video-recorded data from the certification part in a navigation course for second year master mariner students. A situated approach to cognition and learning is employed to analyze the co-construction of assessment in the simulated exercises by means of instructors’ questions and students’ answers. Results reveal an assessment practice where the students are still developing their navigational skills with instructional support from examiners whilst being certified on using Radar equipment in accordance to COLREG.

A ship domain is nowadays an important navigational safety assessment criterion. Its shape and size depend on many factors. The available maneuvering area seems to be one of the most important of them. This article examines the influence of the available manoeuvring area on the shape and size of ship domain in the open sea and restricted waters. The research was conducted using a simulation method. Expert navigators participated in simulations using the ECDIS system. The domains of ship passages in open sea area and restricted area have been compared.

Modular Integrated Navigation Systems (INS) according to the revised IMO performance standards on INS combine and integrate the validated information of different sensors and functions and allow the presentation on the various displays according to the tasks. The aim of the investigations discussed within this paper was to assess the advantages of an INS design compared to a traditional bridge layout with respect to the execution of collision avoidance and route monitoring tasks. The Situation Awareness Global Assessment Technique (SAGAT) approach was applied to assess Situation Awareness (SA) during these operations while bridge design and out of window visibility were manipulated. Additionally, workload was measured by NASA-TLX with its six subscales. The experiment was conducted in a full immersive simulation environment with 26 experienced mariners. The results indicate that SA is significantly higher with the INS bridge design in the reduced visibility condition compared to the traditional bridge design. Also, tendencies were found that workload and subdimensions are influenced by bridge design and visibility conditions.

This study was determined the evaluation of the safety, security, and protection of the navigational trip in terms of safety among marine engineering students as an entire group and when they were classified according to section such as Polaris 3-A, Polaris 3-B, and Polaris 3-C. Respondents of the study were the one hundred twenty (120) Polaris marine engineering students who are currently enrolled in the College of Maritime Education of JBLFMU-Molo for School Year 2017-2018 who were on board or have undertaken the navigational trip and have observed some of the safety and security services on board. The researchers employed quantitative-qualitative research design by Creswell (2013) to determine the navigational trip and observations of the safety and security services on board. Results revealed that the respondents had “excellent evaluation” about the safety, protection, and security of the navigational trip vessel. There were no significant differences in the evaluation of the respondents as to the different sections; no relationships were observed when the respondents’ evaluation results were compared according to sections. The observations and comments cited in this study signify that the navigational trip vessel exhibited safety and security, maintain clean and safe environment, and followed the strict implementation of safety as prescribed by the international standards. The respondents’ comments attested that the navigational ship has implemented the international standard of safety and procedure on board.
